Regular Business ● Pete Sheehan called the meeting to order. ● April 4, 2019 Minutes Approval: Minutes approved unanimously, as amended. ● Public comment period (about 6 members of the public were present): ● Joe Gorty of Ramsay Pl. Went to the Earth Day expo, and saw SAC flyers, just retired from DOT, interested in joining the Transportation Subcommittee. His email and contact info will be shared with Sandy Misiewicz. ● Aimee Allaud representing the League of Women Voters of Albany County. She is also here as a Master Gardener and on behalf of Albany Goes Green (City, School District, DGS, College of St. Rose, etc.). Albany Goes Green would be available to give a presentation to us. Aimee would like to thank SAC for co-sponsoring the Down to Earth event at the Unitarian Church. Tina and Aimee feel that this was a great first step for future collaboration between AGG Zero Waste Capital District (of which the LWV is a coalition member) and the SAC. LWV has a position on solid waste management summarized in a flyer she handed out to SAC members with a cover letter. ● Malcolm Bliss of 36 Summit Ave, speaking in regard to the water bill insert. NYSERDA has reviewed and approved the letter (and would like to replicate the flyer across the state). -

After a brief three day journey he had reached the next stop in his travels: Albany. “Next to the town of New York,” he wrote, “…Albany is the principal town, or at least the most wealthy, in the province of New York.” 1 On his trip up the unpredictable Hudson River, Kalm had encountered the sheer cliffs, forests, and rolling, fertile plains that characterized the Hudson Valley before it leveled out on the cultivated and carefully tended fields of Albany. Canoes, yachts, and bateaux had passed him along the way, shuttling travelers and commodities between Albany and New York City. 2 Albany was just as busy as the Hudson River itself. Farmers planted peas, corn, and fruit trees in their fields and kept kitchen gardens for their families. Homes, built both in Dutch and English fashions, lined the broad streets and featured small benches on their front steps. -

Development of the City of Albany State Government Leaders First Met at Albany City Hall Until a New Capitol at Public Square on Eagle Street Was Completed in 1809
The New York State Capitol c.1800 - 1850 Development of the City of Albany State government leaders first met at Albany City Hall until a new Capitol at Public Square on Eagle Street was completed in 1809. The building was used by both state and city governments while a new City Hall was under construction on the other side of Eagle Street. As New York’s population and government grew during the 1840s and 1850s, the building was deemed inadequate, triggering the construction of a new Capitol just up State Street Hill. Albany - 1818 With the establishment of Albany as the permanent capital of New York State in 1797, the city expanded rapidly with the creation of new transportation networks along with larger government buildings. In 1800, Albany’s population was 5,289 Albany - 1843 and by 1840 the city had grown to 33,721, due to an influx of Irish and German immigrants during the early 19th century. As the population of Albany grew, the city expanded to include areas to the north, called “the Colonie,” which is now At that time Albany was the ninth largest city in the United States. the Arbor Hill neighborhood. The Erie Canal was completed in 1825 with its eastern terminus in North Albany at the site of Lock 1. The canal emptied into the newly created Albany Basin that also served as Albany’s main port for much of the 19th century. The canal spurred the rapid development of industry along the Hudson River with Albany as a transportation hub for goods from all over the world.. -

2. Erie Canal
ERIE CANAL The largest of the four canals that make up the NYS Canal System, the Erie Canal was built between 1817 and 1825 and traversed 363 miles from Albany to Buffalo. It was the longest artificial waterway and the greatest public works project in North America. The canal put New York on the map as the Empire State—the leader in population, industry, and economic strength. It transformed New York City into the nation’s principal seaport and opened the interior of North America to settlement. Equally important, the Erie Canal became a central element forging our national identity. Built with a combination of vision, determination, ingenuity, and hard work, the Erie Canal solidified these central elements of our American character. Albany. The three cities PAUL BRAY1 Abstract: The City of Albany was one of the earliest cities established during the European settlement of what became the United States of America. Albany is a cross roads city located on Hudson River near where the Mohawk River joins the Hudson. It is between New York City and Montreal, Canada and it became a Gateway city to the west of the nation when the Erie Canal was opened in 1825. Goods flowed into and through Albany mostly on their way to New York City. Keywords: City of Troy, City of Schenectady, City of Albany, Albany Plan of Union, Hudson and Mohawk Rivers, Erie Canal. Colonial Period Albany was first established as Fort Orange in 1624. It evolved as a crude settlement growing up around the Fort. Its initial years there was Dutch settlement by the Dutch West India Company, a trading post to trade for furs with Native Americans who had long settled as tribes in what is now New York State. Under the Dutch there was the emergence of a new concept of colonization, the “patron” system, permitting members of the Dutch West India Company to establish settlements of 50 adults tenants on tracts of land of 16 miles on one side of the navigable Hudson River or 8 miles on each bank. The patron was lord of his domain and tenants needed his consent to hunt, fish, trade or mill lumber or grain. The patron system is long gone but vestiges could be said to have persisted in the boss or political machine system of politics in Albany. -
