Question for written answer E-000748/2020 to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy Rule 138 Simona Baldassarre (ID), Antonio Maria Rinaldi (ID), Massimo Casanova (ID), Stefania Zambelli (ID), Isabella Tovaglieri (ID), Annalisa Tardino (ID), Elena Lizzi (ID), Silvia Sardone (ID), Rosanna Conte (ID), Gianantonio Da Re (ID) Subject: Algeria’s unilateral establishment of an EEZ In the Official Gazette of the People’s Democratic Republic of Algeria No 18-96 of 20 March 2018, the country established a maritime exclusive economic zone defined by means of a set of geolocation points identified by latitude and longitude. An examination of these points shows that a section of its outer limits is located close to the coast of Sardinia, at the 12-mile limit, cancelling out Italy’s EEZ. This seriously damages the fishing and mining rights of Italy, a European Union Member State, as well restricting the scope for protecting the environment and marine fauna and flora, bearing in mind also the proximity of the protected marine area of the Sinis Peninsula. In addition, by acting in this way, Algeria is displaying an aggressive attitude towards a Member State. As this zone, which has been established unilaterally, infringes the rights of a Member State, can the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy reply to the following questions: 1. How does he intend to protect the exclusive economic zones of the Member States? 2. What action will he take with regard to Algeria to protect the rights of the Member States? 3. Does he not consider it appropriate to inform the Council with a view to proposing imposing economic sanctions in response to this action? PE648.097v01-00.

The content of the agreement is currently classified, owing to the commercially sensitive information within it. However, this protection of AstraZeneca’s legitimate interests should also be balanced by the need for transparency in relation to citizens and their representatives. It is unusual for even MEPs not to have access to the vital information set out in the trade agreement signed by the Commission, especially considering that on 22 September 2020 the ENVI and ITRE committees had invited the pharmaceutical companies involved in the search for a vaccine to attend a hearing, but AstraZeneca had declined the invitation. In the light of the above, can the Commission answer the following questions: 1. Does it not consider it appropriate to share the content of the agreement with Parliament, while taking due precautions? 2. In its view, could such a situation not set a significant precedent when it comes to balancing the interests of the commercial protection of a company with the need for transparency and citizens’ right to health? Casimirri è stato condannato in Italia in via definitiva a sei ergastoli per il sequestro di Aldo Moro e per l'assassinio degli agenti della sua scorta, avvenuti a Roma, il 16 marzo 1978. In data 14 marzo 2019 il Parlamento europeo, grazie all'approvazione di un emendamento presentato dal gruppo politico ID a una risoluzione sul Nicaragua 1 , ha proposto la richiesta di immediata estradizione in Italia del terrorista, nel rispetto del desiderio di giustizia dei familiari delle vittime e in nome del principio di certezza della pena 2 . In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT. Will the Commission accept the proposal for individual Member States to reduce VAT to zero or, in any case, reduce it very substantially, or does it regard that as being contrary to the acquis communautaire — first and foremost the VAT Directive (Directive 2006/112/EC) and subsequent amendments? On 9 March the President of the European Council stated that the exporting of vaccines outside the Union was the result not only of business decisions made by the producing companies but also of a political strategy put in place by the European institutions to supply countries outside Europe with doses produced within the EU. Can the Commission therefore answer the following questions: 1. Can it confirm the accuracy of the above information? 2. Does it acknowledge that the delegation of powers from the Member States to the Commission to coordinate the procurement of vaccines was intended to ensure the Member States themselves had adequate supplies and not for possible exports outside the EU? 3.

However, on 15 February 2021 some new restrictions on the transit of commercial vehicles through Austria and Germany entered into force, with the requirement to produce a negative swab test carried out within 48 hours of arrival at the border. The new provisions have led to serious traffic disruptions, including the immediate formation of tailbacks at the Brenner Pass.
