The modern literary heritage of Milpa Alta The community of Milpa Alta, located in the high country sou­ theast of Xochimilco, is justIy famous as the home of Doña Luz Jimé­ nez, whose autobiography Lite and Death in Milpa Alta and collection of stories Los cuentos en náhuatl de doña Luz Jiménez are milestones of twentieth-century N ahuatl literature. In addition to her own literary achievement and a career as model and muse for a generation of Mex­ ican artists, Doña Luz also assÍ8ted Benjamín Lee Whorf and Fernando Horcasitas in their Nahuatl research. The same fertile intelleetual soil that nurtured Doña Luz has given Nahuatl studies a distinguished colleetion of texts from individuals whose lives span an entire century. While the first of the Milpa Alta texts 1 will eonsider here were pu­ blished in 1913, they were collected from contemporaries of the parents of Doña Luz. The most recent Milpa Alta texts were published hardly more than ayear ago. And so, as we approach the centennial of the birth of Doña Luz, we also celebrate a century of Nahuatl writing from Milpa Alta. Isabel Ramírez Castañeda, identified simply as a teacher, contribut­ ed a paper to the Eighteenth International Congress of Americanists in Landon in 1912, and it was published the foUowing year in the Proceedin.gs under the title "El FoIk-Lore de Milpa Alta, D. F., Mexi­ co." The paper ineludes seven short texts and sorne words and phrases in NahuatI. A pair of the texts have to do with the ceremony of the first-fruits of the harvest: what share-croppers say to the Iand-owner, and how he replies.

    El Suelo de Conservación del Distrito Federal Presentación A través de la historia del Distrito Federal, los recursos naturales han desempeñado un papel significativo para la evolución de nuestra sociedad, y en relación con estos, se ha conformado la identidad social, productiva y cultural de pueblos, comunidades y ejidos de esta área. Los recursos naturales han mantenido la vida de todos los que habitan la Ciudad de México y la Zona Metropolitana y han contribuido a elevar su calidad de vida. El Distrito Federal posee en más de la mitad de su territorio (88,652 ha que representan aproximadamente 59% de la superficie de la entidad) características climáticas, topográficas y edafológicas que hacen posible la existencia de ecosistemas importantes. Estos ecosistemas albergan especies de flora y fauna silvestre y otros recursos naturales importantes y proporcionan bienes y servicios ambientales relevantes para la sobrevivencia de la población. La importancia de estos recursos naturales reside en ámbitos diversos no sólo de la vida local, sino nacional. Desde el punto de vista biológico, aún cuando el Distrito Federal es la entidad más pequeña del país, ocupa el lugar 23 en cuanto a número de vertebrados mesoamericanos endémicos, y el lugar 24 en número de especies endémicas estatales (es decir que estas especies se distribuyen únicamente en esta entidad). Ambientalmente, la vegetación natural del Distrito Federal constituye el principal elemento de estabilización de suelos y conservación de los ciclos hidrológico y biogeoquímicos, así como un medio importante para la captura de carbono y retención de partículas suspendidas. Desde la óptica socioeconómica, los recursos naturales proporcionan una amplia gama de productos de subsistencia utilizados por los pueblos y comunidades rurales locales, así como los que potencialmente representan actividades productivas sustentables y el aprovechamiento de sitios para el turismo o recreación.

    “Urbanization through colonias proletarias in mid-century Mexico City: Colonia Gabriel Ramos Millán” (Draft--please do not cite) Emilio de Antuñano In December of 1955, Colonia Proletaria Gabriel Ramos Millán—henceforth Ramos Millán—celebrated its 5th anniversary. The weeklong festivities were organized by Ramos Millán’s official resident association; those invited included the president of Mexico, Adolfo Ruiz Cortines, the regent of Mexico City, Ernesto P. Uruchurtu, representatives from the PRI, and officials from the municipal government. The celebrations included horseraces, cockfights, a soccer match, singing competitions, fireworks, and a performance by the famous comedian Jesús Martínez, “Palillo.” These snippets of information can be extracted from the flyer reproduced below. It is unlikely that everyone attended the event, particularly since newspapers did not record it, but the mere existence of this flyer—sponsored by Corona, its logo familiar then as now— evidences the resources at the disposal of Colonia Ramos Millán. The names of representatives Julio Ramírez and Francisco Aguirre Alegría signal the role that the PRI played in obtaining urban services for neighborhoods such as Ramos Millán (the party logo is only partially visible at the top of the image). More noteworthy are the names of Rafael Suárez Ocaña and Carlos Zapata Vela, the current and former heads of the Oficina de Colonias, the municipal office tasked with managing colonias proletarias. de Antuñano 2 This image bears testament to a decade of dramatic and unscripted change. While it is possible that the ‘traditional’ images of charros and jarocho dancers illustrate the crafting of a nationalist imagery from within a modern and cosmopolitan city, it is also true that in 1955 Ramos Millán did not have a system of streets, sidewalks, and houses de Antuñano 3 that we associate with modern cities.1 And still, its story as an urban settlement was to that point extremely successful, if ambivalent and contested.

Specifically, how new power structures are struggled over and negotiated in people’s everyday lives. This work centers on a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city’s Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors and artisans who rely on public spaces for their daily survival. Much of the existing literature that focuses on socio-spatial exclusion in an entrepreneurial context has emphasized new structures of power and problems posed to excluded groups. However, I argue that despite the constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. Further, I question conventional thinking that views the state as monolithic and necessarily constraining to marginalized groups and ii certain (formal and informal) businesses.
