Social and Economic Transformation in Tanzania and South Korea: Ujamaa and Saemaul Undong in the 1970S Compared
Social and Economic Transformation in Tanzania and South Korea: Ujamaa and Saemaul Undong in the 1970s Compared Yong Yoon and Robert Mudida Julius Nyerere and Park Chung-hee carried out ambitious and important social and economic reforms for rural development in the 1970s in Tanzania and South Korea, respectively. The reforms not only affected the livelihood of rural people but also had long- reaching impact on the entire nations. Despite the visionary and generally benevolent rulers’ policy initiatives, the economic results of the rural development programs in the two countries cannot be more different. This paper contrasts and explores the importance of the nature of the transformation strategy and processes, as brought about by differences in leadership as well as in political philosophies and developmental goals, as a possible explanation for the drastically different economic outcomes of Tanzania’s Ujamaa and South Korea’s Saemaul Undong. Sanders* Abstract To what extent was international pressure placed on Nyerere and Karume to unify their two states in April 1964? The argument made is that even though Americans were initially very pleased with the outcome of the Union—because they thought it would help stem the spread of communism in the region—this was not a Western-initiated plan forced upon East African leaders. Indeed, the evidence shows that Americans were largely in the dark and in fact very frustrated by their lack of influence on the situation. Instead, the Union merely served as a confluence of African and American interests. The internal factors are inspected by highlighting African concerns over outside interference, worries about domestic stability, and a desire by Karume to consolidate his power. -

Whitehead Degree: Doctor of Philosophy Temple University, 2009 Doctoral Advisory Committee Chair: Richard Deeg As international pressure for multiparty reforms swept Africa during the early 1990s, long- time incumbent, such as UNIP in Zambia, KANU in Kenya, and the MCP in Malawi, were simultaneously challenged by widespread domestic demands for multiparty reforms. Only ten years later, after succumbing to reform demands, many long-time incumbents were out of office after holding competitive multiparty elections. My research seeks an explanation for why this pattern did not emerge in Tanzanian, where the domestic push for multiparty change was weak, and, despite the occurrence of three multiparty elections, the CCM continues to win with sizable election margins. As identified in research on semi-authoritarian rule, the post-reform pattern for incumbency maintenance in countries like Togo, Gabon, and Cameroon included strong doses of repression, manipulation and patronage as tactics for surviving in office under to multiparty elections. Comparatively speaking however, governance by the CCM did not fit the typical post-Cold-War semi-authoritarian pattern of governance either. In Tanzania, coercion and manipulation appears less rampant, while patronage, as a constant across nearly every African regime, cannot explain the overwhelming mass support the CCM continues to enjoy today. -

I am sure you will all join me in thanking him for his remarkable work. David has now decided it is time to step back from the editorship, though I am delighted to say that he will continue to be involved as a contributor. I promise to do my best to protect David’s wonderful legacy and to maintain the high regard in which TA is held by its readers. In The Federalist No. 51, Madison noted that "[i]n framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself."' Uhuru na Ujamaa/Freedomand Socialism, a collection of excerpts from pub- lic statements made from June 1965 to December 1967 by President Julius K. Nyerere of Tanzania, 2 is virtually a diary of one man's attempt to form a government in Madisonian terms. The saga of Nyerere and Tanzania are somewhat unique in this regard. In the developing countries generally, few leaders have accomplished Madi- son's first task and virtually none the second. Nyerere has done better. At this point, ten years into its history as an independent state, Tan- zania has a government which governs and, more importantly, one over which the people have an extraordinary amount of control. Maryknoll History in Tanzania Chapter Seven
MARYKNOLL HISTORY IN TANZANIA CHAPTER SEVEN POST-INDEPENDENCE AND THE CHURCH IN TANZANIA INTRODUCTION: The first volume of the Tanzania history covered Maryknoll’s acceptance to take on the ecclesial territories of Musoma and Shinyanga in western Tanganyika, the establishment of thirty-one new parishes in these two dioceses – in addition to the previously existing eight parishes – and the setting up of many diocesan structures, such as a seminary, catechetical training school, indigenous Sisters’ congregation, medical clinics, middle schools and one high school, and diocesan offices to promote advancements in education and other matters. From 1946 to 1963 Maryknoll sent 114 priests and Brothers to East Africa, primarily to Musoma and Shinyanga, although as of 1963 several had returned to the United States, two or three were in Nairobi, and two were in Dar es Salaam – and one had died as of August, 1963. In any year in the early 1960s a fair number would have been in the U.S. on home leave. In any event, it is a safe estimate to say that there were about 40 Maryknoll priests stationed in each of the two dioceses – and close to a half dozen Maryknoll Brothers in each diocese. Much had been accomplished. Every parish had a church and rectory, usually made of cement blocks, and many of the parishes had a school, either primary or middle school, also usually made of cement blocks. Some parishes had medical clinics or dispensaries. There had also been moderate but appreciable growth in the number of Catholics in each diocese from 1950 to 1961: in Musoma from 10,500 to about 40,000 and in Shinyanga from 2,700 to around 20,000. -

This is the question exciting the country at present. And the short answer is that nobody has the least idea at this stage. But the picture has been transformed following the dramatic entry of former Deputy Prime Minister Augustine Mrema and now Acting Chairman of the NCCR-Mageuzi opposition party into the fray. Tanzania's first multi-party presidential and parliamentary elections will take place on October 29 1995. Voter registration will be from August 6 to September 4 and nominations of candidates must be completed before August 22. The campaign will begin officially on August 29. CCM LOOKS FOR A WINNER Potential candidates for the presidency have started campaigning already. But, with the new threat from a potentially strong opposition candidate (see below) the monolithic Chama Cha Mapinduzi (CCM), which has ruled Tanzania for the last 25 years, is faced with a formidable problem in finding a candidate who is not tainted with the corruption acknowledged to be widespread in Tanzanian society today. A growing number of CCM members have let it be known or are likely to let it be known shortly that they wish to be in the running for the top job - the Presidency - as President Mwinyi, who will shortly complete his second term of office, has to step down under the Constitution. -

Resnick (Independent Scholar) Published on H-Africa (April, 1996) Mwalimu: The Influence of Nyerere is worth reading. Julius Nyerere was Tanzania's head of state from independence in 1961 until his voluntary retirement in 1985. During this period, the country went from a naive hope that foreign investment would launch it into "sustainable economic development," through perhaps the most innovative, participatory and democratic effort to build socialism (which he called ujamaa) the world has ever seen; to its current state of "adjusting" to the pressures of the World Bank/IMF, western donors, the new economic order, and the introduction to multi-parties. The reader will find in Tanzania's story much that the past thirty-five years has visited upon the Third World. Those who are unaware of, or only partially familiar with, Tanzania's efforts to transform itself into a socialist society will find an enormous amount of well-constructed, easy-to- understand information. President Julius Nyerere, the central character in this story, will be recognized by the readers as an enormously creative conceptualizer, a far-sighted pioneer, a selfless role model, an almost dangerously courageous champion of righteous campaigns in Africa and the Third World as a whole, a fearless confronter of nations and institutions that tried to interfere with Tanzania's self- determination, a unifier of a vast and diverse economy and people, and a man of the people.
