It is the old story of 'just doing one's duty', that was heard time and again in the defence statement of the accused at Nuremberg. But it would be wrang to think of it as a thin alibi concocted for the occasion. Rather, it is a fundamental mode of thinking for a great many people once they are locked into a subordinate position in a structure of authority." {Milgram 1967, 6} Abstract: Stanley Milgram's work on obedience to authority is social psychology's most influential contribution to theorizing about Holocaust perpetration. The gist of Milgram's claims is that Holocaust perpetrators were just following orders out of a sense of obligation to their superiors. Milgram, however, never undertook a scholarly analysis of how his obedience experiments related to the Holocaust. The author first discusses the major theoretical limitations of Milgram's position and then examines the implications of Milgram's (oft-ignored) experimental manipula tions for Holocaust theorizing, contrasting a specific case of Holocaust perpetration by Reserve Police Battalion 101 of the German Order Police. lt is concluded that Milgram's empirical findings, in fact, do not support his position-one that essen tially constitutes an obedience alibi. The article ends with a discussion of some of the social dangers of the obedience alibi. 1. Nazi Germany and Anti-Jewish Policy The Nazi Party rose to power with an antisemitic racial ideology. However, the anti-Jewish campaign was not conducted according to a blueprint, rather it evolved. Before the outbreak of the war, political and economic factors, as well as public opinion both inside and outside Germany influenced the evolution of Nazi anti-Jewish laws and measures. The main purpose of the anti-Jewish policy between 1933 and 1939 according to the racial theory was to isolate German Jewry from German society. These laws sought to uproot and dispossess Jews economically from daily life in Germany and Boycott entries before Jewish department store, 1933 encourage them to leave their homeland. These laws limited and humiliated Jews on a daily basis. Anti-Jewish Policy (1933–1939) Divided Into Three Periods n The first period, 1933–1934, included boycotts against Jews and the Civil Service Law that dismissed Jews from government jobs. n The second period began in the spring of 1935 and was marked by the establishment of the racially based Nuremberg Laws. Jews were no longer German citizens. n The third period from 1937–1939 was a time of increasing anti-Jewish violence, confiscation of Jewish property, and the forbidding of Jewish ownership of business concerns. The turning point of this period was the Kristallnacht Pogrom. Anti-Jewish Policy by Year 1933 n All non-“Aryans” were dismissed from holding government jobs. This regulation applied to public school teachers, university professors, doctors, lawyers, engineers, etc. — all Jews who held government positions of any kind. Non-“Aryans” were defined as Jews, the children of Jews, and the grandchildren of Jews. -

Radio and the Rise of the Nazis in Prewar Germany Maja Adena, Ruben Enikolopov, Maria Petrova, Veronica Santarosa, and Ekaterina Zhuravskaya* May 10, 2014 How far can the media protect or undermine democratic institutions in unconsolidated democracies, and how persuasive can they be in ensuring public support for dictator’s policies? We study this question in the context of Germany between 1929 and 1939. Radio slowed down the growth of political support for the Nazis, when Weimar government introduced pro-government political news in 1929, denying access to the radio for the Nazis up till January 1933. This effect was reversed in 5 weeks after the transfer of control over the radio to the Nazis following Hitler’s appointment as chancellor. After full consolidation of power, radio propaganda helped the Nazis to enroll new party members and encouraged denunciations of Jews and other open expressions of anti-Semitism. The effect of Nazi radio propaganda varied depending on the listeners’ predispositions toward the message. Racist US Laws Provided Inspiration To The Nazis: An Interview With James Q. Whitman James Q. Whitman is the Ford Foundation Professor of Comparative and Foreign Law at Yale Law School At a time when white supremacist ideas are thriving in the United States, a recently published book by James Q. Whitman, professor of comparative and foreign law at Yale Law School, provides a chilling account of the way US race law provided inspiration for the Nazis, including Hitler himself, in the making of the Nuremberg Laws and their pursuit of a “perfect” racist order. In an exclusive interview for Truthout, Professor Whitman explains the connection between the centerpiece anti-Jewish legislation of the Nazi regime – the Nuremberg Laws – and US race law. C.J. Polychroniou: Professor Whitman, most scholars before you have insisted that there was no direct US influence on Nazi race law, yetHitler’s American Model argues something quite the opposite: that the Nazis not only did not regard the United States as an ideological enemy, but in fact modeled the Nuremberg Laws after US racist legislation. First, can you briefly point out some of the evidence for your thesis, and then explain why others have failed to see a direct connection? James Q. Whitman: The evidence is pretty much in plain sight. Hitler himself described the United States in Mein Kampf as “the one state” that was making progress toward the creation of a racial order of the kind he hoped to establish in Germany. After the Nazis came to power, German lawyers regularly discussed American models — not only the model of Jim Crow segregation, but also American immigration law, which targeted Asians and southern and Eastern Europeans; American law establishing second-class citizenship for groups like Filipinos; and American anti-miscegenation statutes. -

At the time, Hitler was leader of the National Socialist German Workers' Party (Nazi party). FEBRUARY 27-28, 1933 The German parliament (Reichstag) building burned down under mysterious circumstances. The government treated it as an act of terrorism. FEBRUARY 28, 1933 Hitler convinced President von Hindenburg to invoke an emergency clause in the Weimar Constitution. The German parliament then passed the Decree of the Reich President for the Protection of Nation (Volk) and State, popularly known as the Reichstag Fire Decree, the decree suspended the civil rights provisions in the existing German constitution, including freedom of speech, assembly, and press, and formed the basis for the incarceration of potential opponents of the Nazis without benefit of trial or judicial proceeding. MARCH 22, 1933 The SS (Schutzstaffel), Hitler's “elite guard,” established a concentration camp outside the town of Dachau, Germany, for political opponents of the regime. It was the only concentration camp to remain in operation from 1933 until 1945. By 1934, the SS had taken over administration of the entire Nazi concentration camp system. MARCH 23, 1933 The German parliament passed the Enabling Act, which empowered Hitler to establish a dictatorship in Germany. APRIL 1, 1933 The Nazis organized a nationwide boycott of Jewish-owned businesses in Germany. Many local boycotts continued throughout much of the 1930s. APRIL 7, 1933 The Nazi government passed the Law for the Restoration of the Professional Civil Service, which excluded Jews and political opponents from university and governmental positions. -

They were called the Nuremberg Laws and were the idea of Nazi leader Adolf Hitler. The laws were passed in the city of Nuremberg, Germany, on September 15, 1935. The first law took away the citizenship of Jews. It was called the "Law of the Reich Citizen." The "Reich" was the name for the German empire. The other law was the "Law for the Protection of German Blood and German Honor." It said that Jews and non-Jewish Germans could not marry. Jews were not even allowed to fly the German flag. Obsession, Separation, and Extermination: The Nazi Reordering of Germany 2. Nazi Germany is described as a “Racial State” by scholars. Explain the place of racism and in particular of anti-Semitism to the Nazi reordering of Germany and of Europe. In your analysis pay attention to both ideology and practice, to domestic and foreign policy, to culture and to politics. Following the Nazi rise to power, officials declared that “hereafter the Reich will recognize only three classes: Germans (of German or related blood), Jews and ‘Jewish mixtures’” (Birchall, “Reich Puts Laws on Jews in Force; Trade Untouched”, in Moeller, 98). This quote lies in a source written in 1935, well before the mass extermination of the Jewish population began in the Third Reich. The politics of the Reich were built around a feeling of Volk and racial similarities; those who were declared to be outside of the Volk were ostracized by the practice of laws within the German culture. Racist ideology was formed and manifested quickly upon the rise of Nazi power, with racial laws causing an obsession with heritage and the split of Germans and Jews. Nazi racism spread internationally as well, particularly as the Nazis began the occupation of Poland, Austria, and other nations. This potent racism, especially toward Jews, fueled the manner in which the Nazis reordered the German nation into a race-obsessed state and spread their obsession into neighboring countries. Politics were the origin of the extreme anti-Semitism in Nazi German. The politicians decided what the German people should believe and advertised it well enough to succeed in changing the outlook of the population. -

Inflation Expectations and Recovery from the Depression in the Spring of 1933: Evidence from the Narrative Record Andrew J. Jalil and Gisela Rua* January 2016 Abstract This paper uses the historical narrative record to determine whether inflation expectations shifted during the second quarter of 1933, precisely as the recovery from the Great Depression took hold. First, by examining the historical news record and the forecasts of contemporary business analysts, we show that inflation expectations increased dramatically. Second, using an event- studies approach, we identify the impact on financial markets of the key events that shifted inflation expectations. Third, we gather new evidence—both quantitative and narrative—that indicates that the shift in inflation expectations played a causal role in stimulating the recovery. Over there they have in mind, practically speaking, only coloreds and half-coloreds, which includes mestizos and mulattoes; but the Jews, who are also of interest to us, are not reckoned among the coloreds. —Roland Freisler, June 5, 1934 On June 5, 1934, about a year and a half after Adolf Hitler became Chancellor of the Reich, the leading lawyers of Nazi Germany gathered at a meeting to plan what would become the Nuremberg Laws, the notorious anti-Jewish legislation of the Nazi race regime. The meeting was chaired by Franz Gürtner, the Reich Minister of Justice, and attended by officials who in the coming years would play central roles in the persecution of Germany’s Jews. Among those present was Bernhard Lösener, one of the principal draftsmen of the Nuremberg Laws; and the terrifying Roland Freisler, later President of the Nazi People’s Court and a man whose name has endured as a byword for twentieth-century judicial savagery. The meeting was an important one, and a stenographer was present to record a verbatim transcript, to be preserved by the ever-diligent Nazi bureaucracy as a record of a crucial moment in the creation of the new race regime. That transcript reveals the startling fact that is my point of departure in this study: the meeting involved detailed and lengthy discussions of the law of the United States. -

WEEK 2 Prewar Persecution of “Enemies of the State” and Other Targeted Minorities in the Third Reich Prepared by Tony Joel and Mathew Turner Week 2 Unit Learning Outcomes ULO 1. evaluate in a reflective and critical manner the consequences of racism and prejudice ULO 3. synthesise core historiographical debates on how and why the Holocaust occurred Introduction This learning module is divided into a series of seven mostly short sections all of which are linked by the common theme of German victim groups who were ostracised and persecuted by their own government when living under Nazism. We start this week by examining the Nazi concept of supposed “Aryan” superiority and the creation of a national socialist “people’s community” or what the Nazis termed their ideal Volksgemeinschaft. Section 2 explores theories of Nazi “racial hygiene” and eugenics, which provided a pseudoscientific framework for Nazi racial theories including the identification of “undesirables” (Jews and others) who were classified as not belonging to the Volksgemeinschaft. Section 3 (the lengthiest this week) investigates the persecution of Jews living in the Third Reich, particularly in the prewar period 1933-39 but also up to 1941. Section 4 considers how German Jews responded to this persecution, both “officially” and privately. Section 5 outlines the Nazi system of concentration camps, used to intimidate and imprison political opponents and other individuals considered to be “enemies of the state.” The section reinforces the important point that, although they were included among the targets, Jews were by no means the main priority during the prewar period. Section 6 looks at the Nazi program of forced sterilisation introduced as early as July 1933, which provided Nazi doctors with the legal means to carry out the sterilisation of individuals who, according to racial “science,” threatened the purity of the “Aryan race.” Sterilisation victims included Germans with hereditary illnesses, mental illnesses, or perceived physical and intellectual disabilities.
