Government publication in a more elaborate and ambitious form in 1961 Census. It was divided into 3 parts: Part] gave a narrative account of each District; Part 1I contained various Census Tables and a ~eries of Primary Census data relating to each village and town ; and Part III presented certain administrative statistics obtained from Government Departments. These parts further enriched by inclusion of maps of the district and of police stations within the district were together -brought out in ODe volume. The Handbook, for each one of the 13 Districts of the State was acknowledged to be highly useful. 2. But the purpose and utility of this valuable compilation somewhat suffered on account of the time lag that intervened between the conclusion of Census and the publication of the Handbook. The delay was unavoidable in the sense that the Handbook-complete with all the constituent parts brought together in one volume had necessarily<to wait till after completion of the processing and tabulation of Gensus data and collection and compilation of a large array of administrative and other statistics. 3. With the object of cutting out the delay, and also_ to making each volume handy and not-too-bulky it has been decided to bring out the 1971 District Census Handbook in three parts separately with the data becoming available from stage to stage as briefly indicated below : Part A-This part will incorporate the Town Directory and the Village Directory for each district.

Road communication is a key element for economic development of Odisha. The focus, therefore, is to improve the living condition of rural people by providing all weather road communication to inaccessible areas and upgrading the existing road network. The development of Agriculture, small scale and cottage industries, extension of public distribution networks, improving access to health care and education to a large extent depend upon stable all weather road communication; Above all, good roads improve the accessibility of the rural areas to markets and facilitate better delivery of services. Therefore, the Government strategy in this sector is to provide all weather road linkages to rural settlements. ORGANISATION: Works Department is headed by the Engineer-in-Chief-cum-Secretary to Government. Besides there are 2 Additional Secretary, 1 F.A.-cum-Additional Secretary, 1 Joint Secretary, 1 Deputy Secretary, 4 Under Secretary and 1 A.F.A.-cum-Under Secretary.     OHRJ, Vol. XLVII, No. 1 NAGAS IN THE SCULPTURAL DECORATIONS OF EARLY WEST ORISSAN TEMPLES Sasanka Sekhar Panda The Nagas are mentioned in the Puranas as a race of serpents who were inhabiting the Patalaloka or the nether regions. We find descriptions on the origin of the Nagas in the Mahabharata and also in the Varaha Purana, according to which Rsi Kasyapa begot the seven great serpents Vasuki, Taksaka, Karkotaka, Padma, Mahapadma, Sankhapala and Kulika by Daksayani, the daughter of Daksya. The Mayasilpa gives the detailed descriptions of these seven great Nagas : "The colour of Vasuki is pearl white; that of Taksaka glistening red and he must have on his hood the mark of Svastika. The colour of Karkotaka is black and on his hood there should be three white stripes; Padma is of the rosy hew of the lotus flower, with a white streak and adorned with coral ornaments. The colour of Mahapadma is white with the mark of Trisula on his head; whereas that of Sankhapala, is yellow with a white streak on his hood; the colour of Kulika is also red and his hood bears the mark of the crescent moon. All these seven serpents should have two tongues and two arms and a hood with seven heads held over their human heads bearing all these gems. They must all be clad in one or three coats and carry in their hands an Aksamala and a Kamandalu."1 The Mahabharata story mentions these Nagas as the sons of Kadru and Kasyapa.2 During the historic period, many parts of India were predominantly inhabited by a race of men, who were known by the name of the Nagas and they are said to have formed the majority of persons who joined the newly started Buddhist religion.3 In the Atharva Veda, Tirasciraji, Prdaku, Svaja, Kalmasagrivo and Svitro Nagas are mentioned as guardians (Raksita) of the southern, western, northern, eastern and upper quarters respectively.
