Collaboration and Innovation in the Maritime Domain Morning Session Recent developments in the maritime domain including enhanced situational awareness in the Black Sea in response to threats from the East as well as attempts to control thousands of illegal immigrants crossing the Mediterranean Sea, has spawned a need to discuss vital improvements to platform and agency integration. This focus day will incorporate an interactive expert panel discussion workshop session, moderated by Isto Matilla followed by a NATO CMRE Maritime Situational Awareness workshop led by Jonathan Locke. The focus day will be looking specifically at the key issues inhibiting domain awareness and efforts to increase maritime security including, service applications, communications and satellite data, system delivery and overall management of operations in a cross-governmental context. 10:00 AM - Maritime Security Panel Workshop Panel 1 – The requisite for effective data acquisition and integration to synchronise maritime operational response • How is data currently disseminated in existing systems and what are the capability gaps? • What service applications are needed to integrate data acquired from sources including radar, sensors and satellites? • Is it possible to effectively synergise information, capabilities and systems managed by both civilian and military authorities to provide a common information infrastructure? Panel 2 – Communications as a vital tool in protecting maritime security • How effective are current communications between nations and between different authorities such as coast guard and navies of the same country? • What is needed to build effective radio frequency networks to facilitate this communication? • Where is capacity lacking to discuss operations with different actors quickly and reliably? Previous to this, he worked for 6 years in DG MARE of the European Commission working within Cross sectoral cooperation, European Coast Guard development, Information exchange environment between various sectors, Maritime Security Strategy and dual use concept (civil-military cooperation). 1:00 PM - NATO CMRE (Centre for Maritime Research and Experimentation) Persistent Surveillance in Maritime Workshop In response to current concerns regarding illegal immigration, piracy and the trafficking of WMD, this workshop will consider persistent surveillance of the maritime and how it may inform a summary pattern-of-life without which it would be very challenging to detect unusual or anomalous activity. The problem is cast from the vast open oceans, through the littorals to local ports and harbours. In pursuance of this goal, there should be minimal impact on the every-day lives of individuals who legitimately foster the maritime environment for commerce and leisure. Thus, where possible, solutions should take advantage of the many sources of big- data readily available to provide both automated insight (machine learning) and human awareness (visual analytics) of maritime activities. You will benefit by gaining an overview of current Science & Technology (S&T) directed toward the problem of persistent surveillance, an appreciation of the key challenges and the need for a comprehensive approach.
