MINUTES OF DISTRICT DEVELOPMENT COORDINATION AND MONITORING COMMITTEE-DISHA 3rd QUARTER MET ON 15.10.2016, AT GOVT.GUEST HOUSE, ASRAMAM, KOLLAM. The meeting commenced at 11.00 AM with the Hon’ble Member of Parliament Sri.N.K.Premachandran in chair. Presidents of Block Panchayaths, President of Nedumpana Gram Panchayath, Sri. I. Abdul Salam, Additional District Magistrate P.A. to the Hon’ble M.P Sri. Suresh Babu, District Level Officers of the related Departments, Block Development Officers of the district participated in the meeting. Attendance (Attached) The meeting opened with the welcome address of Sri. A.Lazar, Project Director, Poverty Alleviation Unit, Kollam. The Project director indicated that the meeting intents to review the status of progress as on 30.9.2016 of various Centrally Sponsored Schemes. So also, the welcome speech threw light to the pertinence of the DISHA in detecting constraints or bottlenecks that impede smooth implementation of the Schemes and to work out appropriate solutions thereto and to bring them to the notice of the Government of Kerala or Government of India as the case may be. The chair made it specific that the meeting should focus on discussing the constraints in implementation and on evolving suitable remedies. The Additional District Magistrate, Sri.I.Abdul Salam assured to bring the observations and suggestions of the meeting to the notice of the District Collector. Afterwards, on having approved the actions taken upon the decisions of the previous meeting, detailed review of the present stage of implementation of the Centrally Sponsored Schemes was taken up. Summary of Scheme wise review is as follows. MAHATHMA GANDHI NATIONAL RURAL EMPLOYMENT GUARENTEE SCHEME - MGNREGS The Joint Programme Coordinator stated that 1979056 labour days were generated in the District under the Scheme incurring an expenditure of Rs.10078.54 Lakh during the year till 30.9.2016. The Joint Programme Co-ordinator presented a target of providing employment to about 73144 families by generating about 4096022 labour days with a view to ensure 100 days job to about 19647 families as per the Labour Budget for 2016-’17. Other important points brought to the notice were as shown hereunder. Certain issues noticed with regard to the SECURE software used for work estimation will be examined and efforts will be taken to resolve them in the District Committee meeting of Engineers proposed for 18.10.2016. As it has been understood it is mandatory to obtain approval for the Labour Budget for the current year by 31.12.2016, the District Level Meeting has already been held and the Block Level Meetings are progressing. The Social Justice Dept has already furnished the list of buildings to be constructed for Anganwadis as a part of creating assets. The related works would commence after discussing the details and resolving related issues in the meeting of the Asst Executive Engineers to be summoned shortly. Sri. S.Rajiv, President Muhathala Block Panchayath emphasized the need of efforts to be taken to enhance the efficacy of activities under the Scheme and to enhance average number of mandays and to ensure creation of more assets on par with the other districts. He also urged for urgent attention from the part of Hon’ble M.P to the matter. Participating in the discussion, the President of Anchal Block Panchayath has stated that, the Block has been successful in taking up asset creation activities in a better way as compared to the status in the whole of the District. She urged to take up activities to increase the average labour days and to give attention to conservation of watersheds and water sources focusing on agriculture sector and to choose activities beneficial to farmers of the hilly tracts. It was also mentioned that a family of more than one member working in MGNREGS gets labour for 100 days only. The President, Chavara Block brought to the notice of the assembly that the choice of activities shall be location specific and that the wage rate presently followed in the Scheme is low and it requires revision at par with the local rates. Smt. Maya Suresh, President, Ithikara Block Panchayath stated that the whole lot of works identified in the Block area under the Scheme don’t include the ones providing for asset creation, and urged for more attention in the matter. The President of Nedumpana Grama Panchayath asked the concerned Officers to resolve technical issues related to estimate preparation etc. The Joint Programme Coordinator clarified that the SECURE software would be ready for use from the month of November onwards and that the orders related to the construction of Anganwadis by converging Rs 5 Lakh from MGNREGs, 2 Lakh from the Social Justice Dept and the remaining amount from Gram Panchayaths are expected from the government soon. Decision: To focus on taking activities based on creating assets. NRLM-KUDUMBASREE The review of the status of progress under NRLM in the District on the basis of report presented by the Assistant District Mission Co-Ordinator. On behalf of District Mission Coordinator revealed the following. No new achievement has been reported. Activities of 2998 Neighborhood Groups that were linked with banks earlier alone are stated to be going on. It was reported that the scope of providing job to youth in convergence with IT sector is being explored. Persons in the age group of 18-35 are being given skill improvement training and their placement is being taken care of. 367 persons have been given placement out of 1043 who completed training from a total of 1152 persons included in the trainings imparted through 8 Agencies. Kudumbasree could conduct the ‘SARAS FAIR’ of 2016 in a better way in collaboration with Rural Development Department. President of Anchal Block Panchayath demanded for actions to link Kudumbasree and Block Coordinators with Block Panchayaths. At present, the functions of the Kudumbasree are in no way linked with the 2nd tier Block Panchayaths. The Coordinator reported of the want of any such directions in the present situation and agreed to comply with the proposal on getting permission from the State Mission. Decision: To request the State Mission, Kudumbasree for the issuance of guidelines to link the functions of the Kudumbasree and Block Co-ordinators with the Block Panchayaths. PRADAN MANTHRI GRAM SADAK YOJANA - PMGSY Out of the total 28 works selected, 20 have been completed and 5 are under progress whereas, 3 works have been discarded as directed by KSRRDA. DPRs of 7 roads identified for 2016-17 have been prepared and reported. The Executive Engineer reported that 200 KMS of roads has been selected in the SLAC as per guidelines. The Executive Engineer reported that problems like non availability of land needed for maintaining the width of roads as 8 mtrs, difficulties in the procurement of materials for construction, delay from the part of KWA and KSEB in effecting the shifting of utilities, etc hinter the pace of progress of implementation and requested help of the People's representatives in resolving them. Decision:1. To furnish the list of 200 KMs of roads identified by the SLAC to Hon’ble M.P and other People's Representatives including the Presidents of the Gram- Block Pancayaths. 2. To issue urgent directions to the KWA and KSEB for immediate actions from their part to address the above issues PRADAN MANTHRI AWAAS YOJANA - (URBAN) Beneficiaries are selected from the list prepared by Ward Sabha. Approval has been given to 1422 families in the 1st phase .The assistance is at the rate of Rs.3.00 Lakhs per house. Representative from the Corporation reported that actions to solve certain issues related with providing bank loans to the beneficiaries were identified and remedial measures were proposed in a meeting chaired by Hon’ble Mayor of Kollam Corporation and that necessary actions are under way. PRADAN MANTHRI AWAAS YOJANA - (RURAL) The Project Director reported that registration of beneficiaries is to be done with the help of Awaas Soft. But the software has not been finalized. Necessary actions to permit the construction of houses will be expedited on finalizing the software. It was reported that, unlike the earlier procedure of selecting beneficiaries from the list approved by the Grama Sabha, the beneficiaries are to be selected from the data of the Socio Economic and Caste Census, using the prescribed software, and the generated list would be validated and approved by the Grama Sabha. The final list of beneficiaries and the decision of Grama Sabha thereof has been uploaded. Only beneficiaries belonging to SC/ST and Minority sections have been selected for 2016-17. A total of 1755 houses including 1182 Nos. for SC, 63 Nos. for ST and 510 Nos. for Minority have been sanctioned for the District. The beneficiaries selected from SECC list actually lead a very miserable life. Most of them are landless. Since land value in the State is very high, chance of getting land for house site during the current year is scarce. Many of the eligible SC/ST beneficiaries are likely to abstain from construction of houses due to exorbitant costs. This may hinder the achievement of the physical target for SC and ST. The Chairman referred to the chances of denial of assistance under PMAY (G) to a big number of houseless individuals belonging to the general sector other than the minority class as no target has been fixed for them. The M.P. also commented that this would amount to denial of justice to such category. The Presidents of Block Panchayaths and the president of Grama Panchayath Presidents' Associations Sri. Nazarudeen reported that the SC Department has not made available the promised amount of Rs.
