Land Registration Information Update LAND REGISTRATION INFORMATION UPDATE Since the transition project of the Land Registration from manual system to the computerized Land Registration System [LRS] in 1985, it was found that a number of registered land owners whom their identification card number were unknown and have been registered temporarily using the identification codes below: 1. Code D: Land owners who were deceased during registration; and 2. Code Z: Land owners who were still alive during registration The use of this temporary identification code is to ease the implementation process of the LRS project which is still being used today. The information on these registered land ownership cannot be updated and no revisions were made due to the following items: 1. There have been no land transactions on the owned lots; 2. The Lands Department is facing difficulties in tracing the land owners in order to update the information in the Land Registration System. With regards to this, cooperation is required from land owners or their heirs to visit any District Land Office to get the “Updating Information on Ownership of Land” forms and to return it after it is completely filled and attached with the required documents. This should be done within 2 weeks of taking the form. The information required is needed for Lands Department to update the owners’ data and the ownership of their land to the Land Registration system. The forms can be downloaded through Lands Department’s website www.tanah.gov.bn or attained and submitted back to the District Land Offices as follows: Location Place Brunei dan Muara Brunei dan Muara District Land Office, 1st Floor, Lands Department building. Belait Belait District Land Office Tutong Tutong District Land Office Temburong Temburong District Land Office The time schedule for the receipt of the forms are as follows:- Date : Monday – Thursday & Saturday Time : 8.00am – 11.30am 2.00pm – 4.00 pm Reminder: Land owners or their heirs are asked to be present to the District Land Offices within 3 months from May 2nd, 2016 until July 31st, 2016. Failure to do so can enable the Lands Department to take action to revoke the land in question as ruled under section 18 of the Land Code Chapter 40. The resettlement programmes began as early as 1951 when the residents of Kampung Bendahara Lama of Kampung Ayer were resettled to Bunut Resettlement Area in Mukim Kilanas of the Brunei- Muara District. Two years later, in 1953, similar resettlement was also carried out for residents of Kampung Burong Pingai Berakas, Kampung Pancha Delima, Kampung Pengiran SiRaja Muda, Kampung Anggerek Desa and Kampung Orang Kaya Besar Imas, all of which are in Mukim Berakas of the same district. In 1954, resettlement was also carried out for Kampung Jaya Setia and Kampung Jaya Bakti, both in Mukim Berakas. In the 1960s, the government built two-housing estates in Berakas, namely Kampung Setia Bakti and Kampung Jaya Bakti for some of Kampung Ayer (water village) residents who accepted government offers to resettle them to the mainland. Terrace types housing scheme Survey A nationwide survey was conducted in 1970s to identify the peoples housing needs. Hence as a result, the first of many housing schemes, the Lambak Kanan National Housing Scheme in the Brunei-Muara District was introduced covering a site of about 810 hectares where 84 houses under Phase One had been completed and allocated to the successful applicants in early 1986.

Kampung ini bersempadan Laut China Selatan sebelah Utara, Sungai Belait ke Timur, Rasau ke Selatan dengan kampung-kampung di Kampung Sungai Tiga dan sempadan Malaysia di Sungai Tujoh sebelah Barat. 4 LATAR BELAKANG Kampung Sungai Teraban pada mulanya dikenali sebagai ‘Kampung Seberang’ dan penduduk asli yang tinggal di situ merupakan Puak Melayu Belait yang kebanyakan nelayan. Menurut ketua kampung, nama kampung berasal dari bahasa Puak Belait ‘Terabin’ bermaksud tempat berehat dan perhentian menunggu kapal, perahu atau bot kerana Pusat Pentadbiran Kuala Belait pada zaman dahulu letaknya di Kuala Balai dan orang pertama yang datang ke kampung tersebut berasal dari Melanau, Sarawak dan juga Puak Belait yang membuka kampung berkenaan.

    MENGEMASKINI MAKLUMAT PENDAFTARAN PEMILIKAN TANAH BAGI TANAH-TANAH YANG TIDAK AKTIF DI NEGARA BRUNEI DARUSSALAM Sejak projek peralihan Sistem Pendaftaran Tanah secara manual kepada Sistem Pendaftaran Tanah berkomputer pada tahun 1985, didapati sebahagian dari pemilik- pemilik tanah berdaftar yang tidak diketahui bilangan Kad Pengenalannya telah didaftar menggunakan Kod Pengenalan Sementara seperti berikut: 1. Kod D: pemilik tanah yang meninggal semasa pendaftaran; dan 2. Kod Z: pemilik tanah yang masih hidup semasa pendaftaran Penggunaan kod pengenalan sementara ini adalah bagi melicinkan perlaksanaan projek berkenaan dan masih digunakan hingga sekarang. Maklumat pendaftaran pemilikan tanah tidak dapat dikemaskini dan tidak ada pengemaskinian dibuat disebabkan oleh perkara-perkara berikut: 1. Tidak ada sebarang transaksi dan urusniaga tanah [land transactions] dibuat ke atas lot-lot yang dimiliki. 2. Jabatan Tanah menghadapi kesulitan dalam mengesan pemilik-pemilik tanah sebenar dalam usaha mengemaskini maklumat-maklumat dalam Sistem Pendaftaran Tanah.     Characterising Land Cover Change in Brunei Darussalam’s Capital District Matthew Ng Zahratu Shabrina Boyana Buyuklieva May 30, 2019 Abstract In fast-developing regions, like Southeast-Asia, monitoring urban areas presents a challenge given the lack of publicly available data. This is an issue that precludes the nuances of a city’s growth and undermines the way land-use is considered with respect to planning. The issue of data availability is very much present in the small nation of Brunei. Little is still known about the spatiotemporal evolution of its urban realm; in particular, with regard to its national development planning. The country presents an interesting case-study given the pursuit of two highly opposing master-plans within the last 40 years. Its first master-plan advocated polycentric growth away from the capital city, Bandar Seri Begawan. Its latest plan, however, currently promotes compact growth within a predefined urban footprint as a development control mechanism. This paper looks at remotely-sensed satellite-data to examine the way in which the two implemented master-plan strategies have translated into actual land-use thus far. It employs a supervised classification procedure; and characterises urban land into three typologies: urban infill, edge growth, and leapfrog growth. The paper’s findings suggest that residential developments play a stronger role in driving urban growth in Brunei. This is particularly true for public housing, which has typically persisted in isolated pockets of low-density at the city-fringe. This study has produced a novel data-set of urban land-use and land-cover in Brunei; and, its quantification may prove useful in understanding the impacts of master-planning and the formulation of development policies both within Brunei, and the wider Southeast-Asian region.
