FOOD AND AGRICULTURE ORGANIZATION OF THE UNITED NATIONS Terms of Reference for Consultant Job Title: Information Management Specialist Division/Department: Office for Communications, Partnerships and Advocacy (OCP) Programme/Project Number: FAO Country Profiles Location: Rome, Italy Expected Start Date of Assignment: As soon as possible Duration: 6 months Reports to Title: Chief, Internet and Internal Communications GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED The FAO Country Profiles (FCP) portal www.fao.org/countryprofiles/ , provides a one-stop access to a vast amount of information and data available on the FAO Web Site relevant to, and associated with, each FAO member country. In this context, the FAO geopolitical ontology (http://www.fao.org/countryprofiles/geoinfo/ ) and related services have been developed to facilitate data exchange and sharing in a standardized manner among systems managing information about countries and/or regions. Under the overall guidance of the Chief OCPCI and the direct supervision of the FCP manager, the consultant will participate in the maintenance and further development of the FAO Geopolitical Ontology, and in particular will: • Maintain and further develop the Geopolitical ontology (OWL and RDF versions) as well as its linkages with other resources; • Maintain and further develop ontology services (module maker and web services) and software for consistency checking and maintenance operations; • Consult with internal FAO users and analyze feedback for enhancing the usability and deployment of the ontology and its utilization through the FAO Country Profiles portal; • Participate in the creation of contents and quality assurance tasks related to the FAO Country profiles portal and products; • Analyze technical options and data flows and propose improvements to the geopolitical ontology maintenance and publishing processes. • Perform other related duties as requested; The consultant will be required to travel on behalf of the Organization and perform tasks in the capacity of representing OCP, FAO to internal and external stakeholders. KEY PERFORMANCE INDICATORS Expected Outputs: Required Completion Date: • FAO geopolitical ontology updated - 2 months after beginning of contract • Web services reengineered - 4 months after beginning of contract • Written report covering the various options to maintain data in the geopolitical ontology in the future - 6 months after beginning of contract REQUIRED COMPETENCIES Academic Qualifications: Academic degree or equivalent technical training on computer sciences, semantic technologies, or related field. Technical Competencies and Experience Requirements: • In-depth knowledge of XML manipulation and transformations (DOM API, XSLT and schemas); • Practical experience in the use of Semantic Technologies (OWL, RDF, SPARQL); • Demonstrated experience with RESTful web frameworks and Java programming; • Experience in providing support to users; • Ability to work as an efficient team member with limited supervision; • Excellent writing skills in English How to Apply: Please send your application to: [email protected] no later than 30 November 2012 , including the following documents: 1) Completed FAO Personal History Form (available at: http://www.fao.org/employment/current-vacancies/consultants/en/ ) 2) Brief cover letter indicating your suitability and motivation .
