Objectives of the Pertnership session:

The overall objective of the meeting is to deliberate on the challenges that COVID-19 poses to the project implementation and the opportunities that exist therein for innovations. BIGM Project supporting Kouga through Prince Edward County partnership with action steps Outlined in the Community and Economic Development strategy. It will also suggest how SALGA, FCM, South African and Canadian Municipalities are to engage moving forward on the implementation during and post COVID-19 pandemic.

Objectives:

Regularly review BIGM performance and use the results to reinforce SALGA, FCM and Municipal direction to improve product/service delivery, and create new innovative ways of delivering the program. • Municipalities to share their exchange experiences to date – lessons learnt; • Implement a targeted, proactive economic development program supporting business retention, expansion, and attraction • Business Retention and Expansion Model (BR+E) • Convert lessons learnt into clear projects/programmes of municipal plans; • Using ICT to improve municipal performance, especially during the ongoing COVID-19 pandemic; • Municipal capacity to give vigorously effect to projects/programmes.

Local Governments are often the first line of connection to the communities they serve. During the coronavirus pandemic, they are being enlisted to enable and enforce the federal and state government’s restrictions in regards to their communities needing to physical distance and self-isolate. Many of our essential services are delivered by the local councils, and often involve a high degree of interaction with vulnerable members in our communities through their provision of services such as community services and waste management.

Today’s digital workplace has changed the way leaders and managers need to lead and manage their dispersed workforces. Municipalities are quickly realising that they are not well-equipped from a technology and workforce mobility perspective. While they are working hard to fast track changes that can be made immediately, this internal effort is impacting all areas of their workforce from customer service, back office, community workers and field services. Municipalities now need to review their priorities, redesign their approach and resource allocation to determine how services can be delivered and how resources can be redirected into areas that are now facing increased demand.

There is also an increasing realisation at the executive and political level that the priorities placed on investment in these areas for the longer term is now more important than ever if councils are going to be able to manage effectively and efficiently through situations such as this in the future.

The County-wide Wayfinding Signage Program won the Planning and Strategic Development Award, while the Successful Careers Video Series received the Workforce Development and Resident Attraction Award. The County also received the Community Economic Development Award for its support of the community- driven County Food Hub project.

The Kouga Local Municipality is located in the of South Africa, west of Nelson Mandela Bay, and forms part of the Sarah Baartman District Municipality. It consists of nine towns, namely, , , , Cape St Francis, Oyster Bay, , , Loerie and Thornhill, as well as various smaller settlements and agricultural nodes.

While Kouga has traditionally been characterised by economic activities largely focused on tourism and agriculture, the area has been positioning itself as one of tne energy hubs of South Africa. Two wind farms are already in operation at Jeffreys Bay and Oyster Bay, and more are in the pipeline.

We work in collaboration with our Development Services Group (Building & Planning) to provide investors and the public, a one-window approach to access municipal services relating to economic and community development.

Business Retention and Expansion (BR+E) programs are an opportunity for an in-depth look at the health and vitality of a sector within the economy. Done on a sector-by-sector basis, with updates to each sector taking place every few years, the process involves conducting confidential interviews with business owners and operators to gather insights into their needs, challenges and growth potential.
