RECOMMANDATIONS DU RAPPORT Que la Commission du transport en commun prenne connaissance du présent rapport. 2 BACKGROUND In the Spring of 2020, construction work on the Rideau and William Street Renewal project will begin. Consistent with the plan outlined in the Rideau/Arts Public Realm Plan report (ACS2015-PAI-PGM-0014) approved by Council on February 25, 2015, the City of Ottawa will start work on the streetscaping elements and transportation components within the Rideau Street right-of-way from Dalhousie Street to Sussex Drive. During this time, Rideau Street will be closed to traffic until the end of 2020, and there will be impacts to bus routes along the Rideau Street corridor. In addition, on March 6, 2019, City Council approved the construction of the Stage 2 Trillium Line expansion as outlined in the report titled Contract Award of Ottawa’s Stage 2 Light Rail Transit Projects and Related Matters report (ACS2019-TSD-OTP-0001). As outlined in the March 2019 report, an extended closure of O-Train Line 2 is required in order to complete the planned work and will result in temporary adjustments to transit service. DISCUSSION Rideau Street Starting in the spring of 2020, Rideau Street will be closed to vehicular traffic to allow for the reconstruction of the Rideau right-of-way from Dalhousie Street to Sussex Drive. OC Transpo will be detouring buses from Rideau Street with the majority of routes serving Mackenzie King Bridge, with the exception of Routes 6 and 7 which will travel via Dalhousie, Besserer, Nicholas, Daly, Colonel By, Rideau, and Wellington in order to provide service to temporary stops along Daly and stops in the vicinity of Confederation Square. Overnight bus service will be provided to the Mackenzie King Bridge, as well as to temporary stops on Rideau Street just east of Dalhousie Street to facilitate connections to the ByWard Market. O-Train Line 2 Effective May 3, 2020, OC Transpo will operate R2 bus replacement service when Line 2 shuts down to allow for the construction of the Stage 2 Trillium Line expansion. R2 will serve all five Line 2 stations, as well as South Keys, Walkley and Heron stations and Preston/Gladstone, and will replace Line 2 service until construction work is completed. 3 Staff will present more detailed information on these transit service detours at the March 18, 2020, Transit Commission meeting. RURAL IMPLICATIONS There are no implications specific to rural residents in this report. CONSULTATION Consultation on the need for transit service adjustments during construction was carried out as part of the approval processes for both the Rideau Street and William Street Renewal and the Stage 2 Trillium Line expansion projects. The current adjustments are based on the results of that previous consultation. Information regarding the specific details of the transit service plan will be communicated to customers prior to implementation. COMMENTS BY THE WARD COUNCILLOR(S) This is a city-wide report. ADVISORY COMMITTEE(S) COMMENTS This report has not been considered by advisory committees. LEGAL IMPLICATIONS There are no legal impediments to receiving the information in this report. RISK MANAGEMENT IMPLICATIONS Risks have been identified and are being managed by staff. OC Transpo will continue to provide updates to customers, the Transit Commission and Council on changes should they occur. ASSET MANAGEMENT IMPLICATIONS The recommendations documented in this report are consistent with the City’s Comprehensive Asset Management (CAM) Program objectives. The implementation of the Comprehensive Asset Management program enables the City to effectively manage existing and new infrastructure to maximize benefits, reduce risk, and provide safe and reliable levels of service to community users. This is done in a socially, culturally, environmentally, and economically conscious manner. 4 Starting in the spring of 2020, Rideau Street will be closed to vehicular traffic to allow for the reconstruction of the Rideau right-of-way from Dalhousie Street to Sussex Drive. Thoughtful planning in this project will serve to minimize the impact to residents and ensure that the work can proceed efficiently, balancing risk and affordability. FINANCIAL IMPLICATIONS There are no financial implications associated with receiving this report for information. ACCESSIBILITY IMPACTS All temporary station facilities and bus stops will be designed according to current accessibility standards.
