Secret. ! Para.l. Measures are being taken forthwith for the defence

Harbour, South Georgia comp rising p rovision for one 4-inch gun,

two Lewis guns and fifty rifles (all with requisite ammunition)

and formation of small local defence force which would be manned by era

ployees of Messrs Salvesen, who have received necessary training and

offer also to be responsible for mounting guns. Equipment is being

shipped to South Georgia in the "SALUTAISH" which leaves Scotland shortly.

Para.2. War Office have notified Messrs Salvesen of requirements

for legalizing status Defence Fbrce - e.g., necessity wearing

destinctive uniform (that being supplied), for carrying arms openly

having commander responsible for his subordinates, etc. It is,

however, desired you should promulgate as soon as possible a shorVv.

Ordinance constituting Defence Force in question. This could be

based on the Defence Force Ordinance 1920 as amended using only

such provisions as misconstruction, e.g., provisions as to compul­

sory service are clearly not applicable. It will not be necessary to make provision ap plying Army Act to this small force. Suggest i further that provision should be made for employees of company who

are members of force and who are leaving the island to be Relieved

of liability for service at reasonably short notice.

bered defence of Leith Harbour. 1. I suggest that as Defence Force Ordinance 1920 is in

force in the Dependencies no further legislation is requir-

ed. Compulsory service clauses 20 is apolied only by pro- clamation. All that appears necessary is to authorise the AX. Magistrate to attest^ personnel and for me to appoint officers

and to call out the South Georgia platoon for active service

under section 15.

2. I have no means of communicating ^ith the magistrate ot her

than by Governnant Telegraph Code.

3. I would observe that measures for defence of Leith Harbo

while ignoring Government Administrative Headquarters and

Wireless Station and factory which is not less

important for oil production than Leith Harbout will produc^^B

a bad impression. One twelve pounder gun and two Lewis

appear essential. Please telegraph in detail what instalations

etc. (in addition to Leith Harbour) you consider should be de­

important measure of discrimination in favour of Salveson has

ories are operated by Norwegian personnel.

Georgia was founded by Argentine Company, They established first

settlement there 1904. The first act of British sovereignty in

the group was to order them to haul down the Argentine flag

fourteen months later. Local administration was then inaugurated 4 in the neighbourhood.

3. The repercussions in South America would be grave if this

settlement was seized by a raider with impunity while Salvesen’s

interests twenty miles away were protected. Argentine case would

be that the islands should be in possession of a neighbour who

could provide protection for the harbours and industries.

I will ask Magistrate South Georgia to proceed as suggest­

should be legalised by a short Ordinance as proposed in

paragraph 2 of your secret telegram of 4th.December..

You would perhaps telegraph a draft pf the principal

clauses • The financial clauses of Defence Rrrce Ordin-

ance 1020 would not be applicable.,

3. The War Office by issuing instructions and approving

the scheme has assumed responsibility for defence of Leith

Harbour. I would naturally prefer that the personnel

should be regarded as an auxiliary Imp-orial force as

though I am primarily responsible for the defence of the

Dependency it will obviously not be possible for me to

South Georgia that one 4-inch gun, two Lewis guns and fifty rifles

with ammunition have been landed at Leith, no trained men except

one gun layer. ihe Manager of the iVhaling station a Norwegian

national received, instructions from Salvesen to raise a force appoint

officers and mount the gun. Manager unable to say whether British personnel would be required to remain at Leith during winter, other- wise they will return to United Kingdom in a few weeks time.

2. I have instructed Magistrate that British subjects only should

be employed in the defence works and that preparations and mounting

of gun should be carried on as rapidly as possible.

3. Until position regarding British personnel is cleared up it is

not possible to raise a force at Leith.

4. I v/ill send an officer of Falkland Islands Defence Force to South

Georgia end of March in S.S.Lafonia to arrange for defence of

Grytviken subject to condition precedent stated in paragraph 4 of

my telegram No. 3 Secret. I assume that there is no prospect of

4-inch gun offered by Admiralty arriving in Colony^ this month and

there will be no other means of communication with South Georgia

until October.

1-3 Defence of Leith. I regret copy of Salvesens instructions to

manager was not transmitted to you earlier. It was despatched oh

February 12th. Following summary of contents may he of assistance

to you. Captain Swanson has been instructed to raise in consultation

with manager a Defence Force of between thirty and sixty strong from

British ratings. It is realized that many who join the Force will

not he over-wintering and will have to he replaced. So far as

possible men recommended for over-wintering should he given prefer-

ence for Defence Force. No member of the land station personnel

should he permitted to over-winter unless^ he volunteer to join

Defence Force. Over-wintering personnel may he incresed by one or

two $/ men must include two men with seaman-gunner service. Captain

Swanson has been instructed to appoint British rating Jamieson to

command Force unless he finds good resons to select someone else,

this appointment to he for period pending return of second officer

Laurenson. Remaining letter deals with technical arrangements

mounting and manning 4-inch gun and training pf personnel,

storage of equipment and ammunition etc. I am not clear v/hy manager

is unable to say whether British personnel will be required to

remain at Leith during winter, but this is being taken up with his

head office and I will telegraph further.

As regards finance of teith defences, equipment will be provided

free, but the dependency Hve^c&a'D&s meet erection^ liability for main-

tenance equipment and ammunition, Maintenance does not include lia-

bility for replacement where^damage is caused by hostile action or

Act of Qod.

of the 3rd of January, on the subject of the defence of

Leith Harbour, I have the honour to transmit a copy of

the instructions which have been sent by Messrs. Charles

oalvesen and Company to their Manager at Leith Harbour.

A copy was also sent by the Company to the Magistrate,

Couth Georgia.

LDITH harbour •

Dear Sir, It has been decided by the War Office to take certain steps for the defence of ~>eith ^arbour and in eonseq- uence gun, Lewis guns, rifles, ammunition etc., are being dispatched to Leith Harbour by the ff SALUTA,?•

The gun will be mounted, as soon as possible after discharge at Leith Harbour at a point which commands the entrance to the harbour, to be selected by you in consultation with Captain Swanson.

Captain Swanson has been instructed to raise in consultation with you a Leith Harbour Volunteer Defence Force from the British ratings at the station, It is hoped that the strength of the Force at any time will not be less than 30 men, nor, in view of the aims provided, more than 60. It is realised that many of the men who join the Defence Force will not be overwintering and will have to oe replaced oy others. So far as possible men who are recommended for overwintering should be given preference for the Defence Force and no members of the land-station personnel should be permitted to overwinter unless they volunteer to join the Defence Force. Oapt. Leask is writing separately his recommendations as regards the original members of the Defence Force* He has, of course, no knowledge of the qualifications of the Falklander» and

Newfoundlanders. Your overwintering personnel may be increased by one or two men to permit the permanent w&tch (see below) to be kept and must inolude at least two men with Seamen Gunner Certificates. You have at present at Leith Harbour at least two -2-

two men with this Certificate, v7ho must he required to the overwinter, unless you can arrange to replace them from/floatiiPS factories.

We have instructed Capt. Swanson to appoint one of

the British ratings at 2Leith Harbour to command the Defence

Force and Jiave told him to appoint Bosun Jamieson unless he

finds good reasons to select someone else, This appointment will he for the period prior to the return of the fl. factories

to Leith Harbour, when we desire 2nd Officer Laurenson to take over command (or failing him one of the other floating factory

Navigating Officers who have passed the Merchant Navy Defence

Course Parts 1 and 2). We enclose a copy of our letter of today to Laurenson.

Capt. Swanson has further been instructed to draw up

(in consultation with you and the Commander of the Volunteer

Defence Force) a scheme for the defence of the station and to allocate to the members of the Defence Force the posts to be occupied on an alarm being given, We desire you to arrange that one or two alarm practices take place, preferably while

Capt. Swanson is at Leith Harbour (on his return from the ice).

A naval gun layer has been appointed to "SALUTA"

The War Office has authorised us to arrange that he be landed at Leith Harbour and only rejoin the ,f3ALUTAir when she proceeds

North. The fullest use should be made of his services in mounting the gun and training the gun crew etc.

Once the gun is mounted it will be necessary for a permanent watch to be kept during the hours of daylight - preferably by a member of the gun team to be relieved every four hours or at such time as may appear to bo most suitable.

It will be necessary to provide shelter for the watch and also for the gun and for an adequate supply of ammunition. Cleaning etc• t of the gun can no doubt be undertaken by the watch. The War w

War Office has also supplied telephones for communication

between the watch and the station. The Station Wireless

Officer should be made responsible for all telephone equipment.

All members of the Defence Force will require

instruction and firing practice and we have authority to

utilize ammunition as under for the initial training of personnel

4-inch gun 28 rounds,

Lewis gun 50 rounds per man trained with a maximum of 6 men. Rifle 20 rounds per man trained with a maximum of 50 men.

In the event of it being necessary to train other

personnel at any time owing to the original men trained leaving

South Georgia half the above rates may be expended per nan.

As regards the 4-inch gun the crew should be

selected so far as possible from ratings who have a Seaman

Gunners Certificate, For firing practice advantage should be

taken of the presence of the naval gun layer and part of it

should be undertaken in the presence of Capt. Swanson who has

passed Merchant Havy Defence Course, Parts 1 and 2. Some

ammunition should, however, he reserved for practice in the

presence of the Navigating Officer who eventually takes

command of the Defence Force ( who has also passed the above course).

A team of Lewis Gunners will be selected as far as

possible from men who have previous experience of these

weapons, and will receive personal instruction from Capt. Swanson

who has recently undergone a Lewis Gun Course with this in view.

Capt. Swanson should select one man to take charge of the team

and guns and make certain that he and the Commander of the

Defence Force are fuLly instructed as regards care of the guns,

cleaning etc. The firing practice should if possible be

personally superintended by Capt. Swanson. The i -4-

Tho training of the riflemen we must leave to the

Commander of the Defence Force. We understand that many of

our ratings are throughly conversant with the use of rifles*

We desire the Commander of the Defence Force to

satisfy you that all reasonable safety precautions are taken

prior to firing practice with any of the above mentioned weapons.

Practice and instruction should be carried out in

working hours when you can spare the hands but in addition

to out of working hours, in which case usual rates of overtime

will be paid. A maximum of two of the ratings who have the

Seaman Gunners Certificate may be paid a bonus of 6d. per day

and this may be paid to Bosun Jamieson while he commands the

Force. At present the officer in charge of a gun team onboard

a ship gets no bonus but if such a bonus is subsequently

granted it will apply also the the Navigating Officer who takes

over the command of the Defence Force at Leith Harbour.

Apart from overtime and bonus as above we regret that we are

not authorised to make the volunteers any additional payments

for their services.

We desire, however, you to send us Nominal Roll of

the Volunteers and to be informed from time to time of any

changes. \7e shall forward copies of these rolls to the War Office.

We enclose for your guidance and that of the

Commander of the Defence Force, a copy of letter from the War

Office dated 14-th November 1939, together with copy of

Memorandum on ’The Laws and Usages of War on Land1, We would

draw your attention particularly to 4(b) and para. 5 of the letter.

We enclose also copy of letter from the War Office

dated 6th December.

You must arrange for Lewis guns, rifles and .303

ammunition to be kept in a safe place, where they can be

rapidly issued in case of alarm, but where no unauthorised peraoA i j T

person can get at them, ^7hen .303 ammunition is issued to

men, it must be carefully counted on redelivery#

In case of practice empties must be collected and

counted to make sure that all live rounds are redelivered#

Empties should be returned to us and we shall try to arrange

for their replacement#

War Office desires xxs to instruct the Commander

of the Defence Force to ensure that all equipment is properly

cared for and accounted for and also that it is kept in safe

We desire you not only to provide the necessarycustody*

facilities but also to satisfy yourself that these inst ictions

are properly carried out.

We know that we can count upon your loyal co-operation

and that you will do everything possible to prepare the defences

of Leith Harbour and to encourage the formation and training

of the Volunteer Defence Corps#

COLONIAL SECRETARY. V/hereas, the scheme for a fully organised and best

sited Coast Defence lay out is not practicable for the

following reasons. 1. Insufficient equipment i.e. 2 - 4” Guns only.

2. Requirements being:-

(a) Counter-bombardment Battery 6" Guns. (b) Close Defence ^ ” 4" Guns. (c) Anti-Torpedoe Boat (etc) ” 3 pdr. (d) Anti-Aire.aft " as available. 3- A suitable site for (a) above being in the vicinity of Islet, the disadvantages being:-

a) Climatic conditions of winter. b) Trans.ort and Supplies. c) Prequent low visibility. 4- The reference ( (c) Low visibility) above would necessitate Close Defence guns fully manned as well as the

Counter-Bombradment guns, Enemy vessels could enter either

harbours probably unseen from Jason Islet. 5- With factors such as above and many more in mind, the Defences of South Georgia are best divided separately for

each harbour and locality to have its own i.e. one 4" Gun

sited near to the settlement or Station, carrying out the

duties of a Close Defence Battery, namely;

Grytvihen U‘} Gun Hope Point.

Leith harbour 4?f Gun sited above Station.

The situation at Grytviken:-

After consultations with Mr Barlas the site for the

4,r Gun was decided to be at hope Point the following points being carefully considered. 1. 7;ithin reasonable distance xrom Quarteis naving in mind that little warning can only be expected.

2. Accessability during the 17inter - snowdrifts and avalanches. 3- Allows for the greatest arc of fire to seawards. 4- Not too conspicuous from sea, if the Memorial Cross is either, temporarily removed to another site, or (covered with tarpaulin which will be painted camouflage.) The latter was decided for the present.

5- Definitely the best of alternative positions, which mostly are not accessable to, during the '.'inter, and are too far from the settlement.

6. Due to the comparative abvious observation of the area that can be covered by fire, it is not considered essential to maintain a constant watch at Grytviken.

7. Should this be necessary, British Nationals would have to be drawn from Leith or the station at Grytviken, be made to employ same.

8. A minimum of : -

N.C.O. 1/c and 7 for the gun 4,F-

3 for the Lev/is A/A Gun. a total of 11 members. 9- Suggested that

1 Lewis Gun complete with snares. 15 Rifles. 15 Steel Helmets. 30 Arm bands. 5,000 rounds (approx.) .303 S.A.A. to be drawn on loan from Leith and maintained at Grytviken, pending arrival of further supplies on the outfit for Grytviken.

10. On this arrangement Mr Barlas requested that His Excellency will contact with ar Office for approval of same.

The situation at Leith 'arbour

1. The 4" Gun was mounted on a site, above the Station approximately 50 yards in rear, Gun body actually mounted on day of arrival at Leith, Mas able to give assistance and advise on many subjects, such as breech mechanism - sights etc. Gun actually will be ready for firing at the pr e s en t mome nt.

training. Laurenson appears most suitable for the work oi installation and for the training of his unit, I have every

confidence that he will "Turn out" an efficient section of

the Defence Force.

Members of the Defence Force at Leith will, on completion

of work, maintain a permanent and constant lookout.

Magistrate South Georgia informs that the Imperial Government

are granting an allowance of —/6d per diem for this duty, Messrs Salvesen retaining them in employment at Station.

Laurenson at least should be directed to remain at Leith

for the duration, in case Salvesens should propose sending him

South on the floating factories, he is keen to remain at Leith

to train and exercise defence persome 11. He has had training

at Govan (Glasgow) in this particular type of gun. kith assistance from 01Sullivan at Grytviken he will be capable

of training with the Lewis as well.

Command of Defences. South Georgia.

Command of Defences should be under direct control of

Magistrate, who declares he will visit Leith periodically.

Magistrate should therefore be given a commissioned rank/ A 1 * - 4 -

rank in the Defence Force, cowmensurate with his duties

as Officer Commanding, in addition it must be borne in

mind that Laurenson, will normally be solely in charge

at Leith, due to the geographical situation of the two

localities, Grytviken and Leith.

The Manager of Messrs Salvesens was very helpfull in

all respects, and I would wish to record his willingness to

continue, as his future policy.

Magistrate South Georgia, Mr ^arlas gave every assistance

possible, which in addition to his other duties necessitated

no mean effort on his part to comply with my desires to obtain

a full account as possible in the comparatively short time available.

Hr Marlas informs me that Mr Hansen (Manager for Salvesen)

would be willing to allow Laurenson help with defences of

Grytviken such as mounting the gun etc.

A/A. Defences : -

Mostly natural ones for low flying attack or reconnaiss­

ance, but the likely approaches and objects were pointed out

not opened, time permitted the inspection of some, which

revealed the contents in very good order.

Full equipment with the armament includes Range Finder

and Pedestal, the gun base was of the cage type reinforced

everything even to the sand.

Be it enacted etc. etc.

Short 1. This Ordinance may he cited as the "Defence Force (Amend- title as and rnent) Ordinance, 1940" and shall he read and construed with the A Defence Force Ordinance 1920.

2. Section 3 (1) of the Defence Force Ordinance, 1920 is

(Ls, ^44, £(J hereby amended hy the deletion of the words "British subject"

in the second line and the substitution of the word "person" therefor.

3. Schedule A of the Defence Force Ordinance, 1920 is hereby

amended by the addition of the following words as a footnote:-

The words "and bear true allegiance" in line three should

be deleted if the person whose services have been accepted as

work was completed on the 18th July. Three test shots have

been fired and the gun and sights found to be accurate. The

gun has been mounted on a cement base, A magazine and look-

out post have been erected. The magazine is partly under­ ground.

On landing the gun it was found that both top and \ V---- bottom plates were missing nor were there any holding down

bolts sent. All of these I had made by the Compania

de Pesca.

Accommodation for a gunTs crew, should it be found

necessary to keep a crew on constant duty, has been erected

close to the gun emplacement.

standing I have inadvertently caused. Personnel. In all 120 men have "been attested:- 73 at Leith and 47 at Grytviken. Of those at Leith 32 were British

and 41 Norwegians. At Grytviken 6 British (Government staff) and 41 Norwegians.

Many of them have left the Dependencies some temporarily and some for good. The

actual number at present are Grytviken 13 British (includes guns crew of

7 from ^eith) and 14 Norwegians. At Leith 10 British and 25 Norwegians.

Seasonal members of force. V/ith the excepiion of Government staff and

possibly Mr. Laurenson at Leith all should "be considered as seasonal though many

may possibly remain for 2 seasons.

Guns crew. At Grytviken previous to arrival of guns crew from Leith the

guns crew was composed of whaling men and a second guns crew was composed of

staff and my Norwegian steward. In the event of an alarm the gun was manned by

this second crew until first crew arrived from station. As station is more

(jV* than a mile from gun it might be twenty minutes before crew arrived if it v/ere

dark. No watch was kept at Grytviken vide my telegram No. 82, 1940. .it

Leith continuous watch is kept and as gun is closed up from station it can be

manned immediately, As regards permanent manning and watch keeping this will

be continued at Leith during the summer and winter. At Grytviken during the

summer permanent manning in sense that crews will be stationed at gun and keep \

a look out is not possible but as already stated a guns crew will be available. ■

I think that for the coming season your suggestion that screen provided by w&ale \ I

catchers should prove sufficient. Last summer with Pesca alone working five boaV"

formed screen this season with Fesca and Leith both working 10 00 1 ^ will be available:- Leith boats working north east and north west and Pesca boats east

we will have south east. would be practically impossible for any vessel to

approach unseen day or night. Leith guns crew at present here will return about I am seeing. the middle of October but catchers screen will then be in operation. r ' Manager of Leith personally with regard to possibility of obtaining men for a guns

crew for Grytviken next winter and will telegraph to you later.

Situation is admittedly unsatisfactory as is that of Stanley^/ide my telegram 33 secret wherein shortage of man power S4* was demonstrated thus making it impossible to detach a unit from this place for service in South Georgia. Magistrate South Georgia telegraphs he has at Grytviken a gun’s crew until mid October having borrowed men from Leith and he reports that the customary screen of whalers provides in summer a lookout and therefore reasonable time for warning of possible enemy approach. My own suggestion in view of the total lack of man power locally is that a full gun’s crew of at least 12 trained personnel be sent out and as this might be impracticable for British troops I would further suggest that you might consider the use of Norwegians* This suggestion is in agreement with the advice of my Officer Commanding Troops.

Regret impossible to provide trained British personnel owing to present man power situation, Suggestion for using Norwegians has been considered but past experience has shown that Norwegian Military authorities are most reluctant to disperse their small military forces. 2. Best plan would seem for His Majesty’s Government to approach His Majesty’s representative in South American countries e.g. Argentine Republic with a view to finding volunteers among the British community to augment the Falkland islands Defence Force. Do you agree? 3. If so passage to the Colony should be paid by the Colonial Government and volunteers enlisted into the Defence Force on arrival. They would then be available for service either in the Falkland Islands or in South Georgia as peeted by Officer Commanding the Troops, They would presumably require some initial training in the Falkland islands. 4# Twelve men is considered insufficient, Suggest applications should be invited for 36 thus providing adequate reliefs, Do you require Officer type or men only. He informs me that accommodation can he provided. Lien would he required to bring their own bedding. Pood would he supplied by Station. Crockery would not he provided hut can he purchased here. Tobacco, clothing and hoots, etc. , can he purchased hut no guarantee can he given that at times of emergency or that all of these may he obtainable as possibilities of renewing stocks are at present uncertain and in view of your telegram likely to he rare. ,'/ith regard to Grytviken accommodation for 8 men only is available in the gun hut. I could arrange for Discovery Store Shed to he converted into accommodation and kitchen for remaining 7 ‘men hut this would require some t ime . The manager Pesca has no authority to say whether 7 men can he accommodated and fed on Station .(I nave telegraphed to Pesca Buenos -vires on the subject and will telegraph to you on receipt of reply. ) If Pesca can accommodate the men conditions would he as in the case of Leith, If Discovery Store .is to he converted r cooking utensils and paraffin lamps would have to be sent from Stanley. 2. It is hoped to use Buenos Aires contingent mostly for the Falkland Jtslands as so much will depend on the physique of the men engaged, No objection to Norwegians.

3. Accommodation at outposts and Batteries is now excellent, Two volunteers should he able to cook.

4* Uniforms for the time being cannot be provided nor boots, It is desirable therefore that the volunteers should be equipped before departure with stout coats, sweaters, trousers or breeches with thick socks or stockings and stout boots; overalls would be an advantage. Underclothing also should be brought. This Government will be responsible for reasonable cost, both for officers and men. Gaps, great-coats, bedding and messing equipment can be provided.

The number of men employed on Pesca Station at the present moment is 240, of whom 195 will be leaving the dependency within the next month, Forty-five men will remain at this Station during the winter months, The re are on an average 300 men employed at Pesca Station during the whaling season.

The total number of men employed at this date at Leith Harbour is 24 while there are maintenance parties of 5 and 4 respectively at Stromness and . Ho men are employed at Prince Olaf Harbour.
