Media statement For Immediate release Tuesday, 03 April 2012 Honourable Supra Mahumapelo is appointed Speaker of the North West Provincial Legislature (NWPL) On 03 April, Members of the North West Provincial Legislature confidently elected Hon. Supra Obakeng Ramoeletsi Mahumapelo as Speaker of the North West Provincial Legislature (NWPL) during a special sitting at the North West Provincial Legislature’s Chamber. This came after Hon. Nono Maloyi submitted his immediate resignation as Speaker of the North West Provincial Legislature to the African National Congress (ANC). Hon. Supra Mahumapelo gracefully thanked the ANC for affording him an opportunity to be part of a collective bestowed with the responsibility to ensure the implementation of a better life for all people of the North West Province. “We are grateful to the organization that it has given one this responsibility, and I hope and think that whatever comes we can work together and make sure that we achieve what the Constitution requires us to do, and also make sure that we deliver to the people on the ground, because if we don’t do that, people are going to lose confidence in the government and particularly democracy,” said Hon. Mahumapelo. He mentioned that as the ANC celebrates the centenary of selflessness this year, those that have been awarded opportunities to be leaders of the people should remember the spirit of selflessness, like former comrades such as Chris Hani, Molefi Sefularo and Solomon Mahlangu who died in the month of April and made a path which afforded others an opportunity to be in positions of leadership. “We as public representatives need not forget ourselves when we work to serve our people, we must not be proud and should live up to our words as leaders, we need to be patient with all adversities that face our people and not lose hope. “In our work, we will ensure that we build on the foundation of those that came before. The Honorable Speakers, Jerry Mathibedi, Tselapedi, Thandi Modise and Dumile Maloyi and we specifically thank him for the work he reported to have done to build this institution,” said Hon. Mahumapelo Hon. China Dodovu commended the newly appointed Speaker saying that he is confident that he has all business acumen and necessary skills to take the Legislature forward. Hon. PRESIDENT RAMAPHOSA SE TELKAART - NOGMAALS… Theuns Eloff is voorsitter van die Adviesraad van die FW de Klerk Stigting Daar is min kwessies wat so gereeld in gesprekke ter sprake kom as die sukses (al dan nie) van President Cyril Ramaphosa - selfs in hierdie tyd van die Wêreldrugbybeker. Almal (behalwe die Zuptas en die EFF) wil hê dat hy slaag en glo dat hy wil slaag. Maar twyfel vreet aan hierdie vertroue elke keer as daar iets negatief in die land gebeur: vanaf nòg ‘n staatsonderneming wat ‘n reddingsboei wil hê, tot ‘n geval van die verkragting van en moord op ‘n student deur ‘n staatsdienswerker. En die terugkerende refrein is dat as Cyril nie gou slaag nie, sal daar nie ‘n ekonomie en ‘n land oor wees nie. William Saunderson-Meyer het onlangs selfs in ‘n artikel die vraag gevra of Cyril die Tier genoem gaan word of bloot die Gestewelde Kat(jie)? Hoe lyk ons President se prestasietelkaart vyf maande nadat hy die ANC tot ‘n oorwinning by die stembus aangevoer het en daarna vir vyf jaar as President van die land aangewys is? Aan die positiewe kant is daar verskeie sake, waarvan baie in die geraas van ander negatiewe gebeure vergete geraak het. Die aanstelling van ‘n Ekonomiese Adviesraad met verskeie internasionale ekonome en kundiges aan boord, is ‘n positiewe teken. Die afstand wat sommige van hulle van Suid-Afrika en die heersende ideologieë het, kan beteken dat hulle met vars en oorspronklike planne na vore kan kom. Die gedeeltelike aanvaarding van Tito Mboweni se ekonomiese regrukplan deur die ANC se NUK is ‘n tweede positiewe ekonomiese teken.

Is Thandi Modise Guilty of “Neglect” Or “Negligence”?
Is Thandi Modise guilty of “neglect” or “negligence”? Thandi Modise is facing charges for Animal Cruelty that date back to 2014. It didn’t stop her from keeping her previous post in the National Council of Provinces, and she was then promoted after the last elections to be Speaker of the National Assembly. Ramaphosa has played along with some senior officials who have served their country with distinction. Pravin Gordhan comes to mind, under a cloud created by the Public Protector. Modise has been charged by the National Society for the Prevention of Animals (NSPCA). But the fact that the case against her is being litigated by Gerry Nel of Afriforum says a lot. When a sheep was slaughtered last year on a Capetown beach to cleanse it from the sins of racism, there was this same clash of cultures. Some citizens wanted to appease their ancestral spirits by slaughtering a sheep. While others objected to this act as cruelty to animals and lack of hygiene in a public space. Thandi Modise is in a tight spot, and her attorneys asked for a remand in June to have more time to prepare her defence. The case will now be heard in late October. There is no question that animals suffered and died on an unprecedented scale. But sad as that is, and it is very sad, the question of Thandi Modise’s own culpability is a thorny one. And it smacks of a revenging offensive by her white neighbours. Afriforum’s involvement suggests that this is some kind of publicity stunt, related to the question of land redistribution to blacks.

Zuma Supporters Demand Equal Treatment for All Witnesses
19 July 2019 Zondo Commission – Zuma supporters in fine form, demand equal treatment for all witnesses After a meeting between Deputy Chief Justice Raymond Zondo, the commission’s counsel and Zuma’s counsel in the chairperson’s chambers, all parties reached common ground for Zuma to continue giving evidence before the commission. This was after he had earlier said, through his lawyers, that he was withdrawing. Zuma’s counsel cited unfair treatment by the commission towards their client, and the decision to withdraw was met by jubilant sounds from the former president’s supporters as they rose in song. The section of Zuma’s supporters included former SABC COO Hlaudi Motsoeneng, former North West premier and ANC provincial secretary Supra Mahumapelo, former communications minister Faith Muthambi, and former minister of finance Des van Rooyen. The singing from Zuma’s supporters continued outside the venue with struggle songs and lyrics such as “uPravin bekengekho emzabalazweni, uRamaphosa bekengekho emzabalazweni”, meaning “Pravin was not part of the struggle; Ramaphosa too was not part of the struggle”. Pravin Gordhan, who is now minister of public enterprises, came before the commission to testify about how he and others faced death threats during his tenure as finance minister. President Cyril Ramaphosa succeeded Jacob Zuma after the latter resigned in February 2018 under immense pressure from the public and from within the ANC. Supporters, while singing outside the venue, expressed their support for the father of “radical economic transformation”. Echoing Zuma’s counsel, they claimed he is being treated unfairly by the commission. Different structures within the ANC came out to support Zuma and assembled at the nearby Pieter Roos Park as they waited for Zuma to address them after the adjournment of the proceedings.

Week 9: Monday February 24 – Sunday, 1 March 2020 Expropriation In Week 8 US Secretary of State Mike Pompeo was reported as stating that moves to amend the constitution and expropriate land without compensation would be disastrous for South Africa’s economy and people. However, a more measured view has since been put forward by US Ambassador Designate to South Africa Lana Marks, who stated that she was “100% satisfied in the way in which President Ramaphosa is handling everything – in a totally open and transparent manner”. (Mail and Guardian 26 February 2020) Marks said she was not consulted by the US State Department ahead of Pompeo’s remarks the previous week. The ambassador is reported to have gone further to state that she had been informed that “there would be no confiscation of any private land whatsoever”. In response Presidential spokesperson Khusela Diko made it clear that the government intended to accelerate land reform, but stated that this would be done within the strict confines of South African law. While Ambassador Marks has stated her ambition to elevate South Africa into a top 20 trading partner with the US (it is currently 39th), Anthea Jeffery continues to beat the Zimbabwean drum (BizNews 27 February 2020) citing De Soto advocate Craig Richardson that the root cause of Zimbabwe’s economic decline was “the expropriation of land without compensation (which) destroyed property rights – the foundation of the economy – and led to a chain reaction…” According to Jeffrey, South Africa “still remains far away from this haunting tale of woe” but she cautions that “there is no room for complacency”.

South Africa Political Snapshot New ANC President Ramaphosa’s mixed hand holds promise for South Africa’s future South Africa’s ruling party, the African National Congress, yesterday (20 December) concluded its 54th National Conference at which it elected a new leadership. South African Deputy President Cyril Ramaphosa was announced the ANC’s new leader against a backdrop of fast-deteriorating investor confidence in the country. The new team will likely direct the ANC’s leadership of the country for the next five years and beyond. Mr Ramaphosa’s victory is not complete. The election results have been the closest they have been of any ANC leadership election in recent times. The results for the top six leaders of the ANC (Deputy President, National Chairperson, Secretary-General, Treasurer-General and Deputy Secretary-General) and the 80-member National Executive Committee (NEC - the highest decision-making body of the party between conferences) also represent a near 50-50 composition of the two main factions of the ANC. Jacob Zuma, Mr Ramaphosa’s predecessor, still retains the presidency of South Africa’s government (the next general election is still 18 months away). It enables Mr Zuma to state positions difficult for the new ANC leadership to find clawback on, and to leverage whatever is left of his expanded patronage network where it remains in place. A pointed reminder of this was delivered on the morning the ANC National Conference commenced, when President Zuma committed the government to provide free tertiary education for students from homes with combined incomes of below R600 000 – an commitment termed unaffordable by an expansive judicial investigation, designed to delay his removal from office and to paint him as a victim in the event it may be attempted.

Government System
South Africa is a constitutional democracy with a three-tier system of government and an Environment independent judiciary. The national, provincial and local levels of government all have legislative and executive authority in their own spheres, and are defined in the Constitution as distinctive, interdependent and interrelated. Operating at both national and provincial levels are advisory bodies drawn from South Africa’s traditional leaders. It is a stated intention in the Constitution that the country be run on a system of cooperative governance. Government is committed to the building of a free, non-racial, non-sexist, democratic, united and successful South Africa. The Constitution South Africa’s Constitution is one of the most progressive in the world and enjoys high acclaim internationally. Human rights are given clear prominence in the Constitution. The Constitution of the Republic of South Africa of 1996 was approved by the Constitutional Court on 4 December 1996 and took effect on 4 February 1997. The Constitution is the supreme law of the land. No other law or government action can supersede the provisions of the Constitution. The Preamble The Preamble states that the Constitution aims to: • heal the divisions of the past and establish a society based on democratic values, social justice and fundamental human rights • improve the quality of life of all citizens and free the potential of each person • lay the foundations for a democratic and open society in which government is based on the will of the people, and in which every citizen is equally protected by law • build a united and democratic South Africa that is able to take its rightful place as a sovereign State in the family of nations.
