INTRODUCTION

HIGHLIGHTS LTA conducted three live radio programs on BOMBA FM in and NURU and Ebony FM in Iringa region on women's land rights and their participation in leadership positions. The program aimed at highlighting the equitable ownership of land achieved through the LTA/DLO systematic land registration process and to encourage women to participate in the forthcoming Village Council elections scheduled for September 2019 and to put themselves forward for nomination to the various land administration and management committees in villages.

In June, LTA conducted 20 trainings in Ilota, Hatwelo and Shibolya villages in Mbeya Rural District and in Mgama, Ikuvilo, Kising’a, Kilambo, Weru, Igunda Nyamihuu, Kinywang’anga, Mapogoro and Matembo villages in Iringa Rural District. The trainings included ten Village Council meetings, three village assemblies, four women group strengthening meetings, one parasurveyor and adjudicator training and two land use planning trainings conducted for district officials through Wildlife Conservation Society (WCS) with support from the LTA Field Director.

During the reporting period, LTA trained 676 villagers, including 62% (416) women and 44% (299) youth.

In June, LTA adjudicated and demarcated 1,158 land parcels in Mapogoro (826) and Ilota (332) villages in Mbeya Rural District.

In June, LTA delivered a total of 890 CCROs to Village Land Registries in Hatwelo (873) and Mgama (17).

In June, a total of 903 CCROs were printed and registered, Hatwelo (873), Usengelindete (1), Malagosi (4), Mgama (17) and Kising’a (8) villages.

The objections and corrections process is underway in Shibolya village.

Rehabilitation of the building, which was allocated for Iringa District Land Registry, is in progress. Repairs to the roof and ceiling and the electrical installation has been completed. Preparation of a detailed bill of quantities and request for proposals (RFP) for the remaining works has been completed and the RFP has been released.

The LTA Monitoring and Evaluation Specialist conducted surveys in Mbeya target villages in preparation for the FY ‘19 Q3 quarterly report.

In June, LTA established a printing and registration team in Mbeya, and the printing and registration process in Mbeya commenced with 873 CCROs printed and registered for Hatwelo village.

On June 3, the CoP and DCoP held a meeting at Tanzania Agricultural Development Bank (TADB) headquarters with a Senior Business Development Officer. LTA gave a presentation on village land registration in Iringa and Mbeya and discussed the use of CCROs to access loans.

On June 3, the CoP and DCoP attended a brief orientation session in with USAID on a new Loan Portfolio Guarantee Agreement with Amana Bank. LTA participated with other implementing partners and learned more about the guarantee and how beneficiaries can access loans. The purpose of the guarantee scheme is to strengthen the bank’s ability to provide finance to agricultural stakeholders and businesses owned by women and youth in Tanzania (with a focus on Zanzibar), thereby stimulating economic growth.

On July 3 – 7, LTA conducted training for USAID WCS/SHARPP project staff and Participatory Land Use Management (PLUM) teams from three districts namely Itigi, Sikonge and Chunya. The purpose of the training was to build capacity of the PLUM teams to undertake land use plans.

On June 4, the CoP and DCoP met with the ILMIS team to discuss technical aspects related to backup and storage of LTA MAST/TRUST data on the ILMIS centre database. On June 13, LTA shared the LTA data with ILMIS for backup.

On June 12, the CoP attended an IP workshop on Ethics and Sexual Harassment conducted by USAID in Dar es Salaam.

On June 12, the CoP held meeting with the NMB bank Agri-business Relationships’ Manager at NMB’s headquarters in Dar es Salaam to discuss the bank’s participation in the beneficiary contribution initiative for land registration that LTA is piloting in Mbeya and Iringa rural districts.

STAFFING

PROJECT PERSONNEL AND SHORT TERM TECHNICAL ASSIGNMENTS LTA extended the period of performance for its software development consultant through July 1 to September 30 pending the approval of new guidelines for systematic registration of village land and the final agreed number of post registration transactions to be included in the DLO administered data base for Transactions under Secure Tenure (TRUST).

PROGRAM AND MANAGEMENT

On June 12, the CoP attended an Ethics and Sexual Harassment Workshop presented to CoPs by USAID in Dar es Salaam.

USAID Implementing Partners On June 29, the Public Outreach and Communication Specialist attended an IP Touch-Base USAID meeting held at USAID “Lishe Endelevu”. Other USAID partners included: USAID Boresha Afya, USAID Mboga na Matunda, Tulonge Afya – FHI 360, WCS, WARIDI, FTF – Advancing Youth, FTF – NAFAKA and the Iringa based USAID Adviser. USAID “Lishe Endelevu” shared its project activities in Iringa and invited other USAID IP partners with the same activities to collaborate with them. IP members also shared updates regarding the previous discussion on the upcoming Nane Nane day, which will be held in Iringa at Regional level on July 11-14. The Regional Commissioner requested all USAID projects IP to participate.

IP Touch Base meeting at USAID - Lishe Endelevu on June 29. June PELUM NTR

ILMIS On June 4, the CoP and DCoP met with the ILMIS team to discuss technical aspects related to backup and storage of LTA MAST/TRUST data on the ILMIS center database. At this meeting it was agreed that LTA will copy all land data which includes demarcation and adjudication of 63,0000 land parcels and registration of approximately 60,000 CCROs for storage and back-up on the ILMIS system. The Acting Director of the Ministry of Lands’ ICT department will seek clarification from the Ministry on the type of rights that it wanted i.e. integration on internal portal level, integration on public/ corporate level or full integration into production for ILMIS. It was agreed that when LTA submits the first data set it must be accompanied with a letter detailing all attachments and on how subsequent data will be sent to the ILMIS team.

Land Tenure Support Project (LTSP) On June 10 – 11, an LTSP consultant involved in the preparation of a “business model” and “road map for scale-up” commissioned by DFID paid a visit to LTA to consult on various issues concerning the operations of program implementation. LTA shared information and its model on first registration and post registration transactions.

Ardhi University In June, the Transforming Irrigation in Southern Africa (TISA) project being implemented by Ardhi University and funded by the Australian Centre for International Agriculture Research (ACIAR) conducted a Village Council meeting in Idodi village. The Village Council was requested to prepare an official letter to the LTA and DLO for assistance with the implementation of first registration in the village.

World Bank The World Bank is planning to support the implementation of a land tenure improvement project in Tanzania. The implementing agencies will be the Ministry of Finance and Planning and the Ministry of Lands. The value of the project is reported to be in the order of $150 million. The project will apparently focus on Urban and Rural Development. The objective is to strengthen land administration systems and increase tenure security and efficiency in land administration to promote land based investments for social economic development in both urban and rural areas. The project has several components of which Component 1 deals with increased tenure security including urban and rural large-scale registration, issuance of CCROs and CROs and other related activities. This component will focus on upscaling successful pilots for large-scale issuance of CCROS in rural areas and CROs for urban areas. Key results indicators for the proposed project would be:  Number of CCROs/CROs issued and registered (gender disaggregated)  Increased number of land and property transactions  Reduced number of land conflicts  Increased perception of tenure security (survey data).

The project was reported to commence early 2020, however it has come to LTA’s attention that the implementation start-up has been postponed until further notice.

Banks/Microfinance On June 3, the CoP and DCoP held a meeting with a Senior Business Development Officer of the Tanzania Agricultural Development Bank (TADB) in Dar es Salaam. LTA gave a presentation on land registration in Iringa and Mbeya and discussed the use of CCROs to access loans. The bank official was very impressed and positive about the LTA project and confirmed that TADB bank has a high regard for CCROs to be used as collateral. The bank official promised to inform the senior management of the bank about the LTA land registration program and will arrange a technical meeting to discuss ways that TADB can take advantage of CCROs issued by LTA in Iringa and Mbeya Rural Districts.

Wildlife Conservation Society On July 3 – 7, LTA conducted training for USAID WCS/SHARPP project staff and Participatory Land Use Management (PLUM) teams from three districts namely Itigi, Sikonge and Chunya. The purpose of the training was to build capacity of the PLUM teams to prepare VLUPs using LTA’s cost effective method. The LTA technical team and DLO staff from Iringa District Council facilitated the training attended by 31 (8W, 23M) including six youth.

WCS shared a detailed overview of the project implementation in the targeted villages. The project is funded by USAID and plans to facilitate preparation of Village Land Use Plans (VLUPs) in nine villages namely Bitimanyanga, Sipa, Kambikatoto and Mafyeko in ; Kintanula and Mwamagembe in Itigi District, and Kapumpa, Mwitikio and Majojoro in Sikonge District.

In addition, the following key issues were discussed: demarcation and adjudication of land parcels using MAST, village boundary rectification through inter-village negotiations’ training, the legality of CCRO’s to secure loans from financial institutions, the process of acquiring VLCs from the Ministry of Lands, and the process of surveying newly emerged villages.

UN Women UN Women is partnering with the World Bank in a workshop on Women, Business and the Law: Challenges, Opportunities for Women’s Economic Empowerment”, scheduled for August 20-23 in Dar es Salaam.

LTA has been requested to participate in a session entitled, “Women’s Property Rights and Access to Land” . The objective of the session is to focus on legislation surrounding women’s property rights and legislation impacting women’s access to property.

LTA has been asked to share its experiences to address challenges with practical policy and programmatic interventions that have contributed to women’s property rights and access to land including on securing title deeds and land certificates for women. LTA agreed to participate subject to USAID approval.

FIELD OPERATIONS AND STAKEHOLDER PARTICIPATION

GOT, MLHHSD In June, CoP and DCoP communicated telephonically with the Deputy Permanent Secretary (DPS) and task force team for Ministry of Lands to follow up the approval of proposed guidelines for first registration and post transactions registration using TRUST. Approval of the guidelines is a crucial aspect for LTA to proceed with launching of TRUST and its operations. In addition, fee structures for village land, which have been non-existent to date, are necessary for transactions to be finalized. The DPS promised to approve the guideline after finishing Ministry’s budget activities. On June 13, LTA shared the spatial and attribute data to the ILMIS data centre at the Ministry of Lands for storage and backup.

REGIONAL AND DISTRICT LAND OFFICIALS On June 3 – 7, LTA trained 31 (8W, 23M) district officials from Chunya, Itigi and Sikonge on preparation of the Village Land Use Plans, demarcation and adjudication using MAST and Boundary rectification procedures. In addition the officials were trained on GIS operation in preparation of maps for different purposes, processing and analysis of data obtained by MAST in the field for preparation of land parcel maps, CCRO’s printing and registration and preparation of satellite images for land use planning preparation, village boundary rectification and Detailed Village Settlement Planning.

Rehabilitation of the building, which has been allocated to the Iringa District Land Registry is in progress. Repairs to the roof and ceiling and the electrical installation is complete. Preparation of a detailed bill of quantities for window and door repairs, plumbing repairs, painting, pavement, ramp for wheel chairs, fencing and greening and cleaning has been completed. The procurement team has advertised a request for proposals for the pending work.

TECHNICAL REGISTER UNDER SOCIAL TENURE (TRUST) In June, TRUST trainings for Village Councils and Village Assemblies were conducted in Mgama, Ikuvilo, Kising’a, Kilambo, Weru, Igunda Nyamihuu, Kinywanga’nga, Mapogoro and Matembo villages. Training covered the overview of the village land post registration transactions, the law and regulations guiding post registration transaction executions, requirements and procedures in course of post registration transactions registrations and overview of TRUST as a tool for registering post registration transactions. No transactions were processed during reporting period.

Note: Of the 38 transactions received 28 were transfers, 1 was a mortgage from CRDB Bank in Mlanda village, 6 were new CCROs and 3 were surrenders of old CCROs.

VILLAGE REPRESENTATIVES AND RESIDENTS In June, LTA conducted 20 trainings in Ilota, Hatwelo and Shibolya villages in Mbeya Rural District and in Mgama, Ikuvilo, Kising’a, Kilambo, Weru, Igunda Nyamihuu, Kinywanga’nga, Mapogoro and Matembo villages in Iringa Rural District. The trainings included ten Village Council meetings, three village assemblies, four women group strengthening meetings, one parasurveyor and adjudicator training and two land use planning trainings conducted for district officials through Wildlife Conservation Society (WCS) with support from the LTA Field Director.

During the reporting period, LTA trained 676 villagers, including 62% (416) women and 44% (299) youth.

In June, LTA adjudicated and demarcated 1,158 land parcels in Mapogoro (826) and Ilota (332) villages in Mbeya District.

In June, LTA delivered a total of 890 CCROs, to Village Land Registries in Hatwelo (873) and Mgama (17) villages.

In June, 903 CCROs were printed and registered, Hatwelo (873), Usengelindete (1), Malagosi (4), Mgama (17) and Kising’a (8) villages.

The objections and corrections process is underway in Shibolya village.

VILLAGE BOUNDARY RECTIFICATION During the reporting period LTA, compiled the minutes of agreements between neighboring villages associated with 24 LTA targeted villages and delivered them to the Authorized District Land Officer for review and approval of the parcels outside of the village boundary for printing and registration.

Training covered the overview of the village land post registration transactions, the law and regulations guiding post registration transaction executions, requirements and procedures in course of post transactions registrations and overview of TRUST as a tool for registering post registration transactions. During the questions and answers session, the members had a chance to ask the following questions; 1. What are the procedures of transferring the CCRO under probate administration? If the deceased person did not leave a will according to the Wills Act, then the family will have to appoint the probate administrator who will be in charge to oversee the deceased’s properties until the family decides on allocation of the properties including land parcels owned under CCROs. With the family minutes and other requirements like an introductory letter from the village government, three counterpart copies of CCROs, identity cards and passport size photos are required before CCROs can be transferred to the probate administrator or to the relevant owners based on the family’s decision as stipulated in the minutes. The ownership details will then be changed through TRUST. 2. If my ownership details have been changed in the CCRO, is it necessary that they are changed into TRUST too? As mentioned before, TRUST is for tracking and registering the post registration transactions. All your land parcels were adjudicated and demarcated through MAST and you were then issued with CCROs during first village land registration from there TRUST will track and register any subsequent post registration transaction taking place in your CCRO.

Lupembelwasenga NTR l. Kitisi NTR m. Kiwere NTR n. Kising’a On June 11, LTA and DLO facilitated TRUST training for Kising’a Village Council, 28 (10W, 18M) members attended including four youth. Training covered an overview of the village land post registration transactions, the law and regulations guiding the execution of post registration transactions, requirements and procedures in the course of post registration transactions and an overview of TRUST as a tool for registering post registration transactions. Including:  Village Council and Village Assembly are entrusted with the duties and responsibilities to manage the village land including tracking and facilitation of registration of post land transactions registration.  Section 21(1) of the Village Land Act identifies VEO as rightful person to carry out post registrations transactions of CCROs and maintain village register.  Section 21 (2) of the Village Land Act, CAP 114 mentions prescribed fees and charges for post transactions registration of CCROs as a legal requirement before registration of any transaction.  Section 21 (3) of the Village Land Act, CAP 114 directs that the Village Land Registry will be a branch of District Land Registry and will operate in accordance to directives and the jurisdictions of the Registrar of Documents

During the questions and answers session, members asked the following:

1. Why is it necessary to bring it with me a spouse’s consent in the course of selling the land that I obtained by my own efforts?  Section 159 of the Land Act No. 4 of 1999 stipulates that no transaction will be executed in land owned under joint tenancy without involving spousal consent. If you owned jointly with your wife or husband, the ownership is always indivisible between the two of you. Therefore, in case, a wife or husband dies the ownership will automatically shift to a wife or husband. Similarly, during selling of a land parcel owned under CCRO with joint ownership a wife or husband has to provide consent acknowledging that he/she is aware of such transaction and he/she has voluntarily agreed. 2. Can the persons of interest I mentioned during first registration object to me selling my land parcel?  The person of interest has no legal rights to object the owner from transacting his or her land parcel owned under CCRO except when such a transaction is carried out without a good will. For example, children as persons of interest can advise their mother to object a father from transacting his land parcel owned under joint occupancy if the father has not involved his wife in the course of the transaction.

Ikuvilo On June 13, LTA and DLO facilitated TRUST training for Ikuvilo Village Council members attended by 19 (6W, 13M) including five youth followed by Village Assembly meeting attended by 98 (81W, 17M) residents including 62 youth. Training covered an overview of the village land post registration transactions, the law and regulations guiding the execution of post registration transactions, requirements and procedures in the course of post registration transactions and an overview of TRUST as a tool for registering post registration transactions. The following questions were asked during the training; 1. Can I purchase land that has a CCRO? Will the owner’s name be changed? Yes, you can purchase a parcel of land with a CCRO, and the name can be changed. You only have to follow the procedures, first report to VEO and then to the District Land Office for other procedures.

ACTIVITIES BY VILLAGE: MBEYA a. Hatwelo On June 20-29, LTA conducted printing and registration of CCROs for Hatwelo village in Mbeya District Council. On June 29, LTA completed printing and registration and a total of 873 CCROs were printed, registered and delivered to Village Land Registry.

Mapogoro – Mbeya Rural District On June 28, LTA and DLO finalized demarcation and adjudication in Mapogoro village. 815 land parcels were mapped during the reporting period; 913 parcels were demarcated for the whole village.

Shamwengo In June, the Shamwengo Village Executive Officer reported that a Village Assembly meeting was conducted and that the residents had accepted and approved the beneficiary contribution process. d. Haporoto On June 17, LTA and DLO conducted an introductory meeting on the beneficiary contributions initiative to the Village Council in Haporoto village. The Village Council were very positive and agreed to convene a Village Assembly meeting to obtain approval for the process.

DISPUTE RESOLUTION In June, LTA continued to track 96 unresolved disputes referred to the Village Land Tribunal level, nine of which were recorded in FY’17 (four boundaries and five counterclaims), 36 were recorded in FY’18 (10 boundaries, 25 counterclaims and one land use designation) and 51 (nine boundaries and 42 counterclaims) were recorded in FY’19. The resolution of these disputes is in progress.

VLCs, VLUPs AND DETAILED VILLAGE SETTLEMENT PLANS (DVSPs) In June, LTA compiled seven Village Land Certificates for Mwambao, Igangidung’u, Mlanda, Ihomasa, Ilandutwa, Lwato and Holo. Ihomasa VLC submitted and signed by Village Chairperson and VEO, Mwambao VLC was fully signed and scanned. Six VLCs were submitted to the Assistant Zonal Commissioner for Lands for signature and approval. The Village Land Use Plan report for Ilota village in Mbeya District was completed, printed and delivered to the Mbeya District Council for the relevant approvals.

SATELLITE IMAGERY

A request to USAID/E3 for imagery was sent on June 28 for five villages in Mbeya where LTA is preparing to pilot a beneficiary contribution initiative for systematic registration. These villages are Haporoto, Shamwengo, Mbonile, Maganjo and Isangala. Polygons for the required satellite imagery and corresponding coordinates were prepared and sent to USAID/E3.

GIS On June 10, LTA processed imagery for Ilota village in Mbeya region for the geoserver, and prepared and published layer files (vector and raster) on the geoserver. LTA completed the village project setup on the MAST Data Management Interface (DMI) on June 11, and created MBTiles for Ilota village ready for uploading on the android devices for demarcation of land parcels.

On June 18 - 20, the LTA GIS and Database Manager provided technical assistance to Mbeya DLO Cartographer on how to prepare a list of approved parcels for printing CCROs and to set up the whole process for printing CCROs for Hatwelo village.

Printing and registration of CCROs for Hatwelo village in Mbeya Rural District started on June 20 and ended on June 29. A total of 873 CCROs were printed, registered and delivered to the Village Land Registry.

PARCEL MAPPING Maps for demarcated parcels and data attributes of claimants were prepared and printed for objections and corrections in Shibolya village in Mbeya Rural District. This period started on June 19 and will continue for two weeks.

Editing of data attributes and correction of the mapped parcels is underway for preparation of objections and corrections period for Muvwa village, which will start early July.

Demarcation and adjudication of land parcels in Mapogoro village started on June 3 and ended on June 27. A total of 826 parcels were demarcated for the whole village. Editing of data attributes and correction of the mapped parcels is underway for preparation of the objections and corrections period.

INTEGRATION OF CROSSCUTTING ISSUES AND USAID FORWARD PRIORITIES

WOMEN On June 13, LTA facilitated a women’s group strengthening meeting at Hatwelo village, 33 women including 21 youth from five existing groups attended the training. The groups were trained on entrepreneurship, group formation, organization and sustainability. The five existing groups are agricultural and saving groups.

On June 20 LTA facilitated a women’s group strengthening meeting at Hatwelo village, 55 women including 23 youth from five existing groups attended the training. Women requested to be trained on poultry and Irish potatoes production. Agriculture extension officer trained the groups on poultry.

On June 18, LTA facilitated a women’s group strengthening meeting at Shibolya village, 45 women including 36 youth attended training for one group with the name “Mboga na Matunda” from USAID Mboga na Matunda. The women were trained on group formation, groups’ organization and essence of being in groups.

Women ’s groups strengthening meeting at Shibolya village on June 18 LTA facilitated three live radio programs aired at Bomba FM radio 104.0 MHZ in Mbeya, Nuru FM 93.5 and Ebony FM 88.01in Iringa. The radio program aimed at providing awareness on women's land rights and women’s participation in leadership positions, with a focus on the upcoming village council elections scheduled for September 2019. The program was facilitated by LTA and presented by the LTA Public Outreach and Communication team, District Land Officers, Community Development Officers and Village Chairpersons.

LTA staff scripted and recorded a one-minute radio jingle to advertise the radio program. The advertisements were aired 15 times in the four days leading up to the program, raising awareness and drawing interest to program on both radio stations.

The radio program highlighted the equitable ownership of land achieved through the LTA/DLO systematic land registration process and encouraged women to participate in the forthcoming Village Council elections, and to put themselves forward for nomination for the various land administration and management committees in villages.

On June 26, an hour-long live radio program was broadcast in Mbeya region on Bomba FM radio 104.0 MHz, which covers Mbeya, Iringa, Rukwa, Ruvuma, and some parts of Malawi and Zambia. An officer from Mbeya District Land Office, a Legal Officer, Agriculture Extension Officer and Community and Development Specialist from LTA presented the program. LTA and DLO staff introduced LTA’s activities in Mbeya RuraL District.

The one-minute jingle to advertise a radio program was aired eight times a day for three days before the live broadcast of the program to raise awareness and interest of the listeners. Listeners had a chance to ask questions through text messages and phone calls.

On June 27 at Nuru FM 93.5 and on June 28 at Ebony FM 88.01in Iringa. LTA and DLO staff introduced LTA activities and highlighted the high levels of women’s engagement with the Land Tenure Assistance activity and the importance of women filling local leadership positions to consolidate the gains made in equitable land ownership and local decision-making in village land management.

The following comments and questions sent via text messages to Nuru FM radio; 1. If a husband who owned land jointly with his wife dies, will the wife still have rights over the land?  If the husband owned a land parcel jointly with his wife after her husband’s death the ownership will automatically shift to her and not her husband relatives. The wife will have all rights over the land like rights to use, rent or even transfer it.

2. Does a woman have right to own land? If it’s like that why are women prohibited to own land in our village?  The Constitution of the United Republic of Tanzania, and the policies and laws that govern land recognize the right of every woman to acquire, own, use and deal with land to the same extent and subject to the same restrictions as the rights of any man. Therefore women have access to and rights and to own land anywhere whether in rural or urban areas. In conclusion there is need of providing awareness on the women’s land rights to community especially to leaders in villages.

A listener from Tanangozi village in Iringa requested LTA to provide awareness on land rights and stated that, “Most men in my village prohibit women to own land. They say women don’t have any rights to own land”.

IMPLEMENTATION CHALLENGES

1. LTA has rehabilitated Village Registry Offices and provided furniture however it is an ongoing challenge for VEOs to manage and maintain the CCROs documents. DLO and LTA have planned follow up visits to provide technical assistance to VEOs on management and maintenance of the Village Land Registries. 2. The current transfers of DLO staff to other locations are having an impact on the project. For example, in Mbeya the Cartographer and GIS personnel who were trained by LTA in GIS and MAST have been moved to Morogoro region and the Authorized Land Officer will be leaving for further studies. New incumbents will be trained by LTA. 3. The Ministry is undergoing a major restructuring with departments being merged and new structures being established. Fortunately key senior personnel remain in senior positions and they are familiar with the LTA activity and remain supportive of the program. One of the most significant changes however is the reporting line of district land staff, which has been changed from district level directly to the ministry. The impact that this may have on the project is not yet known. 4. Delays on the part of the Ministry in approving proposed guidelines for first registration and post registration transactions using MAST and TRUST remain problematic. For example, the proposed fee structure for village land transactions need to be approved as a matter of urgency for transactions to be finalized. The Deputy Permanent Secretary of the Ministry of Lands has promised to approve the guideline after finishing Ministry’s budget activities. ADMINISTRATION AND MANAGEMENT ISSUES NTR

MONITORING AND EVALUATION In June, LTA conducted a survey for EG 10.4-2 in Ilota, Mapogoro, Muvwa, Shibolya and Hatwelo villages in Mbeya. The survey aimed at measuring the percentage of individuals trained who could correctly identify key learning objectives of the training 30 days following the training. In addition, the surveys for EG 10.4-4 were conducted in Shibolya, Hatwelo and Muvwa to gauge the percentage of people who reported awareness, understanding and valuing of services offered by LTA. LTA interviewed 1,073 people (518W, 555M) for EG 10.4-2 and 568 people (316W, 252M) for EG 10.4-4. The results of the surveys will be reported in FY ‘19 Q3 report.
