Introduction 1.1 At the meeting of the Committee held on 16 October 1996, Coinmittee noted a report by tlie Head of Legal Services indicating the various alternatives open to the Council to extend the prohibition on the consumption of alcohol in public places to cover the whole North Lanarkshire area, and resolved (1) that the Director of Administration be instructed to make a formal representation to the Secretary of State for Scotland for a blanket bail on the consumption of alcohol in public places throughout North Lanarkshire; and (2) that failing a satisfactoq response to such an approach the recommendation in the report by the Head of Legal Services be adopted, namely to promote one consolidated Byelaw for North Lanarkshire, incorporating existing areas and any further areas where evidence exists of public disorder and nuisance, and that the Director of Administration be authorised to enter consultation with Strathclyde Police and with local community Councils with a view to establishing the status of evidence of public disorder and nuisance arising from drinking in public places, and to report back to this Committee. 2. Representation to the Secretary of State 2.1 The Scottish Office were invited to advise on whether tlie Secretary of State would confirm a Byelaw covering the whole North Lanarkshire area. Recommendation That the proposals for the review of the current polling districts and polling places as attached as an Appendix to this report be approved. Background Following the polling place review undertaken in 2013, the Policy and Resources Committee, at its meeting he'd on 5 December 2013 approved the polling districts and polling places in use for all electoral type events. Subsequent to this, and following the special meeting of the Council held on 3 October 2016, wherein it was noted that the review of the electoral arrangements undertaken by the Local Government Boundary Commission had resulted in a change to the ward boundaries and led to an increase of one ward, minor amendments were made to those polling districts and polling places that had been previously approved. 2. Report 2.1. The Representation of the People Act 1983, as amended by the Electoral Registration Act 2013, requires all Councils within the United Kingdom to conduct a review of polling places and polling districts within a period of six months beginning with 1 October 2013 and within the :\REP\REVPOLLDISTPIACCJ.DOCX 2 period of 16 months beginning with the first day in October of every fifth year thereafter.

OHN BLACK, author of many poems and prose J sketches, came upon the stage of life just as the year of grace 1849 was drawing to a close. He is the eighth of a family of four sons and eight daughters, who were brought up at the farm of East Handaxwood, in W~st Calder Parish, and near Fauldhouse, Linlithgowshire. the district which, as Bentybrae, he has sung and depicted with tenderness and fidelity. Mr Black comes of a rhyming family, one of his brothers and two of his sisters being capable of expressing their thoughts in verse. Early last century his maternal great­ grandfather, James Smith, published a volume of verses, and was well known in Lanarkshire as " the quaint Wishaw poet." It is, however, to Robert Tennant, the postman poet, that Mr Black attributes the influence which moved him in the direction of the muse, and, being fond ofreading. many of our standard poets won his esteem, and doubtless influenced his thoughts. When about twenty-three years of age, Mr Black com­ menced to contribute to the poet's corner of various news­ papers and magazines. A large number of his pieces have appeared in The Hamilton Advertiser. In enumerating books which have especially helped him, our friend humorously includes the Pronouncing Dictionary, which he carried in his pocket. BIOGRAPHICAL SKETCH. After residing. twelve years at Addiewell, Mr Black, with his wife and family, moved westward, exchanging a home on the banks of the Breich for one on the banks of the Kelvin.
