    United States Government Accountability Office Report to Congressional Committees GAO November 2011 HAITI RECONSTRUCTION Factors Contributing to Delays in USAID Infrastructure Construction GAO-12-68 November 2011 HAITI RECONSTRUCTION Factors Contributing to Delays in USAID Infrastructure Construction Highlights of GAO-12-68, a report to congressional committees Why GAO Did This Study What GAO Found On January 12, 2010, a powerful USAID and State have obligated and expended a small amount of funds for earthquake struck Haiti, resulting in an infrastructure construction activities in six sectors: energy, ports, shelter, health, estimated 230,000 deaths, including food security, and governance and rule of law. As of September 30, 2011, USAID more than 16,000 Haitian government and State had allocated almost $412 million for infrastructure construction personnel, and the destruction of many activities, obligated approximately $48.4 million (11.8 percent), and expended ministry buildings. In addition to approximately $3.1 million (0.8 percent). Of the almost $412 million, about 87 immediate relief efforts, in July 2010, percent was allocated from the 2010 Supplemental Appropriations Act and 13 Congress appropriated $1.14 billion in percent from regular fiscal year appropriations. USAID accounts for about 89 supplemental funds for reconstruction, percent of the $412 million, including funds for construction in the energy, ports, most of which was provided to the U.S. shelter, health, and food security sectors. State activities in the governance and Agency for International Development (USAID) and the Department of State rule of law sector account for the remaining 11 percent. (State). USAID and State are USAID had difficulty staffing the Haiti mission after the earthquake, a factor that administering about $412 million in has contributed to delays in infrastructure construction activities.
