Environmental Assessment Iv Integrated Water and Ecosystem Management Project Albania-IntegratedWater and Ecosystem Management Project I. INTRODUCTION The Government of Albania has received a GEF/World Bank project preparation grant for the preparation of Integrated Water and Ecosystem Management Project. The project entails the de- sign, operation, maintenance and administration of low cost wastewater treatment system aimed to reduce the sewage pollution load from the four cities of Durres, Saranda and Lezhe/Shengjin and protect and restore endangered coastal and marine habitats. The project will promote the use of Constructed Treatment Wetlands (CTW) for the treatment of wastewater flows in areas where existing pollution loads are threatening aquatic system with high biodiversity values. During the preparation phase. the Ministry of Territory Adjustment and Tourism has conducted: (i) Techni- cal Assessment and (ii) Final Design study of the Constructed Treatment Wetlands for the coastal cities of Durres, Saranda and Lezhe/Shengjin. The studies conducted at the present time are at the Feasibility level, the Consultant is going to start the Final Design study expect to com- plete it within February 2004. The present Environmental Impact Assessment study was per- formed on the basis of the above-mentioned studies. It identifies positive and negative environ- mental impacts of alternative options; recommends the most acceptable option for each project site; suggests improvements and mitigation and monitoring measures. Project justification and scope Albania's water infrastructure is in urgent need of improvement, both in technical short term re- habilitation as in medium and long term technical and managerial improvements. Water quality could be improved significantly with a reliable supply of chemicals. Lack of maintenance and repair and lack of metering and operational control have resulted in excessive water losses. Ag- gevating this situation is the fact that wastewater treatment facilities do not exist in Albania and raw sewage is discharged untreated into sea and rivers. Several causes for these conditions of Albania's water sector are: * Lack of revenues: Tariffs below the true cost of water and lack of tariff collection enforce- ment in the last decade have significantly reduced the income of the water supply compa- nies. Water and sanitation systems have received virtually no maintenance in the last ten years. * Over consumption: Flat rates rather than metered consumption resulted in massive water waste and also the collapse of the irrigation system has contributed to a sharp increase in water demand in the last ten years. On top of this, a massive migration to urban centers, with illegal tapping and no incentive to reduce water consumption, augmented the water sectors problems. * Inadequacy of the physical infrastructure: Due to the lack of appropriate materials/equipment and insufficient consideration of the economic aspects in the design, the existing systems are expensive to run and to maintain. The Government of Albania (GoA) has embarked on a water sector strategy that involves a two- tier approach focusing on the short term on urgent repairs to the systems and on the medium term on a program to support sector reforms. Within this medium term program, the Municipal Water and Wastewater Project (MWWP) (IDAP075 156) was formulated, aiming on improving the wa- ter and sanitation services in Albania, thus contributing to the economic development of the country in an environmental sound way. The MWWP aims to achieve this objective by assisting the Government of Albania (GoA) in testing and developing the following important components of the water sector reform: Environmental Assessment Integrated Water and Ecosystem Management Project Albania-Integrated Water and Ecosystem Management Project 1. First time application of a management contract in Albania's water sector; 2. Piloting the GoA's adopted Rural Water Supply and Sanitation Strategy; 3. Integrate wastewater management into an overall ecosystem management to protect globally important biodiversity. This EIA report refers to activities under the third component of the water sector reform. Integration of wastewater management into an overall ecosystem management to protect globally important biodiversity will be achieved by promoting the use of CTW's in areas where existing pollution loads are threatening critical aquatic ecosystems. Degradation of the quality of the Adriatic Sea, caused mainly by pollution from land-based ac- tivities is a very serious problem. The coastal cities of Durres, Lezhe, Saranda and Shengjin do not have any wastewater treatment facilities at present, No conventional wastewater treatment is foreseen in the short- or medium term due to the problematic financial situation of the GoA in general and the water supply companies in particular. The proposed project aims to capture global benefits by reducing land-based pollution from the four cities and protect, restore and enlarge endangered coastal and marine habitats by introducing low cost ecologically-based wastewater treatment.

    Sacred places, territorial economy and cultural identity in northern Epirus (Chaonia) Nadia Aleotti – Anna Gamberini – Lorenzo Mancini* Until the late Classical period, Chaonia, the northernmost part of Epirus corresponding to nowadays southern Albania, is clearly differentiated in two cultural units: the coastal areas that borders with Thesprotia, falling from the end of the th7 century BC into the peiraia of Corcyra, and the ‘indigenous’ districts of the interior (fig. 1). If the belonging of the Chaonians to Greek culture and ethnicity could hardly be denied by present scholarship, the literary sources of Classical times regarded them as barbarians.1 This ‘peripheral’ connotation, even if depending on a sort of cultural and geographical prejudice, seems to find a parallel in the archaeological record concerning the sacred landscape.2 Earliest attestations of worship come from Butrint, part of the Archaic Corcyreanpeiraia , where an inscribed potsherd found in a votive deposit in 1938 points to the existence of a cult of Athena as early as the 6th century BC, possibly related to a monumental temple, located, according to a recent hypothesis, on the acropolis hill.3 Apart from this early case, the development of a full-fledged religious architecture among the native tribes can be traced as far back as the 4th century BC, occurring in most cases only in the Hellenistic age. It is the period when new fortified centres, featuring in some instances a real urban layout and a Hellenistic-like monumental equipment, make their appearance beside the traditional network of komai. The new centralised settlement pattern, with main centre-poleis (Phoinike and Antigonea) and their gravitating system of minor settlements bordering territories well defined also from a geomorphologic point of view, even if not unknown to the other Epirote ethne, seems to have been particularly familiar with the Chaonians,4 conditioning the spatial distribution of the cults as well.

Seagrasses are characterized by developing extensive crowded meadows in shallow coastal areas, forming one of the most important coastal habitats of the biosphere, bearing a great ecological value because of the services and functions they provide, both to humans and marine ecosystems. Seagrasses are distributed along all the coasts of the world, except in Antarctica (Robertson and Mann, 1984) while only four species are found in the Mediterranean Sea: Zostera noltei Hornemann (1832), Zostera marina Linnaeus (1753), Cymodocea nodosa Ascherson (1870) and Posidonia oceanica (Linnaeus) Delile (1813). With the exception of the P. oceanica, the other three species coexist in the Bay of Cadiz (Figure1, modified from Brun et al.(2015)). The aim of the project was to re-locate a number of "lost" prehistoric caves and surface sites that were first explored in the 1930s by an Italian archaeologist, Luigi Cardini. In 1930, the director of the Italian Archaeological Mission to Albania, Luigi Maria Ugolini, recruited Cardini as the mission's prehistorian. Between 1930 and 1939, Cardini travelled extensively throughout south-western Albania and, with the help of a few dedicated Albanian guides, mapped and recorded over 60 natural caves and rockshelters. Under Cardini's supervision, Albanian workmen carried out trial excavations within some of the most promising caves, revealing evidence of human occupation dating from early prehistory to Roman times. Cardini also identified a number of surface sites close to the seashore, where concentrations of Middle Palaeolithic stone tools provided evidence of Neanderthal activity. Cardini’s discoveries, particularly that of a Palaeolithic open-air site at Xarra, close to the southern border with Greece, represent a major part of our current knowledge of Albanian prehistory today.

Others are progressing, helped by sea warming, such as Cymodocea nodosa and the non-native Halophila stipulacea. The decline of one seagrass can favor another seagrass. All in all, the decline of seagrasses could be less extensive and less general than claimed by some authors. Natural recolonization (cuttings and seedlings) has been more rapid and more widespread than was thought in the 20th century; however, it is sometimes insufficient, which justifies transplanting operations. Many techniques have been proposed to restore Mediterranean seagrass meadows. INTRODUCTION 1.1 BACKGROUND Zostera species (common or dwarf eelgrass) is regarded as a priority habitat forming species throughout the EU, UK and Channel Islands. Currently, there is little ecological knowledge of Zostera species in terms of its overall location and ecology within the Bailiwick of Guernsey. This project aims to increase knowledge on the presence, location and ecology of Zostera species across the Bailiwick of Guernsey and, to promote awareness of this habitat to relevant stakeholders, appropriate bodies and the public. The project will comprise of an eelgrass desk-based assessment, training, public/stakeholder engagement activities and field-based surveys across the Bailiwick. This report details the desk-based assessment. The aim of the desk-based assessment is to review past records of Zostera species within the Bailiwick of Guernsey. This is to provide recommendations for developing future field- based surveys (i.e. past records reporting Zostera species presence sites which need verification and/or new sites which need ground-truthing) and potential research, for the long term. The study suggested that sediment loading had the most detrimental impacts on health of the seagrass meadows.
