COMPETITION NOTICE FOR THE ASSIGNMENT OF BENEFITS ACADEMIC YEAR 2019/2020

Article 1 – Benefits of the Competion Notice

1. The benefits for which this competition is held are: the scholarship: the payment of a monetary amount that varies according to the University ISEE and the type of student "On‐site", "Commuting", “Off‐site"; additional amounts to the scholarship: payment of an additional amount to the scholarship monetary amount for students meeting the requirements referred to in article 12 of this Notice; the accommodation: for “Off‐site” students, the free use of accommodation in the university residences or, at the request of the student, use of accommodation in residences having an agreement with ALiSEO, with any supplements paid by the student. The scholarship, the related additional amounts and the accommodation are benefits attributed annually, on request, to students meeting the requirements specified in this Notice. The application must be submitted online annually within the terms established by this Notice.

2. Students awarded of a scholarship are also entitled to: a) the free assignment of a first meal each day and a second meal for a reduced price at the ALiSEO Canteen services; b) exemption from payment of university or AFAM fees and regional taxes for the right to university study.

Article 2 – Eligible students

1. Only as regards the achievement of the first title for each level of study, students who are registered for the academic year 2019/2020 can compete for the concession of a scholarship and accommodation: a) for the following full‐time courses run by the University of (hereafter “University”): • first level three‐year degree courses, single‐cycle master's degree courses, second level specialised/master's degree courses; • specialisation courses, apart from those of the medical area pursuant to Italian Legislative Decree no. 368 of 17/08/1999; PhD courses activated in accordance with Italian Legislative Decree no. 210/98, Art. 4;

Pag. 1 b) study courses run by the Institutions for Higher Education in Art and Music (AFAM), based in Liguria, pursuant to Table B attached to this notice: • three‐year degree (first level); • second level specialised/master's degree courses (or equivalent); • previous system degree.

2. The title obtained for completion of studies at Fine Arts Academies, State Schools of Music and equivalent musical Institutes (Current System) and at the end of university diploma courses, is conventionally considered as equivalent to the three‐year degree (first level title) and, as such, enables the student to compete for the concession of a scholarship and accommodation only for a master's degree, even if single‐cycle (see article 3, paragraph 4, subsection 3), as long as, in this latter case, admission has taken place or takes place during years after the first.

3. The previous system degree (hereinafter also referred to as the “PS degree”) is conventionally considered equivalent to a master's degree (second level title) and allows the student to compete for the scholarship and accommodation but only in order to achieve the specialisation or PhD courses.

4. The diploma obtained after completion of previous system studies, completed at State Schools of Music and equivalent Musical Institutes, entitles the student to compete for a scholarship for any three‐year course, as long as it is not run by the Institutes in question.

Article 3 ‐ Duration of the concession of benefits

3.1 Scholarship 1. Students may obtain a scholarship for the first title only for each level of study, for a maximum time, calculated from the year of first enrollment, of: a) students registered for three‐year degree courses: six semesters plus one more additional semester (total of 7 semesters); b) students registered for single‐cycle master's degree courses: duration established by the respective teaching systems plus one semester (a total of 11 semesters for students enrolled in five‐year courses, a total of 13 semesters for students entrolled in six‐years courses); c) students registered for master's degree courses of second level: four semesters plus one more additional semester (a total of 5 semesters); d) students registered with Institutions for Higher Education in Art and Music (AFAM): legal duration of the courses; f) students registered for PhD courses or specialisation courses: duration established by the respective teaching systems.

3.2. Accommodation 1. The duration of the concession of accommodation, with respect to that of the scholarship, is increased by the following periods: • students pursuant to letters a), b) and c) of section 3.1: an additional semester in exchange for payment (€ 160.00 per month if in ALiSEO Residences);

Pag. 2 It is specified that for the students referred to in letter d) and f) the duration of the concession of accommodation is not increased compared to that of the scholarship.

3.3. Scholarship and accommodation for disabled students 1. Disabled students, with a disability recognised of at least 66%, may obtain a scholarship for the first title only for each level of study, for a maximum time, calculated from the year of first enrollment, of: a) students registered for first‐level three‐year degree courses: six semesters plus three additional semesters; a total of 9 semesters; b) students registered for single‐cycle master's degree courses: duration established by the respective teaching systems plus three semesters (a total of 13 semesters for students enrolled in five‐year courses, a total of 15 semesters for students entrolled in six‐years courses) c) students registered for master's degree courses: four semesters plus three additional semesters, for a total of 7 semesters; d) students registered with Institutions for Higher Education in Art and Music: legal duration of the courses; e) students registered for doctorate courses or specialisation courses: duration established by the respective teaching systems;

Free accommodation in ALiSEO Residences only for the first title for each level of study, for a maximum time, calculated from the year of first registration, of: a) students registered for three‐year degree courses: six semesters plus four additional semesters, for a total of 10 semesters; b) students registered for single‐cycle master's degree courses: duration envisaged by the respective teaching systems plus four semesters (a total of 14 semesters for students enrolled in five‐year courses, a total of 16 semesters for students entrolled in six‐years courses); c) students registered for master's degree courses: four semesters plus four additional semesters, for a total of 8 semesters; d) students registered with Institutions for Higher Education in Art and Music (AFAM): legal duration of the courses plus one year; e) students registered for PhD courses or specialisation courses: duration established by the respective teaching systems.

3.4 Clarifications on the duration of the benefits 1. Students who, having achieved a three‐year degree or any other title conventionally considered as equivalent, are or have been admitted to a single‐cycle master's degree, may obtain a scholarship and accommodation for a maximum period equal to the difference between the normal duration of the single‐cycle master's degree, increased by one semester (two semesters for accommodation – or two semesters for the scholarship and three semesters for the accommodation, in case of students with a disability of at least 66%) and the number of years taken to achieve the study title in their possession.

2. Students who, having achieved a university diploma that allowed them to be admitted to a three‐year degree or a single cycle master's degree, may take part in the selection for a numer of semestres equal to the difference between the normal duration of three‐year or the single‐cycle master's degree, increased by one semester (or three semesters in case of students with a disability of at least 66%) and the number of semesters taken to achieve the university diploma.

3. To students who, after having attended a three‐year degree course (with or without graduation) are or have been admitted to a single cycle master's degree, for the duration of the benefits, the years of duration of the three‐year degree and the years of enrollment in the single‐cycle master's degree are taken into account, including 2019/2020.

4. For students enrolled at the University and the AFAM Institutions who for the academic year 2019/2020 access simultaneously to the training courses referred to in art. 3 of the Decree of the Ministry of Education and University and Research n. 616 of 10/8/2017 (24 CFU), the legal duration of the course attended is increased by one semester regarding to the position of “studente in corso” (regular student) with reference to the benefits referred to in this Notice.

5. Students who have obtained the equivalence of a degree achieved abroad cannot apply for the benefits referred to in this Notice for an equivalent level degree, without prejudice to the application of the provisions referred to in the previous paragraphs.

Article 4 ‐ Definitions of the type of students

1. The term “on‐site student” is used to refer to a student who resides in the municipality in which the course of studies attended is based. The term “off‐site student” is used to refer to a student who resides in a municipality that is some distance from the place of the course attended and who therefore requests accommodation near the university, using the ALiSEO residential structures (or residential structures holding agreements with ALiSEO). Off‐site students who request accommodation must be at least eighteen years of age on the date of application deadline. If a student residing in municipalities that are considered as “off‐site” with respect to the university locations (pursuant to Table A attached to this notice) should not request accommodation in the residential structures of ALiSEO, he/she shall be considered a “Commuting” student. The term “commuting student” is used to refer to a student who is not considered as off‐site yet resides in a municipality other than that of the place of the course of studies attended (see Table A attached to this Notice), who does not require accommodation in the ALiSEO residential structures or in residential structures holding agreements with ALiSEO (in accordance with what stated before). The online application for benefits provides an automatic system for determining the type of student in function of the location of the course of study attended and of the municipality of residence of the student. This information must be declared by the student in the application.

2. If the student believes that he/she should actually be classified differently, on the basis of the travel time necessary to reach the municipality where the course of studies attended is based using public means of transport, he/she may request his/her status to be reviewed at the same time as submitting his/her application for a scholarship. To this purpose, he/she must therefore submit a specific, duly documented request to this end, showing the time taken to reach the municipality where the course of studies attended is based, from his/her place of residence. The Director General of ALiSEO evaluates the request to his final decision within the publication of the final rankings.

Foreign students resident in as long as they request accommodation near the university site, using ALiSEO residential structures or residential structures holding agreements with ALiSEO, are considered as off‐site regardless of their place of residence in Italy, except where their family unit resides in Italy. In this case the actual residence of the familiy unit is considered, in order to determine the "typology" of the student.

Article 5 ‐ Conventional year of first registration, provisions for changes of course or renunciation of studies

1. The requirements of merit, as referred to in article 8 and 9 of this Notice, that must be met by students always refer to the conventional year of first registration. This coincides with: • for students registered on first level degree courses and on single‐cycle master's degree courses and on previous system degree courses, the academic year of first registration to University or AFAM institutions. • for students registered on second level degree courses, the academic year of first registration for the second level degree to University or AFAM institutions.

2. The conventional year of first registration in the following cases is determined as follows: a) for University or AFAM students for whom it has been established “the change in course without validation of previous career”, the conventional year of registration is the first year of enrollment to the previous carreer; b) for students who, after having attended a three‐year degree (with or without graduation) are admitted or have been admitted to a single‐cycle master's degree, in the presence of validation by the University of credits previously obtained, the years of duration of the three‐year degree and the years of enrollment in the single‐cycle master's degree (2019/2020 inclusive) are counted; c) as regards registrations and/or course changes with validation of credits/years of the “previous career”, in the event of the recognition of credits or years previously acquired (in Italy or abroad), even if requested and/or obtained after submission of the application, the calculation of the number of years of registration or remaining with the University will be performed starting from the first year of registration on the course of origin or previous career. d) for students who obtain exemptions from educational obligations through the validation of credits (previously obtained) not delivered in Italian or foreign university courses, the conventional year of registration is the first year of enrollment at the University of Genoa. In order to assess whether or not the requirement of merit is met, only credits acquired from the University of Genoa will be considered. e) for students who transfer from another Italian university, it will be considered as conventional year the one of first enrollment at the course of origin. In order to be admitted to the competition for ALiSEO benefits, students must be validly registered with the University of Genoa by 31st October 2019. f) for students who obtain exemptions from educational obligations through the validation of credits previously obtained during international mobility programmes, the conventional year of registration is the first year of enrollment at the University of Genoa. In order to assess whether or not the requirement of merit is met, only credits acquired form the University of Genoa will be considered. g) for students who have waived their studies in connection with their “previous career”, enroling ex novo to a course for the first time, the years of registration will not be counted and neither will changes of course prior to academic year 2019/2020.

Pag. 5 h) for students who have obtained from the University, pursuant to art. 8, paragraphs 4 and 5 of the D.P.C.M. April 9, 2001, the granting of the exemption from the payment of the fees for the interruption of the studies, the years for which the University ordered the exemption are not counted.

3. Students who are enrolled for the academic year 2019/2020 cannot apply for benefits for a course year for which they have already applied for benefits to ALiSEO or to another Italian Institutions for right to University study, even in case of a change of course "with" or "without" exam validation "and/or renunciation of studies”.

4. On the basis of the M.I.U.R and the Ministry of Foreign Affairs and the Interior provisions on the matter of access for foreign students to university courses, for the purpose of issuing an entry visa for Italian territory for reasons of study, non‐EU students who make study renunciation must return to their country of origin and, in order to enrol in another course at the University, they must request a new entry visa for reasons of study.

Article 6 ‐ Method for the submission of on‐line applications for the assignment of benefits 1. The application to take part in the competition for the assignment of ALiSEO benefits for academic year 2019/2020 must only be submitted by the on‐line procedure (website: www.aliseo.liguria.it.)

6.1. Students requesting ALiSEO benefits for the first time The student who has never submitted an application for ALiSEO benefits must, in order to proceed with the filling in of the application, have first completed the accreditation procedure and uploaded one of the following valid documents: • for UE citizen: a valid ID card (front and back); • for non‐UE citizen owing a visa: a valid passport and a valid residency permit (*); • for non‐UE citizen not owing a visa: a valid passport (**); • for non‐UE citizen with unlimited residence permit: a valid ID card and a valid residence permit.

*) Students not yet in possession of a residence permit must upload the postal receipt certifying the payment of the permit request by entering the "barcode" number. (**) As soon as the student arrives in Italy, he/she must give the Economic Benefits Service a copy of the postal receipt certifying the payment of the residence permit application.

If the Economic Benefits Service ascertains discrepancies in the identity documents referred to in paragraph 1, the student is placed in "Suspended" status in the rankings.

2. After accreditation, a mail will be sent to the email address indicated by the student with a personal code (user code) to be used only for the first access. The student can use this code to access the application forms doing the “login” and then clicking on “Application for students benefits”. For the following accesses to the online procedure, the student must use his/her fiscal code and the password identified in the “accreditation” procedure.

6.2 Students who have already requested ALiSEO benefits in previous academic years

Pag. 6 Students who have already requested ALiSEO benefits in previous academic years must, in order to proceed with the filling in of the application, first check that the documents of which at the paragraph 1 article 6.1 present in the ALiSEO database are still valid. If this should not be the case, the student must upload a valid document as indicated above. The student must then access the application forms for benefits 2019/2020 by the “Login” using his/her fiscal code and his/her password.

6.3 How to apply for benefits To fill in the application form for benefits, the student must have and know: • Student enrollment number • Fiscal code • Valid identity document (see the previous section 1 paragraph 6.1) • E‐mail address for any communication with ALiSEO (see Article 29) • Income documentation (see Article 11) • IBAN of bank or postal account activated in Italy and headed or co‐headed to the student applying for benefits • Number of acquired credits/years registered by University/AFAM at the date of 10/08/2019 and the marks arithmetic average. This information is requested only to students enrolled in subsequent years (see Article 9). • Valid certification attesting disability of at least 66% for the students requesting "Integration for disabled people with a percentage of disability of at least 66%”. (see article 13).

2 The students (see paragraphs 6.1 and 6.2 of the present article) once “logged in”, must: • Fill in the online form, attaching the requested certifications; • Verify the correctness of inserted data; • Submit the application; • Verify that the application has been correctly sent, by the reception of the e‐mail attesting the protocol number of the application; • Print or save the application receipt. Any student who has forgotten his/her password, or wants to modify it, must click on “Did you forget your password?”

3. During the online registration students are requested to insert an e‐mail address. This address must be directy attributable to the student and be managed directly from the student since any communication from ALiSEO will be made to this e‐mail address. The student must be aware that the lack of check and reading of the communications sent by ALiSEO does not represent an acceptable reason of complaint. Any modification of e‐mail address must be immediately communicated to ALiSEO by the form available on the personal webpage of the student “Sportello Studente” (see article 29).

4. The application is correctly submitted if the student has the receipt of the application with the protocol number related to the application. This receipt does not mean the eligibility for benefits, the issue of the application will be available with the definitive ranking publication.

5. Students must verify the correctness of the attached files. The documents must be entirely scanned and must be readable in all their parts. Accepted formats are PDF, JPEG, PNG o GIF, for a

Pag. 7 maximum size of 5Mbytes each. If the students attach a damaged file (not readable), this file will not be considered as valid for the competition.

6. The access codes to apply for benefits are strictly personal and therefore the application must be completed exclusively by the student who requests the benefits who takes full responsibility for that declared.

6.4 Modifying the information in the application form 1. The student can modify the information inserted in the online application form: within the cut off dates for the submission of the application • the student who has not finished to fill in the application form and therefore has not yet submitted the online application can re‐enter the online procedure by the “Login” button. In order to finalize and submit the online application the student must follow the provisions in paragraph 6.3 of this article. • the student who, after having submitted the online application, wants to modify the declared information or the attached files, can re‐enter the application form and, once the modifications done, submit again the application following the provisions in paragraph 6.3 of this article.

After the cut off dates for the submission of the application • the student can make modifications as far as personal data and IBAN code are concerned, re‐entering by the “Login” button in the “Sportello Studenti” page; • any other event which may happen after the submission of the application must be immediately communicated to ALiSEO by the e‐mail address [email protected]. ALiSEO will check the requirements subsistence or will decide for a revocation order of the benefits. If not, ALiSEO reserves the right to order measures as far as the omission of communication is concerned.

6.5 Non EU student without visa 1. The Non EU student who is not in Italy within the cut off dates for benefits, for reasons of delay in visa release from the comptetent Authorities, at the moment of the submission of the application, must upload only the passport and the consular documentation (see article 11.2). At the moment of his/her arrival in Italy, the student must upload in the “Sportello Studente” section his/her IBAN code of the bank or postal account created in Italy.

Article 7 ‐ Cut off dates for online application for benefits

1. The application for benefits (scholarships and accommodation) must be submitted by enrolled students or students who want to enrol to University and AFAM:

2. The cut off dates for the online submission of the application are peremptory. After these dates it will not be possible to apply, even in case of force majeure or third part facts (ex. Internet connection or PC problems). The cut off dates must be respected by any student, including the student who can enrol to University only after the indicated dates, that is after having passed admission tests or after having graduated in a first level degree. For the students who have passed national admission tests and have been assigned and enrolled at the University of Genoa, it is possible to apply for benefits after the deadline of 31/08/2019, contacting the Economic Benefits Service.

3. Students can ask for information and assistance in filling in the on‐line application calling the number 840.84.80.38 within the following hours: Monday to Friday, 9.00 to 12.00, Tuesday and Wednesday also from 14.30 to 16.30 from 01/07/2019 to 31/08/2019. The cost of the call is € 0.10 excluding VAT, per connection fee.

Article 8 ‐ Students registered for the 1st year (1st and 2nd level) ‐ Requirements for merit

1. Students who want to enrol for the first time in a first‐year course (without prejudice of article 5) to apply for benefits must present the economic requirements of which at Article 11 of this Notice. At the moment of the online submission the requirements for merit are not requested. This requirement, if the student is awarded with a scholarship, must be attained by the student during the academic year (as specified in the following paragraph).

2. Students awarded with a scholarship must achieve during the academic year 2019/2020 n.20 credits (obtained and registered by University or AFAM Institutions) within the dates below, in order to receive the scholarship. Students awarded monetary portions of the scholarship: a) will be paid the relevant full amount of the scholarship upon achieving 20 credits obtained by 10 August 2020; b) will be paid only half the total amount of the monetary portion if they have achieved 20 credits by 30 November 2020.

3. The students listed in the accommodation rankings, who will also result assignee of an accommodation, will be asked to pay a monthly price, equal to what specified below (Table 9 article 17). Upon achieving of the 20 credits required to be assigned the scholarship and accommodation (within at last 30th November 2020) they will be returned the amount they have paid for accommodation.

4. The benefits will be revoked if students awarded a scholarship have not achieved at least 20 credits by 30 November 2020.

5. In exceptional cases, the Director General of ALiSEO, on a grounded, duly documented request, may postpone the terms envisaged for the achievement of the minimum levels of merit required by up to three months, thereby avoiding revocation.

6. Disabled students awarded a scholarship with recognised disability of at least 66%, are not required to achieve the requirement of merit in order to obtain disbursement of the scholarships. Therefore, these students are assigned the scholarship in one instalment within December 2019.

Article 9 ‐ Requirements of merit for students registered for years after the first of all courses

9.1 Students enrolled in current system courses 1. The students enrolled in the following study programmes must have achieved (and registered in the exam certification released by University or AFAM) by the 10 August 2019, the following minimum requirements:

It is specified that for all degree courses, credits are considered as acquired and therefore valid in terms of meeting the requirement of merit when included in the student’s career and registered on the certificate of examinations issued by the University of Genoa or by the Institutions of Higher Education in Art and Music (AFAM) within the 10 August 2019, specifying that they were acquired by said date. In the amount of credits are not valid in terms of calculating merit: • Credits deriving from educational debts; • Credits of in itinere activities which require supplements for the final note; • Credits of single courses if not validated; • Any excess credits, i.e. those not going towards achieving the title.

3. Students registered for degree courses in medical professions, run by the School of Medical and Pharmaceutical Sciences, may specify in advance, on the application for benefits, the credits achieved by practical traineeships that will be considered, subject to registration by the University of Genoa by 31 October 2019. If registration is made after this date, said credits will not be considered as valid and therefore the student’s position will be reconsidered. The students are then obliged to send a written communication within the 6/11/2019 to the Economic Benefits Service possible failure of the traineeship exam within the 31/10/2019.

4. Students having achieved credits during their international mobility period can indicate in advance in the application the relevant credits which will be considered as subject to check until registration by Universiy or AFAM. Exams achieved during international mobility must be registered in the exam certification, released by University and AFAM, with the indication of their achievement within the date of 10/08/2019. Should the registration be made after the said date, said credits will not be considered as valid and therefore the student’s position will be reconsidered.

5. Any variation after the deadline of the on‐line application, must be notified to ALISEO ‐ Economic Benefits Service ‐ by e‐mailing [email protected], who will verify the requirement maintenance.

6. In case of exceptional events, which have prevented students from achieving the number of credits necessary to request benefits even using the bonus credits of which at paragraph 9.1.1 of the present Notice, the Director General of the ALiSEO, shall, upon grounded, duly documented request to do so, to be made at the time of submitting the application to take part in the competition, postpone the terms envisaged for the achievement of the minimum levels of merit required, by up to three months (10/11/2019).

9.1.1 Bonus credits 1. If the student fails to achieve within the date of 10/08/2019 the minimum number of credits pursuant to tables 3 and 4, he/she may use a bonus in addition to the credits effectively achieved, as specified below.

2. Bonus credits are achieved from the conventional year of first enrollment, to all University courses (first‐level three years degree, single‐cycle master’s degree and second level master’s degree), as follows:

Pag. 12 • to achieve the benefits for the 2nd conventional year of registration up to a maximum of 5 credits; • to achieve the benefits for the 3rd conventional year of registration up to a maximum of 12 credits; • to achieve the benefits for a conventional year of registration after the 3rd up to a maximum of 15 credits.

3. Specifications about the bonus: • The bonus value increases only if the bonus is not used, until a 15 credits maximum bonus; • Individual bonuses are not cumulative; • A bonus fully used by the student determines the loss of the right to use other bonus points for the rest of his academic carreer; • If the student makes partial use of the bonus, the portion of the bonus not used in the reference conventional year may be used in subsequent years; • The bonus accrued and not used in the three‐year degree may be used if the student registers for second level specialised/master's degree courses (max. 15 credits). The student will not achieve new bonus points during the second level master’s degree; • The bonus used to achieve the minimum of credits for the academic year of application for benefits cannot be counted by the student within the range of the credits achieved to obtain merit in the following year.

4. Students must apply for the bonus during the online application in the section “Merit Conditions”. The bonus, if still available, will be automatically assigned. The Economical Benefits Service reserves the right to make further verification as for the availability of the bonus.

5. The student coming from other Italian Universities or from other AFAM institutions applying for a bonus must indicate in the online application the name of the University of origin. The Economic Benefits Service reserves the right to verify automatically the bonus self‐certified by the student.

6. The following students cannot use bonus: • the students enrolled in previous system courses; • the students enrolled to the first years of first and second level courses to achieve the merit requirement of which at article 8 paragraph 2 (20 CFU); • the student enrolled in a first year of a master’s degree to achieve the 135 credits allowing the right to the accommodation.

9.2 Students enrolled in Higher Courses of the previous system for the achievement of the Diploma Schools of Music 1. For all students enrolled in higher courses at the previous systm at Schools of Music for the achievement of the diploma, for the Schools and the years indicated below, the merit requirement is as follows: Having passed the final test or promotion examination relating to the previous year, by 24 October 2019. For the first year of the Schools of Jazz, Harpsichord and Electronic music, the total amount of the scholarship is assigned if the final test of the first year is passed by 10 August 2020. Only half the amount is disbursed if the student passes the final test by 21 October 2020.

9.3 Seventh semester and first year of a master's degree ‐ admission and merit requirements 1. The application for the “seventh semester and first year of a master's degree” allows students meeting the requirements of 135 cfu achieved and registered by University within 10/08/2019 (or 114 cfu for disabled students) to submit an application for benefits for two different levels of courses of study at a single time. Only students in the following position may submit this type of application: • students registered in academic year 2016/2017 (2015/2016 for disabled students) in a three‐year level degree at University; • students who graduate from the 1 September 2019 on; • students who register for the academic year 2019/2020 for a first‐year master's Degree or for a fourth year first level Degree within 11/11/2019.

Pag. 14 Students who do not satisfy jointly the above a), b) and c) conditions, must verify their requirements for the application for the “last semester” (see paragraph 9.4) or for “first year master’s degree” (article 8 of this Notice). The student who has already obtained a three‐year level degree at the moment of submitting the application, or who will obtain it by 31/08/2019, must apply for benefits as a “first year master’s degree”.

2.The cut‐off dates for the submission of the application for the “seventh semester and first year of a master's degree” are those indicated for the years after the first.

3. The application for benefits for the “seventh semester and first year of a master's degree” must be submitted using the specific option available in the on‐line application (section “Cosa studi”). The student shall consecutively fill in first the fields relevant to the seventh semester of the degree course and thereafter those for the first year of the master's degree.

4. Merit requirements to obtain/maintain benefits for the “seventh semester and first year of a master's degree” are the following: • for the seventh semester while submitting the application, the requirements stated in Tables 3 and 4 of previous paragraph 9.1 of the present Notice; • for the first year of the master’s degree they must be achieved during the academic year in accordance with what stated in the previous article 8 of the present Notice.

5. Students awarded monetary portions of the scholarship will be paid the first instalment, equal to 25% of the net amount of the scholarship (see Table 8 article 17 in this Notice), included possible supplements, within 31/12/2019. The second instalment will be paid according to the following provisions:

• Students enrolled for a first year of a master’s degree for the academic year 2019/2020 • on the achievement of 20 credits within 10/08/2020: 75% of the amount of which at Table 8 article 17 of this Notice, included possible supplements; • on the achievement of 20 credits within 30/11/2020: 25% of the amount of which at Table 8 article 17 of this Notice, included possible supplements. • Students enrolled to a seventh semester (fouth year of a fist level degree) for the academic year 2019/2020: 25% of the net amount of which at Table 8 of article 17 of this Notice, included possible supplements.

Benefits will be revoked to students of whom at paragraph 5, letter b), who have not achieved at least 20 credits within 30/11/2019.

6. The students listed in the accommodation rankings who will result assignee of an accommodation, will be asked to pay a monthly price, equal to what specified in Table 9 Article 17 of the present Notice, starting from the month following the award of the three year degree until the achievement of the 20 credits to obtain the scholarship for the first year of the master degree. Upon achieving of the said credits, students will be returned the amount they have paid for accommodation. 7. Students who have been awarded a scholarship for “seventh semester and first year of a master's degree”, who

Pag. 15 • may not enrol to the first year of a master’s degree for the academic year 2019/2020, will be considered awarded of a “last semester” scholarship; • are enrolled for a first year of a master’s degree for the academic year 2019/2020, may only compete as students registered for the second year of a second level master's degree in the academic year 2020/2021.

9.4 Last semester –Access and merit requirements

1. The application for the “last semester” is reserved to student possessing the requirements of which at Tables 3 and 4 article 9 (requested merit for “last semester”) and who jointly fulfill the following requirements: a) students enrolled for the last semester for three‐year first level courses, single‐cycle master degree courses and second level master’s degree courses; b) students who have not obtained their degree within 31/08/2019.

2. The deadlines for application for “last semester” are those indicated for the students enrolled for years after the first (see article 7 of this Notice).

3. The students awarded with a “last semester” scholarship are entitled to: • 50% of the amounts as per table 8 article 17 of the present Notice, included possible supplements; • a free meal a day at the Canteen service, from the date of publication of the final rankings to 31/03/2020; • a free accommodation, if assignees, from the date of publication of the rankings to 31/03/2020. It is agreed that as from 01.04.2020, the student awarded a semester scholarship is required to pay for meals at the tariff applicable to his “bracket” (see Catering Service Regulaton) and for the monthly rent of 160,00 € until completion of the degree.

Article 10 ‐ Requirements of merit for students registered for doctorate and specialisation courses

As for doctorates pursuant the Legislative Decree n.210/98, art. 4 and specialisation courses, apart from those of the medical area, pursuant to Italian Legislative Decree no. 368 of 17.8.1999 (first year and following years), students must be validly registered and admitted to courses in the ways envisaged by the respective teaching systems without any surpassing of the prescribed course duration or repeating from the year of first registration.

Article 11 – Economic requirements

Information in the present Notice DO NOT in any way replace the existing norms for compilation of the Universiy ISEE (DPCM 159/2013 and subsequent amendments and additions).

11.1 University ISEE

Pag. 16 1. The student’s economic conditions are identified by Prime Ministerial Decree 159/2013 and subsequent amendments and additions on ISEE and completed by the criteria envisaged by Prime Ministerial Decree 09 April 2001 and by Articles 7 and 8 of the Legislative Decree n. 68/2012. Students wishing to take part in the competition for the assignment of the scholarship and related services must possess a ISEE certificate for Beneficial Provisions for the Right to a University Study (hereafter “University ISEE”) released by one of the CAAFs (Authorised Tax Assistance Centres) or obtained (if the student has his own PIN device) by connecting to the INPS website. In order to obtain the release of the University ISEE it is necessary to fill in the section C “University services” of the DSU Declaration (DICHIARAZIONE SOSTITUTIVA UNICA ‐ DSU) pursued in article 8 of the d.P.C.M. 159/2013. For the purpose of taking part in the competition for the assignment of benefits for the academic year 2019/2020, only University ISEE certificates, registered to the student applying for the benefits referred to in this Notice, issued by INPS after 15 January 2019 and to 31 August 2019, will be considered valid, relevant to income obtained in income tax year 2017 and to the assets held at the date of 31/12/2018.

2. The amounts of the university ISEE of the familiar unit of the student applying for a scholarship and accommodation must not exceed € 23,508.00; University ISPE (Indicator of Equivalent Assets Situation for University) must not exceed € 51,106.00. The value ISPE is calculated dividing the ISP (Indicator of Equity Position) by the parameter of the equivalence scale (SE) indicated in the University ISEE certificate. The values of the said economic indicators and listed in the following Table no.6 are determined with respect to the maximum values laid down in the DM 288 (29/03/2019).

3. In order to define the University ISEE, must be included the incomes declared for tax purposes or similar, obtained during the income tax year 2017, as well as any other tax‐free income component, included the scholarship and all the ALiSEO benefits obtained during the income tax year 2017 (excluded supports for disabled students and regional tax reimbursement), part‐time work activities for ALiSEO, the University or other Entities, income deriving from employment abroad exclusively taxed in the foreign State, family maintenance allowances, social security costs and indeminities (if not already included in the total income). Pursuing the judgement n. 838, 841 e 842 (29/02/2016) of the Council of State, it is specified that the amounts deriving from invalidity allowance are not considered as income and must therefore not be included in the DSU. If the student, submitting the oline application, has declared in the appropriate box of the section “economic data” the amount of an ALiSEO scholarship obtained during the income tax year 2017, the said amount will be automatically deducted form the declared ISEE. The student will be ranked with ISEE and ISPE indicators calculated net of the amount of the said scholarship.

4. In order to determine University ISPE financial assets and real estate of all the members of the family unit of the student must be indicated at the date of 31/12/2018.

5. The conventional family unit of the student, to be declared in the DSU, is defined by current legislation relating to the ISEE.

6. The release of University ISEE is not immediate. On the basis of information contained in DSU and other information identified by INPS and by the Italian revenue angency (Agenzia delle

Pag. 17 Entrate), ISEE certificate will be delivered within ten working days. ALiSEO is not responsible for failure in transmission by INPS of information contained in DSU and/or elaboration of University ISEE for the application for benefits.

7. Students who must do the upload of the consular documents of which at the following paragraph 11.2 are: • students with an Non EU citizenship whose family – or a part of it – resides abroad; • students with a EU citizenship whose family – or a part of it – resides abroad; • students with an Italian citizenship whose family – or a part of it – resides abroad and is not registered at AIRE. Failure to comply will result in exclusion from the competition. All the other students can address to any Italian CAAF.

11.2 Economic requirements for students (EU and non‐EU) not resident in Italy • In order to apply for the benefits referred to in this Notice of Competition, EU and non‐ EU students with families not residing in Italy must, under penalty of exclusion from the Competition, must upload the consular documentation consisting of certificates or original declarations attesting what follows: • composition of the student's family unit (name, surname and date of birth of parents, brothers/sisters and other persons who live in the student house); • in the event of the death of one of the parents, the documents must show the date of death or a further statement attesting such event; • in the event of separation or divorce of the parents, a document attesting such condition must be enclosed; • income earned abroad in the year 2017 or, if the documentation for that year cannot be obtained, in 2018. Income must relate to all members of the family unit. No income information is allowed for periods between two different years (e.g. income earned between August 2017 and September 2018), except for countries where the tax year is not comprised between 1 January and 31 December; • if a member of the family does not have a job, the condition of non‐employment or the state of unemployment or the documentation relating to the retirement for the whole year or 12 months must be shown; • presence or absence of movable assets (deposits, current accounts), referring to all members of the student's family, as of 31/12/2018; • presence or absence of real estate assets, referred to all members of the student's family unit, at 31/12/2018. In case of properties, the certificate must contain the specification of the square meters for each house owned; • any rent relating to the residence of the student's family unit.

• The consular documentation referred to in subsection 1 of this paragraph must be: • issued by the competent authorities of the country where the income and assets were produced; • translated into Italian and legalized by the Italian diplomatic authorities (Embassy or Consulate General) competent in the student's country of origin. For countries that are parties to the The Hague Convention of 5/10/1961, legalization may take place by

Pag. 18 issuing a certification (or notarial deed) that validates the authenticity of a public deed for international use.

• Students arriving in Italy with the documentation in the original language, not translated and not legalized by the competent Italian diplomatic authorities located in the student's country of origin, or students living in countries where there are particular difficulties in issuing the translated and legalized documentation, must: • have the documents certified and translated by the Embassy or Consulate General in Italy, or have a consular declaration issued on the basis of such documents, containing the information referred to in points a), b), c) , d) e) of subsection 1 of this paragraph; • have it legalized by the Prefectures pursuant to Article 33, paragraph 4, of d.P.R. No. 445 of 28 December 2000.

• In the event that the documents do not indicate the year of the incomes, the same are considered to be earned: • ‐ in 2018 in the case of documents issued in 2019 • ‐ in 2017 in the case of documentation issued in 2018

Income documents issued in 2017 will not be accepted unless it is expressly stated that they refer to the year 2017. Documents relating to the family unit composition and assets must be issued in 2019. The student who produces the required documentation, in the event that said documentation does not refer to the years indicated above (2017 or 2018) will be excluded from the provisional rankings and will be able to rectify his/her position within the deadline provided for in paragraph 11.5, subsection 2, otherwise he/she will be permanently excluded from the Competition.

• Any form of substitute declaration, self‐certification, affidavit or sworn declaration is not accepted.

• Foreign students with dual citizenship may apply for benefits by choosing one of the two nationalities, if one of the two nationalities is Italian, the Italian citizenship prevails.

11.2.1 Non‐EU students without a visa • A non‐EU student who wishes to apply for ALiSEO benefits for the first year of the degree course, but who is unable to obtain a visa to arrive in Italy by the deadline for submitting the application for benefits due to delays in the issuance of the visa by the competent authorities, may still apply for benefits from abroad within the time limits set out in Article 7 of this Notice. Once the pre‐enrollment procedure has been completed, the student, through the University's Foreigners Sector, receives the enrollment number necessary to submit the online application for benefits from abroad. In the application for benefits, the student is required to upload the passport and consular documents referred to in paragraph 11.2 above of this Notice. At this stage, the student is not required to enter the IBAN code. Upon arrival in Italy, students must enter their IBAN code of their bank or postal account opened in Italy. In the "Student Desk" ("Sportello Studente") section of the online

Pag. 19 application, students must enter their IBAN code of their bank or postal account opened in Italy.

11.2.2 Students from particularly poor and developing countries • Students from particularly poor and developing countries as per Ministerial Decree no. 464 of 11 June 2019 (see Table no. 7 below) must submit, as an alternative to the documentation referred to in paragraph 11.2 above, a certificate from the Italian Representation in their country of origin certifying that the student does not belong to a family known to be of high income and high social level. This certification, for the purpose of determining the amount of the University ISEE and University ISPE indicators, is equivalent to € 0.00 for both indicators.

11.2.3 Stateless and internationally protected students

• As an alternative to the documentation referred to in paragraph 11.2 above, the stateless student must upload a copy of the residence permit certifying "statelessness status", if he/she does not yet have a residence permit, a certified copy of the sentence declaring his/her status as a stateless person. • As an alternative to the documentation referred to in paragraph 11.2 above, the student subject to international protection must upload a copy of the residence permit with the indication 'political refugee' (political asylum), 'subsidiary protection' or 'humanitarian reasons'; if not yet in possession of a residence permit, the student may submit the personal certificate issued by the Police Headquarters or the document issued by the competent Territorial Commission in which the international protection status is recognized. • For the purposes of economic assessment for stateless students and under international protection, only income and wealth produced in Italy will be taken into account. If the student and his/her family unit, if any, do not have income in Italy, the calculation of the amount of the University ISEE and University ISPE indicators is made equal to € 0.00 for both indicators.

• Should other statuses be envisaged in addition to those mentioned above, they will be taken into consideration for the purposes of assessing income.

11.3 Independent family unit 11.3.1 Independent student 1. To apply for the benefits of this Notice, the student constitutes a family unit independent from that of the original family in the presence of both the following requirements: a) personal residence outside the original family home for at least two years prior to the date of first registration for each course of studies, in accommodation not owned by a family member; b) presence of a suitable income capacity received in tax years 2017 and 2018, no less than € 6,500.00 for each year. This amount includes any declared tax income or assimilated income in the tax years 2017 and 2018. In all cases in which the student, even if no longer living in the original family does not meet the above requirements to be considered as an independent student, he/she must compulsorily refer to the members of the original family unit and their economic and financial conditions.

11.3.2 Married student

The married student, if he/she does not fit the condition to be considered as an “independent student” must add his/her own income to the one of his/her spouse (for each tax year 2017 and 2018). • If he/she reaches the minimum amount of € 6,500.00 (for each tax year 2017 and 2018), the DSU will therefore refer only to the nucleus that the student has established with his/her spouse, excluding the original family. • If the income achieved by the married student and his/her spouse does not reach the minimum required limit of € 6,500.00 (for each tax year 2017 and 2018), the student must refer to the original family thus excluding the spouse and any children.

11.3.3 Separated or divorced student 1. The separated or divorced student even if with children, if he/she does not meet the conditions to be considered "independent" must necessarily refer to the original family.

11.3.4 Cases in which the family unit consists of only one student 1. The student who does not meet the requirements to be considered "independent" can still submit the University ISEE, relevant only to his/her own economic condition, only if both his/her parents died or if he/she is living in a registered cohabitation in accordance with the art. 5 of the Presidential Decree 223/89.

The categories provided for registered cohabitation are: • belonging to a religious order; • belonging to a host community; • subjected to a detention regime; • military.

If the student who is in a condition of “cohabitation” is married, for the elaboration of the University ISEE he/she must refer to the family unit established with his/her spouse and any children. ALiSEO reserves the right to ask the student for appropriate documentation that certifies the conditions referred to in this paragraph 11.3.

11.4 Economic requirements for students enrolled in PhD courses and schools of specialisation 1. Students requesting benefits for PhD courses and specialisation schools referred to in article 2 of this Notice, must comply with the provisions of the article 11 of this Notice. For these students, the family unit is made only of the same applicant, the possible spouse, children also adults. It should be noticed that the small unit ISEE can also be requested by students whose family unit is made of their own original family. In this case it is necessary to submit an explicit request to the CAAF (Authorised Tax Assistance Centre) when completing the DSU by completing section A "restricted family unit".

11.5 Entry of economic information in the online application 1. To complete the ALiSEO benefit application, the student must have a University ISEE assigned to him/her, referring to the income achieved in the tax year 2017 and to the assets held as at 31/12/2018 and requested starting from 15 January 2019 and up to 31 August 2019. The student who is not yet in possession of the University ISEE by the deadline for submitting the application, must be in possession of at least a receipt certifying the presentation of the DSU declaration to the CAAF to participate in the competition referred to in this Notice.

Pag. 22 In the online application, the student is compulsory required to authorise ALiSEO to take from the INPS database the parameters relating to the last ISEEU 2019 certificate assigned to him/her (referring to income in 2017 and assets as at 31/12/2018) and requested by 31/08/2019. Once the ISEEU 2019 certificate has been submitted, the student must enter the related protocol number (INPS‐ISEE ‐2019‐XXXXXXXXX‐00) in the special section of the "Student Desk". If there is no ISEEU 2019 certification in the INPS database requested by 31/08/2019, the student will be DEFINITIVELY excluded from the competition. The student whose status is in "Eligible Suspended" in the provisional rankings due to discrepancies found in the University ISEE certificate, may remedy his/her situation, under penalty of DEFINITIVE exclusion from the competition by: • 11/11/2019 if the student is enrolled in the University • 07/01/2020 if the student is enrolled in AFAM Institutions • 05/02/2020 if the student is enrolled in a PhD course or in specialisation schools

2. The student referred to in paragraph 11.2 must upload the consular documentation and must entry the income information required in the online application, in the "Economic Requirement" section under the heading "Exclusively in countries other than Italy". The Service reserves the right to carry out possible checks on the consular documentation included in the online application by the student and to request any additional documentation. The student must submit the required documentation to the Economic Benefits Service, under penalty of DEFINITIVE exclusion from the competition by: • 11/11/2019 if the student is enrolled in the university • 07/01/2020 if the student is enrolled in AFAM Institutions • 05/02/2020 if the student is enrolled in a PhD course or in specialisation schools

The student who, at the time of drawing up the provisional ranking, has not submitted the required supplementary documentation yet, will be assigned the stuatus of "Eligible Suspended".

3. To fill out the ALiSEO benefit application, the student in possession of income in Italy and abroad is required to select the entry “Both in Italy and in countries other than Italy” in the online application in the "Economic Requirement" section, inserting the required information and in the same modality as in the preceding subsections 1 and 2.

Article 12 ‐ Supplements

1. The amounts of the scholarship as per article 17 of the present Notice may be supplemented, only in the following cases: a) disabled students, with a disability of at least 66%, in accordance with the article 13 of this Notice. b) students admitted by the University to take part in the European Community international mobility programme “Erasmus + ‐ Key Action 1 learning mobility for individuals” for the academic year 2019/2020, as determined under Article 14 below; c) students whose economic position has worsened with respect to the declaration submitted at the time the competition application was submitted: in this case, the student may submit suitable documentation by which to obtain a possible revision of their income bracket (Table 8); d) students achieving the degree within the duration envisaged by the respective course outlines (degree award). These students must submit the form "Integration of the scholarship for graduated students”, available for download in ALiSEO website, duly filled in, within 30 days of the

Pag. 23 degree session in order to benefit, within the limits of budget allocation, from a supplement to the scholarship equal to half the monetary amount obtained in the last year of the course. This supplement is not envisaged for students who have achieved a study title relevant to previous system degree courses activated prior to the implementation of Ministerial Decree 509/1999. Students obtaining their degree within the regular duration established by the respective course outlines for the academic year 2018/2019, that have applied however for benefits for the academic year 2019/2020 for "last semester" or for "seventh semester + first year of a master's degree" cannot apply for scholarship integration (degree award). e) students who are in the ranking for accommodation and that have been declared assignees, who have an underage child born from 1 January 2013 and request to continue to live with their child outside ALiSEO accommodation. These students are assigned a money integration of the scholarship, equal to the amount of the Housing Service as per Table n. 8 increased by the amount of € 1,500.00. For the student usefully placed in the "last semester" ranking, the integration will be of € 750.00. If the student is cohabiting with the child's other parent, who is also a scholarship and accommodation beneficiary, the supplement referred to in this paragraph is paid only to one parent. In order to be able to request this benefit, these students must tick the box "Integration of students with dependent children (benefit subject to the allocation of the accommodation)" (see art. 10 paragraph 10). The amount relating to the supplement referred to in this letter will be paid according to the timing for the provision of the scholarship for students enrolled in the first years, by 30 June 2020 for students enrolled in subsequent years, by 31/3/2020 for students enrolled in PhD courses and specialisation schools.

Article 13 – Supplements to the scholarship and benefits for disabled students

1. Students with a disability of at least 66% are considered disabled for the purpose of applying for integration of the scholarship referred to in this article. These students, in order to take advantage of the benefits listed below in paragraph 2, when submitting the application to ALiSEO, must tick the box "Integration for disabled people with a percentage of disability of at least 66%”. 2. These students benefit from the following benefits, some of which have already been mentioned in the previous articles referred to in this Notice: a) the integration of the amount of € 1,500.00 on the monetary portion of the scholarship. For students usefully placed in the "last semester" ranking the integration will be of € 750.00; b) the granting of the benefits, limited to the first title for each level of study, is guaranteed for a period of time, calculated from the conventional year of first registration, increased by additional semesters compared to non‐disabled students, as reported in the previous article 3.3 of this Notice; c) the priority of allocation in the rankings for scholarship and accommodation compared to non‐ disabled students; d) the request, for students enrolled in years subsequent to the first, of a facilitated merit‐based requirement (see Table 4); e) the provision of the scholarship, including the integration for disabled students, in a single payment, by 31/12/2019, for students enrolled in the first years of all courses without the the merit‐based requirement referred to in the previous article 8 paragraph 6 of this Notice; f) two daily free meals at ALiSEO Canteen Service Centers;

Pag. 24 g) the right for the student assignee of accommodation to choose between the allocation of the accommodation and the money integration to the scholarship, equal to the amount of the Housing Service as per Table n. 8, if considered more suitable to the student needs (see art. 22)

3. ALiSEO requests the disability certification from the students referred to in paragraph 1 of this article. ALiSEO will revoke the supplemented amount of the scholarship to the students who are not in possess of the certification attesting disability.

After revoking the supplement for disabled students, ALISEO also revokes the benefits if the student is in the following conditions: • student enrolled in years subsequent to the first who does not meet the merit‐based requirements provided for non‐disabled students as per Table n. 3; • student enrolled in the first few years of all courses that does not meet the merit‐based requirement provided in the previous article 8, paragraph 2 of this Notice.

4. The amount relating to the supplement for disabled students enrolled in years subsequent to the first is paid in two instalments according to the timing of the scholarship payment.

Article 14 ‐ International mobility contributions for students taking part in the “Erasmus + ‐ Key Action 1 Learning mobility of individuals” programme

1. Only students awarded in the related ranking drawn up by the University and AFAM Instutions can apply for the supplement to the scholarship for the international mobility program “Erasmus + ‐ Key Action 1 Learning mobility of individuals”. These students when applying for benefits, must tick the box “Supplement for international mobility “Erasmus Key Action 1 Learning mobility of Individuals”, self‐certifying the country of destination and how many months they will spend abroad. Students enrolled in the first years of a second level specialised/master's degree, if they wish to apply for this supplement must declare to have achieved at least (during the first level degree) 135 credits at 10 August 2019.

2. The supplement as referred to in the previous section: • cannot be granted to students enrolled in the first years of the bachelor’s degree (first level); • can be granted only once for each level of study; • can be granted for a number of months spent abroad equal to or longer than three months.

3. The amount of the scholarship relevant to the European Community mobility programme “Erasmus + – Key Action 1 Learning mobility of individuals” ‐ assigned by ALiSEO, is of € 670.00/month. This contribution is: • to be added to the EU contribution for the above‐mentioned students as well as to the University contribution related to credits obtained. • incompatible with any supplementary contributions paid by the University of Genoa for mobility.

ALiSEO also envisages a reimbursement of travel costs of € 250.00.

4. Students entitled to the integration of the scholarship related to the European mobility program "Erasmus + ‐ Key Action 1 Learning mobility of individuals" will be identified on the basis of a ranking defined according to the criteria for determining the accommodation rankings and within the limits of the allocation of the budget.

5. In order to receive the monetary amount referred to in paragraph 3 of this Article, the student must pass, during the period of study spent abroad, at least one exam, which must be recognised by the University in terms of credits or years within the course of studies in Italy.

6. The following provisions apply to the payment of the integration of the scholarship related to the community mobility programme "Erasmus + ‐ Key Action 1 Learning mobility of individuals": a) The first instalment, equating to half the monetary amount calculated according to the number of months self‐certified by the student during submission of the application, will be disbursed at the same time • as the first instalment of the scholarship for students enrolled in years subsequent to the first; • as the payment of the scholarship, after having achieved the merits envisaged by Article 8 of this Notice, for students enrolled in the first year of a second level degree. b) The final instalment will only be paid upon completion of the study period and after the transmission, by 31 December 2020, by the University of Genoa and AFAM, to the Economic Benefits Service, of the certificate issued by the foreign university, declaring: • the period spent abroad; • that at least one exam taken abroad has been passed.

Once the above terms have expired (31/12/2020), any student for whom the above documentation has not been received will forfeit his right to the supplement and will be required to return the first instalment already disbursed. ALiSEO will calculate the amount of the final installment based on the number of months actually spent abroad deduced from the certification issued by the foreign University stating the period spent abroad. Each monthly payment will be considered valid as long as the actual days spent abroad exceed fifteen. If the calculation made on the number of months actually spent abroad should determine an amount lower than what was already received by the student as a first installment, the student himself will be required to repay the sum for which he was not entitled to. • The amount of integration to the scholarship referred to in this article, for students placed in the "last semester" ranking, is 50% compared to the amounts referred to in the previous paragraph 3.

7. Any student heading abroad for the reasons described in this Article must promptly notify the Canteen Service, (which will duly suspend the validity of the card for Canteen Service, in accordance with the Canteen Service Regulation) and the Accommodation Service (if assignee) using the specific form available from ALiSEO website in the section “Right to study”.

8. Erasmus students in the academic year 2019/2020 are not entitled to any reimbursement for not using the services (Canteen Service and accommodation) as the "Mobility" supplement

Pag. 26 includes reimbursements for not using the above‐mentioned services which they would be entitled to.

9. Students who are not successful in the ranking drawn up by the University relating to the "Erasmus + ‐ Key Action 1 Learning mobility of individuals" program are excluded from the ALiSEO International Mobility integration ranking. ALiSEO revokes the scholarship supplement “Erasmus + ‐ Key Action 1 Learning mobility of individuals” to students who do not meet the requirements set out in this article and to students for whom ALiSEO has not received the certification referred to in paragraph 6 letter b) by the University and AFAM institutions from the Economic Benefits Service by 31 December 2020.

Article 15 ‐ Criteria for the assignment of scholarships

1. Scholarships, insofar as available on the budget, are assigned by way of priority to disabled students with a recognised disability in accordance to the article 3 of Law no. 104 of 5 February 1992 of at least 66% and, for 40 scholarships, to the students enrolled in specialisation schools, except for medical school in accordance with Legislative Decree no. 368 of 17 August 1999 and in PhD courses in accordance with the article 4 of the Legislative Decree no. 210/98. 2. Resources available after this assignment are used for the award of scholarships to those registered for years after the first, for as long as there is budget availability. 3. If additional resources should remain available, within the limits of the budget, scholarships will be assigned to students registered for the first year of single‐cycle masters or specialised/master's degrees. 4. If additional funds should remain available, scholarships will be assigned to students registered for the first year of first level degree courses in the form of services (Accommodation and Canteen Service). 5. Any resources as may remain after said assignment is used to award monetary portions of scholarships to students registered for the first year of first level degree courses, according to the order listed in the rankings.

Article 16 ‐ Criteria for the formulation of of scholarship rankings

1. For students belonging to University, six rankings are prepared relevant respectively to: • students registered for the first year of a first level degree who are members of the European Union, in increasing order of University ISEE; • students registered for the first year of a first level degree who are not members of the European Union, in increasing order of University ISEE; • students registered for the first year of a second level specialised/master's degree who are members of the European Union, in increasing order of University ISEE; • students registered for the first year of a second level specialised/master's degree who are not members of the European Union, in increasing order of Under the terms of ISEE; • students registered for years after the first of all courses of the current system: scholarships will be assigned according to the rankings of merit, according to the number of credits or years passed as at 10 August 2019 in respect of credits or years required according to the conventional year of registration, as indicated under Article 9; • students registered for the “seventh semester ‐ first year of master's degree” as indicated under Article 10 of this notice, according to the number of credits or years passed as at 10

In case of equal situations: a) in the first four rankings (letters a), b), c), d), the youngest in terms of age shall precede; b) in the fifth and sixth rankings (letters e), f), the following priority criteria are applied: • the student who does not benefit from the bonus; • the student who benefits from the bonus to a lesser extent; • the student who has the highest average marks; • the student who has been awarded an ALiSEO scholarship for academic year 2018/2019; • the student with the lowest University ISEE.

2. For students belonging to AFAM Institutions rankings for each AFAM Institution will be prepared, ordered as follows: a) students enrolled in the first year of a level 1 or 2 course who are members of the European Union ‐ the ranking will be listed in increasing order of University ISEE; b) students enrolled in the first year of a level 1 or 2 course who are not members of the European Union‐ the ranking will be listed in increasing order of University ISEE; c) students enrolled in the subsequent years after the first, the scholarships will be assigned with rankings of merit drawn up according to the number of credits achieved as at 10 August 2019, in respect of the minimum credits required by this competition notice.

In case of equal situations: a) in the first two rankings (letters a), b), the youngest in terms of age shall precede; b) in the third ranking (letter c), the following priority criteria are applied: • the student with the highest average marks; • the student with the lowest University ISEE.

For those enrolled in previous system courses, the ranking is drawn up according to increasing order of University ISEE, in case of equal situation the student with the highest mark prevails.

3. For students enrolled in specialisation courses or PhD courses, a ranking is drawn up in order of increasing University ISEE, in which students enrolled in years after the first precede. Where economic position is equal, the student awarded with an ALiSEO scholarship for academic year 2018/2019 shall precede.

Article 17 – Amounts of the scholarship and related services

17.1 Amounts 1. The gross amount of the scholarship varies according to subjective conditions and geographic origin of the student “in‐site”, “commuting”, “off‐site” (article 4 of this Notice). The scholarship consists of the payment of a monetary portion in cash net of the annual value attributed to the canteen service (€ 828.00) and the accommodation service (€ 2.058,00). The values of the scholarship are determined respecting the minimum values established by the ministerial Decree 5 April 2019 n. 316. It is to be noted that the scholarship is exempt from income tax as provided for by the law no. 476 of 13 August 1984 and the circular n. 109/E of 6 April of the Ministry of Finance.

2. The Table no. 8 below shows the amounts relevant to the scholarship and related services:

17.2 Payment of the scholarship and provision of the services 1. Students enrolled in years subsequent to the first awarded in the final ranking of the scholarships are entitled: • to the payment of the net amount of the scholarship according to the provisions and modalitied provided for in Article 24 of this Notice; • to benefit daily from a first free meal and a second meal at the "student awarded scholarships" rate (see Provisions for Canteen Service), at the ALiSEO Canteen Service Centers, in the opening periods starting from the day following the publication of the final rankings and until the publication of the final rankings for the academic year 2020/2021; • to benefit from free accommodation in ALiSEO's housing facilities if they are off‐site students and assignees. For the modalities and dates for the assignment of accommodation, refer to articles 19 and 20 of thisNotice.

2. Students awarded scholarships in the definitive ranking for scholarships as “last semester” are entitled: • to the payment of 50% of the net amount of the scholarship indicated in Table n. 8 in accordance with the provisions and modalities set in the previous article 9.4 of this Notice; • to benefit from a first free meal and a second meal daily at the "student awarded scholarships" rate (Canteen Service Regulation) at the ALiSEO Canteen Service Centers, in the opening periods from the day following the publication of the final rankings until 31/03/2020; • to benefit from free accommodation until 31/03/2020, if students are “off‐site” and assignees. It should be noted that from 01/04/2020 the student awarded a six‐month scholarship is required to pay for meals according to the “bracket tariff” (see Provisions for Canteen Service) and for the monthly rent of € 160.00 until graduation.

3. Students enrolled in the first years of all degree courses awarded in the final ranking of scholarships are entitled: • to the payment of the net amount of the scholarship in accordance with the provisions and modalities set in the Article 8 of this Notice. • to benefit from a first free meal and a second meal daily at the "student awarded scholarships" rate (see Provisions for Canteen Service) at the ALiSEO Canteen Service Centers, in the opening periods from the day following the publication of the final rankings until the publication of the final rankings for the academic year 2020/2021; • to benefit from accommodation on payment of a monthly amount as indicated in the Table no. 9 below, if they are off‐site students and assignees;

4. Students awarded in the final ranking of scholarships as “Seventh semester + first year of a master's degree” are entitled: • to the payment of the net amount of the scholarship according to the provisions and modalitied provided for in Article 9.3 of this Notice; • to benefit from a first free meal and a second meal daily at the "student awarded scholarships" rate (see Provisions for Canteen Service) at the ALiSEO Canteen Service Centers, in the opening periods from the day following the publication of the final rankings: until 31/03/2020, for those enrolled in the last semester; until the publication of the final rankings for the academic year 2020/2021, for those enrolled in the first year of a master’s degree; • to benefit from free accommodation, if students are “off‐site” and assignees in the relevant rankings until graduation or in any case until 31 March 2020; in exchange for payment as for first years of master's degree, at the rates provided for in Table n. 9, from the month following graduation or from 1 April 2020. If students achieve 20 CFU (no later than 30/11/2020) the amount already paid for the accommodation will be reimbursed.

5. Students enrolled in PhD courses and specialisation schools awarded in the final ranking of scholarships are entitled: • to the payment of the net amount of the scholarship according to the provisions and modalitied provided for in Article 24.3 of this Notice; • to benefit daily from a first free meal and a second meal at the "student awarded scholarships" rate (see Provisions for Canteen Service), at the ALiSEO Canteen Service Centers, in the opening periods starting from the day following the publication of the final rankings and until the publication of the final rankings for the academic year 2020/2021; • to benefit from free accommodation, if students are “off‐site” and assignees in the relevant rankings.

For the modalities and dates of assignment of the accommodation, for all the students referred to in the previous paragraphs of this article, refer to articles 19 and 20 of this Notice.

17.3 Clarifications on scholarships and services 1. Students awarded scholarships who graduate in the academic year 2019/2020, maintain the right to the allocation of the monetary share of the scholarship (annual or semester) while they forfeit the services (accommodation, rent contribution and Canteen Service), as regulated by the relevant regulations/provisions. These students must therefore communicate to ALiSEO the achievement of the qualification within 10 days of the graduation session.

2. "Off‐site" students awarded scholarships, but not assignees to accommodation places due to unavailability of places, receive the scholarship increased by the amount corresponding to the value attributed to the housing service compared to the period of unavailability of the place with respect to entire concession period, according to the criteria provided for in Article 22 of this Notice.

3. Students who are eligible in the provisional rankings of scholarships in the academic year 2019/2020 enrolled in the first years of all degree courses and subsequent years if they were not awarded scholarships for the academic year 2018/2019, they are entitled to daily meals at the

Pag. 31 "Eligible" rate (see Provisions for Canteen Service) at the ALiSEO Canteen Service Centers, in the opening periods from the day following the publication of the provisional rankings until the publication of the final rankings.

4. Students whose status is "Suspended" in the provisional rankings of scholarships in the academic year 2019/2020 benefit from Canteen Service at the tariff "out of bracket" (see Provisions for Canteen Service) and cannot be accommodated.

5. Students in the final rankings of scholarships in the academic year 2019/2020 whose status is "Suspended" due to “non‐conforming residence permit" and "non‐conforming identity document" benefit from the Canteen Service according to the “bracket” tariff (see Provisions for Canteen Service) for non‐registration (only students who have applied for the benefits as a first year of master's degree ‐ II level) benefit from the Canteen Service at the “out of bracket” tariff (see Provisions for Canteen Service)

6. Students who are eligible but not awarded the scholarship in the final rankings due to lack of funds are allowed to benefit for free from the services connected to the scholarship, as follows: • Canteen Service: daily benefit from meals at the tariff applicable to "Eligible” bracket at the ALiSEO Canteen Service Centers, in the opening periods from the day following the publication of the final rankings for the academic year 2019/2020 until the publication of the final rankings for the academic year 2020/2021; • accommodation service (only if available): the benefit is granted according to the provisions of article 18 of this Notice.

7. There is no provision for any form of cashing in of services, nor is there any reimbursement for not eating meals during the opening or closing periods of the Canteen Service and/or for the total or partial failure to benefit from the accommodation service even during the closing periods of university residences, except fot the situations listed below: a) for students who obtain the right to the payment of the rent contribution referred to in Article 22 of this Notice; b) for disabled students who cannot benefit from the service in accordance with the provisions of the previous article 13, paragraph 2 letter g) of this Notice; c) for students with a child, born from 1 January 2013, who cannot benefit from the accommodation service in accordance with the provisions of the previous article art. 12, paragraph 1 letter e) of this Notice.

Article 18 ‐ Accommodation service

1. In order to compete for the concession of accommodation, in addition to meeting the general and economic requirements and the requirements of merit set out in this notice, the students must also be off‐site. 2. Pag. 33 3. Accommodation is assigned to those awarded scholarships meeting the requirement of being an “off‐site student” and who have specifically requested it in the on‐line application, considering the availability of places.

4. Accommodation is assigned to the students pursuant to this Article for the periods indicated below: a) subsequent years ‐ those awarded annual scholarships and entitled to confirmation of accommodation: from 18.09.2019 to 27.07.2020, free of charge; b) subsequent years ‐ those awarded six‐month scholarships and who are entitled to confirmation of accommodation: from 18.09.2019 to 31.03.2020, free of charge; from 01.04.2020 to 27.07.2020 paying the monthly tariff of € 160.00; students who graduate in March and who are still in accommodation as at 1 April 2020 (insofar as within the 20 days of achievement of the degree, granted by the Regulation) shall pay the fee relevant to the payment bracket; c) subsequent years ‐ those awarded seventh semester and first year of a master's degree grants and who are entitled to confirmation of accommodation: from 18.09.2019, free of charge until achievement of the three‐year degree or in any case until 31.03.2020; in exchange for payment from the month after achievement of the three‐year degree or in any case from 01.04.2020 to 27.07.2020, paying the monthly tariff pursuant to Article 17.2; students applying for a scholarship for the “seventh semester and first year of a master's degree”, who are awarded it, who should fail to graduate by 31 March 2020, will be considered to all intents and purposes as having been awarded scholarships for the last semester, in accordance with that specified under Article 9, paragraph 4, paying the monthly tariff of € 160.00; d) first year of second level degree ‐ those awarded annual scholarships and entitled to confirmation of accommodation: from 18.09.2019 to 27.07.2020, in exchange for payment, in accordance with the provisions of Article 17.2; e) subsequent years ‐ those awarded annual scholarships and entitled to new entrance accommodation: from 03.10.2019 to 27.07.2020 free of charge; f) subsequent years ‐ those awarded six‐month scholarships and entitled to new entry accommodation: from 03.10.2019 to 31.03.2020 free of charge; from 01.04.2020 to 27.07.2020 paying the monthly tariff of € 160.00; students who graduate in March and who are still in accommodation as at 1 April 2020 (insofar as within the 20 days of achievement of the degree, granted by the Regulation) shall pay the fee relevant to the payment bracket; g) subsequent years ‐ those awarded “seventh semester and first year of a master's degree” scholarships and who are entitled to new entry accommodation: from 03.10.2019 free of charge until achievement of the three‐year degree or in any case until 31.03.2020; in exchange for payment from the month after achievement of the three‐year degree or in any case from 01.04.2020 to 27.07.2020, paying the monthly tariff pursuant to Article 17.2; students applying for a scholarship for the “seventh semester and first year of a master's degree”, who are awarded it, who should fail to graduate by 31 March 2020, will be considered to all intents and purposes as having been awarded scholarships for the last semester, in accordance with that specified under Article 9, paragraph 4, paying the monthly tariff of € 160.00;

Pag. 34 h) first year of a first level degree ‐ those awarded an annual scholarship and who are entitled to accommodation: from 21.10.2019 to 27.07.2020 in exchange for payment in accordance with the provisions of Article 17.2; i) first year of a second level two degree ‐ those awarded an annual scholarship and who are entitled to accommodation: from 21.10.2019 to 27.07.2020 in exchange for payment, in accordance with the provisions of Article 17.2; l) AFAM students in subsequent years who have been awarded an annual scholarship and are entitled to accommodation: from 18.12.2019 for one year free of charge; students in first years of all courses in exchange for payment in accordance with the provisions of Article 17.2; m) doctorate and specialising students who have been awarded annual scholarships and are entitled to accommodation: from 01.02.2020 for one year, free of charge.

5. Any assignment may start after the dates specified above, without prejudice to the ultimate terms established.

6. If during the period for which the accommodation has been assigned, the student should forfeit his status as off‐site student, he must immediately notify ALiSEO to this end in writing, also releasing the place.

7. In periods during which the residences are closed, the accommodation service structures are available to ALiSEO.

Article 19 ‐ Criteria for the conferral of accommodation

1. ALiSEO reserves: a) 8 places at its residences for students registered for specialisation courses or research doctorates; these places are assigned in increasing order of ISEE, prioritising students registered for years after the first; b) 5 places at its residences for AFAM students registered for years after the first. 2. The remaining places available, without prejudice to the provisions of paragraph 10 below, will be assigned according to the following priority criteria; a) students awarded scholarships, registered for years after the first, including those who submitted an application as “seventh semester and first year of a master's degree” in accordance with Article 9.3, who have been assigned accommodation on the basis of the competition rankings for 2018/2019 and who have not renounced such or been revoked during the year, who meet the income and merit requirements envisaged, are confirmed the accommodation occupied; b) students registered (or who intend to register) for the 1st year of the level II specialised/master's degree, awarded a scholarship, assigned accommodation on the basis of the rankings of the 2018/2019 competition and who have not renounced such or been revoked during the year, meeting the requirements of income and merit envisaged, are confirmed the accommodation occupied, as long as they specifically request such, as follows:

Pag. 35 ‐ those competing for the 1st year of a second level (specialised/master's) degree, as being entitled to confirmation and, consequently, entitled to the assignment of accommodation on 18 September 2019, must be in possession of a first level degree certificate, achieved by 30 August 2019 or must be in possession of 135 credits as at 10 August 2019 (without using the bonus) and must submit the on‐line application for a scholarship and accommodation from 01 July 2019 to 31 August 2019 (terms envisaged for University of Genoa students for subsequent years). c) the places made available after the assignments pursuant to letters a) and b) of this paragraph, will be assigned to students not housed in residences in academic year 2018/2019 registered for course years after the first, of all courses (European and non‐European citizens). Rankings will be ordered according to decreasing points obtained from the following formula:

1000 x student credits (or years) ‐ min. credits (or years) max. credits (or years) ‐ min. credits (or years) where: credits (or years) means the number of credits (or years) acquired by 10/08/2019; min. credits (or years) means the number of credits (or years) corresponding to the minimum requirement of merit for access to benefits in connection with the year of registration; max. credits (or years) means the maximum number of credits (or years) potentially able to be sustained by the student until the year of course prior to that relating to the registration in 2019/2020. In the event of parity, the following priority criteria will be considered: • the student who has not used the bonus; • the student who has made least use of the bonus; • the student with the lowest ISEE. 3. The places made available after the assignment pursuant to paragraph 2 will be assigned as follows: 70% to European Union citizen students or non‐European Community citizens with a family unit residing and producing income in Italy, registered or who intend to register for the first year of all courses; 30% to students who are citizens of non‐European Union Member States, with a family unit resident abroad, registered or who intend to register with the first year of all courses. 4. The rankings for the students pursuant to paragraph 3 are formulated in increasing order of income. In the event of parity, the youngest of age shall precede. 5. Any places made available after assignment in accordance with the previous rankings, are re‐distributed to students eligible for accommodation, on the basis of the above percentages. 6. Anyone forfeiting the right to a scholarship or renouncing it, even if due to failure to complete registration in academic year 2019/2020 or failure to have at least 150 credits of the previous career recognised, forfeits his right to accommodation and must, for any months for which he has already benefited from it, make payment of the value of the bed for scholarship students, depending on the type of accommodation assigned, at the following tariffs (Table 10), less any amounts already paid:

7. Similarly, those applying for the 1st year of any course, if failing to meet the minimum requirement for the concession of the scholarship (20 credits by 30 November 2020) and those forfeiting the scholarship, are required to make such payment. 8. In formulating the rankings, students awarded scholarships, awarded accommodation on the basis of the rankings for the 2018/2019 competition and who have not renounced such during the year or who have not been revoked or declared as forfeited, who meet the requirements of income and merit envisaged by this notice and who have submitted the related application, are considered as “confirmations of accommodation”. 9. Disabled students are assigned accommodation before other students. In addition to the provisions of Article 13, they also have the faculty to choose between the assignment of accommodation service and a cash supplement of the scholarship, equal to the portion of the Accommodation service as per Table 8, if considered more appropriate to their needs. 10. Students with under‐age children born on or after 1 January 2013, who are included in the accommodation rankings and who ask to continue to live with their child, shall be assigned a cash supplement to the scholarship, equal to the portion of the Accommodation service as per Table 8 increased by € 1,500.00. For the eligible student included in the “last semester” ranking the scholarship will be increased of € 750,00 (see art. 12 par. 1 lett. e).

Article 20 ‐ Method for the assignment of accommodation

1. Students assigned accommodation at ALiSEO residences will receive at the e‐mail address indicated on the application a request for expression of interest for accommodation. After the deadline for sending the expressions of interest, the contacted students cannot accept the accommodation and will be in all respects considered as renouncers. To the students who have answered to the request for expressions of interest, a communication will be sent, with the indication of the assigned residence and the date of the convening, from the following dates:

• CONFIRMATIONS subsequent years, “last semester”, “seventh semester and first year of a master's degree” and 1st year of specialised/master's degree: from 18 September 2019, with the procedures and in the residences indicated in the e‐mail communication. • NEW ENTRIES in subsequent years “last semester” and “seventh semester and first year of master's”: from 03 October 2019, with the procedures and in the residences indicated in the e‐mail communication. • NEW ENTRIES first years of first and second level degree: from 21 October 2019, with the procedures and in the residences indicated in the e‐mail communication.

2. No communication will be sent by post or given by telephone; communication by means of publication on the website shall apply to all intents and purposes as notification. Every communication of ALISEO will be sent to the email address indicated by the student in the on‐line application. The student must be aware that the lack of check and reading of the communications send by ALISEO does not represent an acceptable reason of complaint.

3. Accommodation at the ALISEO residences is assigned to students admitted, considering the nearness of the Department attended and the accommodation available, according to the priorities assigned to the individual rankings. The criterion of nearness to the Department will be mediated, in the opinion of the Administration, by the need for cultural‐ethnic integration of the communities present in the individual structures.

4. Students not attending, without justified reasons, by the cut‐off date indicated in the convening, will be considered as having forfeited the benefit. Anyone who, for serious, documented reasons of health or family, is unable to attend on the date indicated for entry, must submit a specific written request for postponement, duly documented, also emailing [email protected].

5. At the time accommodation is assigned in the ALiSEO residences, students, with a suitable form of valid ID, must: • pay a non interest‐bearing deposit of € 200,00, which will be reimbursed at the end of the assignment period; for students assigned accommodation as first years, reimbursement will only take place upon achieving the credits necessary to ensure payment of the scholarship; • make a cash payment of the lump sum of € 10,00 for the refund for utilities (heating, water, electricity) • stipulate a deed of acceptance of the accommodation, undertaking to comply with the Residence Regulation, available for download from the ALiSEO website.

6. Any student forfeiting the scholarship or coming under the scope of the cases of forfeiture envisaged by the Residence Regulation, also forfeits his right to accommodation.

Article 21 ‐ Methods of payment for accommodation

1. Payments for accommodation in ALiSEO residences must be made by the 15th day of each month, into the bank current account held by the ALiSEO Treasury with Banca CARIGE, Branch 6 of Genoa, no. 2814890 ‐ IBAN: IT71X0617501406000002814890 – cod. BIC: CRGEITGG106. Delays of no more than one month will be sanctioned with the application of a late payment penalty as envisaged by the Student Residences Regulation. Delays of more than one month will result in forfeiture of the accommodation and the initiation of legal procedures to collect the outstanding amount due.

Article 22 ‐ Rental contribution

1. Students awarded scholarships who are not assigned accommodation due to lack of accommodation, will be granted a scholarship increased by the amount corresponding to the value assigned to the accommodation service in respect of the period for which there is no accommodation available as compared with the entire concession period.

The concession of this increase is subject to the submission, to the Accommodation service (see Table 8), of a specific request (available for download on the website www.aliseo.liguria.it – section Right to University study), in which the parties concerned declare that they have taken up accommodation for which they pay, near the university, and attach a copy of the duly registered rental contract or agreement stipulated with entities or institutes for which ALiSEO has verified that the quality requirements are met, as necessary, and which are included on the list published on its institutional website.

The said request must be submitted to Accommodation Service within: • 31/12/2019 for students registered to University; • 31/01/2020 for students enrolled to AFAM Institutions; • 28/02/2020 for students enrolled in doctorates and specialisation schools.

For students attending the Inter‐university Master degree course in the Design of Green areas and landscape, which foresees the attendance of a semester in Turin or Milan and a semester in Genoa, the expiration of the presentation of the rental contract, stipulated for a paid accommodation in Genoa, is set for 28/2/2020.

3. Payment of the amount due in accordance with the paragraph above will be disbursed in accordance with the terms and conditions of the second instalment on the scholarship for students registered for years subsequent to the first of all courses and in compliance with the terms and conditions of the payment of the scholarship for students registered for the first year, unless otherwise arranged by ALiSEO for the above Entities and Institutes.

4. All students considered as “off‐site” in accordance with the attached Table A and who have been granted accommodation, who are registered at the sites of the University of Genoa or Institutions for Higher Education in Art and Music (AFAM) situated in cities at which no accommodation is available, will be automatically assigned the above increase.

5. If a student, assignee of accommodation, living with a student who has received a supplement of which at article 12, paragraph 1 letter e) (minor child), submits a request as indicated in previous paragraph 2 of this article, he/she can obtain the supplement to the scholarship as a rental contribution.

Article 23 ‐ Results of the competition and publication of rankings

1. The results of the competitions for the concession of scholarships and the assignment of accommodation and supplement for international mobility programme “Erasmus + Key action 1 Learning mobility of individuals” (see art. 14 of the present notice) will be disclosed to all students interested by means of publication on the website www.aliseo.liguria.it (section Right to University study).

2. The results of the competitions for the assignment of accommodation will also be disclosed by means of posting of rankings to noticeboards at the ALiSEO “Sportello studenti” (Via San Vincenzo 4, Genova).

3. No individual communication will be sent. Students can consult their results in their webpage “Student desk”.

Any requests made for review against the results of the provisional rankings of the competition, prepared on plain paper, must be submitted to the Director of the ALiSEO Right to Study Area within 10 days of publication. No requests for review will be considered regarding: a) exclusion due to having submitted an application after the deadline; b) failure to be assigned on legitimate grounds. The outcome of requests for review will be notified through the publication of the definitive rankings.

6. Students may appeal to T.A.R. Liguria (Regional Administrative Court) againts definitive rankings within 60 days from the publication or they can present an extraordinary appeal to the Head of State within 120 days from the publication.

7. In provisional rankings for scholarships, three issues are possible: Eligible: student who meets the requirements in the present Notice and must wait for definitive rankings. Excluded: student who does not meet the requirements in the present Notice. Suspended: student who must regularize his/her position within:

• 11/11/2019 for students registered for University; • 07/01/2020 for students registered for AFAM Institutions; • 05/02/2020 for students registered for PhD and specialisation schools. failure to comply will result in a DEFINITIVE exclusion from the competition

8. In definitive rankings for scholarships, four issues are possible: Awarded scholarship: student who meets the requirements in the present Notice and has the right to the scholarship, without prejudice of further controls by the Economic Benefits Service. Eligible: student who meets the requirements in the present Notice, but cannot benefit from scholarship, since all available scholarships have been awarded. Excluded: student who does not meet the requirements in the present Notice or has not regularized his/her “suspended” position in the provisional rankings. Suspended: student who must integrate his/her own documentation in relation to ID or visa and must register within 09/04/2020 for students who have applied for benefits as first year of a second level master’s degree.

Article 24 ‐ Methods of payment of the scholarship

1. The payment of the scholarship shall be made exclusively by transfer on a bank or postal current account opened in Italy, in the name of the student or co‐owned by the student who has applied for benefits. The said current account must have an IBAN code.

It is specified that the term of disbursement of the instalment is intended to be the date of the act by which ALiSEO allows the payment. The sum will be actually available on the student’s account during the following month, on the basis of the time technically required by credit institutions.

24.1 Students registered for subsequent years 1. For students awarded scholarships, registered for years after the first, the monetary portion of the scholarship will be disbursed, in the amount due, to entitled students, as follows: a) student enrolled in the University: • the first instalment of the scholarship, equal to half the total amount, will be disbursed by 31 December 2019; • the second instalment will be disbursed by 30 June 2020.

The monetary amount of the scholarship for the students awarded a “last semester” scholarship is equal to 50% of the net amounts indicated in Table 8 of previous article 17 of this Notice, included the possible supplements in accordance with the above‐mentioned timing.

The monetary amount of the scholarship shall be disbursed to the students awarded a “seventh semester + first year of a master's degree” scholarship as follows: ‐ the first instalment equal to 25% of the net amounts indicated in Table 8 of article 17 of this Notice, including the possible supplements, by 31/12/2019. ‐ the second instalment will be disbursed as follows: • student registered for a first year of a master’s degree for the academic year 2019/2020: a) on the achievement of 20 credits by 10/08/2020 – 75% of the net amounts indicated in Table 8 of article 17 of this Notice, including the possible supplements b) on the achievement of 20 credits by 30/11/2020 – 25% of the net amounts indicated in Table 8 of article 17 of this Notice, including the possible supplements • student registered for a seventh semester (4th year of a three‐year first level degree) for the academic year 2019/2020:

Pag. 42 25% of the net amounts indicated in Table 8 of article 17 of this Notice, including the possible supplements b) for students registered for Institutions for Higher Education in Art and Music (AFAM): • the first instalment of the scholarship, equal to half the net amount (and related supplements), will be disbursed by 31 January 2020; • the second instalment will be disbursed by 30 June 2020;

24.2 Students registered for the first years 1. The monetary amount of the net scholarship is disbursed as follows:

• the total amount of the scholarship will only be paid upon achieving 20 credits, as long as obtained by 10 August 2020. For students registered for degree courses in medical professions, run by the School of Medical and Pharmaceutical Sciences, who complete the technical‐practical traineeships envisaged for academic year 2019/2020 the relevant credits will be counted if achieved and recorded within 31/10/2020 by the University on the student’s exam self‐certification (“Autocertificazione esami”); • only half the total amount of the scholarship will be disbursed if the 20 credits are achieved and registered by 30 November 2019.

2. Disabled students, with a disability of at least 66% as per article 13 of this Notice, registered for the first year of all study courses, will receive the net amount of the scholarship as a lump sum by 31/12/2019, without possession of the merit requirement as per paragraph 1 of the present article.

24.3 Students registered with specialisation courses and PhD course 1. The net monetary portion will be made in a single payment by 31 March 2020.

Article 25 ‐ Grounds for non‐admission, exclusion or revocation of benefits

25.1 Grounds for non‐admission The following cases represent grounds for non‐admission: • failure to comply with the deadlines for application for benefits of which at Article 7 of the present Notice; • failure to submit the application (even in case of partial or complete compiling of the said application); • application for benefits for students registered, in the academic year 2019/2020, with the first year of a first level degree or a single‐cycle master’s degree who are age 35 or older before the cut off date for application; • application for accommodation for students registered, in the academic year 2019/2020 who have not reached the age of 18 at the cut off date for application; • students registered on a part‐time basis; • students excluded from benefits competitions in previous years for having made untruthful declarations with the application of the administrative sanction; • to students who owe money to ALiSEO, unless repayment plans have been agreed and that they are regularly respected;

Pag. 43 • students requesting ALiSEO benefits or requesting benefits to other Institutions for the Right to University Study for the same course year, for which they intend to apply for the academic year 2019/2020.

25.2 Grounds for exclusion or revocation of benefits 1. The following cases represent grounds for exclusion or revocation of benefits: • students with a conventional first year registration exceeding the number of semesters for which the benefit can be granted; • students who have not completed registration for academic year 2019/2020 by: • 11/11/2019 with the University of Genoa, without prejudice to the provisions of letter d) below • 07/01/2020 with AFAM Institutions • 05/02/2020 for students enrolled in PhD courses or in specialisation schools • students who, by submitting an application for benefits such as "seventh semester + 1st year of a master's degree", have not completed enrollment by 11/11/2019 or for a first year of a master's degree or a "last semester" at the University for the academic year 2019/2020; • students applying for benefits as first year of a master’s degree who have not completed registration for the academic year 2019/2020 by 09/04/2020; • students who have applied for “seventh semester + first year of a master’s degree” or first year of master’s degree of second level and result registered for the academic year 2019/2020 to the education course aimed to a master’s degree registration (connecting course – “carriera ponte”); • students who have applied for ALiSEO benefits as enrolled in the "last semester" for which there is no registration for the academic year 2019/2020 to a "last semester" with reference to the duration envisaged by the respective teaching orders by 11/11/2019; • students who are enrolled in a different enrollment year than the self‐certified one at the time of submitting the benefit application; • students who enrol in the University or AFAM Institutions for the academic year 2019/2020 to obtain a degree of equal level or lower than the one already acquired, in particular: • students in possession of a degree from the previous system who enrol in a three‐ year degree course, single‐cycle master's degree, second‐level master's degree, a first or second level diploma from the AFAM institutions; • students with a university diploma who enrol in a three‐year degree course; • students in possession of a three‐year degree who enrol in another three‐year degree course, or in possession of a second‐level master's degree who enrol in a second‐cycle or single‐cycle master's degree course; • students with a specialisation or PhD degree who enrol in another PhD course or specialisation school; • students with a three‐year degree or a first‐level diploma from an AFAM Institution who enrol in a three‐year degree course or a AFAM first‐level diploma course; • students with a master's degree or second level diploma from an AFAM institution who enrol in a second‐level degree course or a second‐level AFAM diploma course; • students who have obtained a degree from an Italian or foreign University recognized in Italy (equivalence of the degree) of the same level as that for which they require the benefits for the academic year 2019/2020; • students enrolled in an AFAM Institution who do not hold a secondary school diploma;

Pag. 44 • students who move from another university or other AFAM institution (Italian or foreign) and have not obtained the regularization of the transfer by the dates indicated in letter b) referred to in this paragraph; • students whose registration is cancelled or students who get the transfer/leave to another University or to another AFAM Institution (Italian or foreign) within 05/31/2020; • students registered for a number of years that exceeds that envisaged by this notice, considering, in the event of validation of examinations of a previous career and/or course, as the first year of registration, that made in the previous career and/or course with the Genoa university or other Italian or foreign university; • students who are enrolled for the academic year 2019/2020, for a one‐year course for which the benefits have already been applied to ALiSEO or to another Italian university agency for the right to study, even after a course transfer “with validation exams” or “without” validation exams or renouncing to studies. • students renouncing their studies; • students renouncing the benefits assigned; • students who, for the academic year 2019/2020 lose the minimum requirements of merit following a definitive change to registration or a validation of exams from a previous carreer; • students who did not meet the merit and/or income requirements following verification by ALiSEO; • students who, if convened by the Economic Benefits Service for assessments, should not appear by the date specified in the convocation notice sent by email to the address indicated by the student at the time of the application for benefits, or should fail to submit the documentation required within the specified terms; • students who did not meet the requirements to request additions to the scholarship referred to in article 12 of this Notice. The benefit related to the integration will be revoked to these students, except for the verification of the maintenance of the other benefits (scholarship and accommodation); • students with disabilities of not less than 66%, who, following the withdrawal of the scholarship provided for in the previous article 13 of this Notice, are not in possession of the merit requirements provided for non‐disabled students; • students enrolled, in the academic year 2019/2020, in the first year of all courses that by 30 November 2020 have not achieved at least 20 credits; • students who benefit of other monetary items, relevant to the same academic year, assigned for any reason by public or private organisations, University, or disbursed to foreign students by the Italian Ministry of Foreign Affairs with the same purpose of the scholarship, which have been specifically declared as incompatible with the scholarship; the student can choose to benefit from one or the other. An exception is made • to the foregoing for scholarships granted by national and foreign institutions aiming to integrate training or research of the scholarship students with stays abroad and for collaboration appointments on a part‐time basis or tutorships granted by the University of Genoa; • the benefits attributed by other institutions solely for the purpose of sustaining the costs for the housing service. In this case, the "off‐site" students cannot use the accommodation and/or rental fee and will be considered "commuting students"; • students who, following the withdrawal of the scholarship, lose the right to obtain also the supplements referred to in article 12 of this Notice;

Pag. 45 • students who owe money to ALISEO or to other Institutions for the Right to University Study in Italy; • in the cases envisaged by the Students Residences Regulation; aa) in the cases envisaged by the Canteen Service Regulation; bb) students to whom, in case of validation of exams from a course and/or a previous career (Italian or foreign), a different conventional year of first registration is recognised compared to the one declared in the presentation of the request for benefits.

2. The Economic Benefits Service reserves the right to evaluate any additional causes of exclusion not contemplated in the aforementioned points which may be of an impediment to maintaining the requested benefits.

3. If ALiSEO verifies the existence of such conditions of non‐admission or exclusion during checks following the publication of the final rankings, the benefits received are revoked.

4. Students forfeiting the benefit must return any amounts already received in cash of the scholarship and in any services used, unless the forfeiture is due to untruthful declarations: in this case, in fact, the provisions will apply as laid out under Article 26 par.4.

5. The act of revocation is communicated to the University and to the AFAM Institutions which, based on current legislation, order the revocation of the related contributory benefits.

Article 26 ‐ Assessment of the truthful nature of the declarations produced

1. ALiSEO will control the truthfulness of the self‐certifications produced by students in accordance with Articles 43 and 71 of Italian Presidential Decree 445 of 28.12.2000 within the terms provided by law and without the regulatory requirement of giving notice to the student. Controls of truthfulness, in accordance with the provisions of Prime Ministerial Decree of 09 April 2001, will be carried out using sample checks. ALiSEO ensures that checks are made in accordance with the provisions of the current regulations.

2. To this end, in addition to asking the student, by means of the email address indicated by the student himself at the time of the on‐line application, to provide full documentation showing the truthfulness of everything that has been self‐certified, including via e‐mail and using all means available, all investigations may be pursued as considered appropriate and with the collaboration of the tax police, state financial administration, municipal administrations, land registry offices, universities, tax register of Revenue Agency (Agenzia delle Entrate) and INPS database. If the student has not communicated to ALiSEO any changes in the e‐mail address, the communication will be considered as valid to all intents and purposes.

3. If declarations should be found to be untrue, involving the use of provisions that are not due, in accordance with Art. 10 of Italian Legislative Decree no. 68 of 29.03.2012, the student shall forfeit the benefit and eligibility. Moreover, to the student shall be applied an administrative fine consisting of having to make payment of triple the amount received, both in monetary terms and as regards the value of the services he has unduly used. He/she shall also forfeit the right to obtain other disbursements for the entire duration of the course of studies, without prejudice, in any

Pag. 46 case, to the application of sanctions pursuant to Art. 38, paragraph 3 of Italian Decree Law no. 78 of 31.05.2010, converted, with amendments, by Italian Law no. 122 of 30.07.2010, and criminal provisions for all offences classified as crimes.

4. Lists of scholarship beneficiaries are sent to the Financial Administration and to INPS and to the National Association of the Organisms for the Right to University Study (ANDISU). The members of the family units of students benefiting from interventions who request assessment of economic conditions are included in the categories that are subjected, in accordance with current legislation, to the most in‐depth controls.

Article 27 – Return of benefits

The withdrawal of benefits is communicated by letter sent to the email address notified in the online application by the student. The revocation note specifies the information relating to the amount to be returned, the date by which the payment is to be made and the related return methods. The installments may be granted according to authorization by the Director of the Sector Right to Study of ALiSEO. In all cases of non‐fulfillment in the repayment of the sums due, the assigned benefits will be suspended until the debt position is regularized. The student who renounces the entire university career must return the benefits obtained in the last year of enrollment (monetary share of the scholarship, share in services).

Article 28 ‐ Reporting of the debt position

1. If the student is not up‐to‐date with any payments due, unless ALiSEO and the student have agreed a repayment plan that is duly honoured, the Agency will report the debt position to the University of Genoa and to the AFAM of Liguria, which, on the basis of specific agreements or understandings, may take steps to prevent the student from proceeding with his career until such time as the debt has been settled.

Article 29 ‐ Obligations and methods of communication

1. The student is required to notify ALiSEO of any significant change for the purposes of the benefits granted in accordance with the provisions of this Notice, which occurs after the date of the application (e.g. assignment of a scholarship or other financial support, leave for another University, renouncement of studies, non‐enrollment, change of residence, etc.). 2. Any communication by ALiSEO, including those concerning ascertainments or benefits revocation, will be made to the student’s e‐mail address communicated by the student while applying for benefits. These communications have legal value to all effects and purposes, in place of postal communication. 3. Should the student change his/her e‐mail address without communicating it to ALiSEO, or should the e‐mail address be wrong, communication by ALiSEO (even if concerning ascertainments or benefits revocation) is to be intended as valid to all effects and purposes if notified to the last e‐ mail address communicated by the student to ALiSEO.

Article 30 ‐ Privacy and General Data Protection Regulation

The personal data shall be processed in accordance with the regulation as per Legislative Decree no. 196, 30 June 2003 and with the EU GDPR Regulation 2016/679 “General Data Protection Regulation”. In the on‐line application, the student will have to undersign the acceptance of the relevant Information. The acceptance of the Information for personal data protection is mandatory in order to apply to the present competition. By the said acceptance the student declares having read the Information contents.

2. The data requested in self‐certification (e.g. personal data, residence, email address, registration data, etc.) as well as those contained in the required documentation (e.g. income data, etc.) are intended for the entirety of the operations, carried out, as a rule, by using electronic and automated means, aimed at drawing up the ranking for allocation of scholarships and university residence accommodation as envisaged by the Prime Ministerial Decree of 09 April 2001 and the Legislative Decree no. 68, 29 March 2012. The legal basis of data processing is the execution of a task of public interest required by the aforementioned legislation.

3. The data may be disclosed to the Liguria Region, to the University of Genoa, to the Higher Education in Art and Music Institutions (AFAM), to INPS, to the Italian Agency of Revenue, to the Ministry of Education, University and Research, to the Ministry of the Interior, to the Ministry of the Defense, to the National Association of the Organisms for the Right to University Study (ANDISU), as well as to other public and/or private subjects for control purposes

4. The data collected, except for different resolutions of Liguria Region or of the Ministry for University and Research, will be kept for ten years.

5. As far as data processing is concerned, the interested parties have the rights granted as per articles 15 et seq. of GDPR Regulation (EU) 2016/679; the interested party has the right to make a complaint to the Authority for the protection of personal data.

6. The Data Controller of the above‐mentioned data is ALiSEO, Agenzia Ligure per gli studenti e l’orientamento, – via San Vincenzo ‐ Genoa; Lawyer Cathy La Torre has been appointed responsible for the protection of personal data, she can be reached at [email protected] .

7. The extended information will be available in the online application for benefits request referred to in this Notice.

Article 31 ‐ Reference regulations and safeguarding clause

1. The on‐line application, as per the present Competition Notice, represents for the student acceptance of all the rules contained in the “Competition Notice” as well as of the ones reported in the on‐line application and in the relevant regulations and documents.
