Ao / GMSARN International Journal 7 (2013) 145 -150 New Direction towards Sustainable Society in Japan after the Nuclear Crisis Yuka Hayakawa, Hidefumi Imura, and Masazumi Ao Abstract — Nowadays, many cities in Japan are undertaking initiatives aiming to create cities with high environmental performance. Climate change countermeasures are considered as a top priority on the national environmental policy agenda, and the formation of low-carbon cities is a primary theme for environmental urban planning. However, the Great East Japan Earthquake, which caused the triple disasters of an earthquake, tsunami, and nuclear accident on 11 March, 2011, cast a large shadow on the initiatives aiming to create low-carbon cities. This paper makes a brief survey on the changing public awareness and attitude regarding nuclear safety and future energy sources in Japan, and discusses new direction of sustainable societies. The main points that become apparent after reviewing the information are: 1) Japan has an almost excessive amount of information, but has only a limited number of systems capable of "decoding" the information. Many think tanks were established to address the problem, but they remain unable to analyze data objectively because of their heavy reliance on specific businesses for operational funds. 2) As we approach an integrated multi-media age (a next generation communications network), what is most urgently needed is not voluminous information but a system capable of choosing between data, necessary and unnecessary. 3) Multi-media will grow into a key industry in the 21st century. With the help of digitized networks, the world will become a borderless market, which will be worth several trillion dollars in value. In order to grasp the greatest business opportunity of the 21st century, we will need better information and media structures. At the outset of the analysis I must stress the extreme importance of changes in mode of usage as well as technology over so short a period as fifteen years. This is crucial to the discussion below because there exist some econ- omists who still live in the “medieval” age, when voice telephony was dom- inant and the market was structured consistent with this technology of the time, namely before 1985. Voice telephony has a history of more than 100 years and the imprints of that age still are so strong as to blind some people to the scope of the new era that started in the early 1990s.

The market share of physical music sales in relation to all sales is the largest in the world (RIAJ Yearbook 2016). In 2015, the production value of physical and digital music sales increased 1% to ca. 2,6 billion USD, according to a RIAJ (Recording Industry Association of Japan) 2016 report. The value of vinyl production increased by 73% in 2015, although the total number of units sold remains small (ca. 660,000 units). According to the RIAJ, vinyl sales have decreased 29% so far this year compared to 2016. Arguably, one of the main reasons Japan still retains a rela- tively strong (physical) recorded music market is a result of the 2012 Copyright Act that enacted penalties including im- prisonment and fines for illegal downloading, uploading and even viewing of copyrighted material.
