EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Housing and Commercial Development on Lot 66166, Mukim Tanjung Dua Belas, Daerah Kuala Langat, Selangor Darul Ehsan. The total Project area is 257.25 acres (104.11 ha) and the proposed Project is to be developed by Setara Hati Sdn. Bhd. The locality of the Project Site falls under the jurisdiction of Majlis Daerah Kuala Langat (MDKL). A Site Suitability Assessment (Penilaian Awal Tapak) has been submitted to the Department of Environment (DOE) Selangor on 2nd September 2015 and the department has no objection to the proposed siting which is in line with the zoning for the area. However, the condition states that due to the adjacent eastern boundary are the Tan Ming Quarry and Spring Energy Quarry, 500m non-residential development has to be provided. Alienation for the Lot 66166 has been submitted to Pentadbir Tanah Daerah Kuala Langat for sub-division purpose. Lot 66166 is plan to be sub-divided into two (2) lots which separates the development area and the non-residential zone. The non-residential zone area will be developed in future as an individual development by the Project Proponent as soon as the zoning approval for change of landuse from residential to others is permitted by Majlis Daerah Kuala Langat.

The Project Site is situated within the District of Kuala Langat, Selangor Darul Ehsan. The proposed Project Site is surrounded by residential, quarry, empty land and oil palm estate. The proposed Project Site is located approximately 25km southwest from Kuala Lumpur City Center and 12km west from Putrajaya. The geographical location of the proposed Project Site is at latitude of 2°57’27.64” N to 2°57’05.93” N, longitude of 101°33’01.15” E to 101°33’09.27” E and latitude of 2°57’51.18” N to 2°57’24.16” N, longitude of 101°33’45.66” E to 101°33’45.71” E. The general location of project site is shown in Figure A . The proposed development is accessible from via Persiaran Anggerik Mokara, Jalan Kampong Lombong  Jalan Lombong Emas 3 which can be connected from Lebuhraya (KESAS).

At present, the proposed Project Site mainly consists of oil palms trees, shrubs and ponded area. Generally, the Project Site is flat with shrubs and ponded area on the eastern boundary while oil palm trees were planted on the middle and western part of the Project Site. There are existing plantation (earthern) roads within the site and there are existing perimeter earth drain surrounding the oil palm plantation. There are also existing trenches within the Project Site to channel the surface runoff from the oil palm plantation. The current site condition of the Project Site is shown in Figure B . The proposed Project Site is mainly surrounded by residential, quarry, empty land and oil palm estate.

The proposed Project which is a housing development involving an area of more than 50 ha which falls under the ambit of item 16, under the First Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 2015 made under Section 34A of the Environmental Quality Act (Amendment) 2012.

Based on “Rancangan Tempatan Kuala Langat 2020”, the proposed Project Site falls within Blok Perancangan: BP 1: Tanjung Dua Belas and under Blok Perancangan Kecil (BPK 1.17: Bukit Kemandul). Based on the local plan, the proposed Project Site located within BPK 1.17 is allocated for residential development.

II. The Existing Environment

Physical Environment a. Topography • From the topography survey plan, the proposed Project Site is generally characterised as nearly flat terrains with average elevations ranging from RL4.5m to RL6.0m above mean sea level. • The highest ground (approximately RL11.883m) lies at the peak in the southeastern portion of the Project Site while the lowest ground (approximately RL4.317m) is at the eastern boundary of the Project Site. b. Hydrology • The Project Site generally lies within both Sg. Kelang Basin. • In particular, the flat terrain of the Project Site is drained by a series of man-made irrigation channels for the oil palm estate with slow flowing water which flows towards north through the Malay villages prior to discharging into Sg. Kelang. • There are eight (8) water intake points within the Sg. Kelang river catchment. There are no water intake points located in the Sg. downstream of the Project Site discharge.

Geology and Soil • The Project Site is mainly situated on the unconsolidated and semi-consolidated Quaternary alluvial sediments of varying thickness that is made up of the Holocene Beruas Formation (i.e. peat, humic clay and silt deposits). • The soil investigation (SI) was carried out by soil investigation Contractors, Messrs. IES Integrated (M) Sdn. Bhd. while the geotechnical evaluation and interpretation of the borehole logs and the parameters obtained from in-situ and laboratory tests were carried out by the Geotechnical Consultants, Sepakat Setia Perunding for the Project Site with six (6) boreholes (BH1 to BH6) were drilled within the Project Site and two (2) piezometer was installed. • Based on the SI result, the thickness of the peat layer is about 0.3m to not more than 1.0m. • Based on the Reconnaissance Soil Map of Peninsular Malaysia ( Pindaan 2002), published by the Ministry of Agriculture Malaysia, the soil within the Project Site is classified as Peat. • According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the entire Project Site is located on low potential aquifer regime of this region. d. Landuse • Agricultural land areas are the prevalent landuse, with a total of 9,766.64 acres (38.93% of the impact area).The main cultivated crops in the vicinity of the Project Site are the oil palm and mixed horticulture. Most of the oil palm and mixed horticulture are located at Thangamallay Estate, Kampung Jalan Kebun, and Kampung Seri Aman Hilir. • Settlements & associated non-agricultural areas are the second predominant of the impact area i.e., 8,215.80 acres or 32.75%. The urban environment namely Kota Kemuning, , and Taman Putra Prima are among the nearest receptors to the Project Site. • Forested land i.e., shrubs covers 3.90% of the total impact area. Besides that, secondary forest covers approximately 217.13 acres (0.87% of the total impact area) while swamp forest occupies a total area of 1,148.48 acres (4.58% of the total impact area). Marshland covers approximately 426.82 acres or 1.70% of the impact area. • The Project Site which covers approximately 11.34% of the total impact area are mainly a new cleared land and 5.93% consist of river (Sg. Klang) and lake/pond. • Immediate receptors to the Proposed Project will be Kg. Lombong and Taman Seri Orkid on the north. On the west is the Tropicana Aman and Bandar Rimbayu Development which is currently under construction. On the east are the Tan Ming Quarry and Spring Energy Quarry which are still actively mining and on the south are cleared land. Existing nearest receptors of the Project Site is shown in Figure C.

Water Quality • The baseline water sampling session was conducted on the 4 th June 2015 at seven (7) sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e Spectrum Laboratories Sdn. Bhd. • The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B. The computed results showed that all sampling points fall under Class IIB Limits of the National Water Quality Standards for Malaysia as there are no water intake points downstream of the site.

Air Quality • Air quality assessment was carried out with sampling conducted by Spectrum Laboratories Sdn. Bhd. from 2th to 6 th June 2013 and 25 th to 29 th June 2015 at four (4) sampling points as depicted in Table C. • All the seven (7) parameters indicated levels within the Malaysian Ambient Air Quality Guidelines. Therefore good air quality is indicated at the Project Site and its surrounding areas.

• Noise levels at the designated sampling sites N1, N2, N3 and N4 (same location with the air quality assessment) were determined from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night-time.

• The result analysis shows that existing noise level (L Aeq ) during day and night time at all sampling points were below the permissible limits. High noise level is most probably attributed to the noise from the vehicles passing by, raining and thunder during sampling time and human activity nearby the sampling point. h. Vibration Level • Vibration levels at the designated sampling sites V1 and V2 (same location with A1 and A3) were determined for 8-hour period. • The result analysis shows that existing vibration level were within the permissible limit.

Biological Environment • The predominant vegetation in this area is oil palm ( Elaeis guineensis ) and secondary shrubs covering part of the Project Site. The oil palm trees observed at the Project Site are mainly mature to old planting. • There is no primary and secondary forest within the Project Site itself whilst the southwestern region of the Project Site (i.e., Bandar Rimbayu and Tropicana Aman) is under earthworks and construction stage and southeastern region of the Project Site are quarries

• There is a block of land in the eastern portion of Project Site which is dominated by grasses, shrubs and ponded area at the edge of the eastern site boundary. Density of trees is very low with majority are pioneer shrubs and most of the trees are degraded. • Besides the crops, these plantation areas also covered with common undergrowth i.e., grasses, weeds (family of Poaceae which comprises common species such as Imperata cylindrica, Axonopus compressus, Pennisetum sp., Paspalum sp., Lycopodium sp. etc.) and common epiphytes (commonly found on oil palm trunks i.e., Asplenium nidus, Platycerium coronarium, Davallia denticulate, etc.). Along the road sides within the oil palm plantations, weeds and grasses are abundant • Other common woody pioneer generally encountered in these areas such as Albizia falcate, Macaranga sp. (Mahang), Mallotus sp. (Balik Angin), Falcataria moluccana, Acacia sp., etc. at the open area and lower ground area within the Project Site. • The fauna composition at the Project Site seems to be very much adversely affected due to the previous deforestation activities, on-going agriculture (i.e., plantations and mixed horticulture) and sand mining/ quarries activities which do not provide a suitable habitat for wildlife. Moreover, current earthworks and construction activities are being carried out at the surrounding areas i.e. Tan Ming Quarry, Spring Energy, Bandar Rimbayu and Tropicana Aman Development. • These few species that do not manage to adapt often become “pests” as having lost of their normal food supply, they begin to make a meal of the young palm plants and palm fruits, and causing harm to the plantation. • No large mammal was recorded in the estate area. There are other small animals, which belongs to the shrew and rodent families are found and easily seen in the Project Site. • A number of bird species from Totally Protected Bird (Crested Serpent Eagle, Brahminy Kite, Little Heron, Great Egret, Common Iora, House swift, Oriental Dwarf kingfisher, Black-naped oriole, Collared scops-owl and Barn owl) and Protected Wild Bird categories (Pink-necked pigeon, White-rumped munia and Magpie robin) of Protection of Wild Life Act 2010 have been found at the site.

Socio-economic Environment • Based on the Population and Housing Census of Malaysia 2010, the total number of population in Mukim Tanjung Dua Belas was 98,164 people. • The projected additional population when the Project is operational would be in the region of 24,596 people. The proposed development will see an increment of 25% towards the population of Mukim Tanjung Dua Belas when the Project is fully operational. • Nearest human receptors to the Project Site are Kg. Lombong, Thangamallay Estate, Tan Ming Quarry and Spring Energy Quarry, Taman Mas and Taman Sri Orked. • From site visits, it can be deduced that the socioeconomics of the surrounding area from the Project Site is laden with various activities as a result of large human populations and human settlements leads to greater socio economics activities outside the Project Site.

III. Proposed Project Description

• Based on the Guidelines for Siting and Zoning of Industry and Residential Areas (MSIC 2008 code 080810810), a 500m non-residential area has to be provided on the eastern portion of the Project Site due to the adjacent Tan Ming Quarry and Spring Energy Quarry. Noise and vibration modelling has been carried out by Institute of Noise & Vibration Universiti Teknologi Malaysia to study the impact of the existing quarry operations onto the proposed developments. The study concluded that the distance of 500m non- residential area is sufficient and the details of the Noise and Vibration modelling report are appended as Volume II of this EIA report. • Residential component make up 19.69% of total areal coverage, i.e., approximately 50.66 acres out of the total development area for a total of 1,683 units. There are six (6) types of houses that are proposed to be constructed at the Project Site i.e., triple storey terrace houses and Rumah Selangorku. • The commercial sector, which takes up 8.09% (i.e. 20.80 acres) of the total development, shall consist of commercial and service apartment. • Public amenities that will be provided within this development include hall, surau, kindergarten and primary school. • Infrastructure and utilities that are proposed in this development are sewage treatment plant, main distribution substation, TNB electric substation, detention pond, water tank and drainage reserve. • The detention ponds covering a total of 12.41 acres land will also be upgraded to recreational area and landscaped. • A sewerage treatment plant is proposed on the north eastern area while 1 unit of main distribution substation and 4 units of TNB electric substation have been proposed for the development. • There is allocation for open and green area with total area coverage of 15.28 acres (i.e. 5.94% of the Project Site) planned for the holistic growth of the proposed development. • Based on the overall planning for the proposed development, the tarred roads occupy approximately 54.72 acres of land which is also including the car park area. • With the total population equivalent estimated to be 24,596 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D.

The development at the proposed Project site will be divided into seven (7) development phase i.e., Phase 1 – Phase 7. It is estimated that the proposed development will be carried out for duration of approximately 8 years and 3 months i.e., from October 2016 (earthworks) to end of 2024 (completion of building works).

Earthwork will be divided into two stages i.e., Stage 1 and 2. Earthwork Stage 1 covers the area of Phase 1, 2, 3 and 4 while Earthwork Stage 2 covers Phase 5, 6 and 7. Earthwork Stage 1 will be carried out in duration of 2 years while Stage 2 will be carried out in 1 and half years. Building work will start once the earthwork for that particular area or phase has been completed. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities’ approval.

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E.

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

• Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site;

• Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The Proposed Mixed Housing and Commercial Development will be developed on Lots 66166, Mukim Tanjung Dua Belas, Daerah Kuala Langat, Selangor Darul Ehsan. The proposed Project will be developed on 179.13 acres out of 257.25 acres (104.11 ha) and the proposed Project is to be developed by Setara Hati Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Daerah Kuala Langat.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, strict commitment and supervision on- site, a sustainable development can be achieved to offset its adverse impacts.
