CAMBODIA 1.1 General situation 1.1.1 Drug use There are no consistent statistics as to the exact number of people who use drugs in Cambodia. However the general consensus among the Royal Government of Cambodia and international agencies is that there are currently between 12,000 and 28,000 people who use drugs. Methamphetamine pills are the most widely used drug in Cambodia, although crystalline methamphetamine is becoming more widely available, with use on the rise, particularly in Phnom Penh and among unemployed youth. Whereas illicit drug use was previously concentrated primarily in urban settings, in recent years it has been expanding into rural areas, in particular in the provinces adjacent to Lao PDR and Thailand (INCSR Cambodia 2012). Inle Lake Long Term Restoration & Conservation Plan
Foreword Inle Lake is one of the priority conservation areas in Myanmar due to its unique ecology, historical, religious, cultural, traditional background and natural beauty. It is one of the most popular tourist destinations in Myanmar and tourism is expected to rise significantly with the opening up of the country. Realization that widespread soil erosion on the mountain ranges flanking Inle Lake could eventually cause problems that would threaten the future existence of the Lake prevailed since late 19th century. Measures were introduced, but were ineffective as they were not developed progressively enough. Several droughts occurred since 1989, but the severe drought that occurred in 2010 was the wakeup call, which brought about serious concerns and recognition that urgent planning and mitigation measures in a comprehensive and integrated manner was imperative, if the Lake was to be saved. Ministry of Environmental Conservation and Forestry (MOECAF) organized a National Workshop in 2011 at Nay Pyi Taw; basic elements required to draw up a Long Term Action Plan were identified and a resolution to formulate a Long Term Restoration and Conservation Plan for Inle Lake was adopted. MOECAF requested UN-Habitat to assist in formulation of the Long Term Restoration and Conservation Plan for Inle Lake and the Royal Norwegian Government kindly provided necessary financial assistance. The Team of experts engaged by UN-Habitat identified the main causes, both natural and human induced, that have impacted adversely on the Lake and its environment. Fall out of climatic variations, irresponsible clearing of soil cover, various forms of change in land use patterns in the Watershed areas caused widespread soil erosion, resulting in heavy loads of sediment entering the main feeder streams and ultimately into the Lake, causing it to become very much smaller in size and shallower in depth. -

This publication is also an important milestone for Myanmar Development Research (MDR) as it is the organization’s first project that was conducted directly in response to the needs of civil society and different stakeholders who have been putting efforts in the process of the political transition of Myanmar towards a peaceful and developed democratic society. We would like to thank our supporters who made this project possible and those who worked hard from the beginning to the end of publication and launching ceremony. In accordance with the provisions of the General Counterdrug Intelligence Plan, the National Drug Threat Assessment integrates foreign and domestic counterdrug intelligence and information on domestic drug consumption trends in a single report. This report is a comprehensive assessment of the threat posed to our society by illicit drugs. It integrates the most recently available reporting from national-level law enforcement, intelligence, and health and human service agencies including the Drug Enforcement Administration, Federal Bureau of Investigation, U.S. Coast Guard, U.S. Customs Service, El Paso Intelligence Center, Financial Crimes Enforcement Network, Crime and Narcotics Center, National Institute on Drug Abuse, Substance Abuse and Mental Health Services Administration, and National Institute of Justice. It incorporates data from current national drug abuse indicators—Arrestee Drug Abuse Monitoring Program, Drug Abuse Warning Network, Monitoring the Future Study, National Household Survey on Drug Abuse, Parents’ Resource Institute on Drug Education Survey, and Treatment Episode Data Set—to accurately and reliably depict the current domestic drug abuse situation. The National Drug Threat Assessment draws on information provided by nearly 2,600 state and local law enforcement agencies throughout the country to document the current threat and emerging trends in drug trafficking and related criminal activity in the United States. -

Euro-Burma Office 4 to 10 September 2010 Election Monitor ELECTION MONITOR NO. 40 SHAN STATE, PA-O SELF-ADMINISTERED ZONE ELECTORAL SUB-COMMISSIONS MEET A meeting between the Shan State Electoral Sub-commission and the Pa-O Self-Administered Zone Sub- commission was held at the meeting hall of Hopong Township Sub-commission on 27 August. The chairman of Shan State Sub-commission, U Pwint, addressed the meeting and sub-commission members. Township Law Officer, U Maung Maung, and Deputy Director of the Information and Public Relations Department, Daw May May Ni, explained the election laws, rules and the electoral process. U Thet Tun, the chairman of Pa-O Self- Administered Zone Sub-commission, discussed the electoral work this is to be jointly carried out by the Hopong, Hsihseng and Pinlaung Townships. U Than Win, the chairman of Hopong Township Sub-commission, also discussed conducting electoral training courses and issues related to the preparation of sites to be designated as polling stations with sub-commission members.1 ELECTORAL PROCESS COURSES OPENED IN MAUBIN TOWNSHIP On 2 September, a training course on the electoral process organized by the Maubin Township Election Sub- commission in Maubin District, Ayeyawady Region for returning officers, deputy returning officers and members of polling stations was opened at the Aungheit village-tract. Those present included Members of Maubin District Sub-commission Daw Ngwe Khin and U Myo Myint as well as trainees. Township election sub- commission members U Thaung Nyunt, U Htein Lin and U Myint Soe briefed those present on electoral laws and by-laws and gave lectures on the electoral process for returning officers and deputy returning officers. -

Update of Information for Each Country1 1-1 Cambodia (1) Transnational and Asian drug trafficking groups continue to target Cambodia as a source, transit and destination country for amphetamine-type stimulants (ATS) and other illicit drugs. Therefore, the amounts of crystalline methamphetamine and cocaine seized in Cambodia since 2012 are significantly higher than in previous years. Cannabis continues to be illicitly cultivated in Cambodia; however, cultivation levels continue to decline. (See 4-1 for more country details.) (2) As a recent trend, majority of the drug users in Cambodia are youths aged between 18 to 35, many of which are unemployed. A total of 2,713 persons are currently undergoing drug treatment and rehabilitation at the government-run or privately-run centers. 1 Updates from the Regional Report submitted to Central Dublin Group Meeting held on May 2014 14832/14 JV/tt 1 DG D 2C EN (3) Within the framework of New Strategic Plan on Drug Control (2013-2015), the government plans to set the following objectives for 2014: (1) Continue to promote drug education and awareness, (2) Strengthen Community Based Treatment, (3) Promote efficient law enforcement operations, (4) Increase cooperation among ministries and institutions, (5) Promote and enhance cooperation with neighbouring countries, including continuously strengthening Border Liaison Offices (BLO), (6) Promote and enhance international cooperation, (7) Strengthen institutions concerning all related authorities.
