1 INTRODUCTION

1.1 Intermodal Transportation Ltd (ITL), an independent consultancy specialising in highway engineering and transportation planning, have been appointed by Planning Law Practice on behalf of St Dominics Care Home to produce a Transport Plan Framework (TPF) to support a planning application for the provision of additional residential care facilities at St Dominics Residential Care Home in Kelvedon, Essex.

1.2 In preparing this document the Consultants have utilised their previous experience in preparing Travel Plans.

1.3 It is considered that due to the location of the site within close proximity to existing housing and public transport connections, there would be realistic opportunities for employees at the development to utilise alternative transport modes.

1.4 The development proposal involves the provision of 9 two bedroom bungalows and 21 one bedroom care home spaces. The bungalows would be leased to elderly residents. Additionally, 26 staff members would be employed, 12 of whom would be full time. A total of 36 car parking spaces would be provided at the development.

1.5 This TP has been produced to encourage staff at the site to reduce their reliance on the use of the private car. It is anticipated that this would have the following benefits:

• Improve travel choice options to all. • Reduce congestion and pollution caused by cars and the impact this has on people’s health and on the environment. • Improve the health and fitness of those who walk or cycle rather than use the car. (According to the Health Education Authority cycling or walking briskly for half an hour a day can halve the risk of heart disease). • It may result in cost savings for staff who car-share, walk or cycle. • Enhance social inclusion and sense of community. • Improving accessibility by modes other than the car would make the site more accessible to people without a car.

1.6 The principle of a TP is to inform about sustainable choices and make staff at the site aware of the desirability to reduce travel by single occupancy private car trips. The objective of a TP is to facilitate reduced vehicle mileage associated with travel.

1.7 It should be recognised that no initiatives or measures aimed at reducing car use are implemented at the current care home. As such, the measures outlined in this TP should be regarded as a positive step from the operators of the care home.

1.8 Residents occupying the bungalows are likely to have limited mobility and limited ability to travel independently. Residents of the Care Home and the apartments will not be mobile or able to travel independently. As such, the measures in this TP are not tailored towards residents.

2 SITE AUDIT

Site Location

2.1 The site is located in a predominantly rural setting of the village of Kelvedon. Kelvedon is a civil parish located within the administrative area of Braintree District Council, Essex. Kelvedon is located approximately 17km south west of Colchester, 23km north east of Chelmsford and 10km southeast of Braintree.

2.2 The site consists of land located to the rear of the existing St Dominic Care Home. The site is located off the B1024 London Road and is situated 850m to the north of the A12. The site is bounded by fields to the north and the west. The existing care home is located to the south, whilst residential dwellings and the St Mary Immaculate Church is located to the east. Drawing IT2004/TPF/01 shows the site location in the local and wider context.

Local Road Network

2.3 The proposed development would take its vehicular access from The Cloisters Road via the B1024 London Road. London Road is a single carriageway road subject to a 30mph speed limit past the entrance to the site and runs in a northeast to southwest alignment.

2.4 London Road is the main road running through the village. It is quite straight in horizontal alignment and has a carriageway width varying between 6.9m to 7.3m. It joins the A12 at both its northern and southern ends. The speed limit changes to 60mph approximately 600m to the south of the site access.

2.5 The A12 runs in a southwest to northeast alignment from East London to Lowestoft, through Essex and along the East Anglian coastline. At Kelvedon, it forms a bypass to the south of the village Kelvedon. The B1024 London Road transects Kelvedon and joins the A12 between junctions 23 and 24.

2.6 There are six alternative roads entering Kelvedon: four of which are Church Street, Coggeshall Road (B1024), Coggeshall Road () and New Lane, all enter from a northerly direction and mainly all head towards the A120 (Bishops Stortford- Colchester) or Coggeshall except Church Street which heads westerly towards Silver End and connects to further country roads into Braintree. The other two roads enter Kelvedon from the south; Maldon Road heads south-wards, firstly providing access to Ewell Hall and then bridging the A12 and ends at a priority junction at Highfields Lane. Highfields Lane heads south- eastwards into Tiptree and south-westward towards Braxted Road, itself a road heading northwards towards the A12 at Rivenhall End.

Existing Transport Facilities

Walking

2.7 The 2018 National Travel Survey (NTS) indicates that 80% of journeys less than 1 mile (1.6km) in length are undertaken on foot. It is therefore considered that this distance should be regarded as applicable in terms of defining the walking catchment of a new development.

2.8 A 1.6km walking catchment area encompasses the entire village. A variety of retail and service providers, including three general food stores are located in Kelvedon. There are two medical service providers, an optician, Boots Pharmacy and a dentist. The area has two primary schools, a library, cricket club, community centre, as well as a reasonable number of convenience stores, restaurants / cafes, pubs and local traders.

2.9 Table 2.1 summarises a selection of the local facilities that would be available to residents at the proposed development, and which are within a reasonable walking distance.

2.10 Footways exist on both sides of the B1024. Majority of the aforementioned facilities are located along the B1024. Hence residents and staff of the care home could safely gain access to the above mentioned facilities on foot without having to walk on the carriageway.

Cycle

2.11 The former national planning guidance PPG13 paragraph 78 states that “Cycling also has potential to substitute for short car trips, particularly those less than 5 kilometres, and to form part of a longer journey by public transport”. Taking into account the 5km cycle distance, the cycle catchment area would cover the entire village and parts of Tiptree, Witham and Coggeshall. Hence employees of the site could commute from these towns by cycle.

2.12 Kelvedon has a range of cycle routes. Cycle symbols (TSRGD – Diagram 1057) are marked on the B1024 opposite the existing care and along regular intervals, highlighting to motorised vehicles that cyclists are on the road and to drive with caution around cyclists. Signs also aid cyclists to navigate the area expressing the distance to primary locations in the area; these are recent additions to the village. There is also a shared cycle path alongside the A12 in both directions as it approaches Kelvedon.

Bus

2.13 It is generally recognised that the maximum convenient walking distance in order to access urban bus services is around 500m. This walking distance to a bus stop has emerged from theoretical studies and has been supported by research undertaken for the National Travel Survey (NTS). A walking distance to a bus stop of about 500m corresponds to about 5 minutes for the average adult. The aforementioned distance can take up to twice as long for someone with a pushchair or an elderly person.

2.14 As a village, Kelvedon is reasonably well served by buses throughout the day. The village has numerous bus stops, with the closest being the Post Office bus stop which is located 250m to the north on the B1024 High Street. The London Road bus stop is located 350m to the south, receiving up to 48 buses per day, providing connections to local and regional settlements.

2.15 Table 2.1 provides a summary of the services calling at the stops within the vicinity of the site in Kelvedon.

*Bus Service 71C operates only on Sundays **Operates only on School Days 2.16 Table 2.1 above shows a steady flow of bus services through Kelvedon allowing residents and staff to travel to Chelmsford, Colchester, Witham etc. many of which operate on Saturdays and one, 71C, even operates on Sundays.

Train

2.17 Kelvedon railway station is located approximately 1.5km from the proposed development. It lies on the and trains at this railway station are operated by Greater Anglia. The station has 50 cycle storage spaces, with 10 Sheffield stands near the side entrance and a 2 tier rack consisting of 40 spaces on platform 1.

2.18 It provides frequent rail services to Colchester and Ipswich and London Liverpool Street as well as Clacton-On-Sea. Typically, there are 2 trains per hour between London and Kelvedon and 1 train per hour to Ipswich and 5 trains per day to Clacton. Colchester provides more services and to further destinations such as Norwich and 1 train per hour typically calls there from Kelvedon, making it an easy interchange.

2.19 The bus services summarised in Table 2.1 stop at Railway Tavern bus stop which is located 300m from Kelvedon railway station. Hence staff and residents of the development could utilize bus services to access the train station, thereby avoiding longer walking trips.

3 TRAVEL PLAN OBJECTIVES

3.1 A TP is an important tool when implemented effectively as part of a comprehensive transport strategy to improving and managing access to a site. It is possible to achieve significant levels of modal shift away from the private car onto more sustainable modes of travel with a TP.

3.2 The objectives of this TP are devised to support the visitors and employees at the development while working in partnership with the Council towards encouraging more sustainable travel arrangements. The key objectives of the TP are:

• To identify and understand the likely travel patterns for staff at the site. • Promote and encourage staff at the development to use more sustainable transport modes in preference to the use of the private car, in particular single occupancy vehicles (SOV). • To contribute positively to the sustainable operation of the site • To reduce car usage by staff in terms of the length and number of trips in their travel to and from the site.

3.3 The strategy of the TP is to reduce the impact of car use and to promote and improve the accessibility of the site by encouraging staff to make use of alternative modes of transport, in particular:

• Walking; • Cycling; • Public transport; and • Car sharing

3.4 As well as the aforementioned benefits, the TP can be seen as providing benefits for the local community and the environment. These benefits are summarised as follows:

• The environment generally can benefit from reduced pollution improving the local air quality, less noise and dirt, and the reduced impact of national and global environmental problems such as global warming. • Reduce congestion on the local road network. • Improved personal and road safety on the local road network.

3.5 It is proposed that a nominated representative of St Dominics Care Home, the Travel Plan Coordinator (TPC), would take on the responsibility to manage the commitments of the TP for the development up to five years following full occupation of the new facility. 3.6 This TP will have a five-year life and will be an evolving document that will change over time to reflect the changing characteristics of the site in relation to staff and visitor turnover, which will ultimately result in ever changing travel habits.

3.7 The key to the success and implementation of a TP is to ensure that both staff and visitors are consulted and involved at all stages and are provided with reasonable opportunities to use convenient more sustainable modes of travel.

4 TARGETS AND INDICATORS

4.1 The overall aim of the TP is to achieve a year on year reduction in the mode share of single occupancy vehicle (SOV) trips for staff journeys generated by the development. Implicitly it would, therefore, aim to encourage a year on year increase in the mode share of sustainable travel modes such as public transport, cycling and walking for shorter journeys and public transport where it is available.

4.2 In addition to the year on year targets, target reductions in single occupancy car trips at the end of years two and five, compared to the base year have been set for the development. Furthermore, targets have been set for increasing sustainable transport mode use by the staff at the development at the end of years two and five.

4.3 Based on work at previous care homes in similar locations the targets, for the development are shown in Table 4.1 below have been derived.

Remedial Measures

4.5 In the event that the targets set out in Table 4.1 are not met at either of the monitoring intervals of the TP remedial measures would be implemented. In that regard, the first time that the targets are not met at either of the monitoring intervals the care home would re- assign 10% of staff parking for use by car sharers only. If the targets are not, then met at a subsequent (second) monitoring interval the care home would offer interest free loans to staff for the purchase of public transport season tickets.

5 TRAVEL SURVEY / MONITORING

Introduction

5.1 Base data is essential to formulate and mould any travel plan. A summary of the travel results is summarised in Table 5.1 below, whilst the staff travel questionnaire is contained in Appendix A of this document.

5.2 Monitoring travel surveys will be undertaken on the 1st, 3rd and 5th anniversary of full occupation of the new facility and the TP will be evaluated and reviewed in year two and in the final year of the five-year commitment.

5.3 The reviews of the TP will be undertaken in order to establish the effectiveness of the TP in relation to meeting the targets and the impact of other sustainable transport developments that may have occurred in the area.

5.4 The Travel survey will consist of a staff questionnaire survey, which will either be distributed in hard copy format or set up as an interactive online travel survey. Throughout the life of the TP, the travel questionnaire will remain unchanged to provide consistent and comparative results. The questionnaire, amongst other issues, enables travel and distance data for staff trips to / from the site to be recorded as part of the monitoring process.

5.5 The results from the monitoring process will form the basis for discussions in TP review meetings with the Councils for year two and in the final year of the five-year commitment.

5.6 Monitoring reports will be prepared and submitted to Essex County Council at the time of the year two and five monitoring intervals.

6 TRAVEL PLAN MEASURES

6.1 It should be noted that there are numerous measures that work towards the aim of supporting more sustainable forms of travel and reducing the overall need to travel. However, each individual development should have a tailored package of measures based on the development site’s own unique characteristics and location to effectively work towards the TP objectives.

6.2 An assessment of both ‘hard’ (i.e. site design, infrastructure, etc) and ‘soft’ (i.e. marketing, promotion, etc.) measures that could be the most effective in contributing to the success of the TP objectives at the proposed development has been undertaken by the Consultants.

6.3 There are a number of measures which will be implemented from the outset of the development through good design, including the provision of cycle parking facilities. Furthermore, the care home will, wherever practical / possible, look to recruit from the local area. In addition, the following measures have been identified for inclusion in the TP: -

• Manage and finance the TP for a period of five years following occupation of the site. • Assign the TPC duties to a member of staff. o The TPC will be a focal point for all TP queries / enquiries and will ensure the successful commencement of the TP process at the site. • Publicise alternative transport modes in posters / newsletters / notice boards within the development. o Promotional activities will be undertaken in order to raise and maintain awareness by visitors and staff members. o Senior staff will be fully briefed with the aims and objectives of the TP and promote it through the induction / recruiting phase. The marketing materials will be placed in highly accessible and visible locations in order to ensure that both staff and visitors to the care home are aware of the non-car modes available for travel to / from the site. o Activities will also be linked to local or national campaigns, including as a minimum ‘bike to work’ week. Regular newsletters will also be circulated throughout the development and will include details on the progress of the TP. o The TPC will encourage feedback for both positive and negative comments from relevant parties. This will be achieved through newsletters or notices board. Feedback will aid in progressing the TP and in understanding what ‘works’ for the visitors and staff.

o Information will be published and circulated to all visitors and staff through a variety of media. This will ensure that a larger proportion of visitors and staff have access to the information. For each ‘event’ the TPC will choose which form of media is a) the most suitable, b) possible, c) most likely to be successful in attracting attention and support and d) affordable.

• Promote the SCC internet based car share scheme e.g https://Essex.liftShare.com/. Car Sharing schemes encourage individuals to share private vehicles for particular journeys such as commuting. As such, the TPC will promote the web-based scheme which is available to all individuals in the County. • Encourage walking and cycling o Promote to staff the health benefits of regular exercise; employees will be provided with information regarding walking and cycling to the site o Display/make available cycle network maps; o Provide secure under cover cycle parking at the site; o Offer the government based cycle to work purchase scheme to employees; o During the first year of occupation of the site a survey will be undertaken to establish if there are any problems with the site staff cycle parking facilities. • Ensure senior management take appropriate responsibility and monitor travel behaviour. • Encourage the use of public transport o Display / make available public transport information and ensure that employees and visitors are aware of alternative modes of accessing the development; o The site TPC will consider if there is a need to provide a guaranteed ride home service for staff who use bus services to travel to work in the event of an emergency; o The TPC will liaise with local bus operators at regular intervals to promote the updating of local bus stop information and the running of existing services according to the timetable; o For the first 5 years of the Plan, every 12 months after the implementation of the TP, the TPC will provide to the bus operators, via the local authority, any relevant information arising from the staff travel survey and details of points raised periodically by employees on the level of service provided.

7 ACTION PLAN

7.1 The measures identified in section 6 will be implemented on first occupation of the site and will continue over the life of the TP, i.e. five years post full occupation.

7.2 An indicative timescale for implementing the TP is shown below in Action Plan Table 7.1.

7.3 The TPC will play a key role in implementing, monitoring and updating the TP in the five years following full occupation at the site. In more detail the TPC’s responsibilities will involve:-

• Promote the TP to staff and visitors. • Control marketing and publicity requirements. • Highlight and put in place actions to resolve any problems, issues and target updates. • Monitor and report on progress of initiatives and targets.
