Marketing Strategic Plan

TICA’s Marketing and Outreach Committee offers their analysis, thoughts and recommendations for a short and long term marketing plan. Initial discussion and analysis was conducted with approximately 25 TICA members (judges, applicants and trainees) at the Albuquerque CEU Fiesta on June 12 and continued with discussion and planning the following day among members of the Committee and guests. Finally, a draft document was circulated among all those who had participated in discussions and all members of the Marketing Committee. We welcome discussion.

2016 Annual Meeting, Page 14 TICA is a Business Though historically operating as a not for profit organization, TICA has only recently been given nonprofit status by the U.S. Internal Revenue Service. TICA is, and always has been, a corporation, subject to the limits and laws governing this type of business structure and including the fiduciary responsibility of its elected officials and officers to put the welfare and best interests of the corporation above their own personal or other business interests and to use appropriate care and diligence when acting on behalf of the corporation, including the personal acquisition of knowledge and skills needed to understand and execute responsibilities. They are expected to exercise reasonable prudence in carrying out their duties to achieve the best interests of the corporation. TICA’s “business” is a Registry of . In accordance with TICA’s prior business planning, TICA’s success and health is partly measured by its registration activity. The following graphic depicts registrations by year among select registries.

An important set of data not available to the Committee is a breakdown between registrations originating within North America and those outside North America. Intuitively, the Committee feels that a decline in North American registrations is masked by growth outside North America – for both U.S. based registries. What Does TICA Have to Market? Fabulous felines, fun and friendship, of course! In a nutshell, TICA must market Cats, the Cat Fancy, and TICA, itself. While cats currently enjoy an increased popularity, they are yet to enjoy the same perceived value as dogs. Much marketing, research and information focuses on dogs, with a noticeable lack of the presence of things “feline.” TICA is in a unique position to supply information and expertise regarding cat behavior and care to cat lovers and enthusiasts all over the world. TICA’s basic business centers on the preservation of our unique cat breeds. While we embrace “ALL CATS” and cherish the non-pedigreed cat, a primary mission is to preserve the breeds and support the breeding and showing of healthy cat breeds. TICA’s cat shows, title and award programs recognize this effort. Finally, it is important to market TICA, our organization. By striving to be the “go to” for all things “cat”, TICA becomes preeminent in the pet industry world and will attract additional corporate partners to support the advancement of the organization and the value of the cat as a companion . Clearly by our participation at pet expos and vet conferences, we have already attracted new corporate business partners.

2016 Annual Meeting, Page 17 Analysis Time Considerable brainstorming time was spent focusing on scanning the environment for political, economic, social and technological factors that could affect TICA either positively or negatively and present opportunities. In addition, TICA was discussed as a business to identify strengths, weaknesses, and threats that could affect our association and its success. Following reflect brainstorming data in those areas:

2016 Annual Meeting, Page 18 With apologies, the Committee recognizes that their analysis is U.S.-centric, but still very important to TICA’s future. Many observations apply all across TICA’s world. Following are the primary environmental changes that influenced the Committee’s discussion and recommendations. Political Change There is a noticeable lack of animal advocates except for the animal rights advocates (at both a local and national level.) More and more local governments in the U.S. are passing pet limits, mandatory spay/neuter and breeder licensing. With the lobbying for such legislation, animal rights activists are probably responsible for a cultural shift to “Adopt Not Shop” – causing the purchase of a pedigreed cat to be considered less socially acceptable than “rescue-ing.” Social Change The Millennials: At the same time, a new generation is growing, with different views and perceptions of the world. The “Baby Boomers,” who had been our cat fancy base, are rapidly taking second – and third place – to an upcoming group called the Millennials. The U.S. Census Bureau reports that Millennials, or America’s youth born between 1982 and 2000 (approximately 16-35), number 83.1 million, exceeding the 75.4 million baby boomers. This tech- and text-savvy group comprises 27 percent of the U.S. adult population, and, by 2018, their spending power will reach $3.39 trillion. Market researchers note that there are currently 43 million pet owners in the 18- to 34-year-old-age group—which is 31 percent of all pet owners. “About 74 percent of millennial pet owners own a dog, nearly half own a cat,” said Bob Vetere, President and CEO of the American Pet Products Association. The following quotes are taken from pet industry readings. . “Quite simply, not understanding them, not finding ways to be relevant or engaging to them, and not adapting to their new expectations are the easiest ways for a brand to fail.” Kerry Sutherland, owner of K. Sutherland PR . “Millennials learn of pet products through the Internet more than any other generation, but they use pet product company websites less than any other group. They tend to spend more on their than previous groups, and products that previous generations may have found as discretionary, the millennials are finding as necessary.” Bob Vetere, President and CEO of the American Pet Products Association.

2016 Annual Meeting, Page 19 While the Millennials are devoted and discriminating pet owners, they also are presented with many, many ways to spend their leisure/entertainment time, are very tech savvy, and devotees of social media. Cats Rule: Somewhat unexplained is the current social fascination with cats. There are more cat themed videos and photos on the web and social media than any other subject. We see cat cafes, cat video festivals, cats used in commercials, cat apps and even a CatCon.

Technology Change Technology has advanced to the point that people are literally able to hold it in their hands. Technology is a necessity in allowing TICA to communicate with and service our customers and potential customers. Technology will play an even more important role in the life of “The Millennial.” “Many of these millennials grew up leashed to the Internet. As a result, the 18- to 34-year- olds generally prefer a convenient, mobile shopping experience,” according to a generational-spending study from The NPD Group Inc. in Port Washington, N.Y., and the University of Pennsylvania in Philadelphia.

TICA – The Good, the Bad, and the Ugly TICA definitely has a lot going for it. It is genetics based (science integrated with cats), has a knowledgeable and expert judging panel, recognizes and honors both pedigreed and non- pedigreed cats, has strong corporate sponsors, and enjoys exposition opportunities that give it public presence and club support. On the other hand, we still have low brand awareness – in part due to the fact that the cat fancy, in general, doesn’t have the visibility of the dog fancy. We are lacking in our ability to communicate current information – especially to our clubs. TICA’s good fortune has always included a cadre of dedicated enthusiasts, accessing their personal resources of skills, abilities and finances. The reliance on the donations of time and talent from volunteers should be appreciated not overused. Evaluations of the tasks needed may be necessary to determine a distinction between utilization of volunteer organizational talent and taking advantage of good will. In other organizations this frequently results in “burn out” and the loss of the person’s skills and pivotal organizational knowledge when they depart to other avocations.

2016 Annual Meeting, Page 20 TICA finds itself poorly staffed to implement new ideas and technology quickly. And, in reviewing the data on where the “cat lovers” are around the world, TICA has limited presence in some important developing areas. (These issues are not addressed in this plan as the Committee feels these are more within the purrview of the TICA Board of Directors.)

Marketing – To Whom and Why The Committee listed the following as potential market targets and purposes:

Where There’s a Will, There’s a Way The Committee feels that TICA’s most important ways of reaching the target groups are through cat shows, pet expos, pet industry conventions and activities, social media/technology and educational outlets. Additionally, the Committee agrees that, given the huge diversity of our target populations, many different ways and means must be utilized to reach them. The Committee agrees that TICA’s #1 marketing tool is “The ”. Pet Expos: TICA currently has a partnership agreement for booth space or show space with Amazing Pet Expos, partners with WPA’s America’s Family Pet Expo and participates in several other pet expos around the U.S. TICA has also supported presence at other pet expos outside the U.S. and should continue to evaluate America’s Family Pet Expo – Cost Mesa - 2016

2016 Annual Meeting, Page 21 opportunities as they arise. While the pet expo presents a challenging show environment, it is an important educational outlet for cats, the cat fancy and TICA. Industry Conventions: The pet industry continues to grow and is planning for the influence of the Millennials. TICA is the only feline registry member of both PIJAC (Pet Industry Joint Advisory Council) and WPA (World Pet Association). Our memberships give us access to industry research and insight. With the printing of the full color breed poster, TICA created a perfect opportunity to participate in various veterinary conferences, including the American Association of Feline Practitioners. Additionally, TICA was in attendance at Texas Unites for . These have all been excellent exposure for TICA and have resulted in tremendous educational opportunities, corporate sponsorships, and dialog. Companion animal-related scientific conferences merge as an important and strategically significant opportunity to positively market TICA, its breeds and members. The “genetic registry” characterization of TICA provides unparalleled ethos in scientific communities and among registries of any species. Feline breeds and genetic conditions are frequently discussed and TICA should be aware and potentially active in those conversations. The opportunity to establish greater collaboration between enthusiasts and researchers is mutually beneficial. Western Veterinary Conference – Las Vegas - 2016 The Committee believes that other convention/conference opportunities exist for TICA to attend where a “cat presence” would be useful. We find that many conferences and conventions are VERY dog, rather than feline, oriented. We want to “Blow the Stereotype! Social Media/Technology: Even within the current demographic and not considering the considerable influence the Millennials are expected to have, TICA makes marginal use of technology to reach our potential markets. TICA is fortunate to have a dedicated group of volunteers who keep the Facebook Page fresh and fun, but other means of reaching our demographic (or desired demographic) are pretty limited – Twitter, Instagram, Pinterest, primarily. Twitter and Instagram could be used during events such as expos and conferences when there is already a social media push going with the event organizers. We should be able to piggyback on other social media networks. Instagram could be used to educate people on what cat shows look like and share the fun. A social media guide could be useful to

2016 Annual Meeting, Page 22 explain the use of hashtags, and which ones to use at shows, such as #TICA, #catshow, #catsofinstagram. LinkedIn is also a valuable social media resource that lends TICA professional credibility, and is useful in branding TICA as the expert on “all things cat.” Those who work to put on shows could be encouraged to list TICA activities under volunteer experience. A coordinated and active social media presence which includes generating information about TICA to be published and posted is extremely important and desirable. Unfortunately, the ability to reliably pursue this task is limited due to staffing. Education: There is much that TICA has to offer about cats, from our judges and their interaction with breeders and public at shows to TICA University (TICA U). Other resources include our judges and members in scientific/research areas who could be used to insert TICA into serious feline study areas and enforcing the idea that TICA is a serious, professional organization, and the “go to” place for all things “cat.” Recent attempts have been made to revitalize TICA U, but the effort suffers from the lack of a coordinated plan and staffing to concentrate on updates, refreshes, and actual input of content. The Committee recommends dedicated staff to making TICA U a more effective educational tool. A proposal was made for a more formalized Education Committee. The Education Committee would be responsible for the oversight of cat related educational offerings through an expanded role of TICA U. The Education Committee would be comprised of a Chairman, and Program Coordinators to coordinate, develop, and maintain the activities of TICA U. TICA U’s audience would be the following groups: General Public TICA Exhibitors Veterinary Community Cat Breeders (Cat Enthusiasts) Pet Products Industry Breed Committees Judges

TICA U’s role would be expanded to include not only educating the general public as to the care, health and love of cats, but could also develop and offer curriculum for

 Beginning breeders – e.g., , similar to that which is required by LOOF to become a breeder in .  Possibly extended to offer a professional educational program for cat breeders that would be developed and accredited by a respected university.  A depository of continuing education resources for the various groups identified above, such as reference materials from breed seminars, CEU events, educational symposiums, webinars, and online courses.

2016 Annual Meeting, Page 23 The Education Committee would work in tandem with the Marketing and Genetics Committees, to provide for the dissemination and development of continuing education opportunities on the TICA U website.

The Committee recommends using TICA U as an educational platform, along with the TICA website but recommends a commitment of staff resources to be successful and effective.

The Best for Last – Cat Shows: As mentioned before, cat shows are TICA’s best and foremost way of marketing cats, the cat fancy and TICA. In order to attract the attention of potential breeders, exhibitors, and influencers, to the extent possible, TICA shows need to be an “event.” They need to define and market to target audiences.  TICA should have a Club Portal on the tica.org website for the communication of and distribution of resources available for clubs. This should include the information on how to put on a show, logos, sponsorship possibilities and general ideas and resources, supported by TICA.  Shows should try to reach and be relevant to a multitude of audiences – Baby Boomers to Millennials  Shows should include interaction of cats and spectators – cat ambassadors, kissing booth, games involving breeds, narrative about breeds  TICA signage should be prominent; the Marketing and Outreach Committee will develop uniform signage  Large shows should consider a dedicated TICA booth – a one stop shop – for information and distribution of TICA literature and materials

 Onsite HHP registrations might be possible at larger shows  “Selfie” opportunities  Increase awareness of local shows Denver County Fair - 2015  TICA “apps” to alert visitors when their favorite breed is in a ring, connect to catalog, and connect to catalog and breed descriptions.  Encourage judges, as time allows during the day, to present and talk about the cats in their ring to spectators and exhibitors alike. This discussion can range from what the judges are looking for when they judge a cat against a standard to Household pets to scoring and any variety of topics.

How About In Reach? We’ve talked a lot about outreach activities, but how about activities aimed at recognizing and supporting our current members, exhibitors and breeders? Certainly, providing more information on breeding and health issues on TICA U is a plus for our breeders, along with providing access to the

2016 Annual Meeting, Page 24 breeds and breeders through the outreach activities. Judges should be encouraged to be more vocal during judging in stating what they are and are not looking for in breeds. If we want to encourage healthy breeds, we have to discuss in the rings what we want to see and what we don’t want to see. As we fancy ourselves as being the “friendly” organization, the Committee was interested in supporting a regional proposal to provide a “hospitality” bag to new exhibitors. The Committee will look into how to support this effort at the corporate level. The Committee believes polling TICA members would be useful for further marketing planning. The poll would attempt to gather their thoughts on issues like: Why do you show? What would you like to see at shows? Etc. The Committee also feels that the monthly TICA e newsletter could be a more effective communications tool with a dedicated resource. The Committee also discussed the development of a “loyalty program” and may make a recommendation at a later date. Finally, the Committee felt that the current lack of resources will stymie efforts to implement marketing and communications efforts. It is recommended that resources be allocated to hire a person to be responsible for supporting TICA communication, education, publications and outreach efforts.

TICA Resources TICA is rich in the number of and variety of outlets and materials it has at its disposal for marketing purposes. TICA is now publishing two coloring books, one just now available in Spanish. These books are directed to children, but with the current adult coloring craze, they are also appealing to adults. Many of the books are being used in classrooms and veterinarian waiting rooms, along with primary distribution at pet expos, cat shows and events. The term, TICA’s Colorful World of Cats, has been trademarked. TICA’s visitor guide, TICA’s World of Cats (also trademarked) has been an important publication for all outreach events. The publication includes much of the same information available in current brochures, but also includes pictures and descriptions of all of TICA’s currently recognized cat breeds. The publication is currently in production with a new cover, fresh content, and updated breed

2016 Annual Meeting, Page 25 information. The guide provides an advertising outlet to both TICA breeders, corporate partners and corporate advertisers. The full color breed poster has been a huge success within the veterinarian, vet school, shelter, and grooming areas. It has been an important calling card for TICA at animal veterinary events. The Committee feels distribution has lagged and a way to continue distribution outside of the currently planned conference events needs to be developed. TICA U and the main TICA website have been discussed previously. Both have great potential as educational outlets for both TICA’s clients and potential clients. A special TICA logo has been developed for use in outreach events. Sporting a stylized cat, it immediately identifies TICA’s name with all things “cat.”

The Committee recommends it pursue corporate level support for a new exhibitor welcome bag and possible “swag.” 7. The Committee recommends polling TICA members to gather their thoughts on issues like: Why do you show? What would you like to see at shows? Etc. This input would be useful for further planning by the Marketing Committee. 8. The Committee recommends have a dedicated resource for the monthly TICA e-newsletter in order to make it a more timely and effective communication and educational tool. 9. The Committee would like to pursue the idea of a “loyalty program” for TICA members. 10. It is recommended that resources be allocated to hire a person to be responsible for supporting TICA communication, education, publications and outreach efforts. TICA should have clear and consistent delivery systems for information, rules, and materials. A communications person who takes the lead on getting information out to everyone, without a duplication of efforts, would be key in TICA providing a clear and consistent message. 11. A plan to further push the distribution of the breed poster needs to be developed. 12. The Marketing Manager should continue efforts to recruit corporate partner support in order to implement or offset the cost of implementation of marketing projects as possible.

Reporting to the TICA Manager of Marketing and Business to Business Development, the Communications Coordinator is responsible for organizing and overseeing the creation of promotional materials and brand identity and supporting communication with Members and clients. The job requires knowledge of TICA’s business, the cat fancy and cats. It requires a creative and analytical mindset and the ability to support TICA’s motto: “Fabulous Felines, Fun and Friendship.”

Position Description The Communications Coordinator oversees and manages TICA’s social media presence, designs and reviews or coordinates the design of promotional materials, promotes TICA activities through various communication methods, and ensures that communication with Members and clients is informative and timely.

Essential Duties and Responsibilities • Edits and publishes the monthly TICA e newsletter. . Designs marketing and promotional materials or coordinates with volunteers or other contractors. • Reviews and Edits all promotional materials prior to distribution. • Distributes print and online marketing materials. • Analyzes TICA’s social media and online presence. • Contributes to TICA blog or websites. • Assists in redesigning website as necessary. • Maintains TICA’s presence on social media sites like Twitter, Instagram and Facebook. • May help organize and oversee promotional events. • Writes content for newspaper or magazine articles and ads. • Researches ways to reach a wider consumer base, either online or in print.

Required Knowledge, Skills and Abilities • Demonstrates strong writing and editing skills, including a superior knowledge of English and grammar. • Exhibits knowledge of TICA’s identity, mission, and goals. • Familiar with and proficient in social media tools and apps, • Basic knowledge of Photoshop or equivalent design program. • Blogging or writing experience • Exhibits proficiency in Microsoft Office Suite including Word and Power Point • Familiar with website design and development • Is capable of thinking creatively and analytically. • Able to work independently and with a variety of different individuals. • Is able to conduct independent research into target markets. • Demonstrates knowledge of TICA’s direct competitors. • Able to support TICA’s educational mission.

Education and Experience Bachelor’s or Master’s Degree in Marketing, Communications, English, Education or Business. At least 5 years of practical experience.

Board Governance

ARTICLE TWO: Ethics Confidentiality. Members of the Board of Directors shall use information belonging to or obtained through their affiliation with TICA solely for the purpose of performing services as a Board member for TICA. All such information is confidential. Members of the Board may not disclose, divulge, or make accessible confidential information to any person, including relatives, friends and business and professional associates, other than to persons who have a legitimate need for such information and to whom TICA has authorized disclosure. Members of the Board of Directors are reminded that Standing Rule 109.2.8 specifically prohibits the dissemination of information related to any matter discussed in Executive Sessions of the Board. Members of the Board must exercise good judgment and care at all times to avoid unauthorized or improper disclosures of confidential information.

ARTICLE SEVEN: Publishing Minutes of the Meetings General and Executive Session Reporting Executive Sessions It is expected that the published minutes of the General Board Meeting record that the Board went into Executive Session, the purpose of the session and the outcome of the discussion. For example, the general minutes of the meeting may record that, “the Board went into Executive Session to consider advancement and re-licensing of judges.” The general minutes would then record the outcome of that consideration, including the name of the maker and second of the motion. The outcome of voting on motions will either be noted as “carried” or “denied”. The use of “carried unanimously” shall be used only if requested by the Chair and agreed to by the Board. The general minutes will include the individual vote of each board member by name. Exempt from reporting in the general minutes would be the outcome of charges, complaints or protests which were found to be groundless. In accordance with Standing Rules 109.2.7, the Board will maintain separate minutes of the Executive Session Meeting, in the form of a confidential addendum if discussions and actions are taken on matters prohibited from dissemination to Members under By-Law 19.2.7.

RATIONALE: TICA is now a federal non‐profit and as such, subject to greater regulations and expectations of disclosure and transparency than previously. Recording the votes of individuals by name as well as the abstentions will ensure proper voting records.

BY-LAWS

19.2.4 All meetings shall be open to the public unless the matter under discussion concerns personnel matters or contract negotiations, or is of a sensitive business nature related to business strategy for the organization, or is of such a nature that it may be embarrassing, derogatory or humiliating to a member an individual, in which case the Board of Directors may go into closed session.

RATIONALE: In practice, we don’t really treat complaints against non‐members any differently and memberships may lapse for a few months between renewals.

19.2.7 The full minutes, except any minutes relating to charges, complaints, or protests which have been found to be groundless, excluding specific information that may be discussed under Article 19.2.4, of the meetings of the Board of Directors shall be provided to any member upon the request of that member and payment by the member of the cost of reproducing and mailing those minutes.

RATIONALE: As currently written, these two By‐laws do not blend together. They should be consistent with the obligations under our non‐profit status. Our minutes should be available to our members. Making the change to 19.2.7 would allow the minutes to be published with exclusion of any information that may be considered confidential in our discussions while in executive session.

STANDING RULES

109.2.7 Restrictions. All matters restricted under ARTICLE NINE, 19.2.8 will be printed in a confidential addendum to the minutes with the admonition that information contained therein is prohibited from dissemination to any persons. “All members and officials of the Board in Executive Session are admonished that all matters discussed in Executive Session may NOT be disseminated orally or electronically or in any other manner.”

RATIONALE: There is no longer a need for Standing Rule 109.2.7 with the revisions to the above By‐Laws and Board Governance Policy.

2016 Annual Meeting, Page 29 Amend 33.8.3 - Championship Advancement Criteria (Board Directive)

Following the Winter 2016 Board meeting, Rules Committee was directed to put forward this amendment to clarify an ambiguity in the advancement criteria.

In 33.8.3, the requirement is to provide a “List of at least 35 shows licensed by WCC organizations of which at least 10 must be TICA shows where cats have been exhibited, including regions/countries and judges.”

For the 10 shows referred to, the Board agreed that this should be clarified as 10 TICA shows whilst the breed is at the ANB level.

Note that additional TICA shows could be listed as part of the 35 – but these need not be at ANB level.

Amend Registration Rule 33.8.3:

33.8.3 List of at least 35 shows licensed by WCC organizations of which at least 10 must be TICA shows where cats have been exhibited whilst the breed is at ANB status, including regions/countries and judges. A show shall be defined as a “show catalog” for this purpose.

Rules Committee Comments:

(A) Having a requirement of only 10 TICA shows while in ANB seems like a pretty thin requirement to me.

(B) It is a minimum. The cats still have to be shown in at least 35 shows. It is a balancing act and the rules were revised back then because the Board felt that actually getting to Championship in TICA (having gone through all the previous stages) was very difficult - especially for transfer breeds.

2016 Annual Meeting, Page 32 Amend Show Rules 212.3, 212.4 – Top 10 Allbreed Alters (Dopko)

Rationale:

The entries in the Alter class have changed over the last 5 to 10 years. So much so that the judges are constantly commenting that the Alter class has now become one of the most competitive classes in TICA due to the number of high quality of Alters in the show ring today. Alter exhibitors have changed over the years as well. There is an increase of Alter-only exhibitors (non-breeders) competing. As a result, the HHP and Alter classes appeal to the TICA members who do not breed, do not consider the shows as part of a cattery business and simply show as a hobby and out of a love for our cats. It is widely known that many TICA breeders started out by showing HHPs and Alters and then gradually made the transition to becoming breeders. Changing the current Alter Finals rule would provide more incentive for the hobby exhibitor, especially the new or first time exhibitors, as the HHP and Alter classes are where TICA needs to be enticing exhibitors to eventually consider breeding in the future.

TICA already splits the Alters into LH and SH Speciality classes and offers a Top 5 regardless of count. As a result, this should not be a stretch to offer a Top 10 Alter Allbreed class regardless of count.

By increasing the AB Alter finals to equal the number of cats competing up to a maximum of 10, this also helps increase our show counts. Currently, the more competitive TICA exhibitors are concentrating on supporting the shows that have a minimum count of 25. Since the economy took a down turn in 2008, the shows with a routine count of 18 to 20 Alters have suffered as a result of Alter exhibitors choosing to attend shows known for having larger counts. By increasing the number of finals, this gives the TICA hobby exhibitor more incentive to support the smaller shows and helps increase entries and revenue for those shows. Again, keeping those exhibitors participating in the TICA show world and eventually increasing our breeders.

I come from the horse show world, as a judge, competitor and breeder. Due to the economy crashing in 2008, we had one major division in particular that began to suffer and we eventually changed the rules to reflect something similar to my proposed rule change for the TICA Alter division. There was much discussion in regards to the pros and cons and whether this would provide an incentive or lead to a false sense of accomplishment by potentially awarding lesser quality animals. What we have found over the last five years, though, has been the opposite. The high quality horses are still present at our horse shows, but by “tweaking” our rules, we in turn helped increase exhibitor attendance during a tough economic down turn. As a result, the smaller shows with less exhibitors that began suffering through 2008 to 2010 have now increased in numbers and we are back to seeing these shows thrive despite the current economy. And again, we are ultimately creating an incentive to ensure many of these exhibitors continue to participate in our industry

2016 Annual Meeting, Page 33 and eventually make the move into becoming future breeders or supporting the industry in other aspects. I hope for the same success rate for TICA!

212.3 If there are FEWER THAN 10 cats, or , alters competing, judges in either allbreed or specialty rings shall present the top five. However, if there are fewer than five entries in any class, the club is required to provide rosettes for the number of entries competing.

212.4 Number of Rosettes Awarded

212.4.1 Household Pet Adults and Household Pet Kittens - The number of rosettes awarded in the HHP adult class and Household Pet kitten class shall be equal to the number of cats competing up to a maximum of 10.

212.4.2 Alters - The number of rosettes awarded in the Alter allbreed rings shall be equal to the number of cats competing up to a maximum of 10. If there are FEWER THAN 10 alters competing in specialty rings, judges shall present the top five.

212.4.23 Top 5 Format - 20 or Fewer Cats Present: When 20 or fewer cats, or kittens, alters are present, the judge shall award Best through Fifth Best final awards.

Rationale:

As 901.4.3.4 is currently written it is a requirement for the actual owner of the cat in question to have shown the cat in order to obtain an RW. So having been shown by an agent wouldn't count.

Although it is unlikely that the EO would interpret the rule so strictly, the rule should be corrected to match current practice.

Rules Committee Note:

The sentence about showing within the region is already set out in 901.4.3.2 so does not need to be repeated here. Rules 901.4.3.4 and the sub-sections are really about how those RWs are recognised in the Regions and by TICA.

901.4.3.4 Regional Awards. Regional Awards will be presented to the 25 cats, kittens, alters, household pets, household pet kittens and 25 longhair cats and 25 shorthair cats having the highest aggregate points of all cats, kittens,alters, household pets and household pet kittens, as applicable in the region. All awards earned during the show year will be listed accordingly for every region or recognized area and internationally.

Rationale:

These rules date back to 1996, when we believe that the EO started to record RW and IW automatically onto registration records, with the provision that winners in previous years could apply to have it added to their record.

Rule 907.2.1 is now obsolete, since it is highly unlikely that anyone will apply for a RW/IW title to be added to a registration record for a cat that is over 20 years old!

907.2 does not take account of the increase to Top 25 RW and IW.

In addition the fees quoted in these rules do not match the current price list.

Amend Standing Rule 907.2

907.2 RW/IW. Beginning the show year 1996-97, International Winner (IW) and Regional Winner (RW) will automatically be added to the TOP 20 CAT, LH/SH CAT, KITTEN, ALTER, HOUSEHOLD PET or HOUSEHOLD PET KITTEN winners in the records registration records of winners at the Executive Office. 907.2.1 Rule deleted Effective 05/01/97, a cat or kitten that has achieved the official status of International Winner or Regional Winner as Top 20 CAT, LH/SH CAT, KITTEN, ALTER, HOUSEHOLD PET, or HOUSEHOLD PET KITTEN shall be entitled to apply for the prefix International Winner (IW) or Regional Winner (RW) to be added to its official registered title regardless of the year in which the title was won. Rationale:

I would like to request an amendment be made to Article Ten - Guest Judges in the Judging Program.

I am experiencing too many late requests for judges that give myself and the committee less than a month to process the request. This also slows licensing of the show as it cannot be licensed until the guest judge is approved and I send notice of same to the EO. I don't mind if it is an emergency situation, but surely show managers are aware of their judging needs more than 2 months out, so I believe that this should be fair.

(Rules Comment: the addition of the new Standing Rule is to ensure that the requirement will be seen by all Show Managers, since they may not necessarily look at the Judging Program rules).

Rule Changes:

Amend Judging Program 410.1.1

International Guest Judge. A club may apply to the International Judging Committee for approval for a licensed Allbreed judge from another cat association to judge a TICA show. Application shall be made on the official TICA Application for Invitation of International Guest Judge. The application should be submitted at least 2 months prior to the date of the show.

Add new Standing Rule 202.4.4.2

202.4.4.2 - Applications to invite a Guest Judge to judge a TICA show need to be submitted to the Judging Administrator at least 2 months prior to the date of the show. For the process and requirements see Article Ten - Guest Judges in the Judging Program.

Rationale:

The Winter 2016 Board Meeting records “46. Unanimous consent by Crockett to send to the Rules Committee: Remove the annual fee for both the clerking and entry clerking programs. If the test is submitted on a timely basis‐no fee. If the test is late charge a $10 late fee. Without objection.”

Pros • The fee was originally put in place to cover the cost of paper, printing & postage. Everything is now done electronically. • Less work for the EO. • To prevent any miscommunication between the Clerking administrator and the EO. • Encourage more people to enter the clerking program. • To encourage participants to remain in the clerking program without having to start the program all over again.

Cons • Introducing a rule change which would apply to very few members and would give addition work to both the EO and Clerking Administrator

Rules Committee also notes that exams are now mostly emailed, and proposes an additional minor amendment to 51.2.5.3.

Amend Clerking Manual Rules:

51.2.5.1 Payment of TICA membership dues and a $5 annual recertification fee on or before May 1 of each year.

51.2.5.3 The re-certification exam must be returned to the Clerking Administrator within 60 days of the date when the exam was mailed or emailed. Part 1: TICA registrations of cats bred in Italy

Article 1. TICA will not issue any registration for cats born in Italy or bred under an Italian cattery name or by breeders residing in Italy, except as provided below.

Article 2. TICA will only issue a registration number to breeders stated in Article 1 upon request accompanied, for each cat to be registered, by an Italian registration certificate stating his name, sex and birth date and issued by a registration book officially recognized by the Italian Department of “Politiche Agricole e Forestali”. If the kitten is registered in the ENFI stud book, its pedigree status can be checked on-line on the ENFI web site, based on the cat's identification number. The cat will receive a permanent TICA registration number only after submission of the Italian pedigree.

Article 3. Should a cat or kitten as in Art.1 be entered in a TICA show pending the registration process of Art.2 but before TICA has received his Italian registration certificate, the points gained in competition will become official only after the Italian registration certificate is received by TICA.

Article 4. TICA will not modify in any manner the registration of breeds appearing in the Italian certified pedigree: such pedigrees will be transcribed upon request into the TICA registration book subject to a control of genetic consistency of the data entered.

Article 5. In a spirit of cooperation, the scientific committees of both organizations will collaborate in their work aimed to the acceptance of jointly recognized breeds.

Part 2: Cat shows.

Article 6. Cat shows held by ENFI clubs and by TICA clubs can be held under the rules of ENFI and TICA respectively, simultaneously in the same show hall

2016 Annual Meeting, Page 43 Article 7. During these joint shows, traditional judging will be held under ENFI rules and American style judging will be held under TICA rules. If a joint show involves also clubs of other associations, each association will hold judging rings under its own rules. More generally, each club will operate its own show under its own rules. For shows held in Italy, additional exclusion rules imposed by the Italian laws may apply.

Article 8. Allbreed Judges of each organization will be eligible to be considered for acceptance as one-time guest judges in the other organization, subject to approval by the competent evaluation committees of those organizations.

Part 3: Recognition of TICA registrations.

Article 9 (breeds and colors recognized by ENFI).. For cats registered in TICA, born outside of Italy and bred under a foreign cattery name by breeders not residing in Italy, the TICA “certified pedigree” (containing the data of the cat and of all its ancestors up to the 4th generation) will be recognized by ENFI and transcribed to the ENFI registration book, subject to a preliminary control of genetic consistency of the data entered, and with the understanding that only breeds, outcrosses and colors recognized by ENFI appear in the pedigree.

Article 10. For cats born in Italy, up to December 31st, 2016, upon request of the breeder, TICA “certified pedigrees” (containing the data of the cat and of all its ancestors up to the 4th generation) will be transcribed into the ENFI registration book, provided that they comply with the rules of Article 9.

Article 11 (breeds and colors not recognized by ENFI). For cats of all breeds not recognized by ENFI but included in the list of breeds approved by other worldwide associations at the date of March 2016, the same rules of Art.9 will apply, but the cats will be registered in ENFI’s experimental registry (“Registro Supplementare”) instead of the stud book. Moreover, the TICA breeds that are registered in the experimental registries of the other Italian genealogical books approved by the Italian Department will also be approved for registration in ENFI’s Registro Supplementare.

Part 4: Conciliation.

Article 12. In case of a conflict in the application of this agreement or a problem stemming from one of its articles, an arbitration committee mandated to solve the problem will be formed, consisting of a representative named by ENFI and one named by TICA. We have the following breeders (and active TICA members) in the Regions listed: The requirement is 5 in 3 Regions, We have 11 in 5 Regions.

Valerie King, EW Chrissy Russell, EW Fiona Foster, EW Katrin Lehman Kay Hanvey, NW Erma Goforth, NW Judith Wegner, SE Katarina Suskiena, SE Karen Henneke, SC Wayne Henneke, SC Max Bowers, GL Unfortunately we are losing Max as a breeder this coming year - but we are gaining Angela Sherzer from the SE Region and we hope to have a few more as well.

Two Mists have been shown to Supreme Grand Champion this year, and several others to other levels of grands - including Quad Grand. Three have earned Regional Awards - two as Alter Top 25 in SW and NW and one as a Top 25 SH Cat in the Northwest.

The requirement is that 10 individuals be shown in at least 15 rings and in 3 Regions. Mists have been extensively shown in the Northwest, Southwest and Europe West Regions. Some were shown in Southeast. One was also shown in Europe South (the Annual) and South Central and received several finals. Two were also shown in Great Lakes. There are a total of 2 kittens, 12 adults and three alters on the official scoring for the breed - for a total of 17. More were shown however - that did not defeat other cats and thus do not appear on those lists.

But in relation to the requirements - 16 cats on official scoring (one of the 17 was shown as both a whole cat and alter (10 required), The ring count is so far over that it is apparent, and Regions is 7 (requirement 3)

We are required to register 25 additional cats in the year. I have not gotten the reports from Lesley Jones (was Hart) - but the breeders have reported to me that they have registered an additional minimum of 20 in the US and perhaps an equal number in the UK.

I have requested copies of the computer readouts from Lesley.

We are also very excited that Dr. Truda Straede, the breed founder, is going to be coming to the Annual in San Diego and will be presenting the breed at the CEU in conjunction with the Annual.

2016 Annual Meeting, Page 74 Chausie Breed Report 2016 (3rd and final year in championship report)

This will be the last of our breed reports to the Board for the 3 probationary years after being accepted for Championship. I’m happy to report that the breed has again surpassed the requirements set by the TICA Board of Directors per the Registration Rules.

The Chausie breed achieves its first Lifetime Achievement award this year – LA IW SGA Tasurt Osiris (Osi) – once again achieving an International Win as TICA’s 10th Best International Alter, owned and shown by Alex and Dasha Marinets, of Canada. Additionally breeders achieved Titles and Regional Awards in EW, MP, SW, NE, NW Regions for the 2015/2016 show season. Our top Kitten, Cat, and Alter are represented by 3 different catteries this year – Kitten, Halestone Jamie Lannister (SW), Cat, QGC Sonnenboume Anubis (EW), Alter, IW SGA Tasurt Osiris (NW).

There are 18 breed section members as of May 1, 2016 representing 10 different regions. (SW, SC, EN, SC, NW, EW, ES, MP, MA, SE).

56 individual were registered in 2015 and 42 have been registered between Jan 1 and April 30, 2016. 17 catteries are represented registering individual kittens or cats during that time frame.

Breed Section Members registering litters and individual cats are Halestone, Mike/Sandy Hale (SW), Tasurt, Bobbie Tullo (SW), Jinipenda, Shannon Ziokowski (SW), Sarsenstone, Cristy Bird (SW), Tribes, Judy Bender (SC), Willowind, Tammy Isaacs (SC), Marechal, Sheryl Koontz (MA), Leonardo, Liliya Garmashova (EN), Luxury Cats, Helena Sheremetieva (EN), Walhalla, Ewa Zgrabczynska (EN), Wildnorth, Stefan Milton/Carolina Wigren (EN),Sonnenblume, Jo Milnes (EW) Samhari, Sam Harrison (EW), Siroualba, Paula Harrison (ES) thus meeting the requirements for 5 active breeders in 3 different TICA Regions in the last 2 years.

There were 16 individual cats of the breed shown in a total of 41 shows (note; a show is considered a show regardless if it was 1day, 2 days or 3days). The regions shown in were NW, SW, EW, MP, NE, EN, MA, GL, SC, SE, NE.

The breed is continuing to grow and gain worldwide recognition with new breeders starting up. The Breed Committee continues to encourage breeders to register and show their cats in TICA.

Members of the breed group continue to send dna samples to Dr. William Murphy’s team at TX A&M for testing. We are part of a fertility research - papers are starting to be published and they are getting closer to having a simple cheek swab test available for breeders to test kittens for fertility rather than growing them up and test breeding.

2016 Annual Meeting, Page 75 The Highlander Breed Group Report: 2015-2016

Although the Highlander seems to be slowly gaining popularity as more people become interested in our breed, our breed section membership has declined a bit, we are now at 18 members.

Highlander Litter Registrations

In the 2015-16 TICA year there were 108 Highlander litters registered from 23 different catteries, which is a small increase to the counts registered in the prior year. Of these litters, 2 were 02T/V registered, 8 were 03T/V registered, 26 were A2 registered, none were A3 registered, 1 one AON registered, 28 were B3 registered, 1 was BO registered, 3 were C2 registered, 6 were C3 registered, 13 were CO registered, and 23 were SBT/V registered litters. These numbers demonstrate a progression of advancement in breed codes from the previous year, especially in SBT litter registrations which has more than doubled in number.

Individual Highlander Registrations

In the 2015-16 season there were a total of 118 Highlanders registered, showing a steady increase in individual registrations over the years. Of these individually registered kittens 6 were 02T/V, 12 were 03T/V, 26 were A2 registered, 1 was AON registered, 28 were B3 registered, 1 was BO registered, 6 were C3 registered, 13 were CO registered, and 23 were SBT/V. This again shows a significant progression in the codes that are required to qualify for Championship, particularly in the CO and SBT registrations.

Sixteen unique Highlanders were shown in 12 different shows in 5 different regions, representing 7 different catteries in the 2015-16 show season. This is very similar to the numbers we saw in the previous show season.

Summary

In review, other than the decline in breed section membership, the Highlander breed has remained stable or continued to grow in every aspect that is monitored. The breed section members who remain are dedicated to working toward the required goals to achieve Championship status. We are particularly encouraged at seeing more Highlanders in the show hall. Our focus remains geared toward improving the type and consistency in our breed so that we are producing cats that represent the written standard. This continues to be the hardest, but most crucial part of creating a new breed. We are excited about the progress we have already made, and are looking forward to watching our Highlanders continue to develop over the next few years.

33.8 Championship Status Requirements. An Advanced New Breed may apply for Championship Status upon completion of the following:

33.8.1 At least 1 year has passed since the breed was first advanced to Advanced New Breed status. The Board of Directors at its discretion may reduce the time required of Transfer New Breed.

33.8.3 List of at least 35 shows licensed by WCC organizations of which at least 10 must be TICA shows where cats have been exhibited, including region/countries and judges. A Show shall be defined as a “show catalog” for this purpose. Attach Addendum B.

33.8.4 List of 25 unique individual cats that have been shown, including registration numbers (code + six digits) and region/countries shown. Attach Addendum C.

33.8.5 List of judges who have judged the breed. Attach Addendum D.

33.8.6 A minimum of 5 regions are represented by a minimum of fifteen breeders who are TICA members in good standing actively breeding the breed. Attach Addendum E.

33.8.7 At least 25 unique cats shown in the Advanced New Breed Class including entries shown in at least five regions during the year preceding the application. Attach Addendum F.

33.8.8 Submission of an electronic Application for Advancement to Championship to each member of the Genetics Committee and each member of the Rules Committee at least 90 days prior to the board meeting at which approval is sought. Any proposed modifications to a previously approved standard must be submitted with the application. Following approval of the proposal by the Genetics Committee and Rules Committee, the application must be submitted by the ANB Working Group Chair to the TICA Executive Office at least 60 days prior to the Board Meeting for inclusion in the agenda. Any comments of the Genetics Committee or Rules Committee must be included. The application must include the following: (applications available from the TICA Executive Office or at tica.org)

33.8.8.1 A Letter of Intent to apply for approval as a Championship Breed, signed by at least ten TICA members in good standing;

33.8.8.2 A proposed breed standard; (See 33.8.8) Include as a separate document in the application packet.

33.8.8.3 A proposed breeding program;

33.8.8.4 A processing fee of $50. Include copy of DAR or other proof of payment (i.e. PayPal receipt, credit card receipt) in application packet.

33.8.9 A Notice of Intent to Apply for Advancement to Championship Status must be published in the TICA TREND at least 120 days prior to the meeting at which the application for advancement will be heard, and which invites comments about the breed to be forwarded to the Executive Office. 33.8.12 No breed may recognize for championship cats which are phenotypically indistinguishable from an already established breed; that is, each breed recognized for championship must be unique. However, this restriction does not apply to registration. Such cats are acceptable for registration and breeding purposes.

33.8.13 If the breed is approved for Championship, a Breed Committee shall be elected in the next regular election.

33.8.14 Meeting the requirements set forth in these rules does not guarantee advancement. The Board of Directors shall judge each request for advancement on a case by case basis.

33.8.15 Every NEW breed must meet the following requirements in each of the next three show years following acceptance in order to retain championship status:

33.8.15.1 Register a minimum of 25 additional cats of the breed.

33.8.15.2 Exhibit a minimum of 10 individual cats of the breed in at least 15 rings in at least 3 regions.

33.8.15.3 Have at least 5 TICA members in a minimum of 3 regions who are actively breeding the breed.

33.8.16 It is the responsibility of the Breed Committee to document that all requirements have been met by providing a report to the Genetics Committee, the Rules Committee and the Executive Office. Failure to meet the requirements of 33.8.15 will result in the breed being returned to Advanced New Breed status.
