REQUEST FOR PROPOSALS FOR THE ESTABLISHMENT OF GROUND MOUNTED, LOW VOLTAGE CONNECTED SOLAR PV POWER PLANTS IN 75kW, AC CAPCITIES ON BUILD, OWN AND OPERATE BASIS Ceylon Electricity Board (CEB) invites proposals from prospective developers (Project Proponents) through National Competitive Bidding (NCB) for development of ground mounted, low voltage connected solar PV power plants each in 75kW, AC capacity on Build, Own & Operate (BOO) basis to be connected to following distribution substations. 1. Project Proponents are required to: (a) Design, finance, procure, construct, commission, operate and maintain the solar PV power plant and all associated equipment/services; (b) Procure or lease land required for the project from the land owners. Plants are to be constructed in private lands only. Land location or part of the land location should be located within 400m of aerial distance from the substation to be connected; (c) Meet the entire cost of grid interconnection of the solar PV power plant, including low voltage aerial bundle conductor circuit, protection, metering and remote operating equipment; (d) Secure all environmental clearances, Government approvals and statutory licenses; (e) Enter into a Power Purchase Agreement (PPA) with CEB for the supply of electricity (energy only) from the solar PV power plant. The Term of PPA will be 20 years from the start of Commercial Operation. 2. Project Proponents who wish to submit proposals may do so either as, • As an incorporated company • As an incorporated joint venture of such companies • As an individual business owner or as a partnership registered under business names registration statue of the respective Divisional Secretariate • As a registered voluntary social services/non-governmental organization registered under Voluntary Social Services Organizations (Registration & Supervision) Act, No.31 of 1980 as amended by Act, No.8 of 1998. • As a Samurdhi Community Based Organization registered under the department of Samurdhi Development in accordance with provisions 09 and 42 of the Samurdhi Act, No.1 of 2013 as amended by Divinaguma Act, No.2 of 2017. 3. Project Proponents shall purchase a separate RFP Document for each proposal to be submitted on submission of written request and payment of non-refundable fee of LKR 2,000.00 by cash or by bank draft drawn in favour of the General Manager, Ceylon Electricity Board, from the address stated in relevant tables. RFP Document will be issued until 10:00 hrs. on one day before respective tender closing date. This Tender Notice and RFP Document will be available for inspection on CEB website http://www.ceb.lk/tenders. Project Proponents may contact the relevant officials as stated in relevant tables for further information regarding RFP 4. Proposals to be prepared according to instructions in Section 2.7 Volume I of the RFP Document. Prepared proposals to be addressed to the Chairman of the Divisional Procurement Committee in relavent Distribution Division and should be submitted to the addresses given under each CEB province during 08:30 hrs – 16:00 hrs until one day before the bid closing date, or to the same address on tender submission deadline date and time stated in the relavent tables. Proposals received after tender submission deadline date and time will be rejected.
