(b) Scott Fortnum, new Executive Director of The Living City Foundation was introduced. _________________________________________ SECTION I - ITEMS FOR AUTHORITY ACTION RES.#A27/13 - ENBRIDGE PIPELINES INC., LINE 9B REVERSAL AND LINE 9B CAPACITY EXPANSION PROJECT Report on Line 9B Reversal and Line 9 Capacity Expansion Project and general areas of concern for crude oil and its potential effect on the environment and drinking water from spills. Moved by: Glenn De Baeremaeker Seconded by: Colleen Jordan WHEREAS concerns of Toronto and Region Conservation Authority (TRCA) related to the Enbridge Pipelines Incorporated (Enbridge) Line 9B Reversal and Line 9 Capacity Expansion Project (Project)are focused on its role as watershed managers, landowners and through its obligations under Ontario Regulation 166/06; AND WHEREAS TRCA has submitted a letter to the National Energy Board (NEB) commenting on the List of Issues that will be addressed by the board; THEREFORE LET IT BE RESOLVED THAT staff continue to consult with affected municipalities and agencies on common issues and concerns; THAT staff initiate a dialogue with Enbridge to review issues of concern to TRCA and determine if an agreement can be reached with Enbridge to address TRCA interests in the Project; THAT staff file an application to participate in the NEB Hearing on or before the April 11, 2013 deadline to participate as an Intervenor, thus ensuring that if an agreement with Enbridge cannot be reached, TRCA can advance its interests through the NEB; THAT TRCA staff be directed to concurrently negotiate with Enbridge and participate in the NEB hearing; THAT if TRCA’s interests are addressed by written agreement with Enbridge by June 30, 2013, that TRCA’s application to participate in the NEB hearing be withdrawn; AND FURTHER THAT staff continue to work with Enbridge in the implementation of its Integrity Dig Program to ensure TRCA regulatory requirements are met. 22 RES.#A28/13 Moved by: Dave Ryan Seconded by: Gloria Lindsay Luby THAT the proposed amendments below be considered and voted on individually.     TORONTO CITY COUNCIL ENVIRO REPORT CARD 2010-2014 TORONTO ENVIRONMENTAL ALLIANCE • JUNE 2014 EXECUTIVE SUMMARY hortly after the 2010 municipal election, TEA released a report noting that a majority of elected SCouncillors had committed to building a greener city. We were right but not in the way we expected to be. Councillors showed their commitment by protecting important green programs and services from being cut and had to put building a greener city on hold. We had hoped the 2010-14 term of City Council would lead to significant advancement of 6 priority green actions TEA had outlined as crucial to building a greener city. Sadly, we’ve seen little - if any - advancement in these actions. This is because much of the last 4 years has been spent by a slim majority of Councillors defending existing environmental policies and services from being cut or eliminated by the Mayor and his supporters; programs such as Community Environment Days, TTC service and tree canopy maintenance. Only in rare instances was Council proactive. For example, taking the next steps to grow the Greenbelt into Toronto; calling for an environmental assessment of Line 9. This report card does not evaluate individual Council members on their collective inaction in meeting the 2010 priorities because it is almost impossible to objectively grade individual Council members on this. Rather, it evaluates Council members on how they voted on key environmental issues. The results are interesting: • Average Grade: C+ • The Mayor failed and had the worst score. • 17 Councillors got A+ • 16 Councillors got F • 9 Councillors got between A and D In the end, the 2010-14 Council term can be best described as a battle between those who wanted to preserve green programs and those who wanted to dismantle them.

The Policy and Finance Committee recommends the adoption of the following report (November 3, 1999) from the Council Reference Group for the Strategic Plan: Purpose: On October 1, 1998, City Council approved the development of Council's Strategic Plan – a key Council leadership document. Part I of Council's Strategic Plan has been drafted, and is being submitted by the Council Reference Group for Council's consideration. Financial Implications and Impact Statement: There are no financial implications resulting from the adoption of the recommendations in this report. Recommendations: It is recommended that City Council adopt Part I of Council’s Strategic Plan, encompassing Council’s vision, mission and goals as set out in the Appendix to this report, and that this be taken into account by the City’s other planning initiatives including the Official Plan, Social Development Strategy, Economic Development Strategy and Environmental Plan. Comments: The vision, mission and goals represent the first part of Council’s Strategic Plan (appended). The vision statement sets out Council’s collective vision for the city. The mission statement is Council’s statement about the broad role and purpose of the City Government. The goals represent directions that Council can influence and that will influence Council’s decision-making as it strives to improve the quality of life in the city. Council adoption of the vision, mission and goals in Part I of the Strategic Plan will move the process forward with Part II – the development of City Strategies.

CPSA 2011 / TAYLOR / 1 The 2010 municipal election in the City of Toronto was a watershed in a number of respects. For only the second time since the 1997 amalgamation of the former Metro Toronto municipalities the mayoral race did not feature an incumbent. The victor, councilor Rob Ford, trounced two high profile and well-resourced opponents: former provincial cabinet minister George Smitherman and longtime downtown councilor and deputy mayor Joe Pantalone. Smitherman ran as a centrist, adopting policy positions from both right and left. Pantalone ran as the continuity candidate, proposing to extend the policies of Mayor David Miller, who in seven years in office had presided over an expansion of the City’s budget and had championed government-led solutions to various civic ills, not least traffic congestion, suburban ethnic poverty, and deteriorating public housing. Ford’s platform constituted an almost systematic repudiation of Miller’s legacy. Arguing that the City’s perennial fiscal problems stemmed from excess spending rather than insufficient revenues, Ford pledged to shrink the size of government by eliminating waste and introducing private sector competition to provide services.

    December 13, 2012 The Honourable Dalton McGuinty, Premier of Ontario Room 281, Main Legislative Building, Queen's Park Toronto, Ontario M7A 1A1 Dear Premier, Re: Important Conditions for Rouge Park Land Transfer to Federal Government We are writing to urge your government to attach strong conditions to the transfer of provincial Rouge Park lands to the federal government and Parks Canada for Rouge National Park. We recommend five conditions to ensure the new National Park adequately protects the critical Rouge Park ecological corridor(s) between Lake Ontario and the Oak Ridges Moraine, as envisioned in both the Greenbelt Plan (s. 3.2.6) and the Rouge North Management Plan (4.1.1.2). Southern Ontario has one third of Canada's population, one third of Canada's species at risk, and less than one percent of its land protected by provincial and national parks. Rouge Park may be the last large natural parkland opportunity in the endangered Carolinian and mixed woodland plain eco-zones of southern Ontario. Within this context, the ecological significance and potential of Rouge Park cannot be overstated. The creation of Rouge National Park represents a unique opportunity and responsibility to advance the Province’s recently announced implementation plan for conserving biodiversity. Given the growth projections and development pressures in the Greater Toronto region, the government should seize this opportunity to expand the system of protected areas and park lands, to promote landscape-level conservation planning, and to reduce urban sprawl – all key actions identified in Biodiversity: It’s In Our Nature. The history of the Rouge Park dates back to Premier David Peterson, who, on March 26, 1990, announced plans to create a Rouge Park linking Lake Ontario to the Oak 1 Ridges Moraine.
