Located about 55 miles north along the Philip Goldson Highway formerly the old "Northern Highway", Orange Walk is a drive of about 65 minutes from Belize City. It is an easy 30 mile drive to Corozal Town. The Orange Walk District, with a population of just over forty thousand, is the country’s third largest populated district and is much more than sugar, soybean and honey country. Orange Walk provides exotic places to visit. The sights and sounds of nature abound here, either at the famous Mayan ruins of Lamanai and Cuello, or at various places along the New River for the jungle river adventurer. And, with over 400 species of birds recorded in this district, more so than anywhere else in the country, the Orange Walk District is truly a birder’s paradise. The town is a mix of Spanish, Maya, East Indians, visiting Mennonites and Chinese. Mexican influences remain strong and Spanish and Creole are the most common languages spoken. Orange Walk District was previously dominated by loggers for over a hundred years until the refugees of the Caste War arrived in the late 19th century. Abandonment Conclusions Acknowledgements List of Figures Sources Cited Abstract The Xunantunich Archaeological Project (1991-1997) excavated significant portions of the palace complex, including the ruler’s residence and adjacent structures. In 2003, the Xunantunich Palace Excavations program continued clearing the frontal terrace and lower building of Str. A-11, the ruler’s residence. This report synthesizes those two sets of data, with a focus on results of the most recent excavations. I use the data to reconstruct the occupation history of the palace and changes in access patterns and use of different structures. This in turn illuminates Xunantunich’s changing political organization. The palace complex’s simple layout and absence of features like a royal throne suggest that it housed an abbreviated elite court, politically dependent on another polity, likely Naranjo. The palace’s location at the cosmologically powerful northern edge of the site associated its residents with revered ancestors and the celestial realm, and the palace’s built environment created a series of architectural spaces that structured interaction between the polity’s residents and its ruling elite. -

PUBLIC DISCLOSURE AUTHORISED CARIBBEAN DEVELOPMENT BANK TWO HUNDRED AND NIGHTY–SECOND MEETING OF THE BOARD OF DIRECTORS TO BE HELD IN BARBADOS DECEMBER 10, 2020 PAPER BD 100/20 PHILIP GOLDSON HIGHWAY AND REMATE BYPASS UPGRADING PROJECT – BELIZE (President’s Recommendation No. 999) The attached Report appraises a proposal for a loan and a grant to the Government of Belize (GOBZ) to upgrade the Philip Goldson Highway between Miles 24.5 to 92, and the Remate Bypass, to increase safety, accessibility, efficiency and resilience; and to improve GOBZ’s capacity for informed decision-making for livelihood enhancement along those corridors. 2. On the basis of the Report, I recommend: (a) a loan to GOBZ of an amount not exceeding the equivalent of thirty-four million, three hundred thousand United States dollars (USD34.3 mn) (the Loan) consisting of: (i) an amount not exceeding the equivalent of twenty-one million, three hundred thousand United States dollars (USD21.3 mn) from the Ordinary Capital Resources (OCR) of the Caribbean Development Bank (CDB); and (ii) an amount not exceeding the equivalent of thirteen million United States dollars (USD13.0 mn) from the Special Funds Resources (SFR) of CDB; (b) grants to GOBZ of: (i) an amount not exceeding fourteen million, two hundred and eighty-eight thousand, eight hundred and seven Pounds Sterling (GBP14,288,807) (approximately USD18.575 mn) allocated from resources provided to CDB by the United Kingdom through the Foreign, Commonwealth and Development Office (FCDO) under the United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF); and (ii) an amount not exceeding the equivalent of one hundred thousand United States dollars (USD100,000) allocated from CDB’s SFR, to assist in financing services associated with improving road safety at selected schools; (together the Grant) on CDB’s standard terms and conditions and on the terms and conditions set out in Chapter 7 of the said Report; 3. -

We are not too interested in figures as such but in the categories of counting and their evolution, as indicators of the political rationale of building a colonial and later a national society. While the censuses for the 19th century relate to different forms of population management (transition from slavery to freedom, affirmation or denial of ethnic and racial diversity), the administrative reports paint a static and stereo- typed demographic-territorial model as a tool of the political project.
