Leloudis Nancy MacLean Zaragosa Vargas ©2014 Jessica Wilkerson ALL RIGHTS RESERVED ii ABSTRACT Jessica Wilkerson: Where Movements Meet: From the War on Poverty to Grassroots Feminism in the Appalachian South (Under the direction of Jacquelyn Dowd Hall) This dissertation traces the alliances forged and the grassroots movements led by women in the Appalachian South in the 1960s and 1970s, with a focus on eastern Kentucky. With a wide variety of sources, including oral history interviews, archival film footage, memorabilia, local and underground publications, and manuscript collections, it shows how women shaped the federal War on Poverty in Appalachia and then used the skills they learned in antipoverty programs to foster social justice activism that continued in the 1970s and beyond. Women in Appalachia, who have seldom been seen as actors in the movements of the 1960s, were key leaders and foot soldiers in what contemporaries called the Appalachian Movement, which intersected with civil rights organizations and had its roots in the War on Poverty. Rural, poor and working-class women helped to shape debates about welfare rights, women’s rights, and labor justice in the 1960s and 1970s, connecting white and black women, insiders and outsiders, to form a robust, interracial, intergenerational, and region-wide movement. -

Review Essay DAVID WALLS The Appalachian Volunteers in Perspective David Walls is professor emeritus of sociology at Sonoma State University. He worked for the Appalachian Volunteers from 1966 to 1970, serving as executive director for the organization's final year. He received M.A. and Ph.D. degrees in sociology from the University of Kentucky, where he taught in the college of social work from 1974 through 1981 and was a founder and associate director of the UK Appalachian Center. He is co-editor of Appalachia in the Sixties and author of The Activist's Almanac. UNDER CONSIDERATION: Reformers to Radicals: The Appalachian Volunteers and The War on Poverty. By Thomas Kiffmeyer (Lexington: University Press of Kentucky, 2008) $40.00, cloth. ISBN: 9780813125091, 284 pp. It's now nearly 50 years since the Presidential campaign of 1960 brought John F. Kennedy to West Virginia, introducing him to the poverty of the central Appalachian coalfields as he waged a successful battle against Hubert Humphrey in the Democratic primary. Kennedy's confrontation with West Virginia's poverty led to several new federal programs, including the Appalachian Regional Commission (ARC) and the War on Poverty launched by President Lyndon Johnson through the Office of Economic Opportunity (OEO). The Community Action Program of OEO was the most dramatic innovation among these efforts and the most controversial. Among its projects to draw young people to public service and foster "maximum feasible participation" of the poor was the Appalachian Volunteers (AVs). At our present moment of renewed interest in community organizing and President Obama's call to community service, a thoughtful assessment of the AV s' work could inform contemporary activists. -

“Action, Scholarship, Reflection, Renewal”
“Action, Scholarship, Reflection, Renewal” Keynote address to the 34th Annual Conference of the Appalachian Studies Association, Eastern Kentucky University, Richmond, Kentucky, March 11, 2011. Published in Journal of Appalachian Studies, Vol. 17, Nos. 1 & 2 (Spring/Fall 2011), pp. 9-13, 23-25. I’m honored and delighted by your invitation to give this talk today; it feels like a homecoming! The theme of this year’s conference -- “Action, Scholarship, Reflection, Renewal” – resonates strongly with me. The cycle of action, reflection, and renewal is one I’m sure most of us have experienced, and many have added the scholarship component to that virtuous circle as well. Lately I’ve been feeling that several circles have come full round in my life. Attending this conference completes a circle that began for me in 1976 in Boone, North Carolina, for the Symposium in honor of Cratis Williams. Several of us then-young scholars had the sense that this was a momentous meeting, with many of us becoming acquainted for the first time – Jerry Williamson, Ron Eller, Steve Fisher, Gordon McKinney, Patricia Beaver, and the late Henry Shapiro, among others. That meeting, as you may know, led directly to the founding of the Appalachian Studies Conference (now Association). The paper I gave at that Symposium, “On the Naming of Appalachia,”i remains one of my favorites. Remarkably, it had its start with the first sentence in the introductory chapter of my dissertation. Making a long story short, I read the accounts of the survivors of Hernando de Soto’s 1540 expedition through the American southeast, hoping to confirm the old story that de Soto named the mountains. -

ABSTRACT "Capitalist Economic Development in Appalachian Kentucky" utilizes the methodology of historical materialism to study the generation and reproduction of poverty in the Appalachian region. Chapter 1 reviews the explanations of poverty that have been suggested by missionaries and educators, liberal and conservative "culture of poverty" theorists, economists, and union and grass-roots organizers. A brief critique of these explanations is given in terms of their functions in either legitimizing or challenging the process of capitalist economic development. Chapter 2 describes the historical process of "primitive accumu- lation", the establishment and legitimization of outside capitalist control over the region, and early union struggles against this control. Chapter 3 describes the role that the United Mine Workers of America has in the process of development in Appalachia. Beginning with the unionization drives in the mid-1930's, the form of development was dominated by conflicts and agreements that were made by the UMW of A and the coal/energy industry. In Chapter 4 the analytical tools of Marxian Economic Analysis and Economic Dualism are synthesized to describe the structure of the Appalachian political economy. -

The model is variously called Colonialism, Internal Colonialism, Exploitation, or External Oppression. It highlights the process through which dominant outside industrial interests establish control, exploit the region, and maintain their domination and subjugation of the region. Appalachia is an example of colonial domination by outside interests. Its history demonstrates the concerted efforts of the exploiters to label their work as progress and to blame problems they caused on the ignorance or deficiencies of the Appalachian people. This anthology: (1) explains the Colonial Model and its application to the study of Appalachian history and experience; (2) describes the acquisition of resources by outside influences; (3) documents the ways in which outside interests sought to establish their enterprises through political corruption and cultural discrediting of opposition;(4) shows how the region has become vuTherable to the cultural and economic definitions, interectJ, and whims of the larger society; and (5) extends and improves the Colonial Model for 3cholarly analysis leading to proposals for corrective social action.
