    21 October 2017 ‘INITIAL ASSESSMENT OF XI JINPING’S WORK REPORT AT 19TH PARTY CONGRESS’ By JAYADEVA RANADE The crucial 19th Congress of the Chinese Communist Party (CCP) opened in Beijing on October 18, 2017, amidst stringent security restrictions in Beijing and other major cities in China. Nearly a thousand foreign reporters from 130 countries are reported to be covering the Congress. The Congress was preceded by other important meetings, namely the 7th and last Plenum of the 18th CCP Central Committee (CC), and of the Party’s powerful anti-corruption body the Central Discipline Inspection Commission (CDIC) chaired by Xi Jinping’s close associate and Politburo Standing Committee member, Wang Qishan. CCP CC General Secretary Xi Jinping, who holds fourteen formal positions -- more than any other CCP leader so far -- is poised to emerge stronger from this Congress. His sustained anti-corruption campaign has eliminated opposition in the Party and military and drastically reduced the influence wielded by his predecessor once removed, Jiang Zemin. In September 2017, China’s official media publicised that more than 176 CCP cadres equivalent to the rank of central Vice Minister and above had been dismissed and arrested for corruption and that more than 14,000 officers of the People’s Liberation Army (PLA) had been similarly dismissed, including more than 86 officers of and above the rank of Major General. BICC has been awarded a grant of £5m from the Higher Education Funding Council for England, the Economic and Social Research Council and the Arts and Humanities Research Council with the aim of making it Britain's leading centre for research and teaching on China and Chinese language. The BICC Working Paper Series aims to publicise and disseminate original research carried out by scholars with interest in China worldwide. The BICC Working Papers are only available online and are free for downloading; we however request that when used for the purpose of research they are appropriately acknowledged. The papers published in this series do not necessarily appear in their final form, and can be revised and submitted to another forum. 1 Abstract This paper interrogates the Chinese Communist Party’s efforts to standardize, modernize and sanitize the Chinese administration, focusing specifically on the training to raise the “quality” (suzhi) and “ability” (nengli) of Chinese officials (“cadres”). In cadre training the three main prongs of administrative reform – institutional change, ideological innovation and changes in administrative practice – meet most directly. The main fieldwork sites for this project are the provincial party school in Kunming and lower-level (prefecture and county) party schools in Yunnan, with additional fieldwork carried out on the central institutions in Beijing.
