(v) INTRODUCTION I, the Chairperson of the Committee on Government Assurances, (2016-2017) having been authorized by the Committee to submit the Report on their behalf, present this Fifty-First Report () of the Committee on Government Assurances. 2. The Committee (2015-2016) at their sitting held on 09 August, 2016 considered Memoranda Nos. 152 to 171 containing requests received from the various Ministries/Departments for dropping of pending Assurances and decided to pursue 17 Assurances. 3. At their sitting held on 06 April, 2017, the Committee (2016-2017) considered and adopted their Fifty-First Report. 4. The Minutes of the aforesaid sittings of the Committee form part of this Report.

(vii) REPORT While replying to Questions in the House or during discussions on Bills, Resolutions, Motions, etc., Ministers sometimes give Assurances, undertakings or promises either to consider a matter, take action or furnish information to the House at some later date. An Assurance is required to be implemented by the Ministry concerned within a period of three months. In case, the Ministry finds it difficult in implementing the Assurances on one ground or the other, they are required to request the Committee on Government Assurances to drop the Assurances and such requests are considered by the Committee on merits and decisions taken to drop an Assurance or otherwise. 2. The Committee on Government Assurances (2015-16) considered the following requests received from various Ministries/Departments for dropping of Assurances at their sitting held on 09 August, 2016:—

After having considered the requests of the Ministries/Departments, the Committee are not convinced with the reasons furnished for dropping the Assurances. APPENDIX I MEMORANDUM NO. 152 Subject: Request for dropping of Assurance given in reply to Unstarred Question No. 3419 dated 25.04.2012 regarding "Nuclear Waste". On 25 April, 2012, Shri S. Semmalai, Dr. Padmasinha Bajirao Patil and Shri Bali Ram Jadhav, M.Ps. addressed an Unstarred Question No. 3419 to the Department of Atomic Energy. The text of the Question alongwith the reply of the Minister are as given in the Annexure. 2. The reply to the Question was treated as an Assurance by the Committee and required to be implemented by the Department of Atomic Energy within three months from the date of the reply but the Assurance is yet to be implemented. 3. The Department of Atomic Energy vide O.M. No. 25/5/2012/LS/R&D-I/17090 dated 15 December, 2015 requested to drop the Assurance on the following grounds:— "That the Uranium Corporation of India Limited (UCIL), a Public Sector Undertaking of DAE has suspended its exploratory mining operation for extraction of uranium at the Gogi site in Karnataka to comply with environmental related requirements as suggested by the Central and State Pollution Control Boards. Associated activity involving construction of Underground Research Laboratory (URL) has also been put in abeyance, due to non-availability of access to the underground site. Hence, the possibility of fulfilling the above Assurance does not exist in the near future. In view of the non-availability of site during the XII Plan period, it is requested that the Assurance may kindly be dropped from the list of Assurances appearing against Department of Atomic Energy." 4. In view of the above, the Department of Atomic Energy, with the approval of the Minister of State (PMO) have requested to drop the above Assurance. The Committee may consider.

4 ANNEXURE GOVERNMENT OF INDIA MINISTRY OF ATOMIC ENERGY LOK SABHA UNSTARRED QUESTION NO. 3419 ANSWERED ON. 25.04.2012 Nuclear Waste 3419. SHRI S. SEMMALAI: SHRI PADAMSINHA BAJIRAO PATIL: SHRI JADHAV BALIRAM: Will the Minister of ATOMIC ENERGY be pleased to state: (a) whether under the existing practice, nuclear waste is being kept in borosilicate glass containers; (b) if so, whether in a departure from the existing practice, the Department of Atomic Energy proposes to bury it underground; (c) if so, the details thereof and whether this arrangement will require lot of space for burying; (d) if so, the details thereof and the arrangements made by the Government in this regard; and (e) whether the Government has any proposal to set up underground laboratories to study the effects and desirability of storing nuclear waste in deep underground sites and if so, the details thereof? ANSWER THE MINISTER OF STATE FOR PERSONNEL, PUBLIC GRIEVANCES & PENSIONS AND PRIME MINISTER’S OFFICE (SHRI V. NARAYANASAMY): (a) No, Sir. under the existing practice, waste is not kept in borosilicate glass container rather, a three stage approach is followed in our country in line with the practice followed world over for management of high level waste. These steps are: (1) Waste is first converted into an inert solid material in the form of sodium borosilicate glass. (2) As a second step, the above solidified waste is stored under surveillance in an air-cooled engineered facility for a period of 25-30 years to facilitate dissipation of heat generated due to decay of radioactivity. (3) Finally, it is planned to dispose the solidified waste to a deep geological repository at a depth of about 800-1000 meters to isolate the radioactivity from the environment.

(b) There is no departure from the existing practice. Isolation of radioactivity from biosphere is ascertained by adopting the above mentioned three step approach. (c) No Sir. Geological repository would not require lot of space. (d) The need of repository would arise only after 30-40 years. This is because the inventory of radioactive waste generated is very small for the current nuclear power program of the country and present interim storage facility is adequate for the above period. Research activities for the development of geological repository have been undertaken. Presently, work related to host rock characterization with a view to develop comprehensive data bases are in progress. (e) Yes Sir. The Department of Atomic Energy (DAE) has a proposal to construct an Underground Research Laboratory during the XII Five Year Plan. The proposed laboratory will be of generic nature. Such laboratories are used for development of methodology and technology related to emplacement of solidified waste in the repository. Experiments in such laboratories will form a basis for the development and construction of underground geological repository for storing high level nuclear waste in the future.

6 APPENDIX II MEMORANDUM NO. 154 Subject: Request for dropping of Assurance given in reply to Unstarred Question No. 2795 dated 10.12.2014, regarding "Review of Performance of Schemes". On 10 December, 2014 Shri Sirajuddin Ajmal, M.P. addressed Unstarred Question No. 2795 to the Minister of Development of North Eastern Region. The texts of the Question along with the reply of the Ministers are as given in the Annexure. 2. The reply to the Question was treated as an Assurance by the Committee and required to be implemented by the Ministry of Development of North Eastern Region within three months from the date of the reply but the Assurance is yet to be implemented. 3. The Ministry of Development of North Eastern Region vide O.M. F.No. 1/18/ 2014-Parl./DoNER/NLCPR dated 28 October, 2015 have requested to drop the Assurance on the following grounds:— "That the two new schemes namely Organic Farming and North Eastern Road Corporation were allocated to the Ministry in the Budget year 2014-2015 only. Both these recently allocated schemes are at different stages of consultations/approvals before they could be implemented. Since both these schemes could not be operationalised during the period 2014-15 and are still to take-off, therefore, question of reviewing their performance doesn't arise at this stage. Thus the Assurance needs to be dropped." 4. In view of the above, the Ministry, with the approval of the Minister of State (I/C), Ministry of Development of North Eastern Region, have requested to drop the Assurance. The Committee may consider.

7 ANNEXURE GOVERNMENT OF INDIA MINISTRY OF DEVELOPMENT OF NORTH EASTERN REGION LOK SABHA UNSTARRED QUESTION NO. 2795 ANSWERED ON. 10.12.2014 Review of Performance of Schemes 2795. SHRI SIRAJUDDIN AJMAL: Will the Minister of DEVELOPMENT OF NORTH EASTERN REGION be pleased to state: (a) whether the Government has reviewed the performance of the schemes recently allocated under the Ministry of DoNER and if so, the details thereof, State-wise; (b) whether in spite of additional allocation of funds for development projects in the North-Eastern States, the region still lags behind in several aspects as compared to the other regions of the country and if so, the reasons therefor; (c) whether the Government proposes to give special emphasis for creation of infrastructural facilities in each of the North-Eastern States; (d) if so, the funds allocated for the purpose under various projects during the current year in the region; and (e) the initiatives taken/proposed to be taken by the Government for rapid and balanced development of the region? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF DEVELOPMENT OF NORTH EASTERN REGION (DR. JITENDRA SINGH): (a) The Ministry of Development of North Eastern Region is in the process of reviewing the performance of recently allocated schemes. (b) to (e) Sir, it is true that the region still lags behind the nation in development parameters including agriculture, industry, infrastructure and connectivity largely due to its geographical disadvantages that were accentuated after the partition of the country. Although the growth of State Gross Domestic Product (SGDP) was higher than the national average, these legacy problems remain. The Government lays great emphasis on the creation of adequate infrastructure facilities in the North Eastern States including for power availability, connectivity by road, rail, air, inland waterways and telecommunications and has regularly taken up a variety of projects in all these sectors to bring the level of facilities on par with the rest of the country and to closely integrate the region within the country. Ministry of Development of

North Eastern Region has been assigned Rs. 200 crore in the current year of North Eastern Roads, which is in addition to projects taken up under funding programmes of Non-Lapsable Central Pool of Resources (Central & State), North Eastern Council and North Eastern States Road Investment Programme. APPENDIX -III MEMORANDUM NO. 155 Subject: Request for dropping of Assurance given in reply to Unstarred Question No. 4023 dated 17.12.2014 regarding "Desalination Plants". On 17 December, 2014 Dr. , Shri Ravneet Singh and Dr. J. Jayavardhan, M.Ps. addressed an Unstarred Question No. 4023 to the Minister of Earth Sciences. The text of the question alongwith the reply of the Minister are as given in the Annexure. 2. The reply to the question was treated as an Assurance by the Committee and required to be implemented by the Ministry of Earth Sciences within three months from the date of the reply but the Assurance is yet to be implemented. 3. The Ministry of Earth Sciences vide O.M. No. MoES/43-Parl./102/2014 dated 15 October, 2015 have requested to drop the Assurance on the following grounds:— "That while answering the question, it was submitted that work has been initiated to set up a prototype LTTD plant with a capacity of generating 2 million litres of potable water per day (2 MLD) at the Tuticorin Thermal Power station, Tamil Nadu by the end of XII plan period. The Lakshadweep Administration requested ESSO-NIOT for setting up of similar plants in remaining six islands viz., Amini, Chetlet, Kadamath, Kalpeni, Kiltan and Andrott. ESSO-NIOT has sent a detailed project report to the Lakshadweep Administration in this regard. The proposal has not been approved so far. This was treated as an Assurance. It may be noted that Ministry conveyed the factual position in respect of setting up of six LTTD plants in the islands of Lakshadweep and there was no promise made, that constitute the 'Assurance'. Therefore the Committee on Assurance is requested to drop this Assurance from the list." 4. In view of the above the Ministry, with the approval of the Minister of Earth Sciences have requested to drop the above Assurance. The Committee may consider.

10 ANNEXURE GOVERNMENT OF INDIA MINISTRY OF EARTH SCIENCES LOK SABHA UNSTARRED QUESTION NO. 4023 ANSWERED ON 17.12.2014 Desalination Plants 4023. DR. SUBHASH BHAMRE: SHRI RAVNEET SINGH: DR. J. JAYAVARDHAN: Will the Minister of EARTH SCIENCES be pleased to state: (a) the number of desalination plants set up so far in the country, location and State-wise; (b) the cost of installing desalination plants and converting sea water into drinking water as well as the type of the technology used in this regard; (c) whether the Government proposes to set up more desalination plants in the country including in coastal areas and also supply water to water deficit areas; (d) if so, the details thereo, location and State-wise; and (e) the present status of all plants under construction/proposed to be constructed and the time by which these are likely to be commissioned? ANSWER THE MINISTER FOR MINISTRY OF SCIENCE AND TECHNOLOGY AND MINISTRY OF EARTH SCIENCES (DR. HARSH VARDHAN): (a) Three deslination plants, based on the Low Temperature Thermal Desalination (LTTD) technology indigenously developed and demonstrated by the National Institute of Ocean Technology (NIOT), Earth System Science Organization (ESSO), have been successfully commissioned one each at Kavaratti, Minicoy and Agatti islands of the Union Territory of Lakshadweep. The capacity of each of these LTTD plants is 1 lakh litre of potable water per day. One experimental LTTD plant using condenser waste heat from power plant was set up at North Thermal Power Station (NCTPS). (b) The technology used for the plants is the Low Temperature Thermal Desalination (LTTD) Technology that utilizes the temperature difference available between surface water and deep sea water. In this methodology, the warmer surface sea water is evaporated at low pressures and the vapour obtained are condensed using the colder deep sea water. The cost of plant to convert sea water into dirnking

11 12 water would depend on the type of technology, capacity of the plant, location and cost of electricity which varies from place to place. According to the cost estimates made by an independent agency for LTTD technology, the cost per litre of desalinated potable water is about 61 paise for island based plants. (c) to (e) Work has been initiated to set up a prototype LTTD plant with a capacity of generating 2 million litres of potable water per day (2 MLD) at the Tuticorin Thermal Power Station, Tamil Nadu by the end of XII plan period. The Lakshadweep Administration requested ESSO-NIOT for setting up of similar plants in remaining six islands viz., Amini, Chetlet, Kadamath, Kalpeni, Kiltan and Andrott. ESSO-NIOT has sent a detailed project report to the Lakshadweep Administration in this regard. The proposal has not been approved so far. APPENDIX IV MEMORANDUM NO. 156 Subject: Request for dropping of assurance given in reply to Unstarred Question No. 3794 dated 13.12.2001 regarding "Cruelty against Animals". On 13 December, 2001 Shri Haribhau Mahale, M.P. addressed an Unstarred Question No. 3794 to the Minister of Culture. The text of the question alongwith the reply of the Minister are as given in the Annexure. 2. The reply to the question was treated as an assurance by the Committee and required to be implemented by the Ministry of Environment, Forests and Climate Change within three months from the date of the reply but the assurance is yet to be implemented. As the Assurance was later on transferred to the Ministry of Environment, Forest and Climate Change. 3. The Ministry of Environment, Forest and Climate Change vide O.M. No. 18/ 01/2014-AWD dated 22 August, 2014 have requested to drop the assurance on the following grounds:— "That the Animal Welfare Board of India, a statutory body under this Ministry was requested to furnish requisite information to fulfill the assurance but AWBI is also unable to provide authenticated data for fulfilling this assurance. A long time of nearly 13 years has elapsed and information regarding the number of cases of cruelty to animals registered during the years 2000-2001 and 2001-2002 is not available from any authenticated source. The Committee on Government Assurances, Lok Sabha may kindly be requested to drop this assurance given in the Lok Sabha Unstarred Question No. 3794 of 13.12.2001 by Shri Haribhau Mahale regarding "Cruelty to Animals during the years 2000-2001 and 2001-2002." 4. In view of the above the Ministry with the approval of the Minister of State (Independent Charge) in Ministry of Environment, Forests and Climate Change has requested to drop the above Assurance. The Committee may consider.

13 ANNEXURE GOVERNMENT OF INDIA MINISTRY OF CULTURE LOK SABHA UNSTARRED QUESTION NO. 3794 ANSWERED ON 13.12.2001 Cruelty against Animals 3794. SHRI HARIBHAU MAHALE: (a) the number of cases of cruelty against animals noticed in the country during each of the last three years and the current year; (b) whether animals are subjected to cruelty and misbehaviour in the circus and other kind of exhibitions; and (c) if so, the steps being taken by the Government to check this cruelty against animals? ANSWER THE MINISTER OF TOURISM AND CULTURE (SHRI JAGMOHAN): (a) The information available with the Ministry till 1999-2000 is annexed. Information beyond that period is awaited from the State/UT Governments and will be laid on the Table of the House. (b) Yes, Sir. The matter continues to be debated and deliberated within the Department and interim solutions for utilization of available surplus plasma, it is difficult to set up a time line for setting up of Plasma Fractionation Centre. SHRI PASHUPATI NATH SINGH: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the Government is setting up a Plasma Fractionation Centre (PFC) in the country and, if so, the details thereof; (b) whether there is an inordinate delay, in setting up the PFC leading to escalation in its estimated cost; (c) if so, the details thereof and the reasons therefor and the corrective steps taken/proposed to be taken by the Government in this regard; and (d) the fresh measures being taken by the Government to set up more number of PFCs as per requirement in the country? ANSWER THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN): (a) Government is proposing to set up Plasma Fractionation Centre at Chennai for processing of 1.5 lac litres of plasma per year. Products intended to be fractionated are Albumin, immunoglobulins, FVIII and FIX. Government of Tamil Nadu has provided land for the same. (b) Yes. (c) The Expression of Interest for Plasma Fractionation Centre was published However, bids have not been successful due to the limited experts across the globe. Government has taken steps by formulating policy on unutilized plasma. Recently, the policy has been framed and released. Expert group constituted for the same has suggested that as an interim measure, contract fractionator should be identified, till PFC is established. Accordingly, EOI for contract fractionator is in process for publication. (d) It's proposed to set up PFC at Chennai. Further centers may be established based on need of the country. Experience gained from the centre will be replicated for scaling up of the PFC in the country.

No. N-18011/80/ 2013 dated 27.10.2015, have requested to drop the Assurance on the following grounds:— "That the regulations dated 22.03.2013 issued by TRAI were challenged by some broadcasters in Hon'ble Telecom Disputes Settlement & Appellate Tribunal (TDSAT) and TDSAT vide its interim order dated 30.08.2013 stating that till further orders, the TRAI shall not take any coercive measures against the Appellants or its members to make them abide by the impunged Regulations. The Hon'ble Supreme Court of India on 06.12.2013 in a separate matter, passed judgment in the case titled "BSNL Vs. TRAI & Ors" being Civil Appeal No. 5253 of 2010 and connected matters, holding that TDSAT has no power to decide a challenge to the validity of 'regulations' framed by TRAI and thereafter on 11.12.2013, the said appeals as mentioned above, were dismissed by the TDSAT. Subsequently, some of the broadcasters filed an appeal in the High Court of Delhi. On 17.12.2013, the High Court passed an interim order and directed that till the disposal of these writ petitions, the respondent/TRAI is restrained from taking any coercive measures against the petitioners or their members to make them abide by the impugned Regulations. Owing to the fact that the issue is under consideration of Hon'ble High Court of Delhi, hence there may not be a definite timeframe to fulfil the Assurance under reference. SCINDIA): (a) and (b) Yes Madam, Based on the recommendations of the Working Group which was constituted by the Planning Commission under the Chairmanship of Secretary, Ministry of Power and proposals received from Power Grid Corporation of India Limited and Central Electricity Authority, the draft amendments in the Tariff Policy were uploaded on the website of Ministry of Power on 12th September, 2013 and also circulated to all stakeholders for comments. Based on comments received from stakeholders and further deliberations held in this regard, suitable amendments are under finalization. The proposed amendment in Tariff Policy would benefit the various categories of consumers, including the below poverty line consumers. Besides, these amendments would reduce the carbon footprint and lead to sustainable growth. These recommendations were further discussed in the Ministry and a Committee was constituted for the examination and recommendation on the proposed amendments in the Electricity Act, 2003. (c) & (d) The issue of proposed amendments in Tariff Policy and in the Electricity Act, 2003 have also been discussed in various meetings of the Advisory Group under the Minister of State for Power (Independent Charge) in the Ministry of Power. The Advisory Group in the meeting held on 24.12.2013 discussed the issues relating to Transmission and Banking/Financial Institutions in the power sector. During the said meeting, Advisory Group was also informed about the status on proposed amendments in the Act. MOHAN: Will the Minister of SPACE be pleased to state: (a) whether ISRO has given any proposal for allocation and pricing of satellite transponders for public and non-Government users and if so, the details thereof; (b) the number of INSAT/GSAT satellites available at present and the number of Government and non-Government users; (c) whether ISRO shall be permitted to multi-pricing policy for its transponders depending upon their status and if so, the details thereof and if not, the reasons therefor; (d) whether several DTH users are using foreign satellites at present and if so, the details thereof; and (e) the steps taken/proposed to be taken by the Government to resolve their issues and bring them back into the ISRO fold? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND IN THE PRIME MINISTER'S OFFICE (DR. JITENDRA SINGH): (a) Yes, Madam. Based on the review and approval of INSAT Co-ordination Committee (ICC) and Space Commission, a revised policy guideline for allocation and pricing of transponders has been evolved and is being processed for Government approval. It envisages a rational classification structure for users such as Strategic, Government including Societal, not-for-profit PSUs and Commercial to form a basis for allocation and pricing of transponders. (b) At present, there are 12 INSAT/GSAT satellites, in orbit, out of which 10 are communication satellites and 2 are meteorological satellites. In INSAT/GSAT satellite system there are 41 Government users and 59 non-Government users are utilizing the capacity in C Band, Extended C Band and Ku Band to the extent of 152 transponders (36 MHz equivalent each).

47 48 (c) At present, a uniform pricing policy is implemented for all categories of users. However, a multi-pricing policy for transponders is under the consideration of the Government as INSAT systems transponders are utilized for non-profit purposes viz. Governmental, societal, strategic as well as for commercial purposes. (d) Yes, Madam. Five Indian DTH operators namely, DISH TV, Bharati Telemedia, SUN DIRECT, Reliance BIG TV, Videocon d2h are utilizing a total of 58.89 transponders (36 MHz equivalent each) capacity sourced from four foreign satellites. (e) The steps taken by ISRO to augment the INSAT system capacity to meet the transponder demand including DTH services are — (i) building standardized 3 ton capacity communication satellites on priority; (ii) develpment of high- throughput/high power 6 ton class communication satellites; (iii) development of advanced Ku Band communication satellite with multi-beam technology; and (iv) coordination of additional orbital slots and frequency.

48 APPENDIX XVI MEMORANDUM NO. 170 Subject : Request for droping of assurance given in reply to Unstarred Question No. 3854 dated 04.09.2012, regarding “Mithi River Development Project”. On 04 September, 2012 S/Shri Dr. Sanjeev Ganesh Naik, , Marotrao Sainuji Kowase and Sanjay Dina Patil, MPs. addressed an Unstarred Question No. 3854 to the Minister of Urban Development. The text of the question along with reply of the Minister are as given in the Annexure. 2. The reply to the question was treated as assurance by the Committee and required to be implemented by the Ministry of Urban Development within three months from the date of reply but the assurance is yet to be implemented. 3. The Ministry of Urban Development vide O.M. No. H-11016/54/2012- PHE-II dated 02.07.2013 have requested to drop the assurance on the following grounds:— “The Mithi River Project is a long going process. This Ministry has not undertaken any action nor tendered any advice nor provided any other assistance. The role of this Ministry for funding under ACA would only arise, once the techno-economic feasibility of the project is approved by the CWC, Ministry of Water Resources. It is therefore, requested that the reply may not be construed as an Assurance.” 4. The Committee at their sitting held on 02 July 2013 considered request for dropping of a similar assurance given in reply to USQ No. 2266 dated 27 March, 2012 regarding “Mithi River Project” having been convinced by the reasons furnished by the Ministry decided to drop the assurance. 5. In view of the above, the Ministry, with the approval of Minister of State in the Ministry of Urban Development, have requested to drop the above assurance. The Committee may consider.

ANSWER THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT (SHRI SAUGATA ROY): (a) to (c) Government of Maharashtra had sent a revised Detailed Project Report (DPR) for Mithi River Development Project to the Ministry on 8th September, 2010 and the same was sent to Ministry of Water Resources on 27.9.2010 for technical appraisal. Central Water Commission (CWC), Ministry of Water Resources on examination of the revised DPR has asked for hydrological data from the Government of Maharasthra. The project has not been technically cleared by the Ministry of Water Resources due to non-furnishing of hydrological data by the Government of Maharashtra.

50 APPENDIX XVII MEMORANDUM No. 171 Subject: Request for dropping of assurances given in reply to Unstarred Question No. 643 dated 07.08.2013 regarding "Regulatory Framework for Non-Corporate Business Entities". On 07 August, 2013, Shri P.R. Natrajan, M.P., addressed an Unstarred Question No. 643 to the Minister of Law & Justice (Department of Legal Affairs). The text of the question along with the reply of the Minister are given in the Annexure-I. The assurance was lated transferred to Ministry of Youth Affairs & Sports. 2. The replies to the questions were treated as assurances and required to be implemented by the Ministry within three months of the date of the reply but the assurances are yet to be implemented. 3. The Ministry of Youth Affairs & Sports vide O.M. No. H-11016/1/2013 SP. I dated 04 August, 2014 have requested to drop the assurance on the following grounds:— "That the Government had formulated a draft Bill namely National Sports Development Bill to ensure good governance & transparency in the functioning of National Sports Federation. Since some of the issues need detailed deliberations and consultation among various Ministries/ Departments of Government of India and other stakeholders, it is not possible to indicate a definite time-frame for enactment of the above mentioned Bill." 4. The above request for dropping the assurances was not acceded to by the Committee at their sitting held on 22 December, 2014. The Committee accordingly presented their Tenth Report (16th Lok Sabha) on 30 April, 2015 inter alia desiring that the Ministry should take appropriate action for the implementation of the assurances expeditiously. 5. However, the Ministry of youth Affairs and Sports vide O.M. No. F. No. H-11016-1/2013 SP-I dated 12 June, 2015 have again requested to drop the assurances on the following grounds:— "The fact of the matter is that the previous National Sports Development Bill on which this Assurance was made does not exist as on date. A new Bill has now been prepared, replacing the earlier Bill. It is, therefore once again requested that the Assurance be dropped from the list of pending Assurance." 6. In view of the above, the Ministry, with the approval of Minister of State (I/C) for Youth Affairs and Sports, have again requested to drop the above assurances. The Committee may re-consider.

The Board of Control for Cricket in India (BCCI) is an autonomous body registered under the Societies Registration Act, 1860 and it does not follow the NSDC. The NSFs are required to comply with the NSDC for getting funds and various concessions from the Government.
