This Addendum #4 to the subject RFP is issued to provide answers to vendor questions received.

1. How many interior/exterior cameras need to be provided? See Addendum Four- Attachment A

2. What are the addresses of each location? See Addendum Four- Attachment B

3. Please provide a summer schedule for installation? A summer schedule would begin on June 18, 2018 and end on Aug 3, 2018. There would be some schools that are hosting summer school and other programs during a portion of that time that would still require modified hours for work. These schools have not yet been determined.

4. When do we anticipate awarding the RFP? The RFP is anticipated to be awarded on May 14th.

5. When do we look for the project to begin? As soon as possible after the awarding of the RFP

6. What is the distance between cameras? Distances will vary building to building.

7. Section 6.1.14 states that we are to use the County’s HP Proliant servers, what are the specs of the existing servers? The existing servers are HP DL360 Gen 6 or Gen7 and will be replaced with an appropriately sized server for the installation

8. Who will supply the ceiling tiles and paint for repairs? SBCS will provide ceiling tiles and paint for repairs

9. Will you be requiring all existing cameras at each school to remain up and running on current system until new system is functioning? No, we realize that that cameras will be down at some point during the conversion to the new system. There is an expectation that the down time of the cameras would be minimized to have the shortage outage possible.

10. Will each school be requiring a workstation? Who will be providing computer wherever they are required? This will depend on the selected system. If a workstation or monitor is required, SBCS will provide the necessary equipment.

11. Who is responsible for ceiling tile replacement when old cameras are removed? Will the school system provide them so they match? The vendor will replace the ceiling tiles that will be provided by SCPS

12. Will you be providing a list of how many cameras at each school? See Addendum Four- Attachment A

13. Do vendors have to provide all new cabling for every camera? Who rips out old? Who patches repairs the holes left from the replacement? Yes, All cabling needs to be Cat6 UTP plenum and existing cabling is Cat5 or Cat5e and will need to be removed by the vendor. Vendor is responsible for repairing holes. Ceiling tiles and paint will be provided by SBCS

14. Is an upgrade of the existing system an option or is SCPS looking for a clean slate? We are looking for a replacement solution.

15. Will the system need to provide device access? The system is not required to have a mobile app

16 Are there any requirements on the dome enclosure? None other than was listed in 6.2 on the RFP

17. How will the vendor be required to cover the gaps in the walls caused by the installation of the new system during the time of installation? firestop for wall penetration is required.

18. Most Network Video Management Systems (NVMS) manufacturers’ have direct relationships with particular hardware manufacturers. This allows for customization of the servers to optimize the unique challenges present in the administering of video data. This also allows for excellent service contracts for the servers as well. In any case, a software only solution where the “SBCS” provides the servers results in a diminished level of support from the manufacturer for the NVMS. a. Therefore, will the “SBCS” allow for NVMS servers that are provided by the NVMS manufacturer and not the specific manufacturer and model specified?

SCBS Requires and will provide HP Proliant Rack Mount servers if the software solution does not run, or is not supported by the manufacturer, on these then that will need to be noted in the proposal.

19. Will the “SBCS” provide all rack and other space required for servers, CAT patch panels etc…. in all MDF and IDFs specified for use?

Yes

20. Will the “SBCS” provide all jumpers/connectivity required to connect the “Offeror” provided patch panels to the “SBCSs” switches?

Yes

21. Will the “SBCS” provide all jumpers/connectivity required to connect the “SBCS or Offeror” provided server to the “SBCSs” switches?

Yes

22. Will all 7 training sessions follow the defined work hours or will they be done during normal business hours? Trainings will take place during normal business hours.

23. Will the” SBCS” define for each camera type how many need to be provided with an outdoor rated housing? This issue is quite clear in the drawings provided. However, the counts from the drawings do not match the excerpt from the RFP below: a. Elementary; How many of the 14? b. Middle: How many of the 29? c. High Schools: How many of the 43?

24. The RFP documents state in several places that this is to be a turn-key solution. Will the “SBCS” make arrangements for the “Offeror” to perform surveys for all facilities prior to bid due date?

It is the intent of SCPS for each vendor to bid on one average elementary school, one average middle school, and one average high school based upon the parameters above.

SCBS Provided a site visit to each type of school at the pre-bid meeting. As other schools are added, post bid, then a site visit will be done for each.

Determinations in your pricing should include the following:

● Labor to remove all existing cameras, mounts and cabling ● Camera mounts, penetrations and accessories ● Labor to install all new wiring

25. Addendum # 2 extended the schedule of events for most of the project milestones; including an anticipated award date in May. However, it did not update the period of performance. Will the “SBCS” update the period of performance to coincide with the rest of the project? Yes- The period of performance will be moved out to Aug 1, 2019

26. The drawing provided for “SCTC out” seems to be the same as the drawing provided for “CHS out?” SCTC and CHS are both shown on the same map, SCTC is the building at the top of the map and CHS is shown below it.

27. Will the “SBCS” provide a separate line item for removal of existing cameras and cabling? No, please refer to question 24 above and include removal and cabling costs in your average school cost submission.

28. Will the SBCS accept supplemental information attachments to the RFP Attachment A Price Proposal in the form of comprehensive bills of material and labor breakouts per each school location? The RFP states to bid a typical Elementary, Middle, and High school with the camera count listed in the RFP.

29. Of the total number of categorization cameras at each of the schools, can you please tell me the number (or approximate number) of categorization cameras at each of the schools that should be capable of reading license plates? All categorization cameras should be capable of reading license plates.

30. A few of the drawings have a symbol that looks like a red cross. Does this symbol reflect a multisensory camera, a PTZ camera or does it reflect 4 separate cameras in the same location? PTZ

31. 6.1.14 SBCS standardized on HP Proliant rack mount servers with Raid 1 for OS, and RAID 5 for Data. Dual Power Supplies and iLO advanced. I.e. DL380 G10

6.1.4 requires 30 days of storage for cameras. This is determined by a combination of the MP of camera, activity levels, and how much storage is available. How has SBCS decided it will determine this being that vendors do not know server RAID size, bandwidth, and that the camera spec is only setting minimum requirements? The servers SBCS provide will meet or exceed the requirements per site as calculated by the offeror

34. Have camera mounting locations been determined? If not, how are vendors to determine mounting needs and quoting? If quotes are to be fairly judged vendors need to know more detail. All cameras will replace the camera that is currently in the same location

6.2.7 Average Mean Time Before Failure of no less than 61320 Hours (7 Years) while recording 24/7.

35. If school system is asking that a camera last 7 years before it fails, is the school system asking for possibly a 5 year warranty extension? Do you plan to record 24/7 or motion only? No warranty extension is required, we are looking for cameras with a MTBF of 7 years Record 24/7 but when motion is detected the frame rate should increase 6.3.12 Testing - Testing shall conform to TIA/EIA TSB-67 Transmission Performance Specifications for Field.

36. What format is required for the report? (Word/Excel) Excel

37. We really need to understand the matrix of this request above. How many are indoor? See question 23 How many are outdoor?See question 23 How many PTZ? (very important, they are expensive) (0) zero Per school matrix of the indoor/outdoor? See question 1 Mounting requirements at each locations? Do interior cameras require any pendant mounts, in ceiling tile, or surface mounting? Interior cameras are typically ceiling tile or surface mount. On exterior, do your prefer bullet or dome? If dome, I would assume pendant? We do not have a preference as long as requirements are met. Cameras need to be in tamper resistant enclosures.

Distance to the MDF or IDF? Average number if possible. 200 to 225 Ft Average

6.6 Working Hours – All work must be performed as to not interfere with the instructional day. Working hours will be weekdays (Monday-Friday) between 4PM and 6AM and weekends (Saturday and Sunday).

38. Will we be given a key or have a school rep available? School access plan for off hours? School rep will provide access to the building to include work performed off hours.

10.1 Site Inspection – Signing of the contract for this project shall assure that the Contractor has examined the sites for work and has satisfied himself as to existing and probable conditions under which he will be obligated to perform the work. Therefore, no extra charges will be allowed for failure of the Contractor to have examined the work sites.

39. When are these site inspections possible? Details? Initial meeting only included sample sites. What amount of time do you expect it will take due to high quantity of sites to visit? We are asking for cameras to be installed in the exact areas where existing cameras have been previously mounted. The pre-proposal meeting was to allow vendors to familiarize themselves with the working conditions they will encounter.

40. The length of the project could take up to a year to implement the new surveillance system. I can’t imagine there is an expectation of the vendor outlying funds to purchase the equipment and then waiting for payment once the job is complete. Can you give me some basics on how the process of billing and payment expectations? Monthly progress billings should be submitted and will be processed within 30 days of receipt.

41. What is the current bandwidth for the network from the school to the school board office building? Each site is connected with a 10 Gig fiber link back to the core network. Access layer network switches at each site (mdf/IDF) are connected back to the distribution layer at 1 Gig.

42. As far as fields of view, what needs to be seen? What type of cameras? How many of each? Please refer back the camera types and descriptions listed in the RFP. Use the chart in question 23 as a guide for bidding purposes. A total number of cameras has been provided in Addendum Four- Attachment A

43. The drawings provided for the exterior cameras have what looks to be a label stating that particular schools initials with the word Interior. This label appears to be covering up a few camera locations. Is it possible to get the exterior drawings with that label removed? We are not able to remove the labels. We have added additional images in the folder of the schools that appeared to be being covered by the label that should correct this. Performance and Payment Bonds will be required for this project as outlined below:

Evidence of Surety. Offeror shall be required to obtain a surety bond from a corporation included on the United States Treasury list of acceptable surety corporations in the amount and type (100% Performance and Payment Bond) required by the public body; and shall be sufficient to establish the financial ability of such Offeror to perform the contract resulting from this procurement.

Offeror shall provide the following: (a) Name of surety/bonding company (b) Rating of surety/bonding company (according to Bests Key Rating Guide) (c) Evidence that it can obtain both payment and performance bonds in the amount of $1,000,000.

Change to 5.0 PERIOD OF PERFORMANCE/DELIVERABLES: All work must be substantially completed at all Spotsylvania County Public Schools by August 1, 2019. The exception will be the Courtland High School building which is about to undergo a major renovation.
