PRESIDENT RAMAPHOSA SE TELKAART - NOGMAALS… Theuns Eloff Is Voorsitter Van Die Adviesraad Van Die FW De Klerk Stigting PRESIDENT RAMAPHOSA SE TELKAART - NOGMAALS… Theuns Eloff is voorsitter van die Adviesraad van die FW de Klerk Stigting Daar is min kwessies wat so gereeld in gesprekke ter sprake kom as die sukses (al dan nie) van President Cyril Ramaphosa - selfs in hierdie tyd van die Wêreldrugbybeker. Almal (behalwe die Zuptas en die EFF) wil hê dat hy slaag en glo dat hy wil slaag. Maar twyfel vreet aan hierdie vertroue elke keer as daar iets negatief in die land gebeur: vanaf nòg ‘n staatsonderneming wat ‘n reddingsboei wil hê, tot ‘n geval van die verkragting van en moord op ‘n student deur ‘n staatsdienswerker. En die terugkerende refrein is dat as Cyril nie gou slaag nie, sal daar nie ‘n ekonomie en ‘n land oor wees nie. William Saunderson-Meyer het onlangs selfs in ‘n artikel die vraag gevra of Cyril die Tier genoem gaan word of bloot die Gestewelde Kat(jie)? Hoe lyk ons President se prestasietelkaart vyf maande nadat hy die ANC tot ‘n oorwinning by die stembus aangevoer het en daarna vir vyf jaar as President van die land aangewys is? Aan die positiewe kant is daar verskeie sake, waarvan baie in die geraas van ander negatiewe gebeure vergete geraak het. Die aanstelling van ‘n Ekonomiese Adviesraad met verskeie internasionale ekonome en kundiges aan boord, is ‘n positiewe teken. Die afstand wat sommige van hulle van Suid-Afrika en die heersende ideologieë het, kan beteken dat hulle met vars en oorspronklike planne na vore kan kom. Die gedeeltelike aanvaarding van Tito Mboweni se ekonomiese regrukplan deur die ANC se NUK is ‘n tweede positiewe ekonomiese teken. Puriste het reeds gekla dat dit nie genoeg is nie, maar dit is veel beter as die histerie wat by die loodsing daarvan uitgebreek het, binne die ANC en deur die alliansievennote. Wat baie mense uit die oog verloor, is dat Moody’s se beleggingsgradering van Suid-Afrika nie afgeskaal is na rommelstatus nie - miskien sien hulle op ‘n afstand wat ons wat nader aan die vuur sit, nie raaksien nie. Ten opsigte van korrupsie en staatskaping was daar ten minste drie betekenisvolle aankondigings (benewens die voortgaande onthullings voor die Zondokommissie). Die eerste was die regulasies vir die magtiging van die Spesiale Ondersoekeenheid (SOE) om die sogenaamde “asbestos-saak” in die Vrystaat te ondersoek - waarin Ace Magashule na bewering ‘n sleutelrol gespeel het. Die tweede was die regulasies vir ‘n Spesiale Tribunaal (bestaande uit agt regters) wat daarop gemik is om siviele eise in te stel in gevalle waar die staat geld verloor het en wat uit ondersoeke van die SOE spruit, te bespoedig. Die Tribunaal het reeds met sy werk begin en die bedrag wat ter sprake is, is meer as R14 miljard. Die derde is die loodsing van ‘n antikorrupsie forum in die gesondheidsbedryf, met vennote Corruption Watch en Section27 - terloops organisasies wat nie sonder kritiek op die regering is nie. ‘n Kwessie wat oor tyd vergete kon raak, is hoeveel Zupta’s reeds uit sirkulasie en uit die regering verwyder is onder Ramaphosa se leierskap. Ferial Haffajee het selfs onlangs ‘n artikel geskryf (“See how they’ve fallen - a State Capture rogue’s gallery”) waarin sy onderskei tussen dié wat “spilpunte” en dié wat die bemagtigers (“enablers”) was. En al het die strafregtelike vervolgings nog nie begin nie, is ‘n hele klomp geld reeds deur siviele sake teruggekry. Die punt is: polities en administratief het Ramaphosa gedoen wat hy kon doen. Die regsprosesse en vervolgings sal langer duur om te begin en afgehandel te word. Dit is ook positief dat daar die afgelope weke hardnekkige gerugte is dat die eerste hoë profiel vervolgings binnekort gaan begin. Op taal- en diversiteitsgebied was President Ramaphosa tot onlangs nie baie uitgesproke nie. Op vanjaar se Erfenisdag op Upington sê hy egter (in Afrikaans nogal): “Daar is geen taal in ons land wat ons kan sê is ‘n taal uit ons verlede en wat in ons gelede (sic) gelaat moet word nie. Vandag omhels en beoefen ons alle tale wat bydra tot die diversiteit van ons nasie”. Dit is ‘n welkome noot en mens hoop dat Panyaza Lesufi dit ernstig sal opneem. Oor ander Afrikatale het hy onderneem dat die regering hard werk om daardie tale as skoolvakke aan te bied - maar ongelukkig niks oor moedertaalonderrig in inheemse tale gesê nie. President Ramaphosa se weeklikse nuusbrief wat aan die einde van September begin is, is ‘n poging om beter te kommunikeer en meer sigbaar te wees. Of die verspreiding daarvan wyd genoeg is en of die media dit as nuuswaardig genoeg sal beskou om daaroor te berig, sal gesien moet word. Ten slotte (en miskien klink dit teenstrydig) is die uitspraak van Ace Magashule dat hy eerder onder Nkosazana Dlamini-Zuma sou wou dien as onder Cyril Ramaphosa, ‘n positiewe teken. Nadat hy die afgelope tyd ‘n paar keer ietwat op sy plek gesit is, het hy die stilte verbreek met hierdie blatante uitdaging aan sy President. Dit kan die begin van die einde van die Zuptas in die ANC beteken. Maar dit kan nie ontken word nie dat daar ook ‘n hele paar negatiewe punte op die telkaart is. President Ramaphosa lei ‘n party wat ideologies grootliks verdeeld is en waarvan ‘n groot deel (indien nie die grootste deel nie) steeds aan ‘n vorm van sosialisme verknog is, met die sogenaamde Nasionale Demokratiese Rewolusie as die basis. Dit het onlangs weer na vore gekom in die kritiek op Tito Mboweni se ekonomiese regrukplan. ‘n Tweede negatiewe faktor (wat vir die voorsienbare toekoms nie sal verander nie) is die swak of geen kapasiteit in die staatsdiens - aangevuur deur ideologiese transformasie, die 80-9-9-2 ideologie en kaderontplooiing. Die skynbare stagnering van vervolgings maak baie mense moedeloos. Die vasgevalde ekonomie - met ‘n verwagte groeikoers van net 0.6% vir 2019 - help ook nie om vertroue te bou nie. Voeg hierby die debat oor voorgeskrewe bates, die dreigende wysiging van artikel 25 van die Grondwet, misdaadstatistieke en die beplande Nasionale Gesondheidsversekeringstelsel, en daar is baie om oor bekommerd te wees. Aan sekere van hierdie negatiewe punte op die telkaart kan President Ramaphosa nie op die korttermyn iets doen nie. Maar die positiewe punte op die telkaart wys dat baie ander dinge reeds gedoen kan word - en dat daar inderdaad vordering is. Daar lê harde werk voor en hy sal voor gereelde toetse te staan kom - waarvan hy ten minste die meerderheid sal moet slaag om uiteindelik ‘n onderskeiding te verwerf. Onlangs is ‘n nuwe Facebook-bladsy - #ImStaying - gestig wat daarop gemik is om Suid- Afrikaners te mobiliseer om te sê òf hulle in Suid-Afrika gaan bly en hoekom hulle sò besluit het. Die aantal lede het baie vinnig na meer as 600 000 gestyg. Dit is ‘n duidelike teken dat Suid-Afrikaners van alle rasse en stande reg is om te bly, maar dat hulle ook besef dat moeilike besluite geneem sal moet word om by ‘n beter toekoms uit te kom. Tydens Solidariteit se toekomsberaad wat laasweek in Pretoria gehou is, is die konsep van selfbestuur en kulturele selfstandigheid sterk beklemtoon. Volgens die voorsitter van Solidariteit, Flip Buys, het selfbestuur noodsaaklik geword omdat staatsbestuur besig is om te verval en plek-plek reeds misluk. Die tema van die toekomsberaad was “Bou om te Bly”. Hier is dus ‘n groot deel van die Afrikaanse bevolking wat ook sê “ons bly”. En al wil ons nie afhanklik van die mislukkende staat vir ons toekoms wil wees nie, sal ons met die staat saamwerk waar ons kan. En by implikasie wens ons die President sukses toe met sy hervormings. President Ramaphosa het tereg in sy eerste nuusbrief geskryf dat Suid-Afrikaners gereed is om die land se uitdagings in die gesig te staar. Dit is waar. Maar in die konteks van hierdie telkaart, is die vraag: Meneer die President, ons is bereid om te bly en te bou vir ‘n goeie toekoms.     24 August 2018 Zondo Commission: Mcebisi Jonas tells of Guptas boasting of their control of Hawks, NPA, and NIA Former deputy finance minister Mcebisi Jonas revealed on Friday that one of the Gupta brothers, whom he believes to be Ajay Gupta, threatened his life should he ever tell anyone about a meeting held between them at the Gupta home in Johannesburg in October 2015. Also present at the meeting were Zuma’s son Duduzane as well as former defence advisor Fana Hlongwane. Jonas told the commission of inquiry into state capture, sitting in Johannesburg, that Gupta appeared emotional when it became clear that Jonas was not in favour of Gupta’s previously reported offer for the position of finance minister, held at the time by Nhlanhla Nene. “He (Gupta) had come into the room and immediately told me that they had information on me and the ‘old man’ had suggested that they talk to me,” said Jonas, reading from the sworn statement he made to the commission. By ‘old man’, he said, Gupta had been referring to former president Jacob Zuma. According to Jonas, he had been driven to an undisclosed meeting venue by Duduzane, whom he had met earlier at the Hyatt hotel in Rosebank. Duduzane appeared nervous when they met at the Hyatt, and told Jonas that he would prefer to move to a more private place. Jonas told the commission he was unaware of what the meeting agenda was or that they would joined by others. He had previously been invited by Duduzane to the South African of the Year Awards, but had declined, and later agreed to meeting at a later stage.

By Theuns Eloff: Chairman, FW de Klerk Foundation Board of Advisers There are few issues that are discussed as often as the success (or not) of President Cyril Ramaphosa - even during Rugby World Cup time. Everyone (except the Zuptas and EFF) wants him to succeed and believes that he will succeed. But doubts erode this trust every time something negative happens in the country: whether it’s yet another SOE demanding a lifeline, or the case of a student raped and murdered by a public servant. And the recurring refrain is that if Cyril does not succeed soon, there will be no economy or country left to save. William Saunderson-Meyer recently posed the question: can he be referred to as Cyril the Tiger, or is he merely Puss in Boots? What is our President's scorecard five months after he led the ANC to victory at the polls and was subsequently named President of the country for five years ? On the positive side, there are several signs, many of which have been lost in the hullabaloo of other negative events. The appointment of an Economic Advisory Board with several international economists and experts on board, is a plus. The distance some of them have from South Africa and the prevailing ideologies could mean that they will come up with fresh and original plans. The partial acceptance of Tito Mboweni's economic turnaround plan by the ANC's NEC is a second positive economic sign. Purists have already complained that this is not enough, but it is far better than the hysteria that broke out at the launch, within the ANC and their alliance partners.

    The Zuma Moment: Between Tender-based Capitalists and Radical Economic Transformation Ashwin Desai1 Department of Sociology, University of Johannesburg, Kingsway Campus, Auckland Park, 2006, Johannesburg. The Jacob Zuma Presidency (2009-2017) was dogged by persistent allegations of corruption and the looting of State Owned Enterprises (SOE’s) by those allied to him. It led to allegations of state capture that placed the Gupta family at the centre of this project. These allegations have been highly contested, with Zuma supporters arguing that he has come under attack because of his support for the BRICS alliance (Brazil, Russia, India, China, South Africa), which they hold challenges Western imperial interests. Alongside this are those aligned to the Gupta family, arguing that the real culprits of state capture, both historically and in contemporary South Africa, is White Monopoly Capital (WMC), through its ability to determine macro-economic policy. At the heart of this contest is what has come to be known as tender-based capitalists who sought to use access to SOE’s for the accumulation of capital. This process has been defended on the basis that it has the potential to lead a radical economic transformation (RET) that that can challenge the power of WMC. Others have held that this argument is a mere fig leaf for the looting of state coffers, eroding its capacity for deeper developmental initiatives and fostering a parasitic class.     19 February 2019 Zondo Commission – Zuma’s agenda-driven cabinet reshuffles created havoc in financial markets It takes a person with no appreciation for the impact that government’s social spending programmes have on the ordinary citizen to make a comment like “if the rand falls, we will just pick it up.” This is the view of National Treasury’s chief director of macro-economic policy, Catherine MacLeod, who testified at the commission of inquiry into state capture on Tuesday. MacLeod was responding to a question by evidence leader Phillip Mokoena SC, who asked for her comment on the remark, attributed to environmental affairs minister Nomvula Mokonyane. The minister uttered the words at an ANC rally in April 2017, in defence of a surprise cabinet reshuffle by former president Jacob Zuma the month before. Two casualties of the reshuffle were finance minister Pravin Gordhan and his deputy Mcebisi Jonas, based on an intelligence report that found that they were undermining the leadership of the country in the way they ran Treasury. The pair, together with then director-general Lungisa Fuzile, had set out on a tour of several countries to meet with potential investors and rating agencies, a task they would commonly embark on once or twice a year, according to Fuzile. “Financial asset prices may recover eventually,” MacLeod explained, “but the thing is, between the time that they have fallen and when they finally recover, government has to go out into the market and convince people to lend us money, and during that period of time we have to pay more in order to convince them to lend money to us.” This is so that we can continue to fund our social spending programmes, she said.

    Is Thandi Modise guilty of “neglect” or “negligence”? Thandi Modise is facing charges for Animal Cruelty that date back to 2014. It didn’t stop her from keeping her previous post in the National Council of Provinces, and she was then promoted after the last elections to be Speaker of the National Assembly. Ramaphosa has played along with some senior officials who have served their country with distinction. Pravin Gordhan comes to mind, under a cloud created by the Public Protector. Modise has been charged by the National Society for the Prevention of Animals (NSPCA). But the fact that the case against her is being litigated by Gerry Nel of Afriforum says a lot. When a sheep was slaughtered last year on a Capetown beach to cleanse it from the sins of racism, there was this same clash of cultures. Some citizens wanted to appease their ancestral spirits by slaughtering a sheep. While others objected to this act as cruelty to animals and lack of hygiene in a public space. Thandi Modise is in a tight spot, and her attorneys asked for a remand in June to have more time to prepare her defence. The case will now be heard in late October. There is no question that animals suffered and died on an unprecedented scale. But sad as that is, and it is very sad, the question of Thandi Modise’s own culpability is a thorny one. And it smacks of a revenging offensive by her white neighbours. Afriforum’s involvement suggests that this is some kind of publicity stunt, related to the question of land redistribution to blacks.
