On August 24, 2016, we were forcefully reminded of this, when a magnitude-6.8 earthquake shook Myanmar, its people, and its cultural heritage. The Bagan Cultural Heritage Site saw the earthquake damage more than 350 monuments, and put our country on notice: we must act to safeguard our cultural heritage and the people inextricably linked to it. We have acted to assess, respond, and restore the Bagan Site following the earthquake. More importantly, we have and will continue our efforts to manage and reduce the risks that remain: the risks to the integrity of the site, the risks to the cultural and economic activity connected to Bagan, and the risks to the well-being of local people and communities in and around Bagan. That is why we have developed the Bagan Disaster Risk Management (DRMP) in our preparation of Bagan for submission as a UNESCO World Heritage Site. The DRMP presents a useful approach to understand the risks to Bagan, as well as the management frameworks and current DRM measures in place. It then presents an Action Plan for strengthening and implementing measures to better address the risks and drivers of risk to Bagan. These efforts must continue to be integrated into the management and protection of Bagan going forward. We thank the World Bank, including the Tokyo World Bank Hub and the Japan-World Bank Program for Mainstreaming DRM, for their support for our efforts. Expert deployments from Japan, key workshops, and consensus-building among key stakeholders allowed us to shape our vision for a resilient Bagan. We look forward to work with our colleagues in the Government of Myanmar, the communities and people of Bagan and Myanmar, and our development partners to make this vision of a resilient Bagan a reality. In recognition of the many features that make Bagan a complex cultural ecosystem, the Bagan DRMP seeks an integrated approach to manage risk in terms of: • the risk to physical monuments and the integrity of the site, • the risk to the cultural and economic activity in and around the site, and • the risk to the well-being of local people and communities in and around Bagan. Throughout, GOM seeks to protect the Outstanding Universal Value (OUV) of the Bagan Cultural Heritage Site. 7 BAGAN DISASTER RISK MANAGEMENT PLAN (DRMP) 1.     © Lonely Planet Publications 276 Around Mandalay What puts Mandalay on most travellers’ maps looms outside its doors – former capitals with battered stupas and palace walls lost in palm-rimmed rice fields where locals scoot by in slow-moving horse carts. Most of it is easy day-trip potential. In Amarapura, for-hire rowboats drift by a three-quarter-mile teak-pole bridge used by hundreds of monks and fishers carrying their day’s catch home. At the canal-made island capital of Inwa (Ava), a flatbed ferry then a horse cart leads visitors to a handful of ancient sites surrounded by village life. In Mingun – a boat ride up the Ayeyarwady (Irrawaddy) from Mandalay – steps lead up a battered stupa more massive than any other…and yet only a AROUND MANDALAY third finished. At one of Myanmar’s most religious destinations, Sagaing’s temple-studded hills offer room to explore, space to meditate and views of the Ayeyarwady. Further out of town, northwest of Mandalay in Sagaing District, are a couple of towns – real ones, the kind where wide-eyed locals sometimes slip into approving laughter at your mere presence – that require overnight stays. Four hours west of Mandalay, Monywa is near a carnivalesque pagoda and hundreds of cave temples carved from a buddha-shaped moun- tain; further east, Shwebo is further off the travelways, a stupa-filled town where Myanmar’s last dynasty kicked off; nearby is Kyaukmyaung, a riverside town devoted to pottery, where you can snoop about pottery factories.     © Lonely Planet Publications 176 Bagan & Central Myanmar Traditionally the heart of Bamar culture, central Myanmar provides the rural countryside setting for road-tripping travellers getting about by bus, train or private car. Those coming through the bulk of this ‘dry zone’ are treated to some nice scenes out the window: ox carts, rice fields and rolling plains, all rimmed by the Shan Mountains visible to the east and the snaking Ayeyarwady (Irrawaddy) River to the west. But the majority of visitors treat much of the area as a ‘fly-over zone’ of sorts, rushing on to the region’s clear highlight, Bagan (Pagan), or beyond to places like Mandalay, Kalaw or Inle Lake. A destination making nearly all Myanmar itineraries, Bagan fills a 26-sq-mile plain of 4000-plus temples that date back centuries. It’s one of Myanmar’s most wondrous sights and rivals Cambodia’s Angkor Wat in terms of scope and jaw-droppability. Its tallest and most majestic temples – made of brick and topped with gilded hti pinnacles – are awe- some, mixing Hindu and Buddhist images with locally brewed nat (spirits) in nooks. Visiting is done over dirt paths by slow-going horse carts or (more adventurously) by bikes. A few highlight temples like Ananda Pahto attract bigger crowds, including vendors, but it’s easy to find space to yourself. Apart from the temple-hop, nearby (extinct) volcano Mt Popa (visible from a number of temples) beckons day-trippers with its spiritual home of Myanmar’s 37 nat. Elsewhere in central Myanmar are frequently fun highway cities not short on history.

However, when new data is introduced, interpretation begins anew. In this process, earlier hypotheses made in the context of less or different information may prove more applicable than had been imagined. This has proven to be the case in research on pre-Bagan Myanmar, where new interpretations are emerging from recent data on Bronze and Iron cultures circa 1500 BC - 300 AD). In understanding this new data, useful records and models are found in many places such as Royal Chronicles, Chinese accounts and the work of previous scholars. Yunnan and the Pyu In some of these, it is noted that 9th century AD emissaries from the Chinese court recognized the Pyu capital in relation to its city wall. However, after Nanchao raids in 832 and 835 AD, the capital is said to have fallen The captured Pyu were transported to Nanchao supposedly signalling their demise, the arrival of the Bamar into Upper Myanmar and the rise of Bagan. However, Pyu writing is seen 300 years later in the Myazeidi inscription (1113 AD). With the gold plates from Sriksetra dated to the 5th century AD, remains of Pyu writing thus span some 800 years.
