    4.0 Stadiums Queensland Business Model >> Stadium Taskforce - Final Report 61 4.0 Stadiums Queensland Business Model The SQ business model is the way SQ coordinates and strategically manages its asset portfolio responsibilities. The SQ business model takes into consideration items such as SQ’s approach to market testing and outsourcing of services, as well as to the shared support services for the organisation and portfolio and to SQ’s role in stadium planning. At a venue level, the SQ business model incorporates SQ’s consideration and determination of the preferred management approach for each of its venues, taking into account specifics of the asset, the use of the venue and historic operations. SQ’s intent of applying its business model is to implement management arrangements that maximise the likelihood of individual venues and the portfolio as a whole, operating as efficiently as possible. SQ achieves this by employing a variety of venue management, venue operations and venue hiring models, in addition to portfolio-wide arrangements. Market Testing and Outsourcing As a matter of business policy, SQ consistently tests the market to establish whether services are more cost effective if delivered on an outsourced basis. SQ is incentivised to do so because of customer requirements (hirers and patrons) to contain costs so that attending venues for patrons remains affordable. The Taskforce understands that a majority of SQ business is historically outsourced, including stadium services such as ticketing, catering, security, cleaning and waste management and corporate business functions such as audit, incident management, insurance and risk management.     Final Business Case Summary Stadium Australia September 2019 September 2019 About this report This document summarises the Final Business Case (Business Case) for the redevelopment of Stadium Australia. The stadium, located within Sydney Olympic Park, has 83,600 seats and was constructed as the main venue for the 2000 Sydney Olympic Games. The intent of the project is to redevelop the existing stadium into a permanent rectangular venue with 70,000 seats. This reconfiguration will move seats closer to the field of play and update the stadium to contemporary standards. The Business Case for the redevelopment of Stadium Australia was developed between September 2018 and March 2019, and was considered by the NSW Government in August 2019 following Gateway reviews and a peer review by the Centre for International Economics. Strategic context Stadium Australia is culturally and economically important Stadium Australia was the focus of the 2000 Sydney Olympics and is culturally important to the residents of Sydney and to Australians more broadly. The Stadium is also economically important and plays a significant role in NSW’s major event strategy. It hosts key national sporting events and attracts blockbuster international sport and entertainment. Events hosted at Stadium Australia create economic activity through ticket sales, television and broadcast rights, advertising, sponsorship and the sale of merchandise. This boosts the economy by contributing directly to output, to Gross Domestic Product and by providing employment opportunities for the local community. Sporting and entertainment events, particularly major events, also increase intrastate, interstate and international tourism. Events can attract visitors to NSW, and this promotes activity in tourism- related industries such as accommodation, cafes and restaurants, retail and transport.

Executive Summary Increased Frequency of Events Since Western Sydney Stadium (Bankwest Stadium) opened in April this year it has successfully conducted 21 major sporting and cultural events, welcoming in excess of 350,000 patrons. The Stadium presents as a world class facility capable of hosting a number of different major sporting, concert and cultural events. This has led to considerable interest from sporting clubs and event organisers in hosting their events at Bankwest Stadium. The Stadium is also part of a network of venues which includes the Sydney Football Stadium and Stadium Australia. The Sydney Football Stadium is currently being redeveloped, whilst the redevelopment of Stadium Australia is scheduled to commence in June 2020. The stadium redevelopment program leaves Bankwest Stadium as the only Stadium available in the network for approximately two (2) years.
