Guy Teissier, président SOMMAIRE page – Audition de Mme Michèle Alliot-Marie, ministre de la défense, sur la situation de l’ex- Clemenceau ...................................................................................................................................... 2 — 2 — Audition de Mme Michèle Alliot-Marie, ministre de la défense, sur la situation de l’ex-Clemenceau La commission de la défense nationale et des forces armées a entendu Mme Michèle Alliot-Marie, ministre de la défense, sur la situation de l’ex-Clemenceau Le président Guy Teissier a rendu hommage à Jacques Baumel, ancien membre de la commission décédé dans la nuit du 16 au 17 février à l’âge de 87 ans. Né à Marseille le 6 mars 1918, résistant de la première heure et compagnon de la Libération, Jacques Baumel fut parlementaire, maire de Rueil-Malmaison et ministre au sein du gouvernement de Jacques Chaban-Delmas de 1969 à 1972. Il siégea durant seize ans à la commission de la défense de l’Assemblée nationale, ayant notamment occupé les fonctions de vice-président entre 1986 et 1993. La commission a observé une minute de silence. Le président Guy Teissier a remercié la ministre de la défense de venir s’exprimer aussi rapidement devant la commission et a rappelé que la réunion avait été ouverte au plus grand nombre de députés possible, saluant notamment la présence de M. Patrick Ollier, président de la commission des affaires économiques, de l’environnement et du territoire. -

Ph.D thesis University of Glasgow, © Michael Martin, November 1999 m\®siTirGLASGOW imiv-Gop'/ 9- ABSTRACT My thesis assesses the state of the French collective memory of the Second World War, during the period from May 1981 until July 1995 (when the new president, Jacques Chirac, made his first public speech on the topic). It deals with the major themes thrown up by the intersection of subject matter and time scale, and also discusses the nature of collective memory and commemoration more generally. Particular attention is paid to the series of commemorations marking the fiftieth anniversaries of the crucial episodes of the war years. These fell between 1989 and 1995, roughly coinciding with François Mitterrand’s second septennat. -

THE DEMOCRATIC UNION FOR THE REPUBLIC: TO SURVIVE DE GAULLE by John S. Ambler As Secretary-General of the young Union for the New Republic (UNR)l in May, 1959, Albin Chalandon described a predicament which undoubt- edly has frustrated numerous Gaullist leaders in recent years. "General de Gaulle is our clandestine chief," said Chalandon. "Our position is a little like that of secret agents who owe total obedience to their military chief, who himself does not hesitate to disavow them when things go badly."" Chalandon found himself executive head of a party created to support a man who had no faith in parties, who was reluctant to acknowledge or identify himself with his party supporters, and almost as reluctant to reward them with power and public office. Insofar as they accept the Gaullist view of the state, Chalandon and his successors have produced a party which is suspicious of partisanship, if not of politics. Here lies one of the paradoxes of the party which holds many of the keys to future political stability in France. Another related paradox is Gaullism's blend of a modern style with lingering strains of traditional antirepublicanism. The views of its mentor, its doctrine and style, its composition, its pat- tern of development, and its organization all provide clues to the character and prospects of that movement which hopes to survivre 2 de Garrlle. We shall examine each of these, then, in a concluding section, attempt to sharpen our analysis of the problems of the present Gaullist party, the Union Ddmocratique pour la RCpublique (UDR), by comparing it with modern "catchall" parties in other major democracies. -

On the one hand, loseph Haennig, a Parisian lawyer of Alsatian origin, was a legal commentator of the collaborationist Vichy regime's anti-Jewish legislation, a defender of wartime common law criminals and Resistance participants, and after the war, of collaborators. -
