E-Tenders in the prescribed form duly sealed are hereby invited for granting license for the following at MAAHRANA PRATAP Airport, UDAIPUR: Name of License Earnest Money Minimum Reserved Deposit License Fee (Per month.) Vehicle Parking Rights License Rs. 1.52 Lacs Rs. 1.70 Lacs+ Service Tax (Outside Terminal Building ) 2. The period of license : THREE YEARS 3. Parties fulfilling the following criteria are eligible to purchase the tender Documents / participate in the tender: (I) Reputed & experienced parties having minimum 3 years experience of managing license agreement exclusively for vehicle parking contract at any star hotels, hospitals, airports, sea port, railways including DMRC or metro rail stations, Bus terminals, approved public vehicle park area of municipal corporations, reputed malls or shopping complex. AND (II) Parties having minimum Rs. 10.20 Lacs gross turnover. a) Qualifying turnover specified above should be at least 50% from Vehicle Parking Right contract. b) The turnover criteria should be in any of the last 5 financial years. c) The turnover details should be duly certified by a Chartered Accountant. d) In case of multi business of a company then the breakup of the turnover with the specific requirements of the tendered facility should be submitted duly certified by the Chartered Accountant. 4. Only one e-tender document shall be sold/download by a single party either a firm or an individual. The proprietor of more than one company or firm will be considered as single party and one legal entity. 5. Any party either a firm or an individual falling under the following categories are not eligible for participation in the tender. a) De-barred/black listed by CBI or AAI or Undertakings/Departments like; Railways Defence, or any other Deptt of Govt. of India, State Govt. Department. b) Parties facing action under PPE Act, with AAI. 3 c) Parties either an individual or a business establishment, who has been ordered by a court of law to pay the outstanding dues of AAI at any of the Airports as a whole and has not paid such dues to AAI shall also not be eligible for tender. d) Having outstanding dues in respect of any of the International/Domestic Airports/Civil Enclaves controlled by AAI except where the dues are equivalent to current months’ license fee. 6. The party willing to participate in the Tender is required to submit in envelope ‘A’ a declaration on Non-Judicial stamp paper of Rs.10/- duly attested by Notary Public indicating: i) The details of their contracts at all the airports of AAI, as a whole; ii) Liability of payment of disputed/undisputed dues to AAI. iii) Liability of payment of outstanding dues of AAI as ordered by a court of law. iv) That they are not debarred / black listed by any of the agencies including AAI. v) Neither any notice under PPE act has been served on the party nor is any action pending. 7. E-Tender documents indicating full details of the licence can be seen in the e- tender documents uploaded on the AAI e-tender portal: http://etender.aai.aero/irj/portal & www.aai.aero The bids shall be submitted only on the AAI e-tender portal: http://etender.aai.aero/irj/portal The bids shall not be accepted in any other form. The e-tendering process is online at e-portal URL address: http://etender.aai.aero/irj/portal Tenderers are requested / advised to get themselves acquainted for e-tendering participation requirement themselves at AAI e-tendering portal mentioned above. Clarification needed, if any may be sent through e-tendering portal only. Cost of e-tender fee amounting to Rs. 5,000/- (Rupees five thousand only), non- refundable, will be required to be paid on line through payment HDFC gateway, provided at the portal itself. E-bids shall be submitted in two bid system as follows:- (i) Technical bid – Earnest money deposit (EMD) and other documents as required under clause 3 of general information / guidelines of Notice Inviting E-Tender. (ii) Financial Bid – As required under clause 4 of general information / guidelines of Notice Inviting E-Tender. 4 8 Critical dates Sl. AAI reserves the right to reject the conditional e- tenders without assigning any reason thereto. 10. AAI reserves the right to reject any or all the e- tenders without assigning any reasons thereof and to call for any other details or information from any of the tenderer(s). 11. The period of license shall remain three years with the conditions that in case of privatization/leasing out of the Maharana Pratap Airport Udaipur, the unexpired period of license agreement of VEHICLE PARKING RIGHTS AT MAHARANA PRATAP AIRPORT, UDAIPUR, shall be honored by the prospective lessee/operator of Maharana Pratap Airport, Udaipur instead of termination by a short notice. E-Tendering Participation Requirements : Interested bidders / tenderers willing to participate through e-tendering process are required to register themselves on this portal followings the process given below : > Click on the link > New bidder? Apply for authentication 1.1 User name and Password: The objective of obtaining system generated user identification (UID) followed by Password is essential for downloading of e-tender document. The e-tender document is uploaded by AAI using digital signatures. However, digital signature is not required for down loading of e-tender document. The portal can be viewed through guest user (id) for getting tender details & other information at portal. 1.2 There is no registration fee applicable. (Please see www.cca.gov.in) 1.5 Bidder’s training support system: Detailed information in this regard have been provided to the bidders at this portal. 1.6 Training support system for registered bidders is given inside the portal and visible to the registered bidders only. 6 AIRPORTS AUTHORITY OF INDIA GENERAL INFORMATION /GUDELINES 1. E-Tendering documents are not transferable. 2. The following bid shall be submitted through online only at e-portal by the bidder/tenderer. 3. (i) The technical e-bid through e-portal. (ii) The financial e-bid through e-portal. 3. The technical e-bid which will be opened first, shall contain the following documents specified as under (Bidders shall upload scanned copy of following documents in readable form at AAI e-tendering portal as a part of technical bid):- i) Details of the concern and legal status that is whether it is sole proprietor, partnership firm or a company under the Companies Act . ii) Self attested copy of the PAN Card, Sale Tax Registration Certificate ( VAT if applicable), Service Tax Registration. In case any or all the provisions mentioned above are not applicable, the tenderer should give a declaration to that effect. Non-submission will not be considered as exemption. AAI reserves the right to confirm the legal applicability of the provisions before accepting the declaration of non applicability as submitted by the tenderer. iii) Copies of (duly audited and certified by a Chartered Accountant ) Profit & Loss Accounts/Balance Sheet of the Sole Proprietor concern or Partnership Firm, Annual Report in case of company as per the Company Act. iv) Self attested copies of Memorandum and Articles of Association in case of Companies and Partnership Deed in case of partnership firms and approved by laws in case of co-operative societies.
