    Media nations: UK 2019 Published 7 August 2019 Overview This is Ofcom’s second annual Media Nations report. It reviews key trends in the television and online video sectors as well as the radio and other audio sectors. Accompanying this narrative report is an interactive report which includes an extensive range of data. There are also separate reports for Northern Ireland, Scotland and Wales. The Media Nations report is a reference publication for industry, policy makers, academics and consumers. This year’s publication is particularly important as it provides evidence to inform discussions around the future of public service broadcasting, supporting the nationwide forum which Ofcom launched in July 2019: Small Screen: Big Debate. We publish this report to support our regulatory goal to research markets and to remain at the forefront of technological understanding. It addresses the requirement to undertake and make public our consumer research (as set out in Sections 14 and 15 of the Communications Act 2003). It also meets the requirements on Ofcom under Section 358 of the Communications Act 2003 to publish an annual factual and statistical report on the TV and radio sector. This year we have structured the findings into four chapters. • The total video chapter looks at trends across all types of video including traditional broadcast TV, video-on-demand services and online video. • In the second chapter, we take a deeper look at public service broadcasting and some wider aspects of broadcast TV. • The third chapter is about online video. This is where we examine in greater depth subscription video on demand and YouTube.

INTRODUCTION: UK PAY TV CONSUMERS CAN BE BETTER SERVED 1.1 In January 2007, Virgin Media Limited ("Virgin Media"), together with British Telecommunications plc, Setanta Sport Holdings Limited and Top Up TV Europe Limited (together, "the Parties"), jointly made a submission to Ofcom demonstrating that competition in the UK pay TV market is not working effectively, and calling for Ofcom to make a market investigation reference to the Competition Commission. In this initial submission, a number of subsequent submissions and responses to numerous information request responses2, Virgin Media has provided voluminous evidence of market failure and highlighted specific areas of consumer detriment which result from this market failure. 1.2 Consumers would be demonstrably better off if steps were taken to remedy the features of the market which are preventing, restricting or distorting competition in the supply of pay TV in the UK. Against that background, this supplementary submission provides: (a) further evidence that consumers are not being well served by the current market structure; and (b) [CONFIDENTIAL], a more detailed explanation of the ways that Virgin Media could innovate (and the types of offerings consumers could expect to see) were the distorting features of the market corrected. 1.3 Ofcom has a discretion under section 131 of the Enterprise Act ("EA") to make a market investigation reference to the Competition Commission where: "… it has reasonable grounds to suspect that any feature, or combination of features, of a market in the United Kingdom for goods and services prevents, restricts or distorts competition in connection with the supply or acquisition of any goods or services in the United Kingdom or a part of the United Kingdom." 1.4 There can be no question such "reasonable grounds" have been established since the inception of this process approximately nineteen months ago.

I worked for the NHS, before re-training in 2007 as a Holistic Therapist. I have always been interested in holistic therapy, it is a form of healing that considers the whole person - body, mind, spirit, and emotions - in the quest for optimal health and wellness. I then began working for a Beauty and Wellness Spa based in Bury St. Edmunds, which was an ideal environment to practice my skills as a holistic therapist, whilst learning a lot about skincare. 2. How did you get into presenting? The Spa I worked for was, and still is, under the same parent company as SBC, and I was asked by the CEO if I fancied presenting on QVC for them. Surprised, excited, and terrified, I auditioned and in 2010 I had my first experience on QVC. 3. Do you remember who was presenting your first show? Of course, it was Jilly Halliday, and she was so lovely and really helped with my nerves. It was a great first experience. 4. If you can remember, how did you feel before your very first show?     Reply to Consultation on Ofcom’s provisional determination on the proposed new BBC Scotland channel We are grateful for the opportunity to respond to the consultation on Ofcom’s provisional determination. Key Points BBC ALBA is a minority language channel, broadcasting in standard definition across the UK on an annual content budget of £16.4m1. In addition to being a channel that competes on merit to attract the viewership of over 10% of adults in Scotland each week, it creates value for speakers and learners of Gaelic and plays a major role in the fulfilment of public policy objectives for Gaelic, culture and economy. The new BBC Scotland channel will undoubtedly have an impact on BBC ALBA. It will target broadly the same viewers as BBC ALBA with a content budget double that of BBC ALBA and, as announced recently by the BBC, with carriage in High Definition (HD). This is not a level playing field. We have three principal concerns: 1. The research and the conclusions drawn from it, insofar as they relate to BBC ALBA, are hedged around by uncertainty; 2. The approach taken to public value, insofar as it relates to BBC ALBA, appears not to give weight to the citizenship, public policy and language aspects of Gaelic broadcasting; and 3. There appears to be an assumption that it will be the responsibility of the Scottish Government to provide additional funding to BBC ALBA should the new BBC Scotland channel cause cost inflation. MG ALBA does not stand in the way of the new channel. However, we ask Ofcom to ensure that conditions, and related monitoring arrangements, are put in place to ensure that the new BBC Scotland will not cause detriment to Gaelic language television broadcasting or, if it does, that the BBC will undertake to make good that detriment.
