Det Kongelige Kommunal- og Moderniseringsdepartment Bolig- og bygningsavdelingen v/ Else-Karin Øvernes Pb. 8112 Dep NO-0032 Oslo Epost: [email protected] Vinterbro, 3.April 2016 Høringsuttalelse – Referanse 15/1368-3 – Årsgebyr for tilsyn med Park- og Tivoliinnretninger I følge med høringsnotat med referanse 15/1368-3 – forslag til nye årsavgifter og gebyrer for tilsyn med Park- og Tivoliinnretninger, oversendes herved vår høringsuttalelse med kommentarer tilknyttet forslaget fra departementet. Gjennom forslaget fremkommer det at departementet ønsker å heve årsgebyr for tilsyn med anslagsvis 10% understøttet av behovet for å dekke kostnadene ved tilsyn. Representantene bak denne høringsuttalelsen stiller seg ikke uforstående til at reguleringer kan være nødvendige, men mener det foreligger mangelfullt grunnlag for forslaget som er fremmet. Dette fremgår av følgende punkter; a) Redegjørelse for hvorfor tilsynet skal være selvfinansierende Gjennom siste 2 år har Jernbanetilsynet gjennomført en evalueringsprosess av tilsynsfunksjonen, hvor aktører fra bransjen har deltatt i prosessen. Et av temaene som ble løftet fra aktørene sin side knyttet seg til hvorfor Park- og Tivolitilsynet skal videreføres som et selvfinansierende tilsyn, til forskjell fra de fleste andre offentlige tilsyn. Representantene er ikke kjent med at det foreligger noe redegjørelse eller grunnlag for en slik vurdering. Det synes hensiktsmessig at man redegjør for konklusjon om hvorfor tilsynet skal videreføres som selvfinansierende, før man vurderer gebyrsatsene, da dette må kunne sees i sammenheng. b) Endringer i lovforslag om gjennomføring av tilsyn - Tivoliloven Høringsnotat for gebyrsatser er sendt ut på samme tidspunkt som det foreligger høringsnotat til en ny Tivolilov, ref. 15/5052-10. Gjennom dette lovforslaget fremgår det at tilsynet har til hensikt å gjennomføre et mer «systembasert» tilsyn. -

ACE’s Scandinavian Sojourn : A Southerner’s Perspective Story by: Richard Bostic, assisted by Ronny Cook When I went on the ACEspana trip back in 2009, it was by far one of the most amazing vacations I have ever experienced. In addition to getting to visit parks in a different culture than we see here, it is also a great opportunity to spend time with fellow enthusiasts and grow friendships while enjoying our common interests. When Scandinavia Sojourn was announced for the summer of 2011, I knew it was a trip I could not miss. Since the 2009 trip was my first trip to Europe I thought that there was no way the over- all experience could be better in Scandinavia. I was wrong. We landed in Helsinki, Finland around 1300 the day before we were required to be at the hotel to meet with the group. Helsinki is an interesting city and fairly new compared to many cities in Europe. Walking around the city you can see the Russian influence in the city’s architecture. In fact, many movies during the cold war would use Helsinki to shoot scenes that are supposed to be set in the Soviet Union. After making our way to the Crowne Plaza Hotel and getting a quick lunch at the hotel restaurant we decided to spend the remaining time that afternoon checking out some of the sites around our hotel. Some of these sites included the Temppeliaukio Church inside of a rock formation, the train station, Routatientori Square and National Theater, and a couple of the city’s art museums. -

Roller coasters are iconic structures that provide safe thrills for riders. Safety is achieved using multiple safety mechanisms: for example, bogies have multiple wheels that hold trains on track, a block system prevents trains from colliding and riders are held in place with safety restraints. Regular maintenance checks are also performed to prevent accidents caused by failed parts. Roller coasters are designed using a heartline spline and calculating accelerations in all possible scenarios to prevent rollbacks and too high values of accelerations, which could cause damage to riders’ bodies. A reach envelope is applied to the spline to prevent riders from hitting nearby objects. The speed and curvature of the track combined create acceler- ations that need to be countered with adequate track and support structures. A track cross- section usually consists of rails, cross-ties and a spine, while support structures can vary depending on height and loads. -
