Summary Joint field visit was conducted at ward no-5 and ward no -6, Kathekhola Rural Municipality by HRRP Myagdi Cluster team along with DLPIU deployed reconstruction engineer of Kathekhola Rural Municipality. The main objective of the field visit was: • To observe the reconstruction status of ward no-5 and ward n0-6 of Kathekhola RM • To observe the field compliance. • To conduct 3rd inspection of the houses that have been reconstructed. • To take building typology on KoBo Collect App. • To interact with beneficiaries and provide relevant suggestions further. • Non-compliance issues of the Rural Municipality. Findings of Field Visit: • Non-compliance cases with SMM two plus attic have not been resolved. • Lack of well-trained masons for compliant construction, correction and retrofitting-Mason training was conducted in the rural municipality targeting two trained masons in each ward. But due to the unequal distribution of beneficiaries in the wards , there is lack of trained masons. • Late training (TOT) provided to the Engineer resulting in wrong construction practice and non-compliance houses. • Replication of non-compliant houses from one beneficiary to another.

The general palika level coordination meeting of Kathekhola Rural Municipality was organized at Kathekhola Palika office. The coordination meeting was attended by Palika Chief, Deputy Chief and Chief Administrative Officer, engineers and HRRP team. The main objective of this palika level meeting was to take updates of housing reconstruction processes in Kathekhola Rural Municipality.

Majority of beneficiaries have rebuilt the shelter soon after earthquake and their houses havenot received 2nd tranche yet with due conditions of failing to meet minimum requirements that makes houses safer and resilient. The cost of construction materials is high due to poor road condition as well as of near proximity of Baglung Bazaar. Due to lack of clarity, current decision of NRA to issue reconstruction grant of Rs 300000 to beneficiaries that have rebuild houses soon after earthquake have caused confusions and disputes among people in communities about minimum requirements and grant disbursement mechanisms.

Joint field visit was conducted at Modi Rural Municipality by HRRP Myagdi Cluster team along with DLPIU deployed reconstruction engineer of Modi Rural Municipality. The main objective of the field visit was to observe the reconstruction status of houses. Findings of Field Visit: • Modification of houses by addition of rooms making the structure L-shaped. • Situated near to the river bank may result in hazard .

The general palika level coordination meeting was also conducted at Palika office of Modi Rural Municipality. The coordination meeting was chaired by Mr. Bikash Timilsina, Palika Member cum Ward Chief of Ward no 2, in presence of Mr. Bhul Prasad Poudel, Ward Chief, ward no 1, staffs of Modi Gaupalika, DLPIU deployed technical personnel and HRRP Nepal. The main agenda of the meeting was to discuss on the reconstruction updates, progresses and issues at Palika level. It was revealed that under its own resources, ward no 2, Modi Rural Municipality have undertaken geological research study on upper belts where landslides and degrading land patterns have impacted earthquake beneficiaries that lead them to their shift to lower belts.

There are significant numbers of houses in retrofitting list, however beneficiaries have applied minor repair and maintenance works on quake damaged parts. This shows confusions on agency certified retrofitting process and repairment works. The general palika level coordination meeting was conducted at Palika office of Paiyun Gaupalika, Parbat district. The coordination meeting was chaired by Mr. Khagendra Prasad Tiwari, Palika Chief, in presence of Ms. Jasmati Gurung, Deputy Palika Chief, District Support Engineer, DLPIU Building Parbat, reconstruction engineer and HRRP Nepal. The main agenda of the meeting was to discuss on the reconstruction updates, progress, challenges and issues at Palika level.

The newly rebuilt 2 roomed houses by beneficiaries have not been enough to meet their daily requirements of large family members that lead to reuse of quake damaged houses without demolishing. Majority of beneficiaries have rebuilt the houses in their adjoining land without demolishing their quake damaged houses to access government grants. They are still using quake damaged houses for purpose of storing grains and other household stuffs etc.

Likewise, Huge gap were seen in access of 2nd and 3rd tranche by beneficiaries as majority of them have taken 1st tranche. Engineers have received pressures from beneficiaries to approve the 2nd and 3rd tranche application files, especially in case of non-complaint houses.

Joint field visit was conducted at Beni Municipality by HRRP Myagdi Cluster team along with DLPIU deployed reconstruction engineer of Beni Municipality. The main objective of the field visit was to observe the reconstruction status of houses.

The field visit team conducted Palika level coordination meeting at Palika office of Beni Municipality. The coordination meeting was chaired by Mr. Hari Kumar Shrestha, Palika Chief of Beni Municipality in presence of Mr. Shiva Ram Gelal, Project Chief/Under Secretary (DLPIU GMALI Myagdi), Mr. Umesh Chaudhary, Project Chief of DLPIU Building Kaski, Mr. Suresh Banshi Thakuri, District Support Engineer of DLPIU Building Baglung (looks after Baglung & Myagdi jointly), DLPIU deployed engineers and HRRP Nepal. The main agenda of the meeting was to discuss on the reconstruction updates, progresses and issues at Palika level. There are nearly 14 number of retrofitting beneficiaries that have taken 1st tranche but nothing concrete related to retrofitting of the houses have been done by them.

Local masons are found in Beni Municipality but due to lack of proper mason training to them, they are not confident to build resilient and safe structures. It was revealed that beneficiaries directly goes to Ward office and GMALI offices for their concerns on reconstruction grants. Resurvey and reverification of beneficiaries have been completed in all wards of Beni Municipality.
