Legal analysis a) International Humanitarian Law Water is indispensable to civilian populations. It is not only essential to drink, but also for agricultural purposes and sanitation, all the more important in the wake of the COVID-19 sanitary crisis. Although at first neglecting the significance of water and food for civilian populations caught in armed conflicts, drafters of the Geneva Conventions’ Protocol remedied the gap by including, in Article 54 Additional Protocol I and in Article 14 Additional Protocol II for International and Non-International Armed Conflicts (IACs and NIACs) respectively, the protection of objects indispensable to the survival of the civilian population. Involving two states, that of Syria and that of Turkey, the ongoing conflict currently taking place in northeast Syria is of international character. As a result, and in application of these provisions, in IACs: It is prohibited to attack, destroy, remove or render useless objects indispensable to the survival of the civilian population, such as foodstuffs, agricultural areas for the production of foodstuffs, crops, livestock, drinking water installations and supplies and irrigation works, for the specific purpose of denying them for their sustenance value to the civilian population or to the adverse Party, whatever the motive, whether in order to starve out civilians, to cause them to move away, or for any other motive.

AKKERMANS ABSTRACT Small, short-term hunter-gatherer occupations, rather than large, permanently occupied farming villages, were the rule in Syria in the early Neolithic, ca. 10,000-7500 BC. The sedentary lifestyle seems to have appealed only to a small number of people for a very long time. The handful of larger hunter-gatherer settlements of this period, characterized by sometimes long sequences and complex architecture, served ritual purposes, in addition to their role in domestic contexts. The communities, large and small, had much in common with their Epipalaeolithic forebears; profound changes in the forager lifestyle took place late in the Neolithic sequence.     Timeline of key events: March 2011: Anti-government protests broke out in Deraa governorate calling for political reforms, end of emergency laws and more freedoms. After government crackdown on protestors, demonstrations were nationwide demanding the ouster of Bashar Al-Assad and his government. July 2011: Dr. Nabil Elaraby, Secretary General of the League of Arab States (LAS), paid his first visit to Syria, after his assumption of duties, and demanded the regime to end violence, and release detainees. August 2011: LAS Ministerial Council requested its Secretary General to present President Assad with a 13-point Arab initiative (attached) to resolve the crisis. It included cessation of violence, release of political detainees, genuine political reforms, pluralistic presidential elections, national political dialogue with all opposition factions, and the formation of a transitional national unity government, which all needed to be implemented within a fixed time frame and a team to monitor the above. - The Free Syrian Army (FSA) was formed of army defectors, led by Col. Riad al-Asaad, and backed by Arab and western powers militarily. September 2011: In light of the 13-Point Arab Initiative, LAS Secretary General's and an Arab Ministerial group visited Damascus to meet President Assad, they were assured that a series of conciliatory measures were to be taken by the Syrian government that focused on national dialogue. October 2011: An Arab Ministerial Committee on Syria was set up, including Algeria, Egypt, Oman, Sudan and LAS Secretary General, mandated to liaise with Syrian government to halt violence and commence dialogue under the auspices of the Arab League with the Syrian opposition on the implementation of political reforms that would meet the aspirations of the people.

Triangulating U.S.- Turkish Relations with Syria’s Kurds Amberin Zaman Public Policy Fellow, Woodrow Wilson Center; Columnist, Diken.com.tr and Al-Monitor Pulse of the Middle East April 2016 The United States is trying to address Turkish concerns over its alliance with a Syrian Kurdish militia against the Islamic State. Striking a balance between a key NATO ally and a non-state actor is growing more and more difficult. Middle East Program ~ ~ ~ ~ ~ ~ ~ ~ ~ On April 7 Syrian opposition rebels backed by airpower from the U.S.-led Coalition against the Islamic State (ISIS) declared that they had wrested Al Rai, a strategic hub on the Turkish border from the jihadists. They hailed their victory as the harbinger of a new era of rebel cooperation with the United States against ISIS in the 98-kilometer strip of territory bordering Turkey that remains under the jihadists’ control. Their euphoria proved short-lived: On April 11 it emerged that ISIS had regained control of Al Rai and the rest of the areas the rebels had conquered in the past week. Details of what happened remain sketchy because poor weather conditions marred visibility. But it was still enough for Coalition officials to describe the reversal as a “total collapse.” The Al Rai fiasco is more than just a battleground defeat against the jihadists. It’s a further example of how Turkey’s conflicting goals with Washington are hampering the campaign against ISIS. For more than 18 months the Coalition has been striving to uproot ISIS from the 98- kilometer chunk of the Syrian-Turkish border that is generically referred to the “Manbij Pocket” or the Marea-Jarabulus line.

Carter Specialist in Natural Mexico Resources Policy The United States and Mexico share the waters of the Colorado River and the Rio Grande. A bilateral water treaty from 1944 (the 1944 Water Treaty) and other binational agreements guide Stephen P. Mulligan how the two governments share the flows of these rivers. The binational International Boundary Legislative Attorney and Water Commission (IBWC) administers these agreements. Since 1944, the IBWC has been the principal venue for addressing river-related disputes between the United States and Mexico. The 1944 Water Treaty authorizes the IBWC to develop rules and to issue proposed decisions, Charles V. Stern called minutes, regarding matters related to the treaty’s execution and interpretation. Specialist in Natural Resources Policy Water Delivery Requirements Established in Binational Agreements. The United States’ and Mexico’s water-delivery obligations derive from multiple treaty sources and vary depending on the body of water. Under the 1944 Water Treaty, the United States is required to provide Mexico with 1.5 million acre-feet (AF) of Colorado River water annually. The 1944 Water Treaty also addresses the nations’ respective rights to waters of the Rio Grande downstream of Fort Quitman, TX. It requires Mexico to deliver to the United States an annual minimum of 350,000 AF of water, measured in five-year cycles (i.e., 1.75 million AF over five years).

The Middle Eastern countries have been involved in a constant state of political tension and the gap between the growing number of inhabitants and the fixed supply of water and land has been a factor in contributing to this tension.

SUSAN KELLY, IRIS AUGUSTEN, JOSHUA MANN & LARA KATZ* History of the Rio Grande Reservoirs in New Mexico: Legislation and Litigation" ABSTRACT Nearly all of the dams and reservoirson the Rio Grandeand its tributaries in New Mexico were constructed by the federal government and were therefore authorized by acts of Congress. These congressionalauthorizations determine what and how much water can be stored, the purposesfor which water can be stored, and when and how it must be released. Water may be storedfor a variety of purposes such as flood control, conservation storage (storing the natural flow of the river for later use, usually municipal or agricultural),power production, sediment controlfish and wildlife benefits, or recreation. The effect of reservoir operations derived from acts of Congress is to control and manage theflow of rivers.
