El presente trabajo busca analizar hasta que punto estas conclusiones, localizadas en la sociedad norteamericana, se producen también en la sociedad española. Una encuesta telefónica aplicada a dos muestras equivalentes de una comunidad autónoma proporciona una gran similitud en las respuestas con independencia de la dirección de administración de escalas ordinales. De las 14 escalas empleadas, tan solo 3 presentan distribuciones diferentes, influyendo más la edad y el nivel de estudios. El Sentido Del Voto Según El Tipo De Elección
Facultad de Ciencias Económicas y Empresariales Grado en Economía 2016/2017 Trabajo de Fin de Grado EL SENTIDO DEL VOTO SEGÚN EL TIPO DE ELECCIÓN: ANÁLISIS COMPARATIVO Presentado por: Beatriz Barrocal Sánchez Tutor Académico: Miguel Martínez Panero Valladolid, 24/02/2017 RESUMEN Este trabajo estudia la escisión de voto ocurrida cuando un elector (o el electorado en conjunto) decide repartir sus votos entre diversos candidatos en elecciones a distintas instituciones (elecciones multinivel) cuando estas son simultáneas o próximas en el tiempo. Además, se tratan otros sucesos de escisión de voto inherentes a los sistemas electorales estadounidense, francés y alemán. Se exponen diferentes modelos que aparecen en la literatura y su relación con el comportamiento electoral. El estudio comparativo se centra en el caso español, donde se realizan distintos análisis de correlación entre datos obtenidos en convocatorias al Congreso/Senado, Parlamento Nacional/Europeo, así como en elecciones Nacionales/Municipales. En cada caso se realiza un análisis paralelo por partidos de votos recibidos y escaños asignados. Así mismo, se cuantifica el número de votos válidos y la abstención diferencial. Se puede constatar a la vista de los resultados que hay distintos factores que propician la escisión de voto, tales como: la diferencia de los sistemas de votación empleados, el trasvase de voto hacia partidos de ideología similar (produciéndose incluso el llamado “efecto alerón”), asumir las elecciones como de primer y segundo orden, además del uso en España -

Nationalism and Democracy. Manuel Irujo Ollo: The Leadership of a Heterodox Basque Nationalist LUDGER MEES UPV/EHU, University of the Basque Country l Abstract Manuel Irujo Ollo was one of the most prominent leaders of moderate Basque nationalism. Irujo, who was born in 1891 and died in 1981 at the age of 89, had a Basque, Spanish, and European dimension to his political career, which was perhaps the most enduring and intensive of any leader to emerge during the entire history of this socio-political movement. Yet Irujo’s political life remains largely quite unknown: no comprehensive academic biography has been written on his political work. Obviously, this article does not pretend to fill this void. Instead, it aims to cast a light on the nationalist leader’s political life from the twofold perspective of his individual political activity and the lessons that can be learned for a broader understanding of Basque nationalism in particular and of the relationship between nationalism and democracy in general. Resumen Manuel Irujo Ollo fue uno de los más significativos líderes del nacionalismo vasco moderado. En la historia de este movimiento socio-político probablemente no existe otro líder con una trayectoria política tan duradera e intensa con una dimensión vasca, española y europea como la de Irujo, quien nació en 1891 y murió en 1981 a la edad de 89. Pese a ello, hoy día la vida política de Irujo sigue siendo en buena parte desconocida, puesto que hasta la fecha no existe una biografía completa escrita con rigor científico. Obviamente, este artículo no pretende subsanar este déficit, pero sí aspira a arrojar luz sobre la biografía política del líder nacionalista desde una doble perspectiva: no sólo se analizará su actividad política individual, sino que también se preguntará sobre las conclusiones que se pueden extraer de este análisis para la historia del nacionalismo vasco y, más en general, sobre la relación entre naciona- lismo y democracia. -

THE CATALAN SOVEREIGNTY PROCESS AND THE SPANISH CONSTITUTIONAL COURT. AN ANALYSIS OF RECIPROCAL IMPACTS * Eduard Roig i Molés** Abstract Since 2013 the Catalan sovereignty process and the Spanish Constitutional Court have increasingly been at odds with one another. This situation has altered the course of the Catalan sovereignty process, with the interventions of the Court notable for having a major bearing on sovereignty initiatives. The aim of this study is to analyse not just the constitutional jurisprudence, but also the transformation of the Catalan sovereignty process based on the decisions of the Constitutional Court, how these decisions have affected the course of action taken by Catalan institutions, and the effects and efficacy of the Court’s judgments, court orders and rulings in curbing the intentions of Catalan institutions. Conversely, the Catalan sovereignty process has had a major impact on the position of the Constitutional Court and its functions, relating to the Court’s jurisprudence and the political choices of regional and state institutions, and this impact is likewise analysed. Lastly, attention is given to the ‘collateral’ effects the Constitutional Court’s intervention in the Catalan sovereignty process has had on a number of other areas of Spain’s constitutional system. CONCLUSIONS ABSTRACT The article explains the evolution of the parliamentary speakership in different countries of continental Europe in the XIX and XX centuries. The text focuses on three questions in order to define how the speakership was shaped in the parliaments that emerged from the liberal revolution: the procedure by which the speaker was elected, the duration of his mandate and his functions. Starting from the definition of the initial model, it analyzes how after the II World War the direction of parliamentary work evolved towards a shared model involving three bodies. These were the speakership itself, the bureau of the chamber and the conference of presidents of the parliamentary groups, with functions delimited among the three bodies and the speakership maintaining those competencies that had necessarily to be performed by a unipersonal body. -
