There was something for everyone to enjoy during the 48th annual Lundar Carnival weekend. Family fun skates, a kid’s paint party, Midget, Squirts and Novice hockey, a pancake breakfast, Fun Land, a costume parade, a balloon scramble, a pickerel fry dinner and an exceptional ice show were only some of the activities. INTRODUCTION anitoba’s 197 municipalities were the subject of contention and legislative focus during the Second Session of the M Fortieth Legislature. The New Democratic Party (NDP) government introduced Bill 33-The Municipal Modernization Act (Municipal Amalgamations)1 which began the restructuring of small municipalities. The objective behind Bill 33 was to modernize governance through amalgamations of municipalities with populations below 1,000. The Municipal Modernization Act altered the existing process for amalgamations contained within The Municipal Act2 by requiring all affected municipalities to present amalgamation plans and by-passing the usual investigative and reporting stages. The Bill encountered significant opposition in both the Legislative Assembly and the public discourse. Notably, few voices opposed municipal restructuring. Rather, the criticism was levelled at the lack of consultative processes in the time leading up to the introduction of the Bill and in the implementation of the amalgamations. Your vote may be the one that makes the difference on which party forms the next government. I am not asking you to vote for any particular party, nor am I telling you how to vote. What I am asking is you come out and vote. Take the five or fifteen minutes, or whatever it takes, to put your “x” on the ballot. Show the parties that they must listen to you. Stand up and be counted. I am pleased to say this year we have again had a successful MMF Annual General Assembly (AGA) which took place this past week on September 26th and 27th in Winnipeg. Over the course of the AGA weekend there were nearly 3,000 delegates attending to the main hall ceremonies and activities, the tradeshow, the youth conference and other sessions and meetings, as well as the evening banquet which was hosted by our own Metis government- owned Metis N4 Construction.

INTRODUCTION As they often do, Manitoba Liberal MLAs Kevin Lamoureux and Dr. Jon Gerrard took their seats in the province's Legislature on 6 October 2006. There were, however, two significant changes on that particular day. First, the two MLAs were sitting in the building's rotunda, not the Legislative Assembly. That move was forced by the second significant aspect of that day-the House was not sitting. Mr. Lamoureux and Dr. Gerrard were staging a two man mock question period to protest what they felt was the NDP government's refusal to be held accountable in the House. The government, under constant opposition scrutiny for its role in the collapse of the Crocus Investment Fund, had not called the House into session for over three months at the time of the Liberal 1 stunt. This particular demonstration was far from original. Mr. Lamoureux had staged a similar protest two years earlier, but even that wasn't the first time the rotunda played host to a "lock out" demonstration. In fact, current Manitoba Premier Gary Doer sat in the same space and made the same arguments as an opposition leader in 1999. At that time, Mr. Doer was protesting the Filmon government's refusal to call the House into session during the inquiry into allegations that his party had engaged in vote rigging in the 1995 Manitoba General Election.2 But now that the scenario was reversed, the optics of the situation were not good.
