Chapter 5 An overview of Medinipur District CHAPTER 5 AN OVERVIEW OF MEDINIPUR DISTRICT 5.1 BACKGROUND Undivided Medinipur was the biggest district in the area (22°57’10’’N to 21°36’35’’N and 88°12’40’’E to 86°33’50’’E) of West Bengal (“Brief Industrial”). Census report 2011, reveals Medinipur district as having an area of 9,368 sq. km. and the population is 59,13,457 where 3,007,885 males and 2,905,572 females (“Paschim Medinipur”). The famous Chinese traveller Fa-hien and Hiuen Tsang visited Tamralipta (modern Tamluk). Midnapore town became the headquarters of Medinipur district which became famous for the struggle of independence against the British Administration (“District Census” 9). The district was divided into Paschim Medinipur and Purba Medinipur on 1st January, 2002 (“Brief Industrial”). The district of Paschim Medinipur is situated in the extension of Chota Nagpur plateau gradually sloping towards East and South (“District Human” 5). South-eastern railway track from Howrah to Adra runs through this district and also state highway no. 60 runs parallel to the railway track. The national highway no. 6 (Bombay road) also runs through this district. The western part of this south-eastern railway track in Paschim Medinipur is infertile laterite rocks and mostly laterite soil whereas the eastern part is fertile alluvial. DISRTICT ADMINISTRATION: ORGANISTIONAL SET UP & FUNCTIONS Submitted by, SRI TANMAY BISWAS WBCS (Exe), 2016 BATCH DMDC (ON PROBATION) ALIPURDUAR DISTRICT INTRODUCTION: ➢ District Administration is the management of affairs within a district, which is the basic territorial unit of administration in India. ➢ It is at this level that the common man comes into direct contact with the administration. ➢ The district falls under the charge of a district officer, called either Deputy Commissioner or District Collector. ➢ This officer acts as the representative of the state government at this level. ➢ The district has also been the unit of administration for various other departments of the State Government. Thus, many State functionaries like the Superintendent of Police, Assistant Registrar of Cooperative Societies, District Agricultural Officer, District Medical Officer, etc., are located at the district headquarters and their jurisdiction extends to the district. ➢ Thus at the district level there are multiple officers for administering the affairs of the Government. TITBITS REGARDING THE BLOCKS OF ALIPURDUAR: Madarihat–Birpara block: Rural area under Madarihat–Birpara block consists of ten gram panchayats, viz. Bandapani, Hantapara, Madarihat, Totopara Ballalguri, Birpara–I, Khayarbari, Rangalibajna, Birpara–II, Lankapara and Shishujhumra. There is no urban area under this block. Madarihat and Birpara police stations serve this block. Headquarters of this block is in Madarihat. Alipurduar–I block: Rural area under Alipurduar–I block consists of 11 gram panchayats, viz. Banchukamari, Parorpar, Shalkumar–I, Vivekananda–I, Chakowakheti, Patlakhawa, Shalkumar–II, Vivekananda–II, Mathura, Purba Kanthalbari and Tapsikhata. Urban area under this block consists of four census towns: Paschim Jitpur, Chechakhata, Alipurduar Railway Junction and Bholar Dabri. -

The district is diverse in terrain as well as ethnicity. Places like Buxa Tiger Reserve , Jaldapara National Park , Jayanti Hills , Buxa Fort have always drawn the attention of tourists from different corner to this beautiful place. The district has also many rivers like Torsha, Holong , Mujnai , Rydak , Kaljani , Sankosh to name a few . The presence of many rivers makes the district a possible victim of floods during the monsoons every year .The year 1993 is notable as it was in this year that the district was ravaged by severe floods. Recently, in the last year also the district experienced a severe flash flood due to abnormal rainfall. According to the severity and intensity, last year’s flood is second to ’93 flood. The presence of rivers coming from the foothills of Bhutan also pose a great threat in the form of flash floods. The unpredictability of flash floods makes them a dangerous adversary. “Prevention is better than cure.” This proverb is none better suited than in the area of Disaster Management litigation. In order to manage any disaster it is prudent to be ready beforehand. Co-ordination and co-operation between the different departments of the Government in this regard is an absolute necessity. The Disaster Management Plan has been formulated with the intention of providing immediate and speedy remedial measures in the event of any calamity in the district of Alipurduar. -
