Non-Government Reform Support Workplan: 2021 Non-Government Reform Support Workplan: 2021 Non-government Reform Support Fund Independent Schools Queensland - Work Plan 2021 Summary of Work Plan for 2021 Independent Schools Queensland (ISQ) will undertake the following projects utilising the Non- government Reform Support Fund (NGRSF) in 2021. Project Project Title Reference RSF 1 Readiness for NAPLAN Online and Utilising Educational Data for School Improvement RSF 2 Improving the Nationally Consistent Collection of Data on School Students with Disability RSF 3 Increasing School Capability in Governance and Financial Management RSF 4 Empowering School Improvement RSF 5 Supporting the Implementation of the ATSI Educational Strategy RSF 6 Achieving Excellence in Curriculum and Assessment RSF 7 Support Leading, Teaching and Learning in Independent Schools RSF 8 Excellence in Online Learning for School Staff Each of these projects involves multiple objectives in line with Australian Government and National School Reform Agreement (NSRA) priorities. They involve services, support and activities for independent schools which are over and above those services provided by ISQ as part of its normal service provision for member schools. They will be provided to Queensland independent schools irrespective of membership of ISQ. The NGRSF will ensure the projects are available to more staff in more schools and in more locations. Without the NGRSF, the support provided by ISQ to independent schools to implement national and related state policy initiatives would be limited in scope and reach. Where appropriate and possible, ISQ will leverage funding from other sources to supplement the NGRSF. This includes Queensland Government targeted programs and funding from ISQ’s own sources. A total of $6,890,407 will be invested in the projects for 2021. The 2021 activities will ensure strengthened support for independent schools in line with the Australian Government’s priorities identified in the 2021 Non-Government Reform Support Fund Guidelines: • quality assurance, moderation and support for the continued improvement of the Nationally Consistent Collection of Data on School Students with Disability • transition of NAPLAN to online delivery • improving governance and financial management practices in non-government schools to strengthen financial viability, improve business decision making and build resilience to mitigate unforeseen circumstances. Non-government Reform Support Fund Work Plan 2021 Page 2 of 13 Independent Schools Queensland The projects also support the implementation of reform directions outlined in the NSRA and state specific actions included in the bilateral agreement (at Schedule E of the NSRA) between Queensland and the Commonwealth on implementation of school education reform. The national reforms directions include: a) Supporting students, student learning and student achievement; b) Supporting teaching, school leadership and school improvement; and c) Enhancing the national evidence base. In addition to the specific projects and activities in the 2021 Work Plan, NGRSF will also enable ISQ to provide support in the provision of information and advice to independent schools in each of the reform areas and will facilitate the engagement of independent schools in education policy development and implementation. The ISQ 2021 NGRSF activities will: • provide benefits to all independent schools of the ISQ non-government representative body, including those in regional and remote locations • maximise engagement across all independent schools of the ISQ non-government representative body, including fostering a shared approach to improvement among schools and school education experts • target capacity building and embed skills for longer term change • foster cross-sector collaboration in implementation and evaluation, and facilitate the sharing of expertise • use other funding sources, where available and with complementary objectives, which will be leveraged to supplement funding provided by the Australian Government. A key feature of many of the activities to be supported in 2021 is the embedding of appropriate evaluation mechanisms in the activity. These mechanisms have a focus to evaluate the impact on whole school change and the impact on improving student outcomes. A further feature of the approach to activities supported in 2021 is the sharing of findings, strategies and outcomes across the independent sector. This includes, where appropriate, formal sharing days, symposiums and showcases in which all independent schools are encouraged to participate. Further details in respect of each of the 2021 NGRSF projects are outlined in the project activity summaries. It is expected that the online resources and platform will continue after 2022. They help provide cohesion and linkage to everyday living. These Response Threads, like Values, will often overlap in various subject areas, and provide a discipleship response to God’s love.

The scale of humanity’s scientific transformation in such a short period is so immense it’s hard to grasp. My grandmother was alive when one of the world’s oldest airlines, Qantas, was born. In her lifetime, flight has become as routine as daily roll call. Disease, famine and the toll of manual labour that once ravaged the world’s population have also been dramatically reduced. Science is at the heart of this progress. Given such incredible advancement, it’s tempting to think that science education must be in pretty good shape. Sadly, it isn’t. We could talk about falling PISA rankings, or declining STEM enrolments. But instead, and perhaps more importantly, let’s consider the world to which our students will graduate. A world of “fake news” and “alternative facts”.

The Education (General Provisions) Act 1989 has been amended to include a new section 146B, which details the obligation to report sexual abuse of a student under 18 years attending a non-State school (see Attachment A). State schools are similarly covered by section 146A. The Education (General Provisions) Regulation 2000 has been amended to include a new ) section 76AA, which sets out the particulars that must be included in a report about sexual abuse (see Attachment B).

The leaders issued the challenge to church members during the South Pacific Division’s (SPD) launch of the worldwide church’s Year of Evangelism in November last year. President Pastor Laurie Evans joined Ministerial Association secretary Pastor Anthony Kent to present a three-week evangelistic series in the Solomon Islands capital, Honiara, in July. The Governor-General of the Solomons, Sir Nathaniel Waena, opened and closed the series. Pastors Evans estimates more than 4000 people attended each of the meetings, held in the city’s A first for marketplace. More than 1500 responded to Pastor Kent’s call for baptism. Pastor Evans describes preaching to the mass of people and having them respond “to the convicting power of the Holy Spirit” as an “exhilarating” experience. “I now understand how addictive evangelism is!” women in Pastor Barry Oliver, SPD general secretary, returned in July to Kavieng, PNG, where he once served as president of the church’s New Britain New Ireland Mission.
