“Building and Construction Developments in Greater Bay Area – Alternative Dispute Resolution Mechanism” Date: 30 November 2019 (Saturday morning) Time: 9:45 a.m. to 12:45 p.m. (Registration starts at 9:30 a.m.) Venue: HKIA Office, 19/F, Hysan Centre, 1 Hysan Avenue, Causeway Bay, Hong Kong “Building and Construction Developments in Greater Bay Area (GBA) – Alternative Dispute Resolution Mechanism” is organized by the Contract and Dispute Resolution Committee (“CDRC”) of the Hong Kong Institute of Architects (“HKIA”). The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) consists of 9 municipalities in Guangdong, Shenzhen, Zhuhai, Foshan, Huizhou, Zhongshan, Jiangmen and Zhaoqing in Guangdong Province and 2 Special Administrative Regions including Hong Kong and Macao. The objectives are to further deepen cooperation amongst Guangdong, Hong Kong and Macao, fully leverage their advantages and promote coordinated regional economic development to develop an international first-class Bay Area ideal for living, working and travelling. The need for the expertise and experiences of Building and Construction Professionals including architects, engineers, surveyors, construction managers and construction experts are imminent. However, Building and Construction stakeholders are envisaged to face various Opportunities and Risks due to differences in culture, regulations, professional practices and laws. In response, it is useful or worthwhile to have a review of the Alternative Dispute Resolution (ADR) Mechanism available in GBA. HKIA is honored to have invited prominent speakers to share their expert views on Building and Construction developments in the GBA. Distinguished guest speakers with background of architect, surveyor, engineer, construction manager and ADR professionals are invited to share their views. In particular, matters relating to Opportunities and Risks as well as ADR Mechanism available will be discussed. Architecture (Liverpool), FHKIA, Registered Architect (HK), Registered Inspector, Member of Architectural Society of China, Authorized Person (Architect). Felix has been serving as the Director of Farrells and Project Director of TFP Farrells since 2006. He has more than 25 years of experience working in Hong Kong. Since joining Farrells in 2006, he has garnered diverse expertise in all sectors: master planning, institutional, residential, mixed use, retail, recreational facilities, transit-related projects, station planning and office buildings. These include the Development Plan for the West Kowloon Cultural District, the M+ Museum, the Kowloon East Regional Police Headquarters, the MTR’s Kennedy Town Station and Swimming Pool Complex, Exhibition Station and Indoor Games Hall/Swimming Pool Complex in Wan Chai North, the URA’s Kwun Tong Town Centre Urban Renewal and Wan Chai Market Urban Renewal, New Delhi Station regeneration masterplan, Ma Wan Residential Development and Hong Kong Science Park. By taking the lead in architectural design by holding planning/design reviews and handling project management and contract administration, Felix has carried countless government and private developments to completion. He also provides direction on management resources, contract and post-contract matters. As an Authorized Person, he liaises with the Buildings Department, Planning Department, Fire Services Department, Architectural Services Department, and other technical departments on statutory matters. Felix is the President of the Hong Kong Institutes of Architects (HKIA) and is a Fellow Member of HKIA. He had served as an elected HKIA council member since 2013. He had also Co-Chaired the Board of Mainland Affairs, leading the board in liaison with relevant Mainland government departments and local professional institutes. As the HKIA President, he oversees all Boards and Committees and represents HKIA on different government committees. He strive and steer the directions and development of HKIA. PANEL 1: SPEAKER Mr. CHEUNG, Suet Fai Rover BSSc, M.Arch, Registered Architect (HK), HKIA, ACIArb, AP(HK), US LEED AP Green Building Council, Member, Architectural Society of China Rover is recognized for pushing the boundaries of architectural quality and team collaboration. Underpinning this pursuit is his value emphasis on multi-disciplinary talent exchange and devotion to inspire his team to increase the awareness of built environment through discovery and exploration, as well as the integration of inputs from all expertise including investors, operators, consultants, specialists as well as construction teams. Through his intensive participation in Mainland projects and delivery of HK services in local context from 2004 onwards, Rover has led and accomplished award winning projects in Shanghai and Guangzhou including Wheelock Square, XinTianDi Hotels, L'Avenue in Shanghai and CTF Tower in Guangzhou, achieving world-class recognitions such as International Property Awards and MIPIM Asia Best mixed-use Gold Winners. Rover had been active to serve the HKIA and related professional developments. To list a few, he was the Chairman of Board of Mainland Affairs; Chairman of Board of Practices and Chairman of Special Task Force in Professional Services Development Assistance Scheme of HKIA. Currently, he is a Member of Architects Registration Board; Council Member of HKIA; Member of Steering Committee of UIA Professional Practice Commission; Chairman of Board of Local Affairs; Member of Organization Committee, Cross Strait Architectural Design Symposium and Award of HKIA. “Building and Construction Developments in Greater Bay Area – Alternative Dispute Resolution Mechanism” PANEL 1: SPEAKER Cr. SHUM Hau Tak, Daniel BSc, MSc, FHKICM, FRICS, MHKIE, MHKISl, Registered Inspector (HK), Registered Construction Manager (HK), Registered Professional Engineer (HK), Registered Professional Surveyor (HK) and Chartered Surveyor (UK). Daniel is the President of Hong Kong Institute of Construction Manager (HKICM) and has over 30 years’ experience in the construction industry and property development sector in Hong Kong, China and Singapore. Currently, he is serving various sectors, institutes and associations in the construction industry of Hong Kong. He is the Director of Kim Hung Construction & Engineering Co. Ltd. And General Manager of Zhaoqing Fonnie Property Development Co. Ltd (China). To list a few, he was the Committee Member of the Safety Specialist Committee of HKIE; Member of Technical Committee on the Minor Works Control System, Buildings Department; Panel Member of the Appeal Board Panel under Electricity Ordinance; Panel Member of the Appeal Tribunal Panel, Section 45 of Buildings Ordinance; Chair of APC & Membership Committee (HK) of RICS, Member of Registered Contractors’ Disciplinary Board Panel; and Member of the Building, Civil Engineering and Built Environment
