Question for written answer E-002616/2021 to the Commission Rule 138 Simona Baldassarre (ID), Francesca Donato (ID), Marco Dreosto (ID), Rosanna Conte (ID), Isabella Tovaglieri (ID) Subject: Rise in arrivals of irregular migrants in Italy and resumption of negotiations on the Malta agreements Between 9 and 10 May 2021 alone, 2 182 migrants landed in Lampedusa1, serving solely to exacerbate a trend which had already been accelerating in comparison with previous years2. The island is also grappling with an increase in SARS-Cov-2 infections. This situation only adds pressure on the Italian justice and reception system, which even before the pandemic began was already facing an increase in appeals against decisions by asylum authorities3. Commissioner Schinas recently acknowledged the EU's failure with regard to returns and announced that the European Board and Coast Guard Agency (Frontex) would deal with returns by 'increasing cooperation with third countries on readmission, improving our governance framework, equipping Frontex with a new mandate on returns, and appointing an EU return coordinator’4. However, no mention has been made regarding the handling of asylum applications and applicants. In the light of the above: 1. Will the Commission resume discussions regarding the Malta agreements5, under which the ‘country of first entry’ principle laid down in the Dublin III Regulation was to be overturned? 2. Will the Commission take action to address the very real emergency that has arisen in Lampedusa and if so, what action will it take? The content of the agreement is currently classified, owing to the commercially sensitive information within it. However, this protection of AstraZeneca’s legitimate interests should also be balanced by the need for transparency in relation to citizens and their representatives. It is unusual for even MEPs not to have access to the vital information set out in the trade agreement signed by the Commission, especially considering that on 22 September 2020 the ENVI and ITRE committees had invited the pharmaceutical companies involved in the search for a vaccine to attend a hearing, but AstraZeneca had declined the invitation. In the light of the above, can the Commission answer the following questions: 1. Does it not consider it appropriate to share the content of the agreement with Parliament, while taking due precautions? 2. In its view, could such a situation not set a significant precedent when it comes to balancing the interests of the commercial protection of a company with the need for transparency and citizens’ right to health? (English version) Question for written answer E-001911/20 to the Commission Marco Dreosto (ID), Massimo Casanova (ID), Rosanna Conte (ID), Danilo Oscar Lancini (ID), Antonio Maria Rinaldi (ID), Stefania Zambelli (ID), Anna Bonfrisco (ID), Andrea Caroppo (ID), Alessandra Basso (ID), Matteo Adinolfi (ID) (27 March 2020) Subject: European commitment to economic recovery in the Member States following the Covid-19 emergency The Covid-19 emergency will shortly and certainly create tensions regarding manufacturing, employment and logistics in every Member State, to the extent that countries are now discussing, nationally, how to deal with future macroeconomic scenarios. In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT. Will the Commission accept the proposal for individual Member States to reduce VAT to zero or, in any case, reduce it very substantially, or does it regard that as being contrary to the acquis communautaire — first and foremost the VAT Directive (Directive 2006/112/EC) and subsequent amendments? On 9 March the President of the European Council stated that the exporting of vaccines outside the Union was the result not only of business decisions made by the producing companies but also of a political strategy put in place by the European institutions to supply countries outside Europe with doses produced within the EU. However, on 15 February 2021 some new restrictions on the transit of commercial vehicles through Austria and Germany entered into force, with the requirement to produce a negative swab test carried out within 48 hours of arrival at the border. The new provisions have led to serious traffic disruptions, including the immediate formation of tailbacks at the Brenner Pass. Those measures, moreover, come on top of the pre-existing restrictions to the movement of heavy goods vehicles adopted through Tyrol by-law No 81/2019, the compatibility of which with EU law is already being considered by the Commission.
