Gowanus Gentrified? Community Responses to Gentrification and Economic Development in the Shadow of the Superfund Michael Spitzer-Rubenstein Senior Thesis for the Urban Studies Program Barnard College, Columbia University Submitted April 18, 2012 Thesis Advisor: Meredith Linn Abstract Gowanus is an industrial neighborhood changing into a gentrified area, but it faces such severe pollution that the EPA designated the Gowanus Canal, which bisects the area, a Superfund site in 2010. The industry still in Gowanus includes a mix of traditional industrial businesses, craft industries, and artists, but they might disappear if developers build luxury condos in the neighborhood. This study looks at the clash between activists over how the community has and will change, focusing on the pro-development Gowanus Canal Community Development Corporation and the preservationist and pro-Superfund Friends and Residents of Greater Gowanus. Many local activists embrace the vision of Gowanus as a place for making things and hope to maintain industry. Even though industry left the neighborhood polluted, most do not connect the two. The Superfund seeks to clean up the neighborhood but it may pave the way for environmental gentrification, which is the pollution cleanup causing gentrification. However, fears of the Superfund harming home prices do not appear to be true; GIS analysis shows that land closest to environmental hazards increased the most in value. Residents also hope to avoid the experiences of other New York neighborhoods, which saw gentrification cause displacement. More than residential displacement, though, activists worry about the culture of Gowanus disappearing and hope to save it. Their remedies such as historic preservation and zoning Gowanus for mixed use may not be effective or viable, though. -

Agencies must always accept public comment: for a minimum of 45 days following publication in the Register of a Notice of Proposed Rule Making or a Notice of Emergency Adoption and Proposed Rule Making for which full text was included in the Notice or posted on a state web site, or which is a consensus rule or a rule defined in SAPA § 102(2)(a)(ii); or for a minimum of 60 days following publication in the Register of a Notice of Proposed Rule Making or a Notice of Emergency Adoption and Proposed Rule Making for which a summary of the text of the rule was included in the Notice and the full text of which was not published on a state web site; and for 30 days after publication of a Notice of Revised Rule Making in the Register. When a public hearing is required by statute, the hearing cannot be held until 45 days after publication of the notice, and comments must be accepted for at least 5 days after the last required hearing. Apartment prices averaged $939,368, which was 13% more than 2020’s first quarter. The average 1-3 family house price of $1,289,768 represented a 7% improvement over the past year. Apartment sales continued to surge in 2021’s first quarter, with the number of closings up 20% from a year ago. That’s impressive considering COVID-19 had very little impact on closings in the first quarter of 2020, while it is still impacting our economy today. Contracts signed in the first quarter to buy a Brooklyn apartment hit their highest level in almost four years, a sign that this momentum is only getting stronger. Consilience: The Journal of Sustainable Development Vol. 14, Iss. 2 (2015), Pp. 214–224 Gentrifying a Superfund Site: Why Gowanus, Brooklyn is Becoming a Real Estate Hot Spot Rebecca Salima Krisel School of International and Public Affairs Columbia University, New York [email protected] Abstract This feature length article tells the story of Gowanus, a Brooklyn neighborhood on the Gowanus Canal, haunted by the pollutants of its industrial past.. The Environmental Protection Agency recognized the Gowanus Canal as a Superfund cleanup site in March 2010. Yet Gowanus is experiencing an economic and cultural revival. What was historically a booming manufacturing area with active warehouses spilling their waste into the Gowanus Canal is now an industrial site where middle to upper class families, seeking to purchase organic foods, are willing to relocate and settle down. As of December 2014, a two-bedroom condo boasting waterfront views and located just one block away from the Gowanus Canal on Carroll Street was priced at $1,549,000. The average price per square foot for homes in Gowanus is 50 percent higher than the rest of Brooklyn. This story links issues of sustainable development and current urban housing needs in New York City. My research rested primarily on interviews with subjects who have expertise in the changes of the neighborhood. I was fortunate to speak with a real estate agent who specializes in Gowanus, a representative at an affordable housing advocacy group working on development in Gowanus, two separate families who moved to the area when they started began having children, and a life-long resident of 27 years. -

Landmark Site: Bor ough of Brooklyn, Tax Map Block 1919, Lot 1 in part consisting of the ±and on which the described building is situated. On October 9, 1979, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pratt Institute Library and the pro posed designation of the related Landmark Site (Item No. 10). The hearing had been duly advertised in accordance with the provisions of law. Three witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS The Pratt Institute Library, built in 1896 , is a handsome example of the Renaissance Revival style. Designed by William B. Tubby, the buildi ng was constructed to house the Pratt I nstitute Free Library, the first free public library in the city of Brooklyn. The library is located on the campus of Pratt Institute, founded by Charles Pratt for t he, training of artisans, foremen, designers, draftsmen, and other technicians. The school was an outgrowth of Pratt's interest in manual training and his belief that the best way to help others was to teach them how to help themselves. The type of technical training established at Pratt ~a s unprecedented in the United States at that time. Charles Pratt (1830-1891) was born in Watertown, Massachusetts. In 1851 he moved to New York City and worked for the firm of Schenck & Downing, dealers in paints and oils. -

The name In the 10th century, individual West Slavic languages were differentiated from the western group, Polish among others. The name of the language comes from the name of a tribe of Polans (Polanie) who inhabited the midlands of the river Warta around Gniezno and Poznań, and whose tribal state later became the germ of the Polish state. Etymologically, Polanie means ‘the inhabitants of fields’. The Latin sources provide also other forms of the word: Polanii, Polonii, Poloni (at the turn of the 10th and 11th century king Bolesław Chrobry was referred to as dux Poloniorum in The Life of St. Adalbert [Żywot św. Wojciecha]) (cf. Klemensiewicz : 1961-1972). 1.2. The family affiliation 1.2.1. Origin The Polish language is most closely related to the extinct Polabian- Pomeranian dialects (whose only live representative is Kashubian) and together with them is classified by Slavicists into the West Lechitic subgroup of the Slavic languages. It is less closely related to the remaining West Slavic languages, i.e. Slovak, Czech and High- and Low Sorbian, and still less closely to the East and (1) Katarzyna Dziubalska-Kołaczyk (School of English at Adam Mickiewicz University, Poznań) is Professor of English linguistics and Head of the School. Phonological and Morphological Functions of Palatalisation
PHONOLOGICAL AND MORPHOLOGICAL FUNCTIONS OF PALATALISATION IN IRISH AND POLISH EUGENIUSZ CYRAN AND BOGDAN SZYMANEK 1. Introduction The paper aims to present some basic facts concerning the functions that palatalisation of consonants plays in the phonology and morphology of Irish and Polish. The choice of the two languages is partly due to the apparent similarities that they exhibit. Both languages have more or less obvious palatalisation phenomena, which are not only present in the respective phonological systems in the form of processes and contrasts, but also seem to be used in morphological derivation and inflection. However, the similarities end at the level of generality. A closer look at the linguistic facts from Irish and Polish shows that the two languages differ markedly in detail. 1.1. Origin of palatalisations and present-day systems The term palatalisation is rather broad and ambiguous, as it subsumes two quite disparate linguistic situations. Namely, it may be understood as a dynamic phonetic or phonological process of producing a secondary articulation of a consonant in the context of the following front vowel [i/e] or glide [j]. 1 In this sense, palatalisation is allophonic, that is, a context dependent assimilatory process, as may be the case with Irish bith [b ji] ‘existence’, or Polish ki ść [k jiÇt°Ç] ‘bunch’. 2 On the other hand, both Irish and Polish seem to show that palatalisation of consonants may also be independent of the context, in which case we are not dealing with a process of palatalisation, but with a genuine lexical property of given consonants, that is, a phonemic distinction. -
