Inventing our future Collective action for a sustainable economy My customised regional economic strategy for the East of England 2008–2031 Where are we now? 1.1 The purpose of the The purpose of the regional economic strategy regional economic strategy Setting a vision for the East of England The East of England has been one of the fastest-growing regional economies in the UK. It benefits from a number of major assets – such as globally renowned research departments and institutes, leading companies in growing markets, major new investment to expand international ports and a strong relationship with London, the world’s leading financial centre. It also has many inspirational places including some of the UK’s finest natural habitats and over a quarter of England’s historic market towns. The next few years are likely to be a period of accelerating change for our region – the pressures of globalisation will increase, we will need to respond to the effects of climate change and our region will continue to experience considerable growth. How we address these challenges and capitalise on our opportunities will contribute to the region’s wider sustainable development objectives and affect the quality of life of the region’s population. This regional economic strategy (RES) sets out a vision, bold targets and priorities so that we can drive forward as a globally competitive region. In short, the strategy shows where we want to go and how we will get there. The strategy is owned by the region, and will be delivered through the collective work of political, business and community leaders and institutions. -

September 2019 Welcome to the Rail User Express. RUX is published around the middle of each month. It may be forwarded, or items reproduced in another newsletter (quoting sources). Anyone may request RUX as an email attachment, or opt to be notified when it is posted on the Railfuture (Rf) website. There is no charge for either service. Following GDPR, Railfuture Membership now maintains both lists. Please advise if you no longer wish to receive the newsletter or link, or if you know of anyone who would like to be added. RUX congratulates Network Rail (NR) for delivering £98million of vital improvements over the late August Bank Holiday weekend. Blessed with fine albeit very hot weather, a 10,500 strong team worked round the clock to finish 448 projects on time, allowing a normal service to resume on the Tuesday. Some projects such as track renewal and the transfer of signalling control will have an immediate benefit; some will enable an improved timetable in December, while others have laid the ground for future developments. But all contribute to the Rf aim of a better railway. Well done! Roger Smith We continue with the usual roundup of news items from groups around the UK. Abstract This paper examines the siting and construction of a Magnox nuclear power station on the Suffolk coast. The station was initially welcomed by local politicians as a solution to unemployment but was criticised by an organised group of local communist activists who predicted how the restriction zone would restrict future development. Oral history interviews provide insights into conditions on the construction site and the social effects on the nearby town. Archive material reveals the spatial and development restrictions imposed with the building of the power station, which remains on the shoreline as a monument to the ‘atomic age’. This material is contextualised in the longer economic and social history of a town that moved from the shadow of nineteenth century paternalistic industry into the glare of the nuclear construction program and became an early example of the eclipsing of local democracy by the centralised nuclear state. -

www.gov.uk/englandcoastpath England Coast Path Stretch: Aldeburgh to Hopton-on-Sea Report AHS 2: Sizewell to Dunwich Part 2.1: Introduction Start Point: Sizewell beach car park (grid reference: TM 4757 6300) End Point: Dingle Marshes south, Dunwich (grid reference: TM 4735 7074) Relevant Maps: AHS 2a to AHS 2e 2.1.1 This is one of a series of linked but legally separate reports published by Natural England under section 51 of the National Parks and Access to the Countryside Act 1949, which make proposals to the Secretary of State for improved public access along and to this stretch of coast between Aldeburgh to Hopton-on-Sea. 2.1.2 This report covers length AHS 2 of the stretch, which is the coast between Sizewell and Dunwich. It makes free-standing statutory proposals for this part of the stretch, and seeks approval for them by the Secretary of State in their own right under section 52 of the National Parks and Access to the Countryside Act 1949. 2.1.3 The report explains how we propose to implement the England Coast Path (“the trail”) on this part of the stretch, and details the likely consequences in terms of the wider ‘Coastal Margin’ that will be created if our proposals are approved by the Secretary of State. Our report also sets out: any proposals we think are necessary for restricting or excluding coastal access rights to address particular issues, in line with the powers in the legislation; and any proposed powers for the trail to be capable of being relocated on particular sections (“roll- back”), if this proves necessary in the future because of coastal change. -

Introduction 1.1 Network Rail is applying to the Secretary of State for Transport for the Network Rail (Felixstowe Branch Line Improvements - Level Crossings Closure) Order (“the Order”) under the Transport and Works Act 1992 (“the 1992 Act”). 1.2 Pursuant to Rule 10(6) of the Transport and Works (Applications and Objections Procedure) (England and Wales) Rules 2006, the application for the Order is accompanied by a request for a Direction under Section 90(2A) of the Town and Country Planning Act 1990. If given, the Direction would grant deemed planning permission, so far as it is required, is deemed to be granted for the development sought to be authorised by the Order, subject to any conditions. 1.3 The Order seeks authorisation for the closure of six level crossings over the Felixstowe Branch Line railway, the construction and maintenance of a proposed replacement bridleway bridge and environmental mitigation together with associated closures and diversions to the Public Rights of Way (PRoW) network. 1.4 This Planning Statement is one of a suite of documents submitted in support of the TWA application and sets out the planning policy case for the proposed scheme having regard to provisions of local and national planning policy.
