    Arkansas Airwaves Ray Poindexter A little more than a year after radio broadcasting was first heard nationally, Arkansas' first regular licensed station went on the air. The state's progress has not usually been as rapid in most other fields. At first, radio was considered to be a novelty. There was no advertising revenue to support it. Many of the early Arkansas stations left the air. Those that remained were jolted by the Great Depression. By the time things started getting better economic- ally, the nation became involved in World War ll. It brought various broadcasting restrictions and a shortage of products to be advertised. Radio's economic heyday in Arkansas came after the war. New stations began to spring up in many towns in the state. Soon the rushing radio surge was met head-on by a new and threatening medium --television! The question of survival was uppermost in the minds of some radio station owners. In order to live with the new force that had a picture as well as sound, many Arkansas stations had to make necessary adjust- ments. Today, both radio and television are alive and well in Arkansas. The Arkansas Medical Marijuana Commission (“Commission”) was created as a commission within the Arkansas Department of Finance and Administration and is therefore “a commission . created within the executive branch.” b. The Commission was created by constitutional amendment and various enacting legislation, including through appropriation legislation for the Department of Finance and Administration, and is therefore “an entity that is created by regulation, statute, legislative direction, executive order, or other informal means” and maintains “decision-making authority over procurement criteria, contracts, appointment of individuals to negotiate procurement directly or indirectly, or the approval of procurements.” Rules on Special State Employees – Conflicts of Interest, §100(b).

Elsewhere in this edition of the Circle, you'll read of the successful completion of the first phase of Ouachita's $62.5 million capital c~paign. Thanks to the gifts of thousands of friends, the Circle of Excellence campaign resulted in strengthening our ability to provide a quality education to students-now and in the future. We are grateful for every gift. For the record, I will simply say that we have been blessed beyond measure as we have waged this campaign. As you may recall, the effort was launched in the aftermath of 9/11 and in the midst of a serious downturn in the economy. For the first half of the campaign, gifts of highly- appreciated stock, which had fueled much of our growth in the 1990s, were about as scarce as a low-humidity morning in an Arkadelphia August.
