The Santee River Watershed rises in North Carolina and comprises an area of more than 15,000 square miles; with 5,000 square miles being situated in North Carolina and about 10,000 square miles lying in South Carolina. Its average flow is approximately 16,000 cubic feet per second. The Cooper River (prior to Santee-Cooper) was a tidal estuary rising near Moncks Corner and emptying into Charleston Harbor, ap­ proximately 50 miles down- steam. Its flow was about 75 cubic feet per second. The Santee and the Cooper Rivers lie 22 miles apart at their closest point. The difference in level between the two rivers is only thirty-five feet. Railroad To Power Plant Crosses Sampit River In the early days of the nation, as settlers in South Carolina, moved inland from the coast, it was essential that they get their agricultural products, principally cotton and indigo, to Charleston for export, since there were no manufacturing plants in the young country. Roads were practically nonexistent, and the best method of transportation was by the rivers in the Santee River system. However, boats small enough to navigate the tributaries and on the Santee River were often lost on the open sea voyage from the mouth of the Santee to Charleston. Of necessity, the early set­ tlers determined that something had to be done to prevent the loss of cargoes and often the lives of those trans­ porting the fruit of a year's hard earned labor via the Santee River to Charleston.
